Abstract

Purpose

The purpose of this paper was to develop an integrated framework for assessing the flood risk and climate adaptation capacity of an urban area and its critical infrastructures to help address flood risk management issues and identify climate adaptation strategies.

Design/methodology/approach

Using the January 2011 flood in the core suburbs of Brisbane City, Queensland, Australia, various spatial analytical tools (i.e. digital elevation modeling and urban morphological characterization with 3D analysis, spatial analysis with fuzzy logic, proximity analysis, line statistics, quadrat analysis, collect events analysis, spatial autocorrelation techniques with global Moran’s I and local Moran’s I, inverse distance weight method, and hot spot analysis) were implemented to transform and standardize hazard, vulnerability, and exposure indicating variables. The issue on the sufficiency of indicating variables was addressed using the topological cluster analysis of a two-dimension self-organizing neural network (SONN) structured with 100 neurons and trained by 200 epochs. Furthermore, the suitability of flood risk modeling was addressed by aggregating the indicating variables with weighted overlay and modified fuzzy gamma overlay operations using the Bayesian joint conditional probability weights. Variable weights were assigned to address the limitations of normative (equal weights) and deductive (expert judgment) approaches. Applying geographic information system (GIS) and appropriate equations, the flood risk and climate adaptation capacity indices of the study area were calculated and corresponding maps were generated.

Findings

The analyses showed that on the average, 36 (approximately 813 ha) and 14 per cent (approximately 316 ha) of the study area were exposed to very high flood risk and low adaptation capacity, respectively. In total, 93 per cent of the study area revealed negative adaptation capacity metrics (i.e. minimum of −23 to <0), which implies that the socio-economic resources in the area are not enough to increase climate resilience of the urban community (i.e. Brisbane City) and its critical infrastructures.

Research limitations/implications

While the framework in this study was obtained through a robust approach, the following are the research limitations and recommended for further examination: analyzing and incorporating the impacts of economic growth; population growth; technological advancement; climate and environmental disturbances; and climate change; and applying the framework in assessing the risks to natural environments such as in agricultural areas, forest protection and production areas, biodiversity conservation areas, natural heritage sites, watersheds or river basins, parks and recreation areas, coastal regions, etc.

Practical implications

This study provides a tool for high level analyses and identifies adaptation strategies to enable urban communities and critical infrastructure industries to better prepare and mitigate future flood events. The disaster risk reduction measures and climate adaptation strategies to increase urban community and critical infrastructure resilience were identified in this study. These include mitigation on areas of low flood risk or very high climate adaptation capacity; mitigation to preparedness on areas of moderate flood risk and high climate adaptation capacity; mitigation to response on areas of high flood risk and moderate climate adaptation capacity; and mitigation to recovery on areas of very high flood risk and low climate adaptation capacity. The implications of integrating disaster risk reduction and climate adaptation strategies were further examined.

Originality/value

The newly developed spatially explicit analytical technique, identified in this study as the Flood Risk-Adaptation Capacity Index-Adaptation Strategies (FRACIAS) Linkage/Integrated Model, allows the integration of flood risk and climate adaptation assessments which had been treated separately in the past. By applying the FRACIAS linkage/integrated model in the context of flood risk and climate adaptation capacity assessments, the authors established a framework for enhancing measures and adaptation strategies to increase urban community and critical infrastructure resilience to flood risk and climate-related events.

Tehran is a city with about ten million people living or commuting in and out of it on a daily basis. The history of the region indicates strong earthquakes of magnitude 7.0 and higher, with a return period of 175 years. With the constant threat of strong earthquakes, the city of Tehran and the scientific body have joined together to prepare and implement a comprehensive plan for different aspects of the earthquake reduction policies. Focuses only on the disaster mitigation strategies for the city of Tehran. The policy framework for the disaster mitigation involves: engineering and construction; physical planning; economic planning; policy guidance; and public response. Explains the general plan as well as the results obtained.

Abstract

Emergency management has come to be regarded by many analysts as a critical part of the development of sustainable communities. The emergency management function has been linked to issues such as environmental stewardship and community planning. Especially important is the linkage between hazard mitigation efforts and community planning in the context of building sustainable communities. But this conceptual linkage has been difficult to implement in practice. The resolution of this difficulty and a clarification of the essential linkage of hazard mitigation to community planning will require a broader definition and a reformulation of the emergency management function. It will also require an assessment and the removal of impediments that currently stand in the way of the implementation of this linkage. Practical steps can be taken to begin this important chore.

Abstract

Purpose

The purpose of this study identified the priorities, challenges and different aspects of the mitigation phase according to policymakers for planning and better management of reducing risk within the cultural, religious, social and political conditions of Iran.

Design/methodology/approach

In the present qualitative study, 19 policymakers in different levels of the disaster management organizations were selected based on purposive sampling. Semi-structured and face-to-face interviews were used to identify the participants’ views. The findings were analyzed using thematic analysis.

Findings

The present situation and the challenges of the mitigation phase were the main themes in this study. Risk perception, training and media were the sub-themes. Political, legal, social and cultural challenges of the mitigation phase were also sub-themes.

Originality/value

The findings of this study indicated that different aspects should be considered to minimize the risk of earthquake. In addition, all kinds of media, including visual, written, audio, instrumental, group and multimedia, should be used for enhancing public awareness so that readiness for earthquakes can be considered as a permanent mission of the citizens, who are always concerned about earthquakes.

Abstract

Purpose

In the context of the Indian subcontinent, aims to examine the suitability of using microfinance for natural disaster risk reduction at the household and community level, and also of delivering it in the wake of a natural disaster.

Design/methodology/approach

Explains microfinance strategies comprising: diversifying income source; designing new loan products; risk management; sustainability of microfinance institutions post‐disaster; liquidity management post‐disaster, etc.

Findings

States that microfinance should be recognized as one of a series of measures within a disaster risk management strategy. Along with eco‐friendly farming it can help overcome poverty in developing countries.

Originality/value

Probably the first real attempt to explore the importance of microfinance interventions in natural disasters both at the personal level and generally.

Abstract

Purpose

The purpose of this paper is to show that the Philippines is often described as the melting pot of natural disasters (typhoons, floods and torrential rains). As part of the Pacific ring of fire, the Philippines is also prone to earthquakes and volcanic eruptions. In the current disaster management scheme, the poor are likely to be put last. Conventional risk reduction mitigation methods (such as land use and building codes) are failing. A paradigm shift is needed – one that enables poor communities to maximize their limited resources and contribute to risk reduction.

Design/methodology/approach

Interviews and field investigations were conducted between 2001 and 2006 in three case study neighborhoods in Metro Manila to understand the risk components that exist and the resources (or lack of) for dealing with them.

Findings

Field surveys highlighted three major risk components: liquefied petroleum gas (LPG), illegal electrical connections, and residential buildings. Mitigation efforts need to be implemented by: developing hybrid community organizations; minimizing direct physical damage; developing neighborhood cooperatives through microfinance schemes; and developing an in‐kind community insurance system.

Originality/value

While this research focused on earthquake impact mitigation, the inquiry and findings with respect to the urban poor in high risk areas, have applicability to other localities in the developing world. Furthermore, Manila's situation is not unique. Disaster threats, rapid substandard urban development, growth in the number of the poor, and degradation of social capital, are phenomena present in other parts of the developing world. In such settings, traditional mitigation approaches are difficult to carry out effectively as well.

Abstract

Purpose

Accra, the capital of Ghana is far away from major earthquake zones of the world, but has a history of destructive earthquakes. However, its seismic risk does not attract the requisite attention. The purpose of this paper is to give an overview of Accra's seismic risk, discuss challenges faced and risk‐reduction initiatives, and then to propose specific strategies that are necessary to reduce this risk.

Design/methodology/approach

The approach taken is to: give an overview of Accra's profile and seismicity; discuss disaster management structures in place and the challenges faced; discuss seismic risk‐reduction programs; discuss the risk‐reduction strategies of two cities in other developing countries, with the view of identifying specific strategies that would be helpful to Accra; and conclude with specific risk‐reduction action measures that are important for Accra.

Findings

A number of specific recommendations to reduce Accra's seismic risk are made at the end of the paper. Among these, the need to set up a national organization with the sole mandate of championing seismic risk reduction is identified as a critical step needed. Without this, and others, the paper contends that Accra would not experience any significant reduction of its seismic risk.

Social implications

The paper presents a viewpoint of important action steps that need to be taken to reduce Accra's seismic risk. The points raised in the paper are considered as important first steps necessary for any form of sustainable disaster risk reduction. The paper would thus be of interest to any person or organization interested in helping reduce Accra's seismic risk.

Originality/value

This is the first paper to put Accra's seismic risk in a global context, and then propose action steps that are necessary to help reduce this risk.

Abstract

Drawing on studies in flood-affected upland areas of Thailand and Vietnam, this chapter explores the complex interplay between collective, state and individual responses to disastrous flood events and subsequent mitigation strategies. Fieldwork was conducted between 2007 and 2009, employing a variety of qualitative methods, such as semi-structured interviews in flood-affected households, focus group discussions and narrative essays written by local people. Evidence suggests that farmers’ willingness to engage in flood mitigation is curbed by the common perception that flooding is caused by a bundle of exogenous factors. In the case study from Vietnam, state intervention in formerly community-based water management has alienated farmers from water governance and reduced their sense of personal and collective responsibility. Their lack of engagement in flood-prevention strategies could also be explained by the fact that their major cash crop was not affected by the flood event. In the Thai case study, where community-based water management remained largely unaffected by state influence, villagers agreed in a collective decision-making process to widening the riverbed after a severe flood, although this meant that some farmers had to give up parts of their paddy fields. Yet, following a second flood, these farmers opened up new upland rice fields in the forested upper watershed areas to ensure their food security, thus increasing the likelihood of future flood disasters downstream. We conclude that flood mitigation and adaptation policies need to consider (1) local people’s own causal explanations of flood events and (2) the potential trade-offs between collective action, state intervention and individual livelihood strategies.

Abstract

Purpose

This paper aims to investigate the major causes of the nuclear power plant (NPP) disasters since 1950, elucidates the commonalities between them and recommends strategies to minimize the risk of NPP disasters.

Design/methodology/approach

This paper analyzes facts from five case studies: Chernobyl disaster, USSR 1986; Fukushima Daiichi disaster, Japan 2011; Three Mile Island incident, USA 1979; Chalk River Accident, Canada 1952; and SL-1 Accident, USA 1961. A qualitative approach is adopted to compare and contrast the major reasons that led to the accidents, and consequent social and technological impacts of the disasters on environment, society, economy and nuclear industry are analyzed.

Findings

Although each of the nuclear accidents is unique in terms of its occurrence and impacts, this research study found some common causes behind the accidents. Faulty system design, equipment failure, inadequate safety and warning systems, violation of safety regulations, lack of training of the nuclear operators and ignorance from the operators and regulators side were found to be the major common causes behind the accidents.

Originality/value

This paper recommends some of the nuclear disaster risk reduction strategies in terms of “lessons learned from the past accidents”. The findings of the research paper would serve as an information tool for the nuclear professionals for informed decision-making and planning for proper preventive measures well in advance so that the mistakes which led to the occurrence of accidents in the past are not repeated in the future.

Abstract

Purpose

The purpose of this paper is to convey a message of preparedness and mitigation to key stakeholders throughout the healthcare community concerning healthcare supply chain readiness and preparedness.

Design/methodology/approach

Using a review of existent literature, this work examines and expounds upon the impact of effective supply chain management processes in disaster mitigation and planning.

Findings

This paper presents a discourse in supply chain managers' involvement in disaster planning, identifying courses of action, and collaboratively planning for crisis. Logistics is a specific genre of skill sets within healthcare operations.

Practical implications

Key tenets of logistics readiness and preparedness are often missed when developing strategies for disaster mitigation. While this discussion is directed specifically toward healthcare management, the principles are applicable across a wide array of industries.

Social implications

Disaster affects everyone and is likely to occur in any type of organization. Leaders have an inherent responsibility to plan for both expected and unexpected events; the latter can present complexities that require intuitive reaction provided scenarios have been considered in advance. Arguably, the critical path to success involves effective process management and collaborative communications across multiple echelons of managerial responsibilities.

Originality/value

Few works were found concerning healthcare supply chain management involvement in disaster readiness. In an applied sense, this paper provides healthcare managers with concepts related to effective crisis mitigation.
