Abstract

Purpose: This conceptual paper aims to identify how financial inclusion relates to sustainability and the level of sustainable development.

Methodology: The paper used discourse analysis to identify how financial inclusion relates to sustainability and the level of sustainable development.

Finding: The paper argued that granting access to basic formal financial services contributes to greater sustainable development by ensuring that access to finance is guaranteed sustainably, and basic financial services are provided sustainably and based on sustainability principles to yield a lasting impact for sustainable development. The paper also argued that financial inclusion increases the level of sustainable development because financial inclusion increases the economic opportunities and social welfare of banked adults while it only provides limited benefits for the environment. This approach links financial inclusion to sustainable development by adopting sustainability principles in offering basic financial services to banked adults.

Implication: Consequently, a synergy between financial inclusion and sustainable development is needed. The synergy should be based on sustainability principles, requiring policies integrating financial inclusion into the sustainable development agenda.

Originality: This paper is the first to identify the relationship between the financial inclusion agenda, the sustainable development agenda and the sustainability agenda.

Abstract

Purpose

To discover the key elements of the use of the mechanism of public–private partnership for sustainable development, which are studied using the game approach.

Design/Methodology/Approach

Employed methods were as follows: trends method, regression analysis method, and game situation analysis method.

Findings

We discovered the key elements of the use of the mechanism of public–private partnership for sustainable development and determined the trends of the dependence of the sustainable development level on the mechanism of a public–private partnership at the level of countries that are leaders in this form of interaction (Denmark, Netherlands, Singapore, China, Switzerland and Finland). We reveal a positive dependence of the influence with China in 2017–2018 and with Finland in 2020–2021. The characteristics and strategies of implementing public–private partnerships are determined, and the spheres of influence of this form of interaction within the indicator of sustainable development are distinguished. We evaluate the perspectives of sustainable development under the influence of the public–private partnership mechanism. Based on the analysis results, it has been revealed that achievement of direct relation between the improved indicator of implementing the public–private partnership mechanisms and sustainable development could be realised within the orientation towards the effective strategic management of the interaction.

Originality/Value

The scientific novelty of this research consists in the development of the theoretical and practical specifics of the use of the public–private partnership mechanism for sustainable development which determined using the game approach.

Abstract

In the last 15 years, the high-growth economic rates of the Russian Federation (RF) have been caused by expansion of the country's participation in the world's raw and energy markets. Now the economic growth opportunities at the expense of these factors are generally exhausted, Russia is faced by problems of high-quality updating of all aspects of socioeconomic and sociopolitical life. These tasks are dictated as external “major challenges” of global character, and internal processes. To confront the challenges and to minimize risks, Russia needs to change the raw model of economic growth which poses the threats for stability of social and economic development.

First, the scientific, technological, and innovative policy which is carried out by industrially developed countries and some new industrial countries is to create the answer to a challenge of maintaining competitiveness and achievement of high productivity rates now. Its purpose is to stimulate development and deployment of advanced technologies, whose productivity significantly exceeds characteristics of traditional technologies.

The happening changes are so considerable that the world enters, perhaps, in the largest technological transition for all history when the richness of natural resources and low cost of work stop being major factors of growth. In total, these changes are estimated as “new industrial revolution” or, in narrower sense, as “technological revolution” which are based on the transition from mass production of the standardized production to the flexible high-performance production which is turning out the individualized products.

In this regard, the productive inclusion in new technological revolution, the implementation of the structural maneuver in economy and social system, can become one of the main objectives for Russia until 2035. The RF should pass a new development model which is based on high-tech industries. It is about the start of the big national project (program) “National Technological Initiative” (NTI).

The implementation of project-planning office functions of NTI is the priority direction of management and modern tool for business which is provided due to the development of NTI planning office, its full-scale expansion, and removal on operational power for support of development and implementation of the plans of measures (“road maps”) of NTI and projects for implementation of “road maps.”

Abstract

Nearly three decades have passed since the “heyday” of development administration. Huddleston (1984, p. 177) among others distinguished development administration from mainstream public administration at the practitioner level. He considered it as an area of comparative administration that focuses on the special problems and possibilities of countries of the Third World. Accordingly, it was an attempt to upgrade or develop administration in these countries. It also entailed the creation of unique administrative systems where none existed. The field was a product of its distinctive zietgeist and reflected the age of pronounced confidence in big government (Esman, 1988; Fried, 1990). Then, development theory scholars assumed incorrectly that progress would be linear with societies aiming toward a “take-off” stage. From there, development processes would be self-sustaining. Public administration was considered a vital tool for managing the economic growth and development process. Successive U.S. administrations from Harry Truman, Dwight Eisenhower, and John Kennedy promoted the doctrine of development assistance (aid) to the developing areas. Aid provided the academy with opportunities to study such issues as development economics, community development, development education, and finally, development administration (Weidner, 1962, p. 97).

Abstract

Purpose

The purpose of this research is to elaborate on the game strategies of technology parks and innovation networks that influence the provision of sustainable development of countries.

Design/Methodology/Approach

The method of formalisation, statistical method and the game theory of alternate reality are used in this research.

Findings

The study of the main characteristics of the influence of integration structures (technology parks and innovation networks) of the leading countries in the sphere of sustainable development (Finland, Sweden, Denmark and Germany) and identification of their game strategies of development allow stating that the selected directions of strategic management and interaction are efficient, ensuring the business interests and supporting the social sector and ecologisation of the country. There is an effect of the use of the development strategies of the leading integration structures on the economic component of countries, since, despite the influence of the global crisis and domestic problems, they demonstrate high economic indicators of development.

Originality/Value

The scientific novelty and value of this research consist in the elaboration of the theoretical framework on the strategic directions of the development of integration structures (technology parks and innovation networks) and their influence on the achievement of the SDGs.

Abstract

Purpose

To reveal the impact of the development of technology parks and innovative networks on the national digital economies.

Design/Methodology/Approach

The following methods are utilised: the complex method, statistical analysis, comparative method, correlation analysis and linear programming (method of the game approach category).

Findings

We reveal the impact of the development of technology parks and innovative networks on the national digital economies. Analysis of the formation of the digital economy includes the assessment of its components (Rank Knowledge, Rank Technology, Rank Future readiness) in the context of the development of the analysed developed countries (Belgium, France, Iceland, Spain and Hong Kong). It is discovered that Hong Kong and Iceland have high indicators of digital technologies implementation. We prove that these results are connected to investments in this sphere made by integration structures, including the sphere of business, sciences and government agents (in the case of Hong Kong). We perform an analysis of the clustering of the given countries and describe the main forms of integration that ensure the innovative development of the economy. Based on the study of analytical and statistical materials, we determine the perspective model of the impact of these integration mechanisms on the state of innovative development of the digital economy, which could be applied to developing countries.

Originality/Value

The originality and value of this research are due to the development of a model of the impact of implementing the integration mechanisms on the state of innovative development of the digital economy, which could be used in the case of developing countries.

Abstract

The spatial and often binary orderings of development discussed above have underpinned the dominant formations of development knowledge and the configuration of whose authority counts in development decisions and debates. Since these orderings of knowledge, authority and space are a pivotal feature of development, it is important that qualitative researchers engage with and challenge them. The contributions by Humble and Smith and by Yanacopulos challenge the construction of development research along North/South lines. Exploring what counts as development research, Humble and Smith note a geographical orientation towards research in the South to the exclusion of other approaches, informed by the historical influence of colonialism, the anthropological tradition and an increasing de-politicisation of development. This spatial filtering privileges certain sets of development knowledge and hence conceptions of what development is or should be. Drawing on their experiences of research with NGOs and in UK schools the authors make the case for critical engagement with the meanings of development in the North, challenging the traditional boundaries of what counts as development research. Yanacopulos, in Chapter 3, also takes up this challenge, but in this case arguing that we need to “think about the ways that development actors, structures and dynamics operate at a global level” (p. 35). Focusing on the rise of Transnational Advocacy Networks (TANs) and their roles in development, Yanacopulos explores the methodological challenges of researching a potentially fluid formation across national boundaries. But in doing so, she also demonstrates the important role qualitative methodologies can play in generating new understandings which challenge the North/South boundaries of development.

Socio-economic development is multi-faceted. The major facets consist of: income, level of education, level of health, quality of infrastructure, sex ratio, level of employment, industrial and agricultural development, and so on. In India, the progress of socio-economic development among the states is not even. This study makes a modest attempt to measure the socio-economic development among the states of India and highlight the disparity among them. In the same line of thought, a composite index based on several facets of socio-economic development has been developed in a holistic manner and the states are arranged accordingly based on the indices. Instead of studying the disparity of a particular facet across states, a composite index is a better measure. This study has utilized the varied dimensions of socio-economic development and a taxonomic approach to construct a composite index without making any assumptions on the raw data. The findings of the study also support the general perception of large disparity in socio-economic development status of the states in India.

Purpose

The purpose of this work consists in formulating the game strategy of business integration in special economic zones and its advantages for the sustainable development of regions of Russia.

Design/Methodology/Approach

The following methods are used in this work: comparative analysis, statistical method and the game method of business simulation.

Findings

The game strategy of business integration in special economic zones and its advantages for the sustainable development of regions of Russia are formulated. The government's requirements (within investing) and benefits in the context of taxation of income and property of the subjects of the economy and citizens, which exist within special economic zones of the Russian Federation, are analysed. The case advantages of activity (draft formulas of development) of the subjects of the economy within special economic zones of the Russian Federation are described compared to their possible individual development. The effects of implementing special economic zones, which are characteristic of the regions of their location, are revealed. A perspective formula for the development of participating enterprises of a special economic zone of the industrial type is formulated, and the directions for the optimisation of socio-economic and ecological development for a depressive region are given.

Originality/Value

The novel aspect of this research consists in determining the specific features of the game strategy of business integration in special economic zones and its advantages for the sustainable development of regions of Russia.
