Abstract

Purpose

Past studies highlight a wide range of labour-related problems resulting in productivity loss in the construction industry of many developing countries. This study aims to quantify the impacts of labour-related factors on the productivity of construction operations in Sri Lankan building projects based on the viewpoint of engineers and construction managers for upgrading management/organisational policies and practices.

Design/methodology/approach

Qualitative and quantitative approaches were used to identify the critical factors. Further, a series of industry consultative discussions were conducted through problem-based communication approaches to analyse the actions required.

Findings

A total of 21 factors were determined as critical, where skills shortage, labourers’ thinking abilities, work experience, knowledge in construction works and discipline were leading in the list. The statistical tests and the experts’ discussion outcomes ensured the validity and reliability of the study findings.

Research limitations/implications

The study outcomes will contribute to finding out better ways for directing labour in the industry practices and revising organisational policies towards achieving higher productivity levels in construction operations. Though the study findings are limited to the Sri Lankan context, some findings may be tested in other developing countries in similar scenarios.

Originality/value

The study findings show why the identified factors are critical, how those influence construction practices and what actions need to be considered for addressing the industry’s productivity-related challenges. These can play a key role in upgrading the construction management practices and organisational policies to the near-future stages.

Abstract

The American National Red Cross is in many ways the iconic symbol for disaster response and recovery. The organization, founded in 1881, has a long track record for coming to the aid of those in need in the wake of wars, natural disasters, and other crises. However, in the wake of recent disasters, the Red Cross has been criticized for underperforming. By combining the literature on bureaucracy in Austrian economics and the literature on monocentricity in the work of Vincent Ostrom and Elinor Ostrom, we provide an analysis of the Red Cross that helps explain the organization’s evolution over time and that also yields implications for disaster management more broadly. Specifically, the Red Cross is a bureaucracy that has become increasingly centralized and rigid as it has become further enmeshed with governmental responsibilities.

Abstract

This chapter examines the effect of the division of labor from a Bayesian viewpoint. While organizational reforms are crucial for cost reduction in the Japanese water supply industry, the effect of labor division in intra-organizational units on total costs has, to the best of our knowledge, not been examined empirically. Fortunately, a one-time survey of 79 Japanese water suppliers conducted in 2010 enables us to examine the effect. To examine this problem, a cost stochastic frontier model with endogenous regressors is considered in a cross-sectional setting, because the cost and the division of labor are regarded as simultaneously determined factors. From the empirical analysis, we obtain the following results: (1) total costs rise when the level of labor division becomes high; (2) ignoring the endogeneity leads to the underestimation of the impact of labor division on total costs; and (3) the estimation bias on inefficiency can be mitigated for relatively efficient organizations by including the labor division variable in the model, while the bias for relatively inefficient organizations needs to be controlled by considering its endogeneity. In summary, our results indicate that integration of internal sections is better than specialization in terms of costs for Japanese water supply organizations.

Abstract

The purpose of this chapter is to determine the optimal path of development of social entrepreneurship in Russia and Central Asian countries by performing a scenario analysis of the development of social entrepreneurship and analyzing the opinions of interested parties regarding the outcome of social entrepreneurship in Russia and Central Asian states. The authors’ recommendations for the practical implementation of the optimal path of social entrepreneurship development are described.

The scenario analysis of statistical data showed that the existing practice of standardization of social companies’ activities hinders their executing their functions on raising the quality of life. With the expansion of freedom of social entrepreneurship, the population’s quality of life grows; on the contrary, the increase of state regulation leads to its reduction. The findings show that social entrepreneurship in Russia and Central Asian countries is interested in private investments and social companies’ employees. That is why the representatives of these categories of concerned parties support de-regulation. Consumers of social goods and services are interested in obtaining them freely and thus prefer standardization.

This chapter presents a new direction of social entrepreneurship analysis – by determining the correlation between economic freedom and quality of life. This opens an opportunity for thorough social entrepreneurship research based on authentic and objective quantitative (statistical) data. The obtained conclusions and offered recommendations allow using the mechanism of public–private entrepreneurship for turning social entrepreneurship into something more valuable and useful – a tool for increasing the quality of the population’s life.

Abstract

Purpose: The purpose of the work is to consider the integration mechanism as a source of overcoming technological inequality. Also, the authors considered the problems of using clusters, special economic zones, technology parks, public–private partnership (PPP).

Design/methodology/approach: Statistical and regression analysis are used as research methods. This work analyses the materials of a survey among Russian employees who were transferred to remote work in 2020, which allows specifying the essence of technological inequality in Russia. A classification of technologies that allow clusters to influence the reduction of the technological gap and overcoming conflicts of business interests is proposed, and the classification of types of government policies is presented.

Originality/value: It is proved that the features of the digital economy development at the present stage largely depend on the degree of technological inequalities of countries. This work fills in a gap in the literature that consists in the uncertainty of the potential of integration mechanisms in entrepreneurship regarding the contribution to the reduction of technological inequality. This work’s contribution to the literature consists in substantiating the presence of this potential on the example of clusters, special economic zones, technology parks, and PPP.

Abstract

Purpose

COVID-19 has disrupted the economic development of both advanced and emerging markets. In addition to the stimulus packages to adjust the economic shock from COVID-19, regulators around the world are searching for innovative mechanisms to rebuild the economy. The purpose of this paper is to explore the potential of SRI Sukuk to serve as an Islamic social finance solution for development projects to mitigate the adverse economic effects of COVID-19.

Design/methodology/approach

This study uses a mixed-method research framework. The authors use a systematic literature review following the recommendations of Bowen (2009) to identify critical challenges financing PPP projects using SRI Sukuk. In the next phase, the authors interview participants involved in an SRI Sukuk financed PPP project to get more significant insights on the challenges identified through the literature review process.

Findings

The authors identify the need for greater transparency for SRI financed PPP projects. Also, organisational and legislative challenges are limiting the attractiveness of SRI Sukuk as a financing mechanisms for post-COVID development projects.

Practical implications

SRI Sukuk is an emerging financing concept, and the use of such an Islamic financial instrument in financing development projects can serve as a viable alternative for policymakers in a post-COVID economic environment.

Social implications

The successful completion of the development projects integrating the concept of Social Maslahah through SRI Sukuk in Malaysia could encourage other emerging economies to use such innovative Islamic financial instrument for economic development in post-COVID environment.

Originality/value

This paper is unique, as it provides evidence on the potential of SRI Sukuk to finance large scale public-private partnership projects.

Abstract

Purpose

Nitrogen oxides (NOx) have been considered as primarily responsible for many serious environmental problems. Removing NO is the key task to remove NOx hazards. To clarify, NO removal process for pitch-based spherical-activated carbons (PSACs), an online prediction and optimization technique in real-time based on support vector machine algorithm in regression (support vector regression [SVR]) is discussed. The purpose of this paper is to develop a predictor and optimizer system on selective catalytic reduction of NO (SCRN) using experimental data and data-driven SVR intelligence methods.

Design/methodology/approach

Predictor and optimizer using developed SVR have been proposed. To modify the training efficiency of SVR, the authors especially customize batch normalization and k-fold cross-validation techniques according to the unique characteristics of PSACs model.

Findings

The results present that SVR provides a property regression model since it can linkage linear and non-linear process and property relationships in few experimental data sets. Also, the integrated normalization and k-fold cross-validation show a satisfying improvement and results for SVR optimization. The predicted results of predictor and optimizer in single and double factor systems are in excellent agreement with the experimental data.

Originality/value

SCRN-PO for predicting and optimization SCRN problems is developed by data-driven methods. The outperformed SCRN-PO system is used to predict multiple-factors property parameters and obtain optimum technological parameters in real-time. Also, experiment duration is greatly shortened.
