Abstract
Purpose
The purpose of this paper is to investigate the institutional factors affecting the reform of public sector in Morocco. In particular, this study focuses on the adoption path of one such reform, in which Moroccan municipalities had to adopt economic and development plans (EDPs).
Design/methodology/approach
The paper’s methodology adopts a qualitative approach. In particular, the paper adopts a mix of primary and secondary sources to analyze the historical development of the EDP reform in the Moroccan context, and the institutional factors involved in the implementation process. It contributes to the existing literature in two ways: it defines a tentative model that combines two approaches (new and old institutional theories); and it contextualizes the proposed model in the Moroccan context by examining the institutional process of implementing the reforms.
Findings
The reform that introduced EDPs in Morocco was the result of a collaboration between the Moroccan government and international donors. The introduction of EDPs was impeded by institutional features of Moroccan society. Therefore, the implementation of EDPs in Morocco did not change taken-for-granted ways of thinking, nor did it remove institutional restrictions and barriers. Municipalities were not affected by the modernizing effects of the reform. They are managed as traditional administrative structures, with very little capacity for organizational and management innovation.
Originality/value
The paper contributes to the debate on the adequacy of new public management (NPM) in less developed countries (LDCs), and in particular with regards to the use of strategic plans in Moroccan municipalities. In doing so, the paper attempts to define a tentative framework that combines new institutional and old institutional theory. The framework proposed helps to explain how NPM in LDCs was diffused and how institutional characteristics could hamper or foster the implementation of NPM reform.

Abstract
Purpose
Most local governance assessment tools are entirely or partially based on stakeholders’ surveys, focus groups and benchmarks of different local governments in the world. These tools remain a subjective way of local governance evaluation. To measure the performance of local good-governance using an unbiased assessment technique, the authors have developed a framework to help automate the design process of a data warehouse (DW), which provides local and central decision-makers with factual, measurable and accurate local government data to help assess the performance of local government. The purpose of this paper is to propose the extraction of the DW schema based on a mixed approach that adopts both i* framework for requirements-based representation and domain ontologies for data source representation, to extract the multi-dimensional (MD) elements. The data was collected from various sources and information systems (ISs) deployed in different municipalities.
Design/methodology/approach
The authors present a framework for the design and implementation of a DW for local good-governance assessment. The extraction of facts and dimensions of the DW’s MD schema is done using a hybrid approach, where the extraction of requirement-based DW schema and source-based DW schema are done in parallel followed by the reconciliation of the obtained schemas to obtain the good-governance assessment DW final design.
Findings
The authors developed a novel framework to design and implement a DW for local good-governance assessment. The framework enables the extraction of the DW MD schema by using domain ontologies to help capture semantic artifacts and minimize misconceptions and misunderstandings between different stakeholders. The introduction and use of domain ontologies during the design process serves the generalization and automation purpose of the framework.
Research limitations/implications
The presently conducted research faced two main limitations as follows: the first is the full automation of the design process of the DW and the second, and most important, is access to local government data as it remains limited because of the lack of digitally stored data in municipalities, especially in developing countries in addition to the difficulty of accessing the data because of regulatory aspects and bureaucracy.
Practical implications
The local government environment is among the public administrations most subject to change-adverse cultures and where the authors can face high levels of resistance and significant difficulties during the implementation of decision support systems, despite the commitment/engagement of decision-makers. Access to data sources stored by different ISs might be challenging. While approaching the municipalities for data access, it was done in the framework of a research project within one of the most notorious universities in the country, which gave more credibility and trust to the research team. There is also a need for further testing of the framework to reveal its scalability and performance characteristics.
Originality/value
Compared to other local government assessment ad hoc tools that are partially or entirely based on subjectively collected data, the framework provides a basis for automated design of a comprehensive local government DW using e-government domain ontologies for data source representation coupled with the goal, rationale and business process diagrams for user requirements representations, thus enabling the extraction of the final DW MD schema.

Abstract
Purpose
A review of papers on public sector accounting in emerging economies, as published in the Journal of Accounting in Emerging Economies' (JAEE) first decade.
Design/methodology/approach
A reflection on the issues covered and achievements made in the reviewed papers in the context of extant knowledge in this domain.
Findings
A majority of the research in JAEE is dominated by accounting reforms inspired by New Public Management (NPM). Performance management, budgeting and accrual accounting are the main topics in the reviewed research. NPM claims, which can range from usability and use of a new accounting repertoire to desirable impacts on efficiency and service delivery, are often not fulfilled. Many papers attempt to explain failing accounting innovations by the local context in which they are embedded, including political instability, poor governance and a lack of capabilities.
Research limitations/implications
The paper reviews research in a niche journal, but the findings are related to wider public sector accounting literature.
Practical implications
Public sector practitioners, but also researchers, need to move away from a focus on public sector reforms due to contextual circumstances leading to built-in failures and concentrate instead on understanding how the accounting repertoire works in practice, including routes for improvements therein.
Originality/value
An original framework for analysing public sector accounting research in emerging economies is proposed, which, among others, distinguishes between various ambition levels for achieving NPM reforms.

Abstract
Purpose
The purpose is to explore the role of international financial institutions (IFIs) during public financial management reform in a transitional economy. In particular, the study focuses on interaction between external enablers and local actors.
Design/methodology/approach
The paper is based on a qualitative study of public financial management reform in Ukraine during 1991–2014. This period is divided into stages corresponding with two projects financed by the World Bank: “Treasury System” and “Public Finance Modernization.”
Findings
First, IFIs supported a Ukrainian economy weakened by financial crisis and insisted on a comprehensive reform of public financial management to facilitate recovery. By strategically addressing local challenges, eliminating local uncertainties and maintaining stable interactions, IFIs gained support from the central government. Local actors continued the reform by negotiating with other actors and getting quorum support. In the second stage, IFIs could not implement planned changes. Even though the change was well-perceived at the beginning, developed tensions between local actors were overlooked by IFIs, which resulted in loss of commitment of the State Treasury representatives. The continuous political instability in Ukraine constrained interaction between IFIs and the Ministry of Finance and reduced political will for conducting reforms.
Originality/value
The study contributes to the debate on the adequacy of externally driven public management reforms in developing countries by exploring actions and interactions of global and local actors during the change in public sector practices.

Abstract
Purpose
This chapter aims at providing insight into how social mixing plays out in the Transvaal neighborhood in Amsterdam — a neighborhood which has gone through various rounds of urban renewal — in the context of nationwide polarization between native-Dutch and Moroccan-Dutch.
Methodology/approach
This chapter is based on research with a neighborhood focus — daily interactions, urban renewal, and use of public space — which took place during 2007–2010. Methods used include participant observation, semistructured interviews, and focus groups.
Findings
The physical renewal implies renovating and pulling down social housing, and building new social or owner-occupier housing. This study provides insight into how residents of different ethnic and income backgrounds live together in the neighborhood, also taking into account the impact of social polarization at the national level.
Social implications
By knowing how people with different ethnic and class backgrounds live together in Transvaal neighborhood, it contributes to the formulation of evidence-based policies for the improvement of social cohesion, livability, safety of the neighborhood, and social capital of local residents.
Originality/value
This study looks at social mix in the context of national-level social polarization between native-Dutch and Moroccan-Dutch. This creates a new viewpoint seen against how the general literature on renewal and social mixing tends to do two things: firstly it usually explicitly or implicitly is also a tenure mix strategy, and secondly the policy focus of the social mix is usually around class issues, that is, the mixing of poor social housing tenants with richer owners.

Abstract
One in every five of the almost 17 million inhabitants in the Netherlands is a first- or second-generation migrant. The largest immigrant groups with a non-Western background are Turks Moroccans, Surinamese and Antilleans. Their labour market position is precarious, as is indicated by higher levels of unemployment, larger dependency on temporary (rather than fixed) contracts and lower job levels. Substantial part of the migrants perceives that their weaker position is due to discrimination. Statistical analyses and field experiments show discrimination in hiring and indicate that part of the differential position of migrant workers in the Dutch labour market may be attributed to discrimination as well. At the work floor, migrants experience more discrimination than native Dutch, mostly in the form of hurtful jokes. Research that focuses on more discrimination grounds shows that ethnic background is not the only, nor the most important ground of perceived discrimination. Age and disability are also major grounds of perceived discrimination. Discrimination is a heavily debated topic that polarizes political debate and public opinion. It has shown to have mobilizing powers in politics. The high levels of public attention for the topic not only spurs citizens’ initiatives and governmental policies for combating it but may also facilitate recognition of discriminatory practices resulting in relatively high levels of perceived discrimination within a European context.

Abstract
Purpose
This article discusses the public library system in Morocco, compiling the available information tackling the historical background of public libraries and their early work and the system that has been adopted during and after colonial periods. The main purpose of the study is to shed light on the present situation of the public library system in Morocco and also to further identify some of the recurrent issues in the public library system in Morocco.
Design/methodology/approach
The authors relied on a literature review as a theoretical reference in order to study and extract the available studies done previously on the Moroccan system for public libraries.
Findings
Public libraries in Morocco face various issues such as lack of available data and research, lack of appropriate funds, education in the field of library and information sciences, low rate of reading culture within the country and the high rate of illiteracy, all of which obstruct the development of Moroccan librarianship. There is a necessary reform need and action in order to help in the development of libraries in the country.
Originality/value
This paper is the first paper that discussed the state of public libraries in Morocco and that draws and highlights the importance of public libraries in relation with the country's development.

Abstract
Purpose
The objective of this article is to propose a panel of management performance evaluation indicators at operator level. This panel would be the tool to be made available to an observatory that should be set up by regulation. The proposal comes at the right time given that Morocco is planning a major reform of the sector very soon. A framework law has already been promulgated for this purpose (Law 51-21 relating to the reform of public establishments).
Design/methodology/approach
The proposed panel is the result of (1) a review of the literature dealing with public management theories, in particular those relating to industrial and commercial public services and whose character is captive. The management of the latter requires a great deal of caution to preserve their economic balance and consequently their sustainability. (2) A review of experiences of countries is chosen because of contextual their similarities with Morocco like France having a similar legal background, Tunisia and Algeria chosen for geographical and economic similarities. The British experience is also discussed for what it represents as a liberal model in the management of public water and sanitation services, as opposed to the German model also studied and which stands as the only country where the management of public services has almost always been a communal prerogative. The analysis of these models has made it possible to identify management evaluation practices that could be adapted to the Moroccan context. (3) Research work by practitioners and reports from specialized international institutions (International Water Association [IWA]). (4) A critical analysis of a multitude of management and activity reports from 12 autonomous authorities and 4 private delegates covering 16 million inhabitants of the urban environment. A total of 15 indicators are developed. They aim to assess the effectiveness of management in terms of saving drinking water and preserving the natural environment from the pollution of water resources.
Findings
Approximately, 15 indicators for assessing water resource management in public water and sanitation services are proposed. These indicators relate to the efficiency of pipe networks, the performance of storage systems and losses in users' homes. Indicators specific to liquid sanitation systems, particularly with regard to the control of wastewater overflows into the public highway and their treatment before discharge into the natural environment, are also proposed.
Research limitations/implications
The application of the results of this research could be confronted with its appropriation by the operators. Indeed, the investment involved in setting up the proposed evaluation system, as well as the conflict of interest that may arise in the process of formalizing and standardizing the system at the national level, may slow down the process of setting it up.
Practical implications
In practice, the implementation of a system for evaluating the performance of water resource management in public drinking water and liquid sanitation services would make it possible to optimize the volume of water to be mobilized. Substantial savings are expected both at the level of the resource itself and at the level of the investments that accompany the realization of the mobilization and distribution infrastructures. These savings will be very useful for the creation of other similar services and to serve more people.
Social implications
The distribution of drinking water and liquid sanitation is a vital human need. These services are extremely captive. They are key factors in the socioeconomic development of the territory and the citizen. The impact is transversal and affects the lifestyle of the populations. On the one hand, it favors the sedentarization of the populations and on the other hand, preserves their health by fighting against the diseases of water origin. In addition, the comfort that it provides in the daily life of users is highly coveted when they are delivered in a modern way and arranged with modern technologies.
Originality/value
The regulation of public drinking water and liquid sanitation services in Morocco is the weakest link in the sector. The Ministry of the Interior is legally responsible for setting up a standard system for evaluating the management of these services to fill this gap (organic law 113-14 on municipalities). Unfortunately, this initiative is not yet underway. The opportunity to apply the results of this research is well timed. Morocco plans to launch a global reform of the sector starting in 2022–2023 (Law 50-21 on the reform of public institutions).

Abstract
This chapter scrutinizes the role of ethnic categorizations in everyday-lived experiences in a diverse neighbourhood. It was found that ethnic categorizations do play an important part in use and perception in widely divergent ways. Users of public space categorize relevant others in terms of ethnicity in various situations and in relation to several activities. Ethnic categories provide meaningful frameworks both in the case of negative evaluations of behaviour and in understanding spatial segregation. Indigenous Dutch are ethnically categorized in terms of them avoiding public space. Established newcomers are aware of an ethnic hierarchy and feel abandoned by indigenous neighbours. On their part, these established newcomers consider more recently arrived new migrants as a sign of decay of the neighbourhood. Next to (perceived) ethnicity, language is taken in account as a separate important classifying principle.
