Abstract

Purpose

This study investigated pre-evacuation times and evacuation behaviors of vulnerable people during the 2018 flooding in Shimobara, Okayama, Japan, and the flood-triggered factory explosion, a natural hazard-triggered technological accident known as a natural-hazard-triggered technological accidents (Natech). This study examined factors that affected evacuation decisions and pre-evacuation time, estimated the evacuation time in case of no explosion and identified community disaster prevention organization response efforts for vulnerable people.

Design/methodology/approach

Interviews with all 18 vulnerable people who experienced the event were conducted. Multiple regression analysis was used to examine the effect of six factors on evacuation time and reasons for delayed evacuation.

Findings

Factors affecting evacuation decisions included the sound of the explosion, followed by recommendations from relatives and the community disaster prevention organization. Explosion-related injuries delayed early evacuation, but experience of previous disasters and damage had a positive effect on early evacuation. The explosion sound accelerated evacuation of non-injured people; however, explosion-related injuries significantly delayed evacuation of injured individuals. The Shimobara community disaster prevention organization’s disaster response included a vulnerable people registry, visits to all local households and a multilayered approach that enabled monitoring of all households.

Originality/value

This is the first study to examine the evacuation behavior of vulnerable people and community responses during a Natech event.

Abstract

Purpose

The main purpose of this research is to achieve the evacuation strategy of people in high-rise office buildings. This purpose is achieved by identifying the individuals' behaviors during a fire accident and the relationship between these behaviors and their risk perception.

Design/methodology/approach

The method of this study is mixed-methods type. The first stage was carried out using the qualitative method and descriptive phenomenology and the analyses were done using the Colaizzi method, and the second stage was carried out using the quantitative method of field descriptive survey type whose analyses were conducted through SPSS software.

Findings

The results reveal that the individuals attempting evacuation from the upper floors above the fire level were mostly injured and the ones who remained in the building and got help from fire fighters were rescued. At the end, the study goes on to suggest the stay-in-place approach with regards to the behaviors formed in individuals, closed plan of architectural design, lack of suitable fire extinguishers as well as inappropriate individual trainings.

Research limitations/implications

Lack of similar research in the field of fire in Iran caused bottlenecks such as lack of cooperation of relevant organizations in the path of the research. Another factor that limited the present research was the determination of people trapped in fire. In this case, those who were present in the incident had to be chosen and the questionnaire was completed based on their opinions. This limited the research for reasons such as the relocation of some people from buildings or their death.

Practical implications

The practical results of this research can be used in reviewing the rules and regulations of high-rise building fire code. By properly compiling the regulations of high-rise building codes based on this research, human injuries in fire hazards can be greatly prevented. Due to the collapse of the Plasco building in Iran and the creation of inappropriate memories in the minds of people of high-rise buildings, with the construction of buildings based on the rules and regulations in accordance with the fire code, the construction market as well as the sale and purchase of such buildings will flourish and numerous financial and job turnovers are created in the field of this type of buildings.

Originality/value

This study is innovative in determining appropriate evacuation strategy that are related to the individuals' risk perception in high-rise buildings, as well as achieving results to review the rules and regulations of high-rise office buildings based on the high-rise building fire code.

Abstract

Purpose

In recent years, the number of high-rise buildings in Malaysia has been increasing. Therefore, it is essential to take evacuation into consideration especially for emergency conditions such as fire, explosion and natural disasters. This research aims to evaluate the effectiveness of the escape time in typical Malaysian high-rise residential buildings.

Design/methodology/approach

This work comprises simulation on three buildings around the Selangor area in Malaysia. Quantitative methodology is adopted using Pathfinder software to simulate the evacuation process and time of the three typical Malaysian high-rise residential buildings. Four parameters were studied namely, the occupant load density, walking speed of first and last occupants, average of evacuation time per floor for the three buildings and effect of placement of emergency staircase on travel time.

Findings

Findings show that 12 m2 which is double the allowable occupants' density in Malaysia increases evacuation time by 67.9% while the placement of the emergency staircase on the left and middle section of a building significantly affects the evacuation time by 21.2%. In conclusion, from the simulation studies, it is recognized that a higher occupant's density affects the evacuation time.

Originality/value

This work could provide information on escape time for future construction of high-rise buildings in Malaysia. Hence, the specification and design of buildings could be reviewed based on the results obtained from this simulation. This information could be beneficial to the building regulators and developers thus enhancing the knowledge of building constructor and possible issues in the design of staircases, corridors and height of buildings.

Abstract

Purpose

The purpose of this paper is to design a numerical model to calculate the individual evacuation time among secondary students based on Knowledge, Attitude and Practice (KAP), human characteristics and travel distances.

Design/methodology/approach

Validated KAP questionnaires were distributed among 290 respondents. The KAP level was obtained based on the assigned scores. During a fire drill, the individual evacuation time was calculated by using personal digital watch while the travel distances were recorded and measured. A linear numerical model was derived by using multiple linear regression to identify the significant variables and the coefficients.

Findings

The CVI, CVR and Cronbach’s α value (0.75, 0.59 and 0.7, respectively) which are greater than minimum accepted level proved the reliability and consistency of the instrument. The evacuation time prediction by the developed numerical model showed strong correlation with the actual time (R=0.95). The regression analysis found that 89 per cent proportion of variance in the evacuation time are determined by the predictors. Based on the linear equation, it found that the decrease in weight, knowledge level and walking speed while increase in BMI, flat and stair travel distances could increase evacuation time. From the six significant variables, weight, walking speed, flat and stair distances showed significant correlation in the model with p<0.001, while BMI and knowledge showed p<0.05. The integration with mobility factors expand the formula which applicable within dynamic fire scenario.

Research limitations/implications

The involvement of examination students in the study is restricted by the Ministry of Education Malaysia to avoid interruption of learning session which limited the data representation.

Originality/value

Instead of using the traditional direct measurement of the evacuation time, the developed numerical model is an alternative convenient approach which could be used as one of the pre-assessment tool to identify the level of safety among students. The low cost and shorter time application of this model become one of the greatest advantages compared to other available approaches. The calculated individual evacuation time could be used directly to develop a better fire safety policy.

Abstract

Purpose

This paper aims to present a systematic review of the published literature on building information model (BIM)-based simulation tools used for occupant evacuation over the past 23 years.

Design/methodology/approach

A literature review was conducted on BIM-based simulation tools used for occupant evacuation over the past 23 years. The search identified a total of 37 relevant papers, which were reviewed. The paper describes the use of BIM-based simulation tools over the years and identifies the research gaps.

Findings

BIM-based simulation tools have undergone progressive development, with constant improvements through the integration of advanced tools and collection of more data. These tools can assist in identifying faults in the building design. The outcomes of the simulation were not entirely accurate, as real-life scenarios vary depending on the various building types and the behavior of their occupants.

Research limitations/implications

This study contributes to the literature through reviewing the capabilities of BIM-based simulation tools and the different simulation methods along with their limitations.

Practical implications

Fire safety engineers and architects can comprehend the utilization of BIM-based simulation tools to enhance the fire evacuation in light of their shortcomings and flaws.

Originality/value

BIM-based simulation tools are becoming more advanced and widely used. There has not been a comprehensive evaluation of the capabilities of the integration of BIM tools and simulation modeling for occupant evacuation. This study guides researchers on the capabilities and efficiencies of integrated solutions for occupant evacuations and their inherent shortcomings. The study identifies future research areas in BIM-based tools for occupant evacuation.

Purpose: Nowadays, many terms like computer vision, deep learning, and machine learning have all been made possible by recent artificial intelligence (AI) advances. As new types of employment have risen significantly, there has been significant growth in adopting AI technology in enterprises. Despite the anticipated benefits of AI adoption, many businesses are still struggling to make progress. This research article focuses on the influence of elements affecting the acceptance procedure of AI in organisations.

Design/Methodology/Approach: To achieve this objective, propose a hierarchical paradigm for the same by developing an Interpretive Structural Modelling (ISM). This paper reveals the barriers obstructing AI adoption in organisations and reflects the contextual association and interaction amongst those barriers by emerging a categorised model using the ISM approach. In the next step, cross-impact matrix multiplication is applied for classification analysis to find dependent, independent and linkages.

Findings: As India is now focusing on the implementation of AI adoption, therefore, it is essential to identify these barriers to AI to conceptualise it systematically. These findings can play a significant role in identifying essential points that affect AI adoption in organisations. Results show that low regulations are the most critical factor and functional as the root cause and further lack of IT infrastructure is the barrier. These two factors require the most attention by the government of India to improve AI adoption.

Implications: This study may be utilised by organisations, academic institutions, Universities, and research scholars to fill the academic gap and faster implementation of AI.

Abstract

Purpose

The purpose of this paper is to present the findings of a theoretical calculation for the emergency evacuation of an auditorium facility managed by a university in Saudi Arabia.

Design/methodology/approach

The authors reviewed the published literature to identify the sources of fire incidence, guidelines for means of escape in assembly occupancies and human behavior in fire emergencies. The theoretical method of the SFPE handbook to estimate the required evacuation time was subsequently applied to a case study of an auditorium facility managed by a university located in Saudi Arabia. Finally, the authors developed recommendations for the performance-based fire safety evacuation of the auditorium facility under review.

Findings

The study showed that a total of 6 minutes 39 seconds is needed to evacuate the whole auditorium. However, reviewed literature for assembly occupancies requires between 4 minutes 30 seconds and 6 minutes 24 seconds for total evacuation. Though, the calculated evacuation time is close to generally acceptable limits. It was noted that overcrowding and bottlenecks may be formed in some of the exit routes.

Originality/value

This paper will stimulate and increase research and industry concern for performance-based design of assembly-type facilities. This will be of significant value to designers, engineers, facilities managers, and owners in ensuring the safety of occupants in assembly-type facilities.

Abstract

Purpose

During Second World War 48,628 Finnish children were evacuated to Sweden and temporarily placed in foster care. The purpose of this paper is to explore the relationships between the parental socioeconomic position (SEP), evacuation, language acquisition, and education and to analyze how these are related to SEP in separated compared to non-separated in later life.

Design/methodology/approach

The sample consists of 749 separated and 1,535 non-separated persons. Pre-evacuation data on the separated were collected from the archives. The non-separated were matched for age, gender, place of birth, and mother tongue Finnish/Swedish. Data from both cohorts were collected by a postal questionnaire in autumn 2005. Stratified hierarchical regression analysis was used to predict SEP.

Findings

The results show that the SEP and education of those Finnish-speaking evacuees who had lost their mother tongue when returning home were lower compared to the Finnish-speaking non-evacuees. On the contrary, the SEP of the Swedish-speaking evacuees was higher than of the Swedish-speaking non-evacuees.

Research limitations/implications

Selection bias and attrition bias is a concern when interpreting the results.

Practical implications

The study shows the importance of supporting the mother tongue of temporary migrants while staying in the host country and of taking actions for language policy planning when they return back home.

Originality/value

This study uses data on a large child evacuation operation during Second World War to study how unaccompanied evacuation and loss of mother tongue affect SEP in later life. To the knowledge no such study has been conducted.

Abstract

Purpose – This study explores the relationship between federal, state, and local governments in regard to evacuation policies. The issue of evacuation enforcement by force is explored from a practical as well as moral perspective, and the overarching question of whether mandatory evacuation policy is merely symbolic is examined. Last, implications of policy making for vulnerable and marginalized populations is explored, and the question of whether criminalization of failure to comply with evacuation orders carries ill effects for certain segments of the population is examined.

Design/methodology/approach – This chapter first evaluates the legal logistics and policy foundation of evacuation orders at the national and state level. The chapter then explores the implications for local governments, notably first responders in implementing evacuation policy. Finally, policy recommendations related to improvements to existing evacuation policy for all levels of government are offered.

Findings – There is a gap in public policy between the expectations of the federal government and the implementation of evacuation policy at the local and state level. Policy and law changes that improve the ability of local governments to more effectively warn communities about the risks of noncompliance should occur in a way that minimizes the social disparities inherent in existing policy schemes.

Originality/value of paper – Evacuation policy is often considered as an afterthought to disaster planning and does not rise to the top of any government agenda until after a catastrophic event. This chapter encourages policy makers to be more proactive in developing evacuation policy that capitalizes on the effects of federalism to minimize the risks associated with natural and human-caused hazards.

Issues related to the life safety of building occupants with learning difficulties, particularly where there are sleeping risks, have not been given sufficient prominence. To assist facilities managers in the difficult task of prioritising space and resource allocations, a method for development of assessing the evacuation capabilities of residents with learning difficulties is offered for discussion.
