Abstract
Purpose
The current fire protection measures in buildings do not account for all contemporary fire hazard issues, which has made fire safety a growing concern. Therefore, this paper aims to present a critical review of current fire protection measures and their applicability to address current challenges relating to fire hazards in buildings.
Design/methodology/approach
To overcome fire hazards in buildings, impact of fire hazards is also reviewed to set the context for fire protection measures. Based on the review, an integrated framework for mitigation of fire hazards is proposed. The proposed framework involves enhancement of fire safety in four key areas: fire protection features in buildings, regulation and enforcement, consumer awareness and technology and resources advancement. Detailed strategies on improving fire safety in buildings in these four key areas are presented, and future research and training needs are identified.
Findings
Current fire protection measures lead to an unquantified level of fire safety in buildings, provide minimal strategies to mitigate fire hazard and do not account for contemporary fire hazard issues. Implementing key measures that include reliable fire protection systems, proper regulation and enforcement of building code provisions, enhancement of public awareness and proper use of technology and resources is key to mitigating fire hazard in buildings. Major research and training required to improve fire safety in buildings include developing cost-effective fire suppression systems and rational fire design approaches, characterizing new materials and developing performance-based codes.
Practical implications
The proposed framework encompasses both prevention and management of fire hazard. To demonstrate the applicability of this framework in improving fire safety in buildings, major limitations of current fire protection measures are identified, and detailed strategies are provided to address these limitations using proposed fire safety framework.
Social implications
Fire represents a severe hazard in both developing and developed countries and poses significant threat to life, structure, property and environment. The proposed framework has social implications as it addresses some of the current challenges relating to fire hazard in buildings and will enhance overall fire safety.
Originality/value
The novelty of proposed framework lies in encompassing both prevention and management of fire hazard. This is unlike current fire safety improvement strategies, which focus only on improving fire protection features in buildings (i.e. managing impact of fire hazard) using performance-based codes. To demonstrate the applicability of this framework in improving fire safety in buildings, major limitations of current fire protection measures are identified and detailed strategies are provided to address these limitations using proposed fire safety framework. Special emphasis is given to cost-effectiveness of proposed strategies, and research and training needs for further enhancing building fire safety are identified.

Purpose
This study examined data from 13 international tall residential timber building case studies to increase our understanding of the emerging global trends.
Design/methodology/approach
Data were collected through literature surveys and case studies to examine the architectural, structural and constructional points of view to contribute to knowledge about the increasing high-rise timber constructions globally.
Findings
The main findings of this study indicated that: (1) central cores were the most preferred type 10 of core arrangements; (2) frequent use of prismatic forms with rectilinear plans and regular extrusions were identified; (3) the floor-to-floor heights range between 2.81 and 3.30 m with an average of 3 m; (4) the dominance of massive timber use over hybrid construction was observed; (5) the most used structural system was the shear wall system; (6) generally, fire resistance in primary and secondary structural elements exceeded the minimum values specified in the building codes; (7) the reference sound insulation values used for airborne and impact sounds had an average of 50 and 56 dB, respectively.
Originality/value
There is no study in the literature that comprehensively examines the main architectural and structural design considerations of contemporary tall residential timber buildings.

Abstract
Purpose
This paper explores the quality and flow of facade product information and the capabilities for avoiding the risk of facade fires early in the design process.
Design/methodology/approach
A qualitative case study using the process tracing method is conducted in two stages. First, a thematic analysis of reports and literature identified two categories for the problems that caused fast fire spread across the Grenfell Tower facade. This enabled classifying the identified problems into four stages of a facade life cycle: product design and manufacturing, procurement, facade design and construction. Second, the capabilities for avoiding the problems were explored by conducting in-depth interviews with 18 experts in nine countries, analyzing design processes and designers' expertise and examining the usability of three digital interfaces in providing required information for designing fire-safe facades.
Findings
The results show fundamental flaws in the quality of facade product information and usability of digital interfaces concerning fire safety. These flaws, fragmented design processes and overreliance on other specialists increase the risk of design defects that cause fast fire spread across facades.
Practical implications
The findings have implications for standardization of building product information, digitalization in industrialized construction and facade design management.
Originality/value
This research adds to the body of knowledge on sustainability in the built environment. It is the first study to highlight the fundamental problem of facade product information, which requires urgent attention in the rapid transition toward digital and industrialized construction.

Abstract
Purpose
This study investigated pre-evacuation times and evacuation behaviors of vulnerable people during the 2018 flooding in Shimobara, Okayama, Japan, and the flood-triggered factory explosion, a natural hazard-triggered technological accident known as a natural-hazard-triggered technological accidents (Natech). This study examined factors that affected evacuation decisions and pre-evacuation time, estimated the evacuation time in case of no explosion and identified community disaster prevention organization response efforts for vulnerable people.
Design/methodology/approach
Interviews with all 18 vulnerable people who experienced the event were conducted. Multiple regression analysis was used to examine the effect of six factors on evacuation time and reasons for delayed evacuation.
Findings
Factors affecting evacuation decisions included the sound of the explosion, followed by recommendations from relatives and the community disaster prevention organization. Explosion-related injuries delayed early evacuation, but experience of previous disasters and damage had a positive effect on early evacuation. The explosion sound accelerated evacuation of non-injured people; however, explosion-related injuries significantly delayed evacuation of injured individuals. The Shimobara community disaster prevention organization’s disaster response included a vulnerable people registry, visits to all local households and a multilayered approach that enabled monitoring of all households.
Originality/value
This is the first study to examine the evacuation behavior of vulnerable people and community responses during a Natech event.

Purpose
Dust (particulate matters) is very dangerous to our health as it is not visible with our naked eyes. Emissions of dust concentrations in the natural environment can occur mainly by road traffic, constructions and dust generating working environments. The purpose of this paper is to assess the ambient dust pollution status and to find out the association between PM concentrations and other determinant factors such as wind speed, ambient temperature, relative humidity and traffic congestion.
Design/methodology/approach
A cross-sectional study was conducted for two consecutive months (June and July, 2016) at a residential site (Defence Services Liver Hospital, Mingaladon) and a commercial site (Htouk-kyant Junction, Mingaladon) based on WHO Air Quality Reference Guideline Value (24-hour average). Hourly monitoring of PM2.5 and PM10 concentration and determinant factors such as traffic congestion, wind speed, ambient temperature and relative humidity for 24 hours a day was performed in both study sites. CW-HAT200 handheld particulate matters monitoring device was used to assess PM concentrations, temperature and humidity while traffic congestion was monitored by CCTV cameras.
Findings
The baseline PM2.5 and PM10 concentrations of Mingaladon area were (28.50±11.49)µg/m3 and (52.69±23.53)µg/m3, means 61.48 percent of PM2.5 concentration and 54.92 percent of PM10 concentration exceeded than the WHO reference value during the study period. PM concentration usually reached a peak during early morning (within 3:00 a.m.-5:00 a.m.) and at night (after 9:00 p.m.). PM2.5 concentration mainly depends on traffic congestion and temperature (adjusted R2=0.286), while PM10 concentration depends on traffic congestion and relative humidity (adjusted R2=0.292). Wind speed played a negative role in both PM2.5 and PM10 concentration with r=−0.228 and r=−0.266.
Originality/value
The air quality of the study area did not reach the satisfiable condition. The main cause of increased dust pollution in the whole study area was high traffic congestion (R2=0.63 and 0.60 for PM2.5 and PM10 concentration).

Purpose
The purpose of this study is to investigate the transport phenomena of smoke flow in a semi-open vertical shaft.
Design/methodology/approach
The large eddy simulation (LES) method was used to model the movement of fire-induced thermal flow in a full-scale vertical shaft. With this model, different fire locations and heat release rates (HRRs) were considered simultaneously.
Findings
It was determined that the burning intensity of the fire is enhanced when the fire attaches to the sidewall, resulting in a larger continuous flame region in the compartment and higher temperatures of the spill plume in the shaft compared to a center fire. In the initial stage of the fire with a small HRR, the buoyancy-driven spill plumes incline toward the side of the shaft opposite the window. Meanwhile, the thermal plumes are also directed away from the center of the shaft by the entrained airflow, but the inclination diminishes as HRR increases. This is because a greater HRR produces higher temperatures, resulting in a stronger buoyancy to drive smoke movement evenly in the shaft. In addition, a dimensionless equation was proposed to predict the rise-time of the smoke plume front in the shaft.
Research limitations/implications
The results need to be verified with experiments.
Practical implications
The results could be applied for design and assessment of semi-open shafts.
Originality/value
This study shows the transport phenomena of smoke flow in a vertical shaft with one open side.

Abstract
Purpose
This study aims to analyse the effect of gun-related violence on housing values, controlling for the area's crime levels and locational factors. Previous studies that aimed to find a causal connection between crime and housing values used instrument variables to solve the endogeneity problem. Here, the authors have instead been able to take advantage of the fact that shootings have occurred in random time and space. This has made it possible to estimate models to create windows around the shooting (event) and to estimate the causal effects of the shootings. Thus, the authors aim to contribute to the regression discontinuity design method in this context to estimate the short-term effects.
Design/methodology/approach
Using the regression discontinuity design method, the authors can estimate the short-term effects of shootings.
Findings
Findings from the analysis indicate that shootings directly affect those who are impacted by shootings and indirectly affect the environments where shootings occur. The indirect effect of shootings is momentary as it is capitalised directly in housing values in the immediate area. The effect also appears to be relatively long-term and persistent as housing values have not returned to the price level before the shooting 100–200 days after the shooting. The capitalisation effect is higher the closer one gets to the central parts of the city. On the other hand, the capitalisation effect is not higher or lower in areas with a higher crime rate per capita.
Originality/value
The article contributes to the previous literature in several ways. First and foremost, it provides an explicit analysis of shootings in built-up areas and their hypothesised effect on property prices through the impact on attractiveness and perceived safety. As far as the authors know, no study has analysed this issue on the international level or in Sweden. In this way, the authors aim to develop a study that can provide critical knowledge about one of the adverse effects of shootings. The authors also contribute to the literature by utilising unique data material, which allows the authors to merge information from the police about the exact location of shootings in the Stockholm area with data on sales of apartments in the same residential areas. In addition to the exact location of the shootings (coordinates), the authors also have access to data about whether the shootings led to injuries or deaths. Thus, the authors have separated the effect of shootings and fatal shootings, which has not been done before. Finally, the authors set out to highlight the results as a contribution to the debate on shootings.

Abstract
Purpose
This paper aims to analyze how nearby property prices are affected by new construction projects in Stockholm. If there is an impact on property prices, the authors endeavor to investigate whether the effects vary among different areas within the municipality, for different groups of inhabitants and for different types of housing (i.e. public versus private housing).
Design/methodology/approach
The authors use a difference-in-difference specification in a hedonic model, and the sample consists of more than 90,000 observations over the period 2005-2013.
Findings
The results are robust and indicate that house prices in nearby areas increase following the completion of infill development. The results also indicate that infill development has a positive spillover effect on nearby dwelling prices only in areas with lower incomes, more public housing units and more inhabitants born abroad.
Originality/value
It provides an analysis on how nearby property prices are affected by new construction projects by creating a restricted control area, so as to make the treatment group and the control group more homogeneous. Thus, it mitigates any potential problems with spatial dependency, which can cause biased standard errors.

Design/methodology/approach
Taking into consideration 300m residents living in the administrative towns (300m residents here are referred to the population in administrative towns, including those in all counties), the gap between the urbanization rate of China and that of the world average becomes much wider.
Findings
China, however, implements the administrative system of government at the central, provincial, municipal, county and township levels. By city, it means the jurisdiction at and above the level of county, which includes the municipality directly under the central government, prefecture-level municipal and county. By town, it means the jurisdiction below the level of county (including the Chengguan Town, or capital town, where the county government is located) and exclusive of rural townships.
Originality/value
China has witnessed rapid development for 40 years since the reform and opening up in 1978. Nowadays, China has already stepped into the period of post-industrialization, with its urbanization rate (UR) of permanent population reaching 58.58 percent. However, on the basis of registered population, the UR is 43.37 percent, which is not only far below the average level of 81.3 percent in high-income countries, but also lower than the average of 65.8 percent in upper middle-income countries which are comparable to China in terms of per capita income. (The classification of state income level is based on the data of national income per capita and division standards in 2016 from the World Bank, in which annual revenue per capita in high-income countries reaches over US$12,736 and that in upper middle-income countries between US$4,126 and US$12,735.)

Purpose
Housing provision and the neighbourhood's safety are significant social sustainability concerns. If structural issues are not well checked, housing provision and the neighbourhood's safety may become threatened, especially in Lagos State, Nigeria. Thus, this study aims to investigate the perceived root cause of collapsed buildings at the construction stage using two case studies, its effect on social sustainability aspects and suggested measures to mitigate future happening and enhance achieving social sustainability aspects goals.
Design/methodology/approach
The researchers collected data from Nigeria's built environment experts and eyewitnesses/employees of selected cases of collapsed buildings. The study adopted a phenomenology type of qualitative research design and analysed collated data via thematic analysis and achieved saturation. The analysed data created three themes.
Findings
Results reveal that inadequate heavy equipment and personnel incapacitated relevant government agencies are responsible for handling emergency and rescue during building projects collapse. Preliminary findings show developers' greed and systematic failures as the root cause of Nigeria's building project collapse (BPC). It categorised the root causes into three groups (developer's related-cause, design team related-cause and government entities related-cause). The study suggested measures to mitigate future happening. The emerged measures were grouped into a penalty, regulatory, byelaw act, technical and safety measures.
Originality/value
This study contributes to curbing the threat to social sustainability of housing provision in cities. It reveals the underlying perceived root cause of collapsed buildings in Nigeria's building industry. Also, it suggested feasible measures to mitigate BPC. These measures may be modified and adopted by other developing countries facing similar challenges.
