Abstract

This paper aims to explore the significance of the 2011 uprisings in Tunisia for wider questions of democratization, interrogating in particular the question of the relationship between religion and politics in the aftermath of the revolutionary event. The political landscape emerging after the 14th of January Tunisian Revolution has witnessed the emergence of a new political class competing in the country’s first free democratic elections on October 23. The moderate Islamist Ennahda Party emerged victorious and obtained the majority of seats in the National Constituent Assembly. These developments in the revolutionary aftermath re-opened questions over the future of “secular Tunisia” and re-ignited the political struggle between modernist and traditionalist visions of society. As a result, religious actors have increasingly been taking to the streets alongside the general population via participation in public protests, creation of new unions and associations, presence in the media, militancy in new or pre-existent political parties, etc. In this context, this research focuses on the way in which the 2011 uprisings impacted on democratization by seeking to explain how and why religious leaders are re-emerging as influential figures in the political landscape of post-revolutionary Tunisia.

Abstract

Purpose

This study aims to clarify the factors that act as a buffer to rent extraction from multi-national corporations (MNCs) in exchange relationships with the host country’s political actors.

Design/methodology/approach

This study proposes a conceptual model of the factors that determine rent extraction by host country political actors from MNCs. The model identifies the sources of power the MNC can use to alleviate the power imbalance relative to the political actor to decrease rent extraction. Additionally, it identifies the factors that constrain the power-advantaged political actor, thus moderating the relationship between power imbalance and rent extraction.

Findings

This conceptual paper’s propositions remain for future empirical validation.

Originality/value

This study integrates insights from the international business literature and resource dependence theory (RDT) to identify the determinants of firm-specific rent extraction risk for MNCs. First, the model sheds light on the heterogeneity among MNCs in their susceptibility to rent extraction and their ability to manage their liability of foreignness in the host country. Second, by integrating the horizontal and vertical distribution of power in the political environment to analyze the power-dependence relationship between the MNC and host country political actors, the framework addresses a shortcoming of RDT and accounts for the dynamics of the external environment for MNCs managing their dependencies. This study also provides a basis for discussing the rent extraction MNCs face worldwide and lays the foundation for future empirical works.

Abstract

Purpose

In this article focused upon the UK context, the authors sought to better understand how political elites shaped public debate to reinforce rather than challenge the hostile policy environment for those seeking asylum.

Design/methodology/approach

The authors undertook a political claims analysis (Koopmans and Statham, 1999) focussing on a venue that has been pivotal in shaping the discourse around asylum issues in the UK, namely the print media. This work adopts a theoretical frame informed by the work of Stuart Hall to uncover the extent to which debates on asylum during the key period of the refugee emergency in Europe were shaped by political elites.

Findings

The study’s findings reveal the extent to which political elites acted as “primary definers” of the “crisis” and utilised that position to cast those arriving in Europe as a threat to be managed.

Originality/value

This research offers a contemporary worked example of political claims analysis in a topical subject area that colleagues across disciplines and contexts may find informative for their own research agendas.

Abstract

Purpose

The purpose of this paper is to examine a case of companies cooperating with the State to prevent a public controversy over nuclear power following the Fukushima disaster and achieve mutually beneficial policy outcomes. It analyses the private and public communication of pro-nuclear corporate, political and regulatory actors.

Design/methodology/approach

Drawing on the political economy theory, the study examines how actors mobilised power by accessing an existing social network to agree a joint public communication strategy in order to ensure public support for the continuation of nuclear power generation in the UK. It traces discursive frames from their inception in private communication to their reproduction in public communication and their dissemination via the media.

Findings

The study provides evidence of pro-nuclear actors cooperating behind the scenes to achieve consistent public pro-nuclear messaging. It finds evidence of four discursive frames: avoiding knee-jerk reactions, lessons learned, safety and nuclear renaissance. In combination, they guide audiences’ evaluation of the consequences of the Fukushima disaster for the UK in favour of continuing the commercial use of nuclear energy.

Originality/value

The private e-mail exchange between pro-nuclear actors presents a unique opportunity to examine the mobilisation of less visible forms of power in the form of agenda setting (manipulation) and discursive framing (domination) in order to influence policy outcomes and shape public opinion on nuclear energy. This is problematic because it constitutes a lack of transparency and accountability on part of the State with respect to policy outcomes and restricts the civic space by curtailing the articulation of alternative interests and voices.

Abstract

This study investigates how firms can influence political actors on emerging markets through their network partners in order to support a market-driving strategy. On emerging markets, political actors typically play a more central role than is the case on mature western markets. However, most firms do not have the understanding of or influence upon political actors in emerging markets that is required to interact with them directly. Consequently, gaining the support of different network partners will be essential. We discuss how network collaborators may manage political factors in order to influence four different dimensions of the market-driving strategy. We have conducted in-depth case studies of two Swedish firms and their activities in India. Based upon this we develop a conceptual model and discuss how a firm can collaborate with partners in order to influence political actors proactively as well as to reactively reduce harmful effects of political decisions.

Abstract

Purpose

Rapid urbanization and the influx of rural residents to urban cities has led to the growth of informal settlements globally. Drawing on institutional theory, this paper aims to examine institutional actors’ legitimacy seeking behaviour to housing issues and their responses to regulative, normative and cultural pressures.

Design/methodology/approach

The qualitative case-study research approach is adopted by conducting 25 in-depth interviews that involved purposefully chosen institutional actors in the housing sector. Online observations and documents are used to support the interview data.

Findings

Thematic analysis of data gathered suggests that these actors, guided by sensemaking, invest in relationship-building to attain market, social, relational and political legitimacy. The relationship-building also leads to the legitimation of institutional actors’ existence via an eclectic mix of economic, social and political actions.

Originality/value

The results not only guide policymakers faced with potentially conflicting demands to legitimize sustainable housing developments policy that could benefit the urban poor’s shelter needs but also to consider the interactive and dynamic processes of stakeholders’ pressures, in a highly regulated housing environment.

Abstract

Given the growing interest in social movements as policy agenda setters, this paper investigates the contexts within which movement groups and actors work with political elites to promote their common goals for policy change. In asking how and why so-called outsiders gain access to elites and to the policymaking process, I address several contemporary theoretical and empirical concerns associated with policy change as a social movement goal. I examine the claim that movements use a multipronged, long-term strategy by working with and targeting policymakers and political institutions on the one hand, while shaping public preferences – hearts and minds – on the other; that these efforts are not mutually exclusive. In addition, I look at how social movement organizations and actors are critical in expanding issue conflict outside narrow policy networks, often encouraged to do so by political elites with similar policy objectives. And, I discuss actors’ mobility in transitioning from institutional activists to movement and organizational leaders, and even to protesters, and vice versa. The interchangeability of roles among actors promoting social change in strategic action fields points to the porous and fluid boundaries between state and nonstate actors and organizations.

Abstract

Purpose

The purpose of this paper is to describe and analyse relationships and communication between Twitter actors in Swedish political conversations. More specifically, the paper aims to identify the most prominent actors, among these actors identify the sub-groups of actors with similar political affiliations, and describe and analyse the relationships and communication between these sub-groups.

Design/methodology/approach

Data were collected during four weeks in September 2012, using Twitter API. The material included 77,436 tweets from 10,294 Twitter actors containing the hashtag #svpol. In total, 916 prominent actors were identified and categorised according to the main political blocks, using information from their profiles. Social network analysis was utilised to map the relationships and the communication between these actors.

Findings

There was a marked dominance of the three main political blocks among the 916 most prominent actors: left block, centre-right block, and right-wing block. The results from the social network analysis suggest that while polarisation exists in both followership and re-tweet networks, actors follow and re-tweet actors from other groups. The mention network did not show any signs of polarisation. The blocks differed from each other with the right-wingers being tighter and far more active, but also more distant from the others in the followership network.

Originality/value

While a few papers have studied political polarisation on Twitter, this is the first to study the phenomenon using followership data, mention data, and re-tweet data.

Abstract

Purpose

This paper investigates the factors responsible for the emergence of different arrangements of state–society relations. Being concerned with the relations related to the industrial sector, this study focuses more on state–business–labor relations (SBLRs), especially on power dynamics between the main actors in these relations, namely, the state, tycoons, entrepreneurs and labor.

Design/methodology/approach

Based on power dynamics, four SBLR modes are identified and differentiated according to state power vis-à-vis non-state actors and tycoon power vis-à-vis the other non-state actors. The balanced mode is characterized by balanced power relations among the four considered actors. In the capture mode, tycoons are more powerful than other actors, including the state, although other nonsocial actors have organizational rights. The crony mode has powerful state, subservient tycoons who enjoy high levels of favoritism and low organizational power for the other social actors. Finally, the state-dominance mode has powerful state, low levels of favoritism to tycoons and low organizational power for all social actors. The paper then explores the factors responsible for the emergence of each of these modes by investigating the factors’ effects on state power and favoritism to tycoons. The investigated factors include historical political–economic, geographical, legal and cultural factors. The hypothesized effects of these factors are then tested using a random-effects probit regression model, investigating how the different factors affect the probability of the existence of the studied SBLR modes.

Findings

The results support much of the hypothesized relations and place more emphasis on some of the investigated factors. Earlier development is clearly responsible for the emergence of either the balanced or the state-capture SBLR mode. Geographical conditions favorable for development, such as latitude and metal richness, also lead to the emergence of either mode. The communist heritage, and more accurately the post-communist economic and incomplete political liberalism of the transition stage, contributed to the emergence of the state-capture SBLR mode. The British legal system, with the power it provides to non-state actors through the independence of judges and other measures, contributes to the emergence of the balanced SBLR mode. Cultural factors are largely responsible for the emergence of the crony SBLR mode, especially hierarchical and collectivist cultures, as well as ethnic fractionalization. On the other hand, the culture of Confucians has the strongest influence on the emergence of state dominance, while other cultures play a marginal role in its rise, and ethnic fractionalization marginally defuses the ability of the state to dominate without resorting to favoritism. Finally, access to rich natural resources, by enriching the state independently from social actors’ financial resources (e.g. taxation), marginally increases the probability of the emergence of the state-dominance mode.

Research limitations/implications

There is room for path dependency to explain the emergence of different SBLR modes in many countries. Unfortunately, the introduced regression model and any quantitative empirical work would not be able to effectively investigate such a process. Instead, an approach depending on case studies and a deeper investigation of country-specific historical political development is needed to complement the research done here. Conducting such an additional quest would help in reaching a more comprehensive understanding of why different countries have different SBLR modes. This should ultimately help in answering an equally important question: How to reverse engineer the emergence of favorable SBLR modes?

Practical implications

Although this paper did not investigate the economic merits or mischiefs of each of the studied modes, it is plausible to think of the balanced SBLR as the best mode. This is supported not only by the fact that most of the countries of this mode are developed countries but also by the attractiveness of the power dynamics governing this mode—a more balanced power among different SBLR actors. While some factors are almost impossible to replicate, for example, geographical factors, reform could target the factors that could be changed or mitigated. This is true for legal reform, especially for fostering the independence of judges. Culture is often regarded as a sticky institution. However, this is not always true, even though the change happens in the long run. A sort of dynamism should always be considered when referring to culture through time and space. Institutional reform could be instrumental in the long run in this regard. Conducting such reform with the help of such “exogenous” institutions should always consider the match between these institutions and “endogenous” institutions, such as culture. That is to say, the connection between democratization, fostering accountability and curbing favoritism and cultural values leaning toward these principles should be firmly established. Finally, a point of optimism is that—based on the results of this paper—reaching a high state of development could increase the chances of realizing a more balanced SBLR mode in the long run.

Originality/value

This paper represents a novel contribution to a topic that has hardly been addressed in the literature. The methodology that is used identifies different state–society relation modes and focuses on power relations in SBLRs is another important contribution to the present literature in many fields, such as institutional economics, socioeconomics and political economy.

Abstract

Purpose

This study examines the institutional setting and decision-making structures among key industry actors in the Malaysian housing industry, using the IMP network approach and institutional theory as theoretical lenses. The purpose of this study is to uncover the role of NGOs, housing developers and the government at a collective level within a highly regulated housing market. This study uses “relationships” as the unit of analysis, focusing on triadic interactions of NGOs, housing developers and the government.

Design/methodology/approach

This study applies the qualitative case-study-research approach, using 20 in-depth interviews from the purposefully selected industry actors within the housing market, online observations and documents.

Findings

The findings suggest that NGOs play an influential role in housing-industry interactions and outcomes. In particular, the Real Estate and Housing Developers Association can influence the members’ decisions through supportive and disruptive actions.

Originality/value

This study contributes to our understanding of how NGOs interact with their regulator and housing developers and how these three parties co-evolve and respond to institutional demands in a housing market that is bound by a highly restricted housing policy. By understanding how actors interact within a network and how it affects each other’s decision, it may assist policymakers in formulating policies that can improve market efficiency. It also aids businesses in formulating their collective strategies.
