Abstract

The current state and development of education system in Belarus are considered. It includes preschool, general secondary, vocational, secondary special and higher education, as well as supplementary education for children and further education for adults, including nonformal education. The gross enrollment rate in secondary education (ISCED Level 2 and 3) as a share to the population at the corresponding age was 102.9% in 2015, and the enrollment rate in tertiary education (ISCED Levels 5–8) showed 93.8%. The role of universities in creating the Belarus National Innovation System is shown. The main direction of improving the activities of higher education institutions based on the “University 3.0” model is considered. The Belarussian universities actively develop their innovation infrastructure (they form their own training and research centers, research and production laboratories, centers of cooperation with enterprises, career development centers for students and startup schools). During last years 14 sectoral laboratories and 6 science technological parks were established on the basis of Belarusian universities. Belarusian universities, while determining their own development trajectory, are guided by their main mission – to promote innovation and human capital formation – for the sustainable social and economic development of the country.

Abstract

Purpose

The purpose of this chapter was to investigate consumer perceptions of retail agglomeration (RA) characteristics in Zagreb region. Perceived RA characteristics were compared between two major types of RA: Planned retail agglomerations (PRA) and Evolved retail agglomerations (ERA).

Design/methodology/approach

Data were collected with consumer survey and analyzed using descriptive statistics, exploratory factor analysis and analysis of variance (ANOVA).

Findings

Findings indicate that four factors of RA characteristics can be identified: convenience, accessibility, atmosphere, and image. The shoppers’ ratings indicate the strength and weaknesses of RA, and also the dominant position of PRA as compared to evolved RA.

Originality/value

Results show that there were significant differences in shoppers’ perceptions between Planned and evolved RA in Zagreb region. Shoppers evaluated PRA better than ERA on all four factors. Convenience and atmosphere are the best-rated PRA characteristics. Managerial implications are discussed in the study.

Abstract

The purpose of this chapter is to determine the optimal path of development of social entrepreneurship in Russia and Central Asian countries by performing a scenario analysis of the development of social entrepreneurship and analyzing the opinions of interested parties regarding the outcome of social entrepreneurship in Russia and Central Asian states. The authors’ recommendations for the practical implementation of the optimal path of social entrepreneurship development are described.

The scenario analysis of statistical data showed that the existing practice of standardization of social companies’ activities hinders their executing their functions on raising the quality of life. With the expansion of freedom of social entrepreneurship, the population’s quality of life grows; on the contrary, the increase of state regulation leads to its reduction. The findings show that social entrepreneurship in Russia and Central Asian countries is interested in private investments and social companies’ employees. That is why the representatives of these categories of concerned parties support de-regulation. Consumers of social goods and services are interested in obtaining them freely and thus prefer standardization.

This chapter presents a new direction of social entrepreneurship analysis – by determining the correlation between economic freedom and quality of life. This opens an opportunity for thorough social entrepreneurship research based on authentic and objective quantitative (statistical) data. The obtained conclusions and offered recommendations allow using the mechanism of public–private entrepreneurship for turning social entrepreneurship into something more valuable and useful – a tool for increasing the quality of the population’s life.

Abstract

The ESG (Environmental, Social, Governance) agenda is complex and requires the formation of a new multi-knowledge core through a consistent and phased formation of professional competencies (ESG competencies). There is currently no established academic education in the field of sustainable development. The proposed model of the new education ecosystem for sustainable development of the region using additive technologies will provide external interoperability to the organisations participating in the ecosystem. Building a transparent relationship between the industrial and production sector of the region and educational organisations in the information environment will ensure the continuity of competencies at all levels of education and allow a rapid response to external and internal challenges of climate change and sustainable development of the region. The primary purpose of our research is to model the processes of the education ecosystem of the region, considering the needs of the labour market in a global transformation of key industries in the implementation of ESG principles using additive technologies. To achieve the research goal, the authors apply general scientific approaches, including logical, statistical, analytical, and economic-mathematical modelling and process approach. The developed process model reflects the leading role of the university in the management system of sustainable development of the region and is the basis for the formation of the managed information environment. It is proposed to integrate the industrial and production sector with educational organisations through a geoinformation system, which will ensure flexibility and continuity of training in relevant market-demanded ESG competencies and provide an opportunity to use the scientific potential of students and graduate students to form sustainable development of the region. Information and educational environment will unite all stakeholders in a single system to achieve sustainable development goals.

Abstract

Sustainable economic growth is a major policy target of many governments over the world; Hong Kong also has no exception after its sovereignty handover on 1st July 1997. Hong Kong has also been inertly receiving more than one hundred Chinese immigrants every day for several decades which mainly serves the purpose of family reunion through One-way Permit scheme. There exists a public voice in relation to Chinese immigrants' intentions of migrating to Hong Kong; some people argued Chinese immigrants are not simply aimed to reunifying their family but purposely grasping public resources of Hong Kong; public resources include public healthcare benefits and subsidized public housing; such hidden motivation and immigrants' economic contribution are not theoretically mutually exclusive. This chapter summarizes literature in relation to various concerns about immigrants' contribution towards economic growth, also consolidates immigrants' survey results which regularly conducted by Hong Kong Home Affairs Department and Immigration Department, and utilized Hong Kong census and by-census datasets to empirically compare the return rates of schooling and work experience between Chinese immigrants and natives over the past forty years, and investigate the causality between Hong Kong economic growth rates and these two return rates.

Abstract

Purpose: The purpose of this chapter is to identify various factors that may influence the adoption of online education by students in higher education institutions (HEIs) and contribute to the achievement of sustainable development goals (SDGs) post-COVID-19.

Need for the Study: The study addresses the need to ensure inclusive and equitable quality education, as emphasised by SDG4. It focuses on lifelong learning opportunities and aims to understand the impact of online education on students in HEIs. By identifying the factors that influence adoption, the study aims to contribute to the development of effective strategies for promoting online education.

Methodology: The study utilises a framework incorporating the use of Statistical Package for the Social Sciences (SPSS) and Analysis of Moment Structures (AMOS) software. The framework allows for the analysis of the collected data’s reliability, validity and adequacy.

Findings: The study’s findings indicate that providing students with affordable online higher education can facilitate skill enhancement and create job opportunities. These findings highlight the potential of online education in contributing to the achievement of SDGs, particularly SDG4.

Practical Implications: The practical implications of the study suggest that promoting affordable online higher Education can have a positive impact on students, enabling them to acquire new skills and access job opportunities. By embracing online education, institutions can contribute to the advancement of SDGs and ensure inclusive and equitable quality education for all.

Abstract

This chapter is a conversation between the three authors, an Indigenous person, a multigenerational White settler, and a White immigrant, about how equity, diversity, and inclusion (EDI) connects with the history and pervasive practices of colonialism, White supremacy, and embedded racism, and what might be done to create a new future that is individually and collectively just. EDI has become increasingly embraced by organizations and governments to overcome bias, to increase representation of underrepresented groups, and to revise discriminatory policies across almost all areas of intersectionality. But EDI has no answers for the issues of Indigenous reconciliation and decolonization that seem to exist in a parallel world. A deeper understanding is needed about the individual rights roots of “equity,” as well as knowledge of Indigenous history, since Indigenous communities are not simply additional cultural groups in Canada. The British Royal Proclamation of 1763 initially codified a “nation to nation” relationship, but subsequent broken treaties, and the 1876 Indian Act, imposed a White supremist relationship on Indigenous populations, stole lands, and attempted to eliminate traditional cultures. Since 1970, Indigenous organizations have sought a “citizenship plus” relationship with Canadian federal and provincial governments, a direction supported by more recent court decisions. This chapter includes examples of how these ideas have been applied by some organizations and concludes with a model for developing personal stamina and resilience for learning, reconsidering, and interacting with others about identity issues given the complexities of personal learning and system change.

Abstract

School choice is a global phenomenon with significant variations in terms of conception, design, and viability. In the city of Buenos Aires, State funding to the private sector of education allows for free choice. The purpose of this study is to analyze the values that are at stake in the family process of school choice. I draw on the theory of cultural evolution (Inglehart, 2018) to analyze the interviews. I interviewed 30 parents who live in the city of Buenos Aires and had to choose school for their children. It was possible to infer four categories that condense the materialistic and post-materialistic values: preeminence of materialistic values relative to security and protection; preeminence of materialistic values relative to academic achievement; preeminence of post-materialistic values relative to socialization and preeminence of post-materialistic values relative to political concerns.

Resurgent interest in the life and work of the Italian Cambridge economist Piero Sraffa is leading to New Directions in Sraffa Scholarship. This chapter introduces readers to some of these developments. First and perhaps foremost is the fact that as of September 2016 Sraffa’s archival material has been uploaded onto the website of the Wren Library, Trinity College, Cambridge University, as digital colour images; this chapter introduces readers to the history of these events. This history provides sharp relief on the extant debates over the role of the archival material in leading to the final publication of Production of Commodities by Means of Commodities, and readers are provided a brief sketch of these matters. The varied nature of Sraffa scholarship is demonstrated by the different aspects of Sraffa’s intellectual legacy which are developed and discussed in the various entries of our Symposium. The conclusion is reached that we are on the cusp of an exciting phase change of tremendous potential in Sraffa scholarship.

Abstract

Purpose – Driver education and licensing are two mechanisms used to reduce crash rates. The purpose of this chapter is to provide an overview of these countermeasures and consider how simulators can be used to augment more traditional approaches.

Approach – A literature review was undertaken evaluating key concepts in driver licensing including graduated driver licensing (GDL), the role of parents in licensing, compliance and enforcement, driver testing and how the driver licensing system impacts on levels of unlicensed driving. Literature regarding driver education for individuals who have and not yet obtained a licence was also reviewed.

Findings – GDL is a successful countermeasure for reducing the crash rates of young novice drivers as it limits their exposure to higher risk situations. The support for driver education initiatives is mixed. As there are big differences between education programs, there is a need to consider each program on its own merits. Driving simulators provide a safe environment for novices to gain experience. In particular, they may be bifacial for development of hazard perception and visual scanning skills.

Practical Implications – GDL systems should be introduced where appropriate. Existing systems should be strengthened where possible by including additional, best-practice and restrictions. When considering driver education as a countermeasure, the type of program is very important. Education programs that have been shown to increase crashes should not be introduced. Further research and development are necessary to ensure that driver education and licensing adequately equip novice drivers with the skills necessary to drive in the 21st century.
