Abstract

Purpose

The purpose of this paper is to investigate the effect of financial development on the Doing Business and capital flight contagion. And further, this study determines the threshold beyond which financial development reduces capital flight.

Design/methodology/approach

A two-step system generalized methods of moment empirical model with linear interaction between Doing Business and financial development was estimated. This study used data on 26 countries over 12 years (2004–2015).

Findings

The main results indicated that, although Doing Business had a significant positive effect on capital flight, the interactive term had a significant adverse effect on capital flight. This outcome suggests that to reduce capital flight, a well-reformed and efficient business environment should be embedded with an efficient, stable and well-developed financial sector. In addition, the authors found only South Africa has a robust financial framework beyond the threshold of 0.383, whereas Congo, Rep., Rwanda, Malawi, Sierra Leone and Congo, Dem. Rep. had the weakest financial system and sector in Sub-Saharan Africa.

Research limitations/implications

This study recommends that policymakers should initiate policies that would enhance financial development.

Originality/value

This study’s main contributions are that the authors estimated the threshold beyond which financial development helps the business environment reduce the rate of capital flight. Further, the authors have shown that financial development is a catalyst to propel the deterioration powers of the business environment against capital flight. Also, the authors have estimated the long-run effect of the variables of interest on capital flight.

Abstract

Purpose

This study aims to examine how the widespread adoption of digital technology (DT) in business-to-business (B2B) markets affects and, in particular, increases the velocity of relationship development over time.

Design/methodology/approach

A literature search was conducted to develop propositions concerning DT’s effect on the various stages of an existing B2B buyer-seller relationship development model. A group of 55 experienced practitioners was used to obtain reactions to the propositions.

Findings

DT affects buyer-seller relationship development by reducing the time needed to initiate and advance through sequential relationship stages. Agility in the decision-making process fosters stronger inter-firm relationships and influences other important attributes of B2B relationships, such as organizational commitment, organizational embeddedness, trust and value creation.

Research limitations/implications

A broader, more diverse sample of commercial buyers and sellers is required to permit testing the generalizability of the study’s findings.

Practical implications

DT affects the speed and agility of B2B relationship formation regardless of stage. As DT evolves in the age of Industry 4.0, an understanding of the effects of DT will aid managers in assessing ways to leverage its potential and apply appropriate DT strategies throughout the B2B relationship process to capitalize on current and future business opportunities. Firms need to explore the positive and negative effects of the digital revolution on managers within their supply chain networks.

Originality/value

To the best of the authors’ knowledge, this is the first study that specifically addresses DT’s impact during the specific stages of the relationship development process.

Abstract

Purpose

Many experts suggest that the human being explore marine resources and marine new energy sources to alleviate the shortage of land resources and the ecological degradation. However, island coastal zones are considered to be fragile ecosystems; their geographical location and natural characteristics, their biodiversity and associated ecosystems, and their exposure to diverse land and sea conditions all make them highly vulnerable to environmental changes and human activities. Therefore, it is necessary to achieve the goals of environmental protection and sustainable development on the basis of a comprehensive evaluation and understanding of islands.

Design/methodology/approach

Due to the importance of island groups, this paper conducts evaluation studies on them. Using the Delphi, AHP and TOPSIS methods, this study evaluated quantitatively the comprehensive development level and comprehensive development potential of island groups in terms of resources, natural environment, economy and society. Innovatively using them as two subsystems, the present study combined the coupling coordination model and the obstacle factor calculation method.

Findings

The prospective index of comprehensive development was applied to the Changdao Island Group in Yantai, Shandong Province as an example, and the final evaluation revealed that the comprehensive development prospect of this island group had an upward trend from 2010 to 2017. Future efforts should be made to improve its economic and social conditions and economic development status, apart from promoting its comprehensive development by improving human resources management, increasing the GDP growth rate, and improving fresh water and electricity supply.

Originality/value

This study takes the integrated development level of the island and the integrated development potential of the island as two subsystems, and the innovative application of the coupling coordination degree model is used to calculate the integrated development index of the island to understand the development status of the island area. On the basis of this model, the obstacle factor identification method is designed to identify the main obstacle factors, and on the basis of evaluation and identification, specific measures to ensure the sustainable development of the island area are effectively proposed.

Abstract

Purpose

Although previous research has examined the role of franchising for the economic development of countries, no empirical study to date has investigated the importance of franchising for social, infrastructural, and institutional development. The authors address this research gap by applying research results from the field of sustainable entrepreneurship and highlight that franchising has a positive impact on economic, social, institutional and infrastructural development.

Design/methodology/approach

This study uses a fixed-effects model on a panel dataset for 2006–2015 from 49 countries to test the hypothesis that franchising positively influences various dimensions of country development such as economic social institutional and infrastructural development.

Findings

The findings highlight that franchising has a positive impact on the economic, social, infrastructural, and institutional development of a country. Specifically, the results show that the earlier and the more franchising systems enter a country, the stronger the positive impact of franchising on the country's economic, social, institutional, and infrastructural development.

Research limitations/implications

This study has several limitations that provide directions for further research. First, the empirical investigation is limited by the characteristics of the data, which are composed of information from 49 countries (covering a period of 10 years). Because franchising is not recognized as a form of entrepreneurial governance in many emerging and developing countries, the available information is mainly provided by the franchise associations in the various countries. Hence, there is a need to collect additional data in each country and to include additional countries. Second, although the authors included developed and developing countries in the analysis, the authors could not differentiate between developed and developing countries when testing the hypotheses, because the database was not sufficiently complete. Third, future studies should analyze the causality issue between franchising and development more closely. The role of franchising in development may be changing depending on different unobserved country factors, economic sector characteristics, or development stages.

Practical implications

What are the practical implications of this study for the role of franchising in the development of emerging and developing economies? Because public policy in emerging and developing countries suffers from a lack of financial resources to improve the social, infrastructural and institutional environment, entrepreneurs, such as franchisors who expand into these countries, play an important role for these countries' development. In addition to their entrepreneurial role of exploring and exploiting profit opportunities, they are social, institutional, and political entrepreneurs who may positively influence country development (Schaltegger and Wagner, 2011; Shepard and Patzelt, 2011). Specifically, the findings highlight that countries with an older franchise sector (more years of franchise experience) may realize first-mover advantages and hence larger positive spillover effects on their economic, social, institutional and infrastructural development than countries with a younger franchise sector. Hence, governments of emerging and developing countries have the opportunity and responsibility to reduce potential market entry barriers and provide additional incentives for franchise systems in order to trigger these positive spillover effects. The authors expect that the spillover effects from the franchise sector on the economic, institutional, social and infrastructural development of a country are stronger in emerging and developing countries than in developed countries.

Originality/value

Previous research has focused on the impact of franchising on the economic development of a country, such as its growth of gross domestic product (GDP), employment, business skills, innovation and technology transfer. This study extends the existing literature by going beyond the impact of franchising on economic development: the results show that franchising as an entrepreneurial activity offers opportunities for economic, social, institutional, and infrastructural development, all of which are particularly important for emerging and developing economies. The findings of this study contribute to the international franchise and development economics literature by offering a better understanding of the impact of franchising on country development.

Abstract

Purpose

This paper aims to propose future public policy guidelines (FPPG) in sustainable regional development for Guaviare (Colombia) – a territory affected by environmental and social distress – for the year 2035.

Design/methodology/approach

Following collective action theory and sustainable regional development literature, a foresight exercise was conducted using site focus groups and semi-structured interviews with local participants to identify future strategic change drivers and the most relevant social actors for the attainment of economic, social and environmental development in the Guaviare through FPPG.

Findings

The findings suggest that the development of public policies regarding building consensus around Guaviare’s economic, environmental and social issues, reducing conflict between the region’s cultural and environmental ways, decreasing isolation from the centers of decision-making, increasing the transparency of public institutions and reducing insecurity to attract investments are all crucial to attaining sustainable regional development.

Originality/value

Interdisciplinarity is implicit in the local perspectives on the problem that impedes sustainable development in San José del Guaviare. The paper’s main contribution is the long-term vision that breaks away from the traditional short-termism in public policy guidelines in a Latin American context. Methodologically, the significant contribution is the convergent alignment of specific foresight methods toward public policy guidelines’ analysis and design processes.

Abstract

Purpose

Corruption is commonly seen as a primary impediment to economic development, and its eradication has therefore featured high on development agendas. Most anti-corruption efforts in international development however fail. This paper aims to review recent attempts to unpack the “black box” of corruption to better understand its functioning in developing countries and find ways to combat corruption effectively.

Design/methodology/approach

The study has been undertaken through a comparative literature and case analysis of some of the primary findings within the field of anti-corruption in international development of the past decade.

Findings

The research finds that the black-and-white conceptualisation of corruption as an impediment to economic development, which is dominant in development circles, commonly fails to understand corruption as an alternative form of problem-solving in specific institutional settings. This has both hindered anti-corruption efforts and given unwarranted primacy to anti-corruption efforts in international development, to the loss of other priorities.

Practical implications

Policy-makers need to accept that there are no “magic bullets” against corruption and work in a much more contextual manner, while accepting the fact that corruption might not be the primary impediment to economic growth in their country.

Originality/value

The paper strengthens recent calls for a more contextualized approach to combat corruption, which have been given insufficient attention in policy design and most of the literature on corruption, providing a novel starting point for “functional”, politically-aware anti-corruption and development efforts.

Purpose

Under the circumstance that the development of developing countries is a major issue that has long been of concern to Marxist scholars, the research is focused on the category of development benefit, which Xi Jinping has mentioned many times.

Design/methodology/approach

Based on the Marxist theory of international value, the authors of this paper indicate that development benefit is the result of developing countries' consistently increasing labor productivity, reducing squandering in labor and transforming more labor into real value, and thus the fundamental cause of unequal development in international economics turns from the field of circulation to the area of production.

Findings

Also, the authors summarize China's experience of obtaining the development benefit and China's development path featuring common development and criticized the comparative advantage of mainstream Western economics, revealed the path of dependency development represented by mainstream Western economics.

Originality/value

Finally, the authors analyze the essence of the economy and trade conflict between China and the US and the respective strategic goals of the two countries and provide an outlook on the contest between the two roads of development and the evolutionary trend of the relationship between developed and developing countries.

Abstract

Purpose

Creating green ports, while observing international and international standards and maritime conventions and regulations and moving toward smart ports, can increase the speed of goods transfer, enable the tracking of ships and goods, increase the transparency of statistics, increase the quality and capacity of ports and reduce costs. Hence, the purpose of this study the development and evaluation of ports play a key role in their commercial success. Development policies can be formulated for these ports by properly evaluating their performance indicators. On the other hand, traditional methods of performance evaluation cannot provide a good multidimensional evaluation of the status of ports.

Design/methodology/approach

More than 90% of the world’s heavy transit today is carried out by the sea. With this volume of freight, transit accidents are inevitable for ships passing through oceans, seas, waterways, rivers, ports and mooring at docks. Besides, gases from ships’ fuels at sea, especially in ports, oil spills due to maritime incidents, the negligence of the ship’s crew, the use of port equipment, dirty fuel of diesel power substations, etc., have increased greenhouse gases, polluted the environment and endangered human lives.

Findings

A new approach has been introduced in the field of port performance evaluation based on the components of greenness and intelligence. This approach performs evaluations in two stages and a network. In this study, the performance of 11 Iranian ports was evaluated based on the network data envelopment analysis approach in 2 stages of greenness and intelligence during 4 years. The results indicated that only 5% of the ports meet the standards of intelligence and greenness.

Originality/value

On the other hand, as shown in the above studies, the issue of green ports is directly related to the development of animal and plant ecosystems in the seas and the environment around ports. The presence of pollution in the ports has caused the animal and plant habitats around the ports to face a complete pollution crisis or to be completely destroyed. Therefore, the development of green port concepts in third world countries will help prevent environmental pollution of the seas. Therefore, it is necessary for ports to review their strategic maritime transport model and use the development of green port indicators in their implementation processes. Therefore, the strategic development of green ports is created to create and benefit from the components of intelligence, and as mentioned in previous research, intelligence and greenness are in line and the lack of development of one of the concepts causes defects in others. According to reports provided in Iran’s maritime transport systems, most accidents have led to environmental disasters during the absence of intelligent equipment. The use of smart technologies prevents all environmental damage and the development of port services. On the other hand, in evaluating the published articles in the field of development of green and smart ports, so far, the components of intelligence and greenness have not been evaluated and analyzed in a practical and operational way in ports and only the influencing the development of agents on each other has been done (Chen, 2019). Therefore, evaluating the efficiency of ports based on green components and intelligence causes ports to fundamentally review their executive infrastructure and take an active part in the global green development plan.

Abstract

Purpose

There have been regular policy enactment and dynamism to ensure progress and sustainability in the development of higher education (HE) in China after the Cultural Revolution. This study was purposed to reveal the processes of the Chinese higher education (CHE) development through series of policy implementations from the epoch of economic reformation and opening-up policy.

Design/methodology/approach

The authors employed document analysis, and selected and critically analyzed documents that include published articles and books, the official website of the Chinese Ministry of Education, and historical documentaries of the Chinese Cultural Revolution and their HE aftermath. Again, a semi-structured interview was utilized with a sample size of 20 academics vested in the CHE history. Five academics from four universities in China were interviewed to analyze the historical events of the CHE transformation and current policies about the CHE development.

Findings

The authors established that enrollment in the CHE has increased since the economic reformation; there has been the enhancement of the CHE internationalization in recent decades and the emergence of world-class universities and programs in the CHE as a result of the world class policies and projects. For consistency of the innovative programs toward HE development, the authors have posited some challenges, future goals and the global impacts of the CHE development and its sustainability.

Originality/value

The utilization of document analysis cements the claims by the interviewees, which enriches the value of the results. This study would provide literature guidance to international researchers to critically concoct theoretical assumptions from the findings to critically investigate the developmental policy pattern of HE institutions.
