Abstract

Purpose

Despite cultural dimensions being included in hundreds of business and management research studies, there have been relatively few studies in public-sector accounting that include the use of cultural dimensions. It is posited that national cultural variables impact the institutions, which, in turn, have an influence on public-sector budgeting. The study aims to contribute to the literature by examining these relations in 31 countries.

Design/methodology/approach

These relationships are empirically evaluated by structural equation modeling using measures of national culture from Global Leadership and Organizational Behavior Effectiveness (GLOBE) study and Worldwide Governance Indicators (WGIs) measures named institutions from the World Bank. Furthermore, measures of public-sector budgeting are evaluated in which public-sector budgeting is classified according to the legislative power of the purse and budget transparency.

Findings

Generally, findings reveal that institutions mediate the relationship among national cultural variables and budgeting at the national level. By that means, budgeting in a given nation is linked to the nation's supporting institutions which, in turn, are influenced by the national culture of those who maintain them. Particularly, power distance and uncertainty avoidance impact budgeting through the full mediation of institutions.

Research limitations/implications

The World Bank's database used for the institutions contained over 200 countries (Kaufmann et al., 2007); the GLOBE cultural database (House et al., 2004) contained data for 62 societies; the public-sector budgeting (Qi and Mensah, 2011) included power of the purse and budgeting transparency country scores for 49 countries and the datasets comprised 31 nations, mostly from Organisation for Economic Co-operation and Development (OECD) countries. While smaller than we would have preferred, the size is consistent with other international studies (for instance: Waldman et al., 2006; Kwok and Tadesse, 2006).

Practical implications

The findings of the paper suggest that any plan to improve a nation's budgeting should consider the links between budgeting, supporting institutions and the culture of those that run them. The formal adoption of new methods and standards by supporting institutions may not be enough without accompanying efforts to transform national culture.

Abstract

Purpose

During the twentieth and twenty-first centuries, debate about the governance and management of national cultural institutions has largely focused on the problematic relationship between art and the economy. However, several more recent changes have made this discussion outdated. These include loss of autonomy in the art world, transformation of cultural production and distribution and instrumentalisation of cultural policies to generate a new context leading to the emergence of art managers.

Design/methodology/approach

In terms of cultural policy, the interplay between the governance and management of national cultural institutions is currently problematic, with the work of art managers now replacing the previous “art versus economy” binomial. Here, we demonstrate the growing centrality of the governance paradigm and generation of public value in the local context, by qualitatively examining the discourses of politicians and national cultural institution managers in Barcelona.

Findings

We concluded that a new interface between policymakers and managers has appeared in twenty-first century cultural institutions, and that this has replaced the previous antagonism between artistic directors and managers. Finally, although there is a consensus that the objective of national cultural institutions should be to enhance public value, we also identified the presence of a symbolic battle over how this public value is defined and who should evaluate it.

Originality/value

This paper reveals the centrality of this new debate: policymakers and managers have developed discourses and strategies so that their vision of public value now predominates. In turn, this debate has become the new “battlefield” of cultural policy and reflects a rebalancing between the artistic and political spheres.

Abstract

Purpose

The purpose of this paper is to identify the common issues affecting the cultural institutions’ websites in terms of organic search visibility and to detect if there are some category specifics for the national libraries, archives and museums.

Design/methodology/approach

In the first phase, an online survey was conducted involving the cultural institutions of national importance, aiming to map the current state of their websites in organizational and functional terms, to collect the information about the used domains, their social media activity and the use of analytical tools to monitor the visitor behavior and online traffic. In the second phase, the cultural institutions’ websites were analyzed using the “White Hat SEO” technics of optimization on Google.

Findings

From the category perspective, the historical archives have the best Technical search engine optimization (SEO) position due to the low coding errors and fair site speed, the libraries are leading in content generation and the museums have a very good total SEO index due to their strong social media activities. Common issues are detected in the description of web images, non-existence of sitemaps and low website mobile friendliness.

Research limitations/implications

The data were collected from the personnel of the national cultural institutions based on their pre-assumed knowledge and understanding of website management.

Practical implications

The research methodology can be used to analyze the organic visibility of any national culture on search engines.

Originality/value

A research gap in addressing the cultural institutions’ websites from the search engine perspective was identified and addressed within the paper.

Abstract

Purpose

This paper aims to focus on the evolution of nonprofit cultural institutions in Mexico and their relationship with Spain, regarding the four traditional elements of a marketing mix. Specifically, this paper examines marketing advancements in the digital environment, placing emphasis on the virtual exhibition Códices de México: Memorias y Saberes, as well as the marketing activities related to prehispanic and novohispanic codices between 2010 and 2022.

Design/methodology/approach

The first part of the present study provides a chronological framework based on the four components of a marketing mix, illustrating the transition of Mexican and Spanish public cultural institutions from their foundations to current times. It particularly provides insight into their recent accomplishments in the digital environment, underscoring potential networking areas. The second part offers an in-depth examination of the exhibition Códices de México: Memorias y Saberes (INAH 2015) and a review of digital sources from Mexican government entities to investigate marketing activities related to prehispanic and novohispanic codices.

Findings

Due to the historical approach used to document the transition of nonprofit cultural institutions in Mexico and Spain to the digital era, this article sheds lights on co-joint efforts in the digital marketing domain around prehispanic and novohispanic codices. Additionally, it illustrates the activities used by Mexican cultural institutions during the past two decades to disseminate knowledge on codices.

Research limitations/implications

Regarding the methodological aspects of using historical resources through digital archives, this study solely comprised marketing activities reported in the records available on the official portal of cultural institutions.

Originality/value

This study argues for the utility of the four components rooted in a traditional marketing mix as a tool to illustrate the evolution of marketing practices within the cultural heritage domain. It also highlights the role played by cultural institutions in Mexico and Spain in the digital environment to strategically network around cultural heritage. Additionally, it sheds light on the implementation of methods for presenting Mexican codices grounded in virtual terrain.

Abstract

Organizational studies have often omitted the importance of national differences as shapers of the organizational action of firms. This study aims to address the particular national features that distinguish the Argentinean national context from others. To do so, we introduce a multidimensional framework that includes both institutional and cultural elements. In so doing, we were able to begin to answer the following questions: To what extent have the unique characteristics of the national context shaped indigenous businesses in Argentina? And, how have the national business characteristics affected the way indigenous businesses organize themselves, transform, and respond under competitive pressures? The result of the analysis shows the importance of three major aspects in understanding organizational action: the role of the state, the role of financial institutions, and the role of national culture as shapers of organizational action.

Abstract

Purpose

Entrepreneurial activity is a phenomenon that increases the economic growth of countries and improves their social welfare. The economic development levels of countries have significant effects on these entrepreneurial activities. This research examines which institutional and macroeconomic variables explain early-stage entrepreneurship activities in developed and developing economies.

Design/methodology/approach

The authors conducted panel data analysis on the data from the Global Entrepreneurship Monitor (GEM) and International Monetary Fund (IMF) surveys covering the years 2009–2018.

Findings

First, the authors' results reveal that cognitive, normative and regulatory institutions and macroeconomic factors affect early-stage entrepreneurial activity in developed and developing countries differently. Second, the authors' findings indicate that cognitive, normative and regulatory institutions affect early-stage entrepreneurship more positively in developed than developing countries. Finally, the authors' results report that macroeconomic factors are more effective in early-stage entrepreneurial activity in developing countries than in developed countries.

Originality/value

This study provides a better understanding of the components that help explain the differences in entrepreneurship between developed and developing countries regarding institutions and macroeconomic factors. In this way, it contributes to developing entrepreneurship literature with the theoretical achievements of combining institutional theory and macroeconomic indicators with entrepreneurship literature.

Abstract

Purpose

Among the current discourses around social media risk management (SMRM) is whether institutions perceive social media (SM) as more of an opportunity to be embraced and regulated, or a risk to be avoided or mitigated, how this is reflected in their policies and how institutional stance reflects their regulation and management of SM use and practices. There is currently no scholarly literature that addresses these for the memory sector where SM use has proliferated. This research aims to address this gap by putting a focus on national memory institutions (MIs), whose strategies and operations are often governed by a public/civic mandate.

Design/methodology/approach

This research involves a comprehensive literature review and a content analysis. The review includes studies that have analysed institutional SM policies in other sectors. The review informs our content analysis both in terms of approaches and in terms of identifying areas for comparisons. Following an initial scoping review and a close inspection, a sample of eight policies of national MIs were included in the content analysis.

Findings

The content analysis led to the identification of 8 core themes and 36 sub-themes. The main themes are concerned with account management, audience management, rules for use, protecting institutional interests, legal considerations, the purpose of the policy, nature of postings and referencing information. Also emerged from the findings are a few gaps that we expect will provide a platform for further discourses with regard to the potentially complex role SM policies have in MIs and the broader cultural heritage sector in relation to their public/civic mandates.

Originality/value

This is the first close SM policy analysis for the memory sector focusing on national MIs. This research contributes insights into how national-level MIs tend to frame the opportunities and the risk of SM use, the ways in which they govern SM usage and their different approaches to SMRM. The findings have implications for SM policy development and implementations, and further iterations of SM policies in the memory sector.

Purpose

The purpose of this paper is to explore the international agenda regarding the discussion on the sustainable development. It asserts the idea that economic growth is a process that embraces the cultural values, human capability, and transnational policies aimed to guide and support the efforts of nations to achieve social security. The paper places the issues of contemporary heritage science theory on the recent debate concerning the cultural heritage preservation based on scientific, legal, social, and management issues.

Design/methodology/approach

The paper selected mainly reports, declarations, resolutions, and recommendations concerning this theme. The framework comprehends almost 30 years: from the first project titled “World Decade of Cultural Development” (1988) to the last conference in Tanzania (2016). Some questions defined the methodological approach of this investigation: how can we generate sustainability in terms of the use, maintenance, and conservation of cultural heritage? How can we adjust the local, national, and international guidelines to a common logic without letting go of the community autonomy?

Findings

The paper provides a historical context about the enlargement of the debate concerning the international policies for sustainable development from cultural empowerment. It suggests that UNESCO, WHC, and ICCROM have been promoting positive projects in vulnerable regions.

Research limitations/implications

Eurocentric models of development and occidental concept of culture exposure in the selected documents should be reviewed mainly in decolonization areas.

Practical implications

The article offers a distinct perspective for the system of international evaluation of cultural heritage, and a different focus of reflection for the academic community.

Originality/value

The study promotes a reflection regarding the international agenda for sustainable development over the last 30 years.

Abstract

Purpose

The collapse of some prominent corporations over the last ten years has been attributed to poor governance. Not‐for‐profit agencies are now examining their own governance policies and practices in an attempt to prevent the calamities that have plagued the private sector. Because heritage sites, conservation organizations and heritage‐based tourism are significant factors in the social life and economies of many countries, the proper management of cultural heritage initiatives is vital. This paper seeks to undertake the development of a set of good governance principles applicable to the oversight and operation of cultural heritage institutions.

Design/methodology/approach

The fifth World Parks Congress, in South Africa in 2003, encouraged the development of governance principles for protected areas based on the UNDP document Governance for Sustainable Human Development. Using these standards as a reference for the cultural heritage setting, UNESCO and ICOMOS charters and conventions, along with documents from National Trusts in specific countries are examined with regard to their relevance to good governance.

Findings

A set of good governance criteria and principles including legitimacy and voice, direction, performance, accountability, and fairness, is developed.

Practical implications

The paper addresses governance issues and principles relevant to non‐governmental and public sector governance in the cultural heritage sector.

Originality/value

The paper draws on principles of good governance from several international heritage related agencies, trusts and organizations to develop a set of principles that can be recommended for use in the cultural heritage sector.

Abstract

Purpose

The purpose of this paper is to apply the theory of cultural diplomacy to explore and explain the role and function of the Confucius Institution project and its implications for understanding of China's soft power projection.

Design/methodology/approach

This paper first presents the theories of soft power and cultural diplomacy as an analytic framework. It then delineates an interpretative illustration of the CI project as a platform for China's cultural diplomacy. The paper concludes with a discussion of the CI project's implications for understanding of China's soft power projection.

Findings

The paper argues that the Confucius Institute project can be understood as a form of cultural diplomacy that is state‐sponsored and university‐piloted, a joint effort to gain China a more sympathetic global reception. As such, the Confucius Institution project involves a complex of soft power techniques. However, it is not entirely representative of soft power capability, because the problems embedded in the project and in the wider society run counter to the Chinese government's efforts to increase the Confucius Institutions’ attractiveness and popularity.

Originality/value

This article sheds light on Chinese universities in the role of “unofficial cultural diplomats.” On this topic, further research may need to explore more fundamental issues that bear far‐reaching significance and impact, i.e. the mechanics of Chinese university involvement in Confucius Institutes. Interesting questions arising from this study may help open up a wider spectrum of research topics for understanding the university‐state relationship, cross‐border higher education, as well as the possibilities and limits of educational globalization. At this stage, this article serves as a start to move scholarship in that direction.
