Abstract

This chapter will situate the global paradigm shift toward Post-Education-For-All (Post-EFA) not only in the policy trends in the field of international education development, but also in the academic context of international relations and comparative education.

The chapter highlights three dimensions which characterize the paradigm shift; namely, discourse on norms, diversifying actors, and the changed mode of communication and participation in the global consultation processes. The existing formal structure of the EFA global governance is based on multilateralism which recognizes sovereign nation-states, representing national interests, as the participants. However, such an assumption is eroding, given that there is a growing number of state and nonstate actors who influence decision-making not only through conventional formal channels, but also informally. Urging the revision of theories of multilateralism, the chapter introduces the attention given to nontraditional donors and horizontal networks of civil society actors in this volume.

The introduction also shows that that the widening basis of participation in the global consultation processes on post-EFA and advanced communication technology have changed the ways in which discourse is formulated. While the amount and the speed of exchanging information have been enhanced and different types of actors have been encouraged to take part, it also obliges scholars to adopt innovative methods of analyzing discourse formation.

The chapter also demonstrates the importance of the focus on the Asia-Pacific region, which is composed of diverse actors who often underscore Asian cultural roots in contrast to Western hegemony. By focusing on the discourse, actors, and the structure through which the consensus views on the post-EFA agenda were built, the volume attempts to untangle the nature of the post-EFA paradigm shift, at the global, Asia-Pacific regional, and national levels.

Abstract

Scholars studying postwar settings are often highly critical of the work of NGOs in peacebuilding. In this chapter, I argue that many of the limitations of the NGO model are the result of the structure of funding. Using ethnographic and archival data from donors and NGOs engaging in peacebuilding in Croatia, this chapter examines the incentives build into the dominant donor–NGO model of funding. I find that the incentives for both donors and NGOs built into funding for peacebuilding lead to dysfunctional behavior by both donors and NGOs, and ultimately to ineffective and sometimes counterproductive peacebuilding projects. I find that donors actively shape the agenda of NGOs and push NGOs to see projects as the unit of peacebuilding. Donor funding is novelty seeking, rewarding NGOs for coming up with new project ideas and working in new locations. It also favors quantifiable events and activities for the purposes of reporting. In practice, these systematic preferences lead to the abandonment of successful projects, difficulty in securing long-term funding for work in troubled communities, and the favoring of countable events over development of the interpersonal relationships that are at the heart of successful peacebuilding.

Abstract

Purpose

This purpose of this paper is to provide the context in which this special issue is published. This special issue highlights the matters related to the Asian countries which provide assistance to developing countries for their advancement of education. There are an increasing number of donor countries which are formerly recipients of development assistance. Their emergence as donors is changing the landscape of international educational development. Being outside of the self-regulating community of traditional donors, they bring different logics and motivations to this field that often go beyond the frame of meaning making among traditional donors. Asia-Pacific region is unique in the sense that it has both traditional and new types of donors. The former group includes Japan and the USA, while the latter has Korea, China, India, and many others.

Design/methodology/approach

As the introduction to the collection of articles which introduce characteristics of diverse donors (traditional and nontraditional) in the Asia-Pacific region, this paper discusses first, changing the normative framework toward the target year of achieving Education for All goals, which is 2015; second, the background for the nontraditional donors to increase their presence and the changed landscape of international educational development; and third, commonalities and differences among Asian donors in terms of their philosophies, structures, and histories.

Findings

This paper maps out the locations of each Asian donors discussed in the respective country cases to follow and highlights some Asian characteristics.

Originality/value

The findings would hint at the presence of principles and logics of educational cooperation which cannot be fully grasped by applying widely diffused western notions of educational development.

Abstract

Purpose

This study aims to investigate how non-government organisation (NGO) managers balance accountability to donors and beneficiaries and the role of felt responsibility in this process.

Design/methodology/approach

Using concepts of accountability theory, practices of microenterprise development NGOs are examined in two countries – Bangladesh and Indonesia – through interviews with managers of 20 NGOs and analysis of NGOs’ publicly available data.

Findings

Findings show a shift in emphasis from a vertical view (upward to donors and downward to beneficiaries) to a horizontal view of NGO accountability. Under this view, a selective approach to donors whose mission and approaches to poverty alleviation aligned with those of the NGOs played an essential role in supporting NGOs’ internal accountability. Further, felt a responsibility to beneficiaries is identified as an important mediator balancing both upward and downward accountability. While accountability to donors and beneficiaries was interrelated, accountability to donors was considered a short-term objective and accountability to beneficiaries was considered a long-term and overriding objective.

Originality/value

Findings contribute a further understanding of the role of felt responsibility to beneficiaries as a mediator for balancing upward and downward accountability based on the perspectives of NGO managers. Reframing accountability through a horizontal view helps to balance multiple directions of NGO accountability: to self, donors and beneficiaries.

Abstract

India is described as an emerging donor. Actually India has started providing development assistance to developing countries immediately after independence. The amount of aid was relatively small, but grew over the years to a recognisable size. The chapter reviews the long experience of India in the framework of development assistance which is laid in the foundational principles of South-South Development Cooperation (SSDC). In the process of the review, the special features of the India’s programme, its unique character and overall prospects are highlighted. In the absence of reliable data on total and sector-wise assistance, the chapter concentrates on one major component of assistance, viz., technical cooperation a substantial part of which is devoted to training, that is, to the development of human capital. The analysis shows that given certain unique features of its aid programme, India has a great potential to emerge as a major donor country, and even to rank among big traditional donor countries. It can also influence the global aid architecture. There are many lessons that others can learn from the ‘Indian model of aid’. However, there are certain problems and challenges that India has to address for it to become a major international player in the aid business. One of the most important problems refers to the absence of detailed information. The available details on India’s assistance are sketchy and confusing; there are no detailed and consolidated statements of assistance, and it is only now a proper formal agency to coordinate all external assistance and to provide effective management in a cohesive manner has been set up. The analytical and critical account of India’s aid programme presented here is hoped to provide valuable fresh insights into the whole issue and should be of considerable academic and policy value.

Abstract

Purpose

The purpose of this paper is to examine the relationship between image of charitable organizations, attitudes towards charities and motivation to donate. In addition, the study will investigate the moderating effects of religious beliefs on attitudes towards charities and motivation to donate.

Design/methodology/approach

Data are collected using a self-administered questionnaire. Trained interviewers employed a mall-intercept method in downtown Kuala Lumpur over both weekdays and weekends. The scales are adapted from established sources.

Findings

It was found that religious beliefs moderates the relationship between attitudes towards charities and motivation to donate. In addition, image of charitable organizations has a positive influence on attitudes towards charities. It was also found that both image of charitable organizations and attitudes towards charities influence motivation to donate.

Research limitations/implications

The study is conducted within downtown Kuala Lumpur and is not generalizable across Malaysia and other countries. In addition, this study only looked at general religious beliefs, therefore findings are not specific to a religion. As a result, possible religious differences may be neglected. Lastly, the study only focused on donors and further studies need to be conducted on non-donors to further understand donation behaviour.

Practical implications

The findings from the study provide valuable insights to charities, government bodies and policy makers as it highlights the linkages between image of charitable organizations, attitudes towards charities and the motivation to donate of past donors. Additionally, religious bodies can also use the findings to formulate communication strategies to benefit charities as well as the broader community.

Originality/value

The study provides insights into the motivations of donors to donate to charities. More importantly, it also examines the influence of religious beliefs on donation behaviour, thus shedding insights on the opportunities for fundraising by charities.

Abstract

Purpose

This paper aims to investigate funding and performance monitoring practices in Zambia’s health sector from an institutional and stratified ontology perspective. Such an approach was deemed appropriate in view of pluralistic institutional environments characterising most African economies that are also considered to be highly stratified.

Design/methodology/approach

Blended with insights from stratified ontology, the paper draws on institutional pluralism as a theoretical lens to understand the institutional structures, mechanisms, events and experiences encountered by actors operating at different levels of Zambia’s health sector. The study adopted an interpretive approach that helped to investigate the multifaceted and subjective nature of social phenomena and practices being studied. Data were collected from both archival sources and interviews with key stakeholders operating within Zambia’s health sector.

Findings

The study’s findings indicate the high levels of stratification within Zambia’s health sector as evidenced by the three sector levels that possessed different characteristics in terms of actor responses to donor influence. This study equally demonstrates the capacity of agents operating under highly fragmented institutional environments to engage in enabling and constraining responses depending on the understanding of their empirical world.

Originality/value

Through blending insights from stratified ontology with institutional pluralism, the study contributes to the literature by demonstrating the enabling and constraining reflexive capacity of agents to exercise choices under highly fragmented institutional environments while responding to multiple demands and expectations to sustain the co-existence of diverse stakeholders. Accordingly, the study advances thinking on the application of institutional theory to critical accounting research in line with recent ontological and epistemological shifts in institutional theory.

Abstract

Purpose

The purpose of this paper is to investigate accounting and performance reporting practices embraced in the midst of a pluralistic institutional environment of an emerging economy (EE), Zambia. The research is necessitated due to the increased presence and influence of donor institutions whose information needs may not conform to the needs of local citizens in many EEs.

Design/methodology/approach

The study draws on institutional pluralism and Ekeh’s post-colonial theory of “two publics” to depict pluralistic environments that are typical of EEs. Primary data were collected through semi-structured interviews with 33 respondents drawn from the main stakeholder groups involved in health service delivery including legislators, policy makers, regulators, healthcare professionals and health service managers. Data analysis took the form of thematic analysis which involved identifying, analysing and constructing patterns and themes implicit within the data that were deemed to address the study’s research questions.

Findings

Findings indicate that Zambia’s institutional environment within the health sector is highly fragmented and pluralistic as reflected by the multiplicity of both internal and external stakeholders. These stakeholder groups equally require different reporting mechanisms to fulfil their information expectations.

Social implications

The multiple reporting practices evident within the health sector entail that the effectiveness of health programmes may be compromised due to the fragmentation in goals between government and international donor institutions. Rather than pooling resources and skills for maximum impact, these practices have the effect of dispersing performance efforts with the consequence of compromising their impact. Fragmented reporting equally complicates the work of policy makers in terms of monitoring the progress and impact of such programmes.

Originality/value

Beyond Goddard et al. (2016), the study depicts the usefulness of Ekeh’s theory in understanding how organisations and institutions operating in pluralistic institutional environments may be better managed. In view of contradictory expectations of accounting and performance reporting requirements between the civic and primordial publics, the study indicates that different practices, mechanisms and structures have to be embraced in order to maintain institutional harmony and relevance to different communities within the health sector.

Abstract

Purpose

The purpose of this paper is to discuss the role of languages and translation in the context of capacity building in NGOs in Kyrgyzstan. It argues that language barriers can impede local capacity building, while translation can help in overcoming some of the issues encountered.

Design/methodology/approach

The paper reports on what NGO workers have said on the role of languages and translation in their work in 34 semi-structured interviews conducted in Kyrgyzstan in January 2018. The discussion is structured around a theoretical understanding of capacity building at three levels: the organisational level, the individual level and a broader enabling environment.

Findings

First, the paper demonstrates that knowledge of English plays a key role in accessing international funding and information. Second, it describes the challenges that NGO workers encounter when translating information related to development into Russian and Kyrgyz. Third, it argues that donors do not overtly consider the important role of languages. Together, the findings suggest that ignoring the role of languages and translation can have a negative effect on project outcomes and power relationships.

Practical implications

Policy recommendations for international NGOs and donors drawn from this case study and from comparative case studies on Peru and Malawi have been published in Crack et al. (2018).

Originality/value

The paper argues that taking the role of languages and translation into account can result in a more in-depth understanding of aspects that may contribute to better local capacity building.

Abstract

Donors promoting public sector institutional reforms do not clearly understand what works and why. Yet, despite the limited practical knowledge of how to reform and build high-quality public sector institutions, the ambitions and the scope of donor-promoted institutional reforms have been increasing. Over the last five decades, various bilateral, regional, and international development agencies – such as the U.K.'s Department for International Development (DFiD), the United Nations Development Program (UNDP), the World Bank (WB), the Organization for Economic Cooperation and Development (OSCE), and others – have experimented with different approaches to promoting development, with little coordination and consensus. In the last two decades, donors have converged in their approach to development by emphasizing institutions – governance mechanisms, including rules and organizations that structure individual and organizational behavior. Research and experience have led to the acceptance that strong, effective government institutions are essential for addressing donors’ key concerns in developing countries, concerns including poverty, corruption, and, especially since 9/11, security. Emphasis on country ownership further highlights the importance of institutional reform as part of donors’ capacity-building agenda. Therefore, donors’ emphasis on institutional reforms in developing countries has significantly increased as a share of their total lending and technical assistance.
