Abstract

Purpose

This paper aims to investigate the major causes of the nuclear power plant (NPP) disasters since 1950, elucidates the commonalities between them and recommends strategies to minimize the risk of NPP disasters.

Design/methodology/approach

This paper analyzes facts from five case studies: Chernobyl disaster, USSR 1986; Fukushima Daiichi disaster, Japan 2011; Three Mile Island incident, USA 1979; Chalk River Accident, Canada 1952; and SL-1 Accident, USA 1961. A qualitative approach is adopted to compare and contrast the major reasons that led to the accidents, and consequent social and technological impacts of the disasters on environment, society, economy and nuclear industry are analyzed.

Findings

Although each of the nuclear accidents is unique in terms of its occurrence and impacts, this research study found some common causes behind the accidents. Faulty system design, equipment failure, inadequate safety and warning systems, violation of safety regulations, lack of training of the nuclear operators and ignorance from the operators and regulators side were found to be the major common causes behind the accidents.

Originality/value

This paper recommends some of the nuclear disaster risk reduction strategies in terms of “lessons learned from the past accidents”. The findings of the research paper would serve as an information tool for the nuclear professionals for informed decision-making and planning for proper preventive measures well in advance so that the mistakes which led to the occurrence of accidents in the past are not repeated in the future.

Abstract

Myth is a story of archetypical personas who behave in ways and with motives that we recognize in ourselves. We use myth as a way of reminding ourselves of the relationship between motives, actions, and consequences. Myths can serve either as inspirational or cautionary tales, and sometimes as both. But “myth” can also mean a fabricated story intended to create a false impression, and to achieve storytellers’ ends when they have decided the truth will not suffice. We apply the myth of Cassandra to the millennium-long recorded history of giant tsunamis in Japan. After each of these catastrophes, survivors sought to warn future generations of their recurrences. But, each time, their progeny eventually lost the memory of these lessons, and lost their lives when the next monster wave overwhelmed them. Only when they kept the lessons as living knowledge in everyday life, could they manage to escape from monster tsunamis. In this chapter, we use the myth of Cassandra in conjunction with the myth of Prometheus, the bringer of fire to humankind, as a metaphor for Japan’s growing reliance on nuclear power. Government and utility companies built powerful but inherently dangerous cauldrons in the nation’s disaster-prone landscapes, assuring the public they could control the fire’s fury and defend it against nature’s. As images of atomic bomb victims were still vivid and widely shared in Japan, they had to overcome the public fear of radioactivity by fabricating a “myth of safety.” The nuclear disaster made the public distrust the government and utility companies, which lingers in the process of reconstruction from the disaster. Myths can either reveal hidden truths or mask hidden lies. The Japanese people must now learn to distinguish one from the other.

At different points in time, energy harnessed from nuclear technology for commercial purposes has been qualified as atoms for peace, too cheap to meter, unsafe, sustainable, and emission free. We explore how these associations – between nuclear technology (a category used in a descriptive way) and qualities such as emission free (a category used in an evaluative way) – are materially anchored, institutionally performed, socially relevant, and entrepreneurially negotiated. By considering all these factors, our analysis shows that it is possible to understand how and why categories and their meanings continue to change over time. We flesh out the implications of these observations and suggest avenues for future research.

Abstract

Purpose

The purpose of this paper is to examine a case of companies cooperating with the State to prevent a public controversy over nuclear power following the Fukushima disaster and achieve mutually beneficial policy outcomes. It analyses the private and public communication of pro-nuclear corporate, political and regulatory actors.

Design/methodology/approach

Drawing on the political economy theory, the study examines how actors mobilised power by accessing an existing social network to agree a joint public communication strategy in order to ensure public support for the continuation of nuclear power generation in the UK. It traces discursive frames from their inception in private communication to their reproduction in public communication and their dissemination via the media.

Findings

The study provides evidence of pro-nuclear actors cooperating behind the scenes to achieve consistent public pro-nuclear messaging. It finds evidence of four discursive frames: avoiding knee-jerk reactions, lessons learned, safety and nuclear renaissance. In combination, they guide audiences’ evaluation of the consequences of the Fukushima disaster for the UK in favour of continuing the commercial use of nuclear energy.

Originality/value

The private e-mail exchange between pro-nuclear actors presents a unique opportunity to examine the mobilisation of less visible forms of power in the form of agenda setting (manipulation) and discursive framing (domination) in order to influence policy outcomes and shape public opinion on nuclear energy. This is problematic because it constitutes a lack of transparency and accountability on part of the State with respect to policy outcomes and restricts the civic space by curtailing the articulation of alternative interests and voices.

Abstract

This analysis develops and predicts a politically controversial idea, namely that nuclear fission power will be the dominant energy resource of the 21st century. Abundant energy enables higher and more efficient utilization of resources. Energy drives the engines of industrial and food production, transportation, building construction, space heating, transformation of landscapes, recreation, etc. This article compares other energy alternatives with the potential of nuclear fission power. It predicts that several hundred nuclear plants, each nominally of 10 gigawatts capacity, could supply the world’s energy requirements without creation of polluting greenhouse gases. Moreover, the superabundance of power this would represent could feed the world, supply its drinking water, and raise the per capita income and standard of living to levels where total human population would level off at an acceptable number. However, realization of such benefits requires unprecedented world cooperation, and these issues are also treated in this article.

Abstract

Purpose

The design, construction, and operation of a nuclear power plant (NPP) pose technological and R&D challenges for the organisations concerned. The purpose of this paper is to analyse the sources of innovation and the technological developments throughout the construction and commissioning processes for Atucha II NPP.

Design/methodology/approach

Studying a high-risk organisation that is reliable in practice poses several research questions the authors consider in this work. What kind of R&D processes can take place in a mature industry like the nuclear sector in Argentina? How have technological challenges been overcome since the restart of the completion phase of Atucha II NPP? Primary data were mostly gathered through semi-structured interviews. Grounded theory was the methodological approach adopted.

Findings

Multiple sources of technological developments arise, an incremental R&D pattern being the most salient. Atucha II NPP seems to be a case of network innovation in a triple helix innovation scheme led by the Argentinian state. In effect, one of the outcomes of the construction of the Atucha II NPP was the development of the Argentinian nuclear sector together with the development of organisational capabilities. In this sense, the third Argentine NPP follows the socio-technical path of the Argentine nuclear industry.

Originality/value

Too little is known about R&D processes in high reliability organisations (HROs), especially in the nuclear sector of a Latin American country such as Argentina as there seem to be no organisational studies analysing HROs’ impact on innovation, reliability, and economic development.

Diseñar, construir y operar una central nucleoeléctrica plantea desafíos tecnológicos y de innovación a las organizaciones involucradas. Este artículo analiza las fuentes de innovación y los desarrollos tecnológicos del proceso de construcción y puesta en marcha de la central nucleoeléctrica Atucha II.

Diseño/Metodología/Enfoque

Abordar el estudio de una organización concebida desde la teoría como altamente riesgosa pero confiable en la práctica plantea múltiples interrogantes. ¿Qué tipo de procesos de I+D se pueden dar en una industria madura como la nuclear civil, en Argentina? ¿Cómo se afrontaron los desafíos tecnológicos a partir de la reactivación de un proyecto abandonado durante más de una década? La entrevista semi-estructurada a interlocutores clave fue el instrumento de intervención predominantemente utilizado. Se adoptó el enfoque metodológico de la teoría fundada.

Hallazgos

Del análisis del caso surgen diversas fuentes de desarrollos tecnológicos prevaleciendo un patrón de I+D incremental. Se trata de un caso de innovación en red en el marco de un modelo de triple hélice liderado por el Estado. En efecto, una de las resultantes de la construcción de Atucha II es el desarrollo del entramado del sector nuclear argentino junto con el desarrollo de capacidades organizacionales. En ese sentido, la tercera central nuclear de potencia argentina retoma la trayectoria socio-técnica del sector nuclear argentino.

Originalidad/Valor

Resultan escasos los conocimientos sobre los procesos de I+D en organizaciones de alta confiabilidad (HROs), especialmente del sector nuclear de un país latinoamericano como Argentina así como se carece de estudios organizacionales que analicen el impacto de las HROs en la innovación, la confiabilidad y el desarrollo económico.

Abstract

Purpose

The purpose of this paper is to analyse the Fukushima nuclear disaster (FND) that occurred 11 March 2011 through the lens of the systemic and complexity theory. This analysis allows the proposition of some guidelines for the development of a more preventive and ethical approach in crisis management, including changes in human resource management and training.

Design/methodology/approach

Thanks to a layered analysis of the complex system that represents the FND and an actor/stake approach, this paper sheds light on the many failures that occurred on the personal, organizational, institutional, political and cultural level.

Findings

This analysis highlights that, beyond the apparent simplicity of the natural trigger events, a complex network of legal, cultural and technological paradigms, as well as the defense mechanisms of personal and organizational moral disengagement, have structured the context of this crisis, allowing for an event to turn into this disaster.

Practical implications

This study shows the limit of classical approach towards crisis management such as probabilistic risk assessment in terms of systemic and complexity: the assessment could be easily overcome if the mindset of the organization leaders is not already oriented towards preventive management.

Originality/value

The value of this study is participating to the effort of showing the need to develop more preventive mindsets and behaviours in the global economy, dealing with worldwide and complex issues.

Abstract

The earthquake and tsunami that struck eastern Japan on March 11, 2011, not only caused extensive direct damage to the population but also triggered a nuclear power plant accident that brought the terror and reality of radiation. The restoration of communities in Iwate, Miyagi, and Fukushima Prefectures presents enormous problems. People from the radiation-contaminated areas have faced numerous ordeals since resettlement after the accident. Through personal interviews with victims, this chapter investigates what happened in the regional societies and how community consciousness changed as a result of the combined natural and manmade catastrophes. The study focuses on the restoration of community from social bonds through mutual help networks as a spontaneous social order. As the result of interviewing, some propositions were developed concerning the transformation of mutual help networks. The stronger the outside assistance from volunteers whom the victims came to trust and rely on, the weaker inside communal help becomes. Inventorying and clarifying the particular problems of conflict in stricken communities such as the loss of confidence in neighbors, the possibilities of rebuilding communities are explored, especially indicating how to cope with the social demise of communities that local people had formed and occupied all their lives.
