The purpose of this work is to present the modelling of the conditions of provision of growth of public–private partnership using digital technologies based on the game approach.

Abstract

Purpose

The purpose of this work is to present the modelling of the conditions of provision of growth of public–private partnership using digital technologies based on the game approach.

Design/Methodology/Approach

The methods of a systemic approach, linear programming and linear correlation, as well as statistical method, are used.

Findings

We performed the modelling of the conditions of provision of growth of public–private partnership using digital technologies based on the game approach. We also determined the level of development of public–private partnerships at the level of developed (United States, United Kingdom, Sweden and Denmark) and developing countries (Bulgaria, Venezuela and South Africa) and analysed the level of implementing digital technologies within the studied countries. We note a high level of public–private partnership in developed countries and a low level of this indicator in developing countries (except for Bulgaria, which has the positive dynamics of improvement). We also determine the main competitive advantages of implementing digital technologies, which have an impact on the improvement of the state of public–private partnerships at the level of the studied countries. Using the linear method of programming (game approach), we formulate the models of development of this type of interaction, within which the positive experience of developed countries is taken into account.

Originality/Value

The originality and value of this research consist in the study of the specifics of the use of the game approach in the modelling of public–private partnership, which is based on the use of digital technologies.

Study level/applicability

The case has been developed for use in “e-government Management and Leadership” and “Strategic IT management” courses and is appropriate for MBA and Executive Development Programs, as well as corporate training programs incorporating information system and e-government dilemmas. The case is appropriate for courses that deal with e-government development.

Case overview

Ajman Digital Government (ADG) was established in 2017. It is a new government entity intended to deliver the Ajman e-Government Project to increase government efficiency and productivity, as well as transforming public services to meet citizen expectations of digital experiences and satisfying the UAE Federal e-government standard. The current UAE federal e-government ranking includes only two emirates, Abu Dhabi and Dubai. ADG intends to be part of the UAE federal e-government ranking and participating in the world digital competitiveness ranking. Many challenges lie ahead for ADG, which intends to add Ajman’s e-government to UAE’s federal e-government, supporting the digital competitiveness of UAE worldwide and participating in increasing the ranking for UAE federal government in IMD’s World Digital Competitiveness Ranking; in addition to this challenging goal, there are significant new obstacles to the implementation of the new digital government in Ajman. ADG requires specific ingredients for the maintenance and support of the UAE e-government standard to position the project toward the success. Study of the strategic positioning of ADG would help support success of the development of e-government and weigh which technology should be used and how the project should proceed strategically. The case also provides a very useful ground for discussing all challenges faced and how the innovative business model of e-government will address these issues and create a sustainable e-government environment.

Expected learning outcomes

The case is structured to achieve the following learning objectives: Students can recognise the dilemma faced by the Ajman Government in managing citizen expectations, stakeholder expectations and the wider implications of its actions on developing a coherent communication strategy. Students can recognise and critically evaluate the role of leadership and communication in using e-government strategies in hyper technology market. To bring out the challenges in the digital government and repositioning strategies in a highly competitive and dynamic technology environment. Differentiation and repositioning strategies in a highly competitive technology market. Learn how to effectively communicate the value of a digital government to the targeted citizens. Understand how to strike a balance between short-term objectives and long-term goals in e-government development. Analyse the environment, competition, industry and IT product positioning. List alternative IT strategies and e-government positioning. Understand the primary drivers of interaction in e-government.

Abstract

Purpose

To determine the influence of the development of clustering of the national business environment on the level of digital competitiveness.

Design/Methodology/Approach

The research was performed using the following methods: statistical analysis, correlation analysis and comparative analysis.

Findings

We study the influence of the development of clustering of the national business environment on the level of digital competitiveness. It is revealed that the studied developed countries (Singapore, Denmark and Switzerland) demonstrate a high level of clustering of business, which is assessed through the use of the indicator ‘State of сluster development’, and a high level of digital competitiveness. The considered developing countries (Peru, Mexico and the Philippines) have medium values of the above variables. Only Peru was able to use a highly effective mechanism of clustering, which influenced the digitalisation of sectors of the economy, which have business clusters. We also describe the competitive advantages of the development of cluster entrepreneurial structures, which ensure their economic and market success.

Originality/Value

The scientific novelty of the results obtained is due to the elaboration on the specifics of the influence of the cluster strategy of business integration on the level of national digital competitiveness.

Abstract

Purpose

This study aims to contribute to the existing literature by empirically investigating the impact of digital competitiveness and technology on corruption under the moderating effect of some cultural and economic control variables and providing evidence on the links between corruption and various cultural dimensions at the country level.

Design/methodology/approach

The cross-sectional sample covers 61 countries (41 high-income and 20 lower-income countries) during the 2016–2020 period, and the analysis was carried out for both the full sample and the subsamples.

Findings

The results provide clear evidence supporting the hypothesis that digitalisation and technology significantly affect the perceived level of corruption under the moderating role of cultural framework and economic development. Furthermore, the most significant cultural dimensions of corruption are individualism versus collectivism, uncertainty avoidance, long-term orientation and indulgence versus restraint, even if, in some cases, its influence might be felt differently when the results are estimated on subsamples. Thus, in the case of indulgence versus restraint, high-income countries with higher indulgence scores would register higher scores for the corruption perception index and thus a better control of corruption, while for lower-income countries, the more indulgent these countries are, the weaker the corruption control will be. Furthermore, our results validate a powerful and significant correlation between the index of economic freedom and corruption in both digitalisation and technology.

Research limitations/implications

This study may have relevant implications for policymakers who need to recognise the role of digitalisation and technology in the fight against corruption but considering the cultural and economic characteristics specific to each country.

Originality/value

To the authors' knowledge, the relationship between digital competitiveness, technology and corruption within an economic and cultural framework, while highlighting the differences between high-income and lower-income countries, has not been previously documented in the literature. Thus, this article argues that the level of digital competitiveness and the adoption of technology would significantly impact the level of perceived corruption, although this impact could be felt differently by countries in the high-income category compared to countries in the lower-level income category.

Abstract

Purpose

The authors aimed to examine how the level of digitalization in Poland and Ukraine affects the contribution of small and medium-sized enterprises (SMEs) to the countries’ gross domestic product (GDP).

Design/methodology/approach

The study involved a comparative analysis and statistical modeling of the impact of key economic factors on the contribution of SMEs to Poland’s and Ukraine’s GDP in the 2010–2020 period. The authors used principles of the theory of economic growth and calculated the coefficient of digital competitiveness as a composite indicator consisting of a number of global indices.

Findings

The study revealed significant differences between both countries, which can be attributed to a higher level of digitalization in Polish SMEs. The authors used the Polish experience to recommend how to reform Ukraine’s digital economy in postwar recovery.

Originality/value

The contribution of SMEs to Poland’s GDP is higher than that of Ukraine’s because of the higher entrepreneurship rate in the Polish micro and small enterprises (MSEs) sector. The authors found that a unit change in the integrated coefficient of digital competitiveness is related to the greatest change in the contribution of SMEs to the country’s GDP when the other factors in the model equation remain fixed.

Abstract

Purpose

To reveal the impact of the development of technology parks and innovative networks on the national digital economies.

Design/Methodology/Approach

The following methods are utilised: the complex method, statistical analysis, comparative method, correlation analysis and linear programming (method of the game approach category).

Findings

We reveal the impact of the development of technology parks and innovative networks on the national digital economies. Analysis of the formation of the digital economy includes the assessment of its components (Rank Knowledge, Rank Technology, Rank Future readiness) in the context of the development of the analysed developed countries (Belgium, France, Iceland, Spain and Hong Kong). It is discovered that Hong Kong and Iceland have high indicators of digital technologies implementation. We prove that these results are connected to investments in this sphere made by integration structures, including the sphere of business, sciences and government agents (in the case of Hong Kong). We perform an analysis of the clustering of the given countries and describe the main forms of integration that ensure the innovative development of the economy. Based on the study of analytical and statistical materials, we determine the perspective model of the impact of these integration mechanisms on the state of innovative development of the digital economy, which could be applied to developing countries.

Originality/Value

The originality and value of this research are due to the development of a model of the impact of implementing the integration mechanisms on the state of innovative development of the digital economy, which could be used in the case of developing countries.

Abstract

Purpose

The purpose of the paper is to develop a perspective mechanism of the investment and innovative activities of university in the conditions of industry 4.0, which allows supporting its high investment attractiveness and high effectiveness of usage of venture investments in digital education.

Design/methodology/approach

The research is performed by the example of modern Russia with application of the methods of trend analysis and regression analysis in two consecutive stages. The authors determine regression dependence of the efficiency of digital modernization of universities (on the basis of the indicator of fixed assets implementation) on the volume of investments into fixed assets. Dependence of the indicator of digital competitiveness of education (“training and education”), calculated within the part “knowledge” of the IMD rating “world digital competitiveness ranking,” on commissioning of fixed assets by universities is determined. For the purpose of representativeness of the selection of statistical data, which initial period is 2012, not only factual data for 2012-2018 are used but also forecast data for 2019-2024 (as the national program “digital economy of the Russian Federation” is due until 2024).

Findings

Low effectiveness of usage of venture investments in digital education in Russia is substantiated. As investments are provided in the form of target state financing, universities cannot independently determine the directions of their usage and have to use them for purchasing digital equipment and technologies. Other necessary measures for digital modernization of education, namely, training of digital personnel for university, access to digital infrastructure, development of new educational programs, conduct of research and development and marketing, are not implemented.

Originality/value

It is determined that attraction of private venture investments faces the problem of their large volume and high risk. Both problems could be solved by the developed mechanism of investment and innovative activities of a university in the conditions of industry 4.0. It shifts the initiative from university to digital business, which independently initiates the process of venture investing.

Abstract

Purpose

During the COVID-19 pandemic, the importance of digital infrastructure in higher education surged. This study aims to analyze how a country’s digital capabilities influence pedagogical transitions in business schools and compare the impacts between digitally advanced and advancing countries.

Design/methodology/approach

The authors applied the job demands–resources model and the IMD World Digital Competition Ranking 2021 to analyze the impact of nations’ digital capabilities on the pedagogical transitions experienced by 121 business faculty members from 20 nations. The countries were categorized into digitally advanced countries and advancing countries. The snowball sampling method was used to gather data through an online survey consisting of 24 items. SPSS was used to statistically analyze the data in two stages using paired t-test and group comparison.

Findings

Significant shifts between face-to-face and online lectures occurred in both groups. Advanced countries witnessed positive shifts in discussions, presentations, oral assessment, independent learning opportunities, online teaching methods, technical support and faculties’ readiness, whereas advancing countries mainly noted alterations in professional development and communication technologies.

Originality/value

This study offers insights into optimizing digital capabilities and enhancing business schools’ readiness for effective pedagogical shifts during crises. Both the theoretical contribution and the findings will benefit national education policies, higher education institution leaders, scholars and educators.

Abstract

Purpose

The purpose of this research is to substantiate the processes of implementing the electronic forms of business integration under the conditions of digital transformation by market players.

Design/Methodology/Approach

The methods used in this research include cooperative game theory, systemic analysis and statistical analysis.

Findings

This research presents the substantiation of the processes of implementing the electronic forms of business integration under the conditions of digital transformation by market players. The proprietary methodology of evaluation of the set problems includes three procedures: analysis of the electronic forms of business integration that are used in the digital economy in the world, which envisages their systematisation; evaluation of the effectiveness of implementing the processes of business integration with the use of such forms and their forecast estimation under the condition of individual development of the market environment's players, as well as determination of advantages; and development of the practical implications for managing the electronic forms of business integration for the national companies of developing countries (with forecasting based on the cooperative game theory). The modern electronic forms of business integration include electronic cash (e-cash), electronic data interchange, electronic banking (e-banking), electronic marketing (e-marketing), electronic insurance (e-insurance) and electronic trade (e-trade). Analysis of the effectiveness of implementing the processes of business integration with the use of the electronic forms is performed based on electronic trade, which is used under the conditions of the functioning of digital trade platforms (Internet stores). Such digital trade platforms, as the forms of business strategies, are Amazon and eBay Inc. These two American companies were selected because the United States has the leading position in this sphere. The comparative analysis showed the advantages of participation of players in partnership with the use of electronic trade within two digital platforms, connected to cost saving on advertising and organisation of trade. The practical implications of implementing the electronic forms of business integration for the national companies of developing countries are also presented; they are formed based on the practice of implementing the advantages revealed in the activities of the digital trade platforms Amazon and eBay Inc.

Originality/Value

The originality and value of this research are due to the further development of provisions on the specifics of the process of implementing the electronic forms of business integration under the conditions of digital transformation by market players.

Abstract

The paper aims to study the main trends in the development of international trade in the era of neo-globalization and make forecasting scenarios that reflect the prospects and strategies for building international economic (foreign trade) relations. The author uses trend analysis, regression analysis, and the Monte Carlo method. The author proves that the digital economy determines the prospects for international trade in the era of neo-globalization. The author indicates several trends of international trade in the era of neo-globalization, such as the increase in the freedom of international trade (by 2.16%), the increasing level of globalization of the economy (by 4.11%), and the intensive increase in high-tech exports (by 74.94%). The most possible (28%) scenario for developing international trade is related to the digital partnership. In this scenario, a 25.11% increase in digital competitiveness provides an 8.29% increase in the globalization index and a 21.78% increase in high-tech exports. These indicators are achieved despite the growth of customs barriers by 58.86%. That is, a feature of the era of neo-globalization is the predominance of technological barriers over custom ones to the development of international trade.
