Abstract

Purpose

The purpose of this paper is to investigate the challenges faced by occupants and fire fighters during evacuation and rescue operations in high‐rise buildings.

Design/methodology/approach

The paper has analysed the published literature for the purpose of identifying and examining the factors that make high‐rise buildings a high‐risk type of facility to fire and the common avenues of fire spread in high‐rise buildings. The paper then investigates a number of evacuation strategies in high‐rise buildings and the set of human factors affecting high‐rise evacuations. It also discusses the challenges that building occupants and fire departments face during a fire emergency.

Findings

The paper has established that high‐rise buildings are a high‐risk type of facility in fire emergencies due to a combination of three risk factors. The characteristics of the occupants to consider when designing the means of escape were identified, and the challenges faced by fire fighters during rescue operation in high‐rise fires were classified under five main categories.

Originality/value

The paper provides for an exchange of knowledge, thus facilitating a better comprehension of the roles of designers, building services engineers, facility managers and professionals in safety in the provision and maintenance of safety systems in high‐rise buildings.

Explains why the safety measures in England and Ireland have been unsuitable for application to historic buildings and points out that the protection of property has rarely been considered. Details how inflexible the fire safety legislation and regulations have been. The conflict between officers dealing with planning conservation and building control officers led to a review of regulations. Outlines these reviews, and the flexibility and changes which were brought about with the introduction of the new 1991 Building Regulations. Discusses the new approach to fire safety in historic buildings and the results it has achieved, for example, recognition of smoke damage and detection systems.

Abstract

The majority of the population in Hong Kong live in multi‐storey high‐rise buildings. The safety conditions of these buildings are a major concern of the Government and the public. Fire safety is one of the major concerns especially after several large fire tragedies in the past few years. The Hong Kong Government has introduced a mandatory safety assurance requirement which is called the “Building Safety Inspection Scheme”. Under this scheme, building owners are required to appoint appropriate building professionals to assess the safety level of their buildings and to recommend appropriate actions. One of the major aspects relates to the fire safety. In order to ensure uniform standards and easy administration, the Hong Kong Government intends to publish a Code of Practice on the assessment for use by building professionals. This paper proposes a fire safety assurance approach including the fire safety assessment method which may form the basis of the Code of Practice.

Abstract

Fire safety is a major concern of most maintenance managers in Hong Kong, especially since many recent, serious fires. To maintain a building at an acceptable fire safety level, the building fabric (structural fire protection means), as well as the building services (fire services installations), should be kept to good and efficient standards. However, maintenance budgets do not always meet ever‐increasing needs. Priorities must be set for different aspects of maintenance works, including fire safety. Priorities setting is normally based on the professional knowledge and experience of the maintenance managers, whose attitudes may affect the priority setting, as well as the decision making. Describes a study to investigate the attitudes of maintenance professionals of different backgrounds on the priority setting of various fire safety attributes. It was found that the professionals’ backgrounds do influence their priority setting. Nevertheless, they all perceived that structural means of escape and maintenance planning are important areas.

Abstract

Purpose

This paper aims to evaluate the level of compliance of fire safety with the legal requirements in Malaysia government hospital buildings by evaluating via fire risk management.

Design/methodology/approach

Five government hospitals were selected. These five hospitals were selected due to the location of Penang, which is one of the fast-growing states in Malaysia (Salleh, 2019; Ebekozien, 2019). This state is the second most densely populated state after Wilayah Persekutuan Kuala Lumpur, with an average distribution of 1,490 persons per square km. This higher population caused the higher demand on the health-care services by the public (DOSM, 2016). The observation and building audit processes are as described. Hundreds of photos were taken for qualitative analysis, and all fire safety elements were measured for the descriptive analysis for each hospital. The framework of audit elements is created based on the Life Safety Code: NFPA 101 (2018), UBBL 1984: Part VII (Fire Requirements) and Part VIIII (Fire Alarms, Fire Detection, Fire Extinguishment and Fire Fighting Access). The cross-sectional descriptive evaluation is conducted in the case studies building in accordance with Life Safety Code of NFPA, also known as NFPA 101. To conduct the study, the information needed to assess the fire safety status was extracted from the CFSES software based on the NFPA 101 standard and prepared and compiled by the researcher as a checklist. In the next stage, gathered information was analysed using Computerised Fire Safety Evaluation System (CFSES) software. This method was developed based on the NFPA 101 standard and evaluated the fire risk from four dimensions of containment, extinguishment, people movement and general safety. This software gives the risk assessment results in three areas of fire control, exits and general safety. To assess the fire risk of the commercial buildings after entering the background information (height, age, number of stories, etc.) in the software, the software first calculates the score that the building should obtain in the three aspects of fire control, exit routes and general safety (minimum score required).

Findings

The utmost zones in the case studies (44.3%) occupied by limited mobility are located at low-rise buildings or at the first floor to third floor of the hospital buildings. Hospitals managements lacked in creating the maximum exit route and egress the occupants to disclosed the building during evacuation, it correlates to the patients' mobility positions strategy to assign their categories that fell on effortless mobilisation. Surveyed hospitals were built with the non-combustible materials, even though four of the case studies were built before 1984. Hospitals were equipped with hazard separations and vertical smoke pores, and in most of the zones, sprinkler system is installed only in the corridors, equipped with communication system and system of communication with fire and relief organisations and has a fire detection and alarm system throughout the building. Results of fire risk assessment on four groups of elements were tested via CFSES revealed from 122 zones of surveyed hospitals; 102 or 84% of zones give the highest failed rate to comply the NFPA 101 requirements in terms of people movement in the building. The high-occupied Penang General Hospital contributed as the highest case study for not complying with the minimum requirements in all dimensions: people movement elements (41 zones), fire containment (31 zones), fire extinguisher (31 zones) and general safety (20). Fire extinguishment (62 zones) recorded the highest numbers of zones that complied with NFPA 101 (2013). The overall results of the fire risk assessment suggested that in terms of the fire control, egress and general safety aspects, the fire risk assessment score was unacceptable (failed) in all hospital buildings studied, and in the three areas mentioned, the general safety, egress/exit routes and fire control were in a worse status in terms of the score obtained in the software. None of the surveyed hospital received the minimum safety score in the three areas mentioned. The involvement of Emergency Response Team is crucial to overcome this egress or fire exit requirement and parameters.

Research limitations/implications

Several limitations exist in this research that cannot be controlled. Firstly, the occupancy rates only determined during peak hour. Accessibility into hospital compound permitted only during daytime. Secondly, the fire safety audits and fire safety risk management in this research are not being conducted by a professional architect or engineer and as a result must be relied on the direct inspection checklist to create valid results. Thirdly, this research has some limitations which need to be noted but does not affect the robustness of the study’s findings. This study focuses only on five selected public hospitals in one state of the northern region of Malaysia and excluded data gathering from all other parts of Malaysia. The perception of hospital operators regarding fire safety issues from different state hospitals may allow comparisons.

Practical implications

The findings of this paper should make a key practical contribution to the body of knowledge. In practice, the proposed framework should expand the knowledge of public hospital fire safety management plan concerning the level of fire safety compliance with the requirements in government hospital buildings and develop a fire safety management plan framework for government hospital buildings.

Social implications

This paper develops an early framework component related to the occupants’ safety which gives the basis for future research in hospital fire safety settings as it imparts early investigation into the consequence of investigating the phenomenon from the operators’ perspective as an attempt to improve public health-care fire safety performance in hospitals.

Originality/value

This paper has created a few measurement tools that can be applied among public hospital buildings stakeholders to perform the fire safety audit and risk management and rate the performance of Fire Safety Management in public hospitals.

Abstract

Purpose

The creation of occupant satisfaction can be reached through the involvement of building performance mandates (BPMs) while enhancing the functionality of buildings. BPMs comprise five mandates namely, spatial performance, thermal performance, indoor air quality performance, acoustic performance, and visual performance. BPMs have been recognized as a vital element when refurbishing post-fire apparel buildings. However, the evaluation of post-fire refurbishment projects is mainly focused on mechanical and physical properties while ignoring the BPMs. Further, there is insufficient literature on the BPMs in post-fire building refurbishment. Hence, the purpose of this research is to identify the importance of BPMs, and its challenges and propose strategies to enhance the building performance of post-fire refurbished apparel manufacturing buildings in Sri Lanka.

Design/methodology/approach

The study was conducted by involving a qualitative research approach. An extensive literature review and eighteen semi-structured interviews under three fire-affected apparel cases were involved as data collection methods and collected data were analyzed using content analysis.

Findings

Findings highlighted the procedure of post-fire refurbishment and the importance of BPMs for apparel buildings to enhance building performance in post-fire situations. The research identified 42 challenges encountered in maintaining BPMs of post-fire refurbished apparel buildings and provided 70 strategies to overcome the identified challenges.

Originality/value

This study offers a comprehensive analysis of challenges in maintaining BPMs and strategies to overcome the identified challenges which facilitate enhancing the performance of post-fire refurbished apparel buildings in Sri Lanka.

Abstract

Proper implementation of fire safety management is a key to providing total fire safety. In this paper, a regulatory framework related to fire safety management in buildings in Hong Kong has been reviewed. Current statutory requirements covering both administrative and technical aspects of fire safety management elements are outlined. Responsibilities of different management parties in a typical multiple occupancies commercial building on operating the fire safety measures are discussed. It is observed that only maintenance of active fire protection systems are emphasised at the moment. A more detailed fire safety plan should be formulated with clear legal liability for undertaking management responsibilities.

Abstract

Purpose

The purpose of this paper is to conduct a comprehensive study on building, fire and evacuation, so as to effectively improve the efficiency of building fire evacuation and the management level of fire evacuation site. Make up for the difficulties of BIM technology in effectively connecting building information and fire data.

Design/methodology/approach

First, this paper establishes a fire model and an evacuation model based on BIM information. Then, the safety index (SI) is introduced as a comprehensive index, and the IRI is established by integrating the SI function to evaluate the safety of evacuation routes. Based on these two indices, the IRI-based fire evacuation model is established.

Findings

This study offers an Improved Risk Index (IRI)-based fire evacuation model, which may achieve effective evacuation in fire scenes. And the model is verified by taking the fire evacuation of a shopping center building as an example.

Originality/value

This paper proposes a fire evacuation principle based on IRI, so that the relevant personnel can comprehensively consider the fire factors and evacuation factors to achieve the optimization of building design, thereby improving the fire safety of buildings.

Abstract

I argue that the official story about the collapses of the Twin Towers and building 7 of the World Trade Center, according to which the collapses were caused by fire – combined, in the case of the Twin Towers, with the effects of the airplane impacts – cannot be true, for two major reasons. One reason is that fire has never, except allegedly three times on 9/11, caused the total collapse of steel-frame high-rise buildings. All (other) such collapses have been produced by the use of explosives in the procedure known as “controlled demolition.” The other major problem is that the collapses of all three buildings had at least 11 features that would be expected if, and only if, explosives had been used.

I also show the importance of the recently released of 9/11 Oral Histories recorded by the New York Fire Department. With regard to the Twin Towers, many of the firefighters and medical workers said they observed multiple explosions and other phenomena indicative of controlled demolition. With regard to building 7, many testimonies point to widespread foreknowledge that the building was going to collapse, and some of the testimonies contradict the official story that this anticipation of the building's collapse was based on objective indications. These testimonies further strengthen the already virtually conclusive case that all three buildings were brought down by explosives.

I conclude by calling on the New York Times, which got the 9/11 Oral Histories released, now to complete the task of revealing the truth about 9/11.

Abstract

Purpose

Traditionally, buildings are designed in accordance with prescriptive building and fire codes. Rapid urbanization causes an increase in urban population and commercial activities, and an increase in demand for large and complex buildings. Buildings that have been constructed in accordance with the old prescriptive requirements may not have the same fire safety level as the standard enforced today, even if all fire safety items are maintained at the original design standard. It is the usual practice that any upgrading or alteration works to be carried out in an existing building are required to comply with the requirements currently enforced. The demand for using a performance‐based approach for designing large complex buildings as well as alteration works in existing or historical buildings is increasing. The paper aims to discuss the issues involved

Design/methodology/approach

This paper presents a brief comparison of the use of performance‐based fire safety design in three locations and presents the use of a system dynamics model to examine how the technological investment will affect the use of performance‐based fire safety design.

Findings

The model predicts that increased investment by the Hong Kong authorities would see a rise in the number of building projects using a performance‐based approach within a few years.

Originality/value

The research in this paper provides guidance to the building control regime in Hong Kong on how to achieve an increase in the use of a fire‐engineered approach to enhance fire safety design in buildings.
