Abstract

Purpose

This paper links supply chain risk management to medicine supply chains to explore the role of policymakers in employing supply chain risk management strategies (SCRMS) to reduce generic medicine shortages.

Design/methodology/approach

Using secondary data supplemented with primary data, the authors map and compare seven countries' SCRMS for handling shortage risks in their paracetamol supply chains before and during the first two waves of the COVID-19 pandemic.

Findings

Consistent with recent research, the study finds that policymakers had implemented few SCRMS specifically for responding to disruptions caused by COVID-19. However, shortages were largely avoided since multiple strategies for coping with business-as-usual disruptions had been implemented prior to the pandemic. The authors did find that SCRMS implemented during COVID-19 were not always aligned with those implemented pre-pandemic. The authors also found that policymakers played both direct and indirect roles.

Research limitations/implications

Combining longitudinal secondary data with interviews sheds light on how, regardless of the level of preparedness during normal times, SCRMS can be leveraged to avert shortages in abnormal times. However, the problem is highly complex, which warrants further research.

Practical implications

Supply chain professionals and policymakers in the healthcare sector can use the findings when developing preparedness and response plans.

Social implications

The insights developed can help policymakers improve the availability of high-volume generic medicines in (ab)normal times.

Originality/value

The authors contribute to prior SCRM research in two ways. First, the authors operationalize SCRMS in the medicine supply chain context in (ab)normal times, thereby opening avenues for future research on SCRM in this context. Second, the authors develop insights on the role policymakers play and how they directly implement and indirectly influence the adoption of SCRMS. Based on the study findings, the authors develop a framework that captures the diverse roles of policymakers in SCRM.

Abstract

Purpose

The paper seeks to report on research-evidence-based health policy formulation in Malawi based on interviews with policymakers and questionnaire administered to health researchers.

Design/methodology/approach

Quantitative data for inferential statistical analysis was obtained through a questionnaire administered to researchers in the University of Malawi's College of Medicine and the Kamuzu College of Nursing. Interviews were conducted with four directors holding decision-making national health policy roles in the Ministry of Health and the National Assembly. The five national policymakers interviewed constituted five of the nine interviewees. The remaining four interviewed represented other government agencies and non-governmental organisations in the health sector. These constituted a piloted group of health policymakers in Malawi. Data from interviews shows illustrative comments typical of consistent perspectives among interviewees. Where they disagreed, divergent views have been presented.

Findings

The survey has revealed that health researchers rarely interact with health policymakers. Policymakers rarely attend researchers' workshops, seminars and conferences. Researchers prefer to interact with policymakers through expert committees or technical working groups. However, the meetings are called by policymakers at their own will. In terms of health research designed for user relevance, survey respondents suggested that developing research products; formulating study objectives; analysing and interpreting research findings and; developing research designs and methods were their responsibility. However, policymakers felt that research evidence should appeal to specific priorities needed by health policymakers in policy formulation. Health researchers suggested that health research evidence should be communicated through syntheses of the research literature and reprints of articles published in scientific journals. However, policymakers were of the view that research products should not be bulky, should be presented in points form and should provide options for specific policy areas.

Practical implications

University research groups and technical working groups provide an opportunity for interacting and enhancing the use of health research evidence.

Originality/value

For the purposes of facilitating the use of research evidence into policy, the study provides a low-cost framework for linking research groups and technical working groups to inform health research utilisation.

Purpose

The purpose of the paper is to discuss the factors that would increase or decrease the prospects to use research evidence in legislation in a developing country.

Design/methodology/approach

Both qualitative and quantitative research methods were used to identify the gaps in ability to utilise research evidence among policymakers. A combination of expert analysis of five policy brief formats, 13 self-administered semi-structured interviews with policymakers, focus group discussion and literature analysis informed data collection.

Findings

The incentives and motivations for research-based legislation are classified into three categories: those that concern legislators and researchers, those that concern legislators only and those that concern researchers only.

Originality/value

The work discusses the need for policymakers to make decisions based on facts. The findings are a reflection of a long interaction the author had with policymakers and researchers in Uganda.

This paper sets up a model of strategic sovereign default, in which crony capitalism provides policymakers with incentives to service the debt beyond what is socially optimal. It then considers reforms to deal with the supply side of clientelism: the private sector. This involves tackling agency problems between managers and corporate stakeholders, since a key element to constrain the ability of powerful economic interests to capture the state is good corporate governance. Economic hard times provide such an opportunity, as the implicit coalition between groups of cronies may break down. A model is built along those lines, which highlights international contagion of debt repudiation.

Abstract

Purpose

Despite technological advancements to enhance patient health, the risks of not discovering the correct interactions and trends in digital health are high. Hence, a careful policy is required for health coverage tailored to needs and capacity. Therefore, this study aims to explore the adoption of a cognitive computing decision support system (CCDSS) in the assessment of health-care policymaking and validates it by extending the unified theory of acceptance and use of technology model.

Design/methodology/approach

A survey was conducted to collect data from different stakeholders, referred to as the 4Ps, namely, patients, providers, payors and policymakers. Structural equation modelling and one-way ANOVA were used to analyse the data.

Findings

The result reveals that the behavioural insight of policymakers towards the assessment of health-care policymaking is based on automatic and reflective systems. Investments in CCDSS for policymaking assessment have the potential to produce rational outcomes. CCDSS, built with quality procedures, can validate whether breastfeeding-supporting policies are mother-friendly.

Research limitations/implications

Health-care policies are used by lawmakers to safeguard and improve public health, but it has always been a challenge. With the adoption of CCDSS, the overall goal of health-care policymaking can achieve better quality standards and improve the design of policymaking.

Originality/value

This study drew attention to how CCDSS as a technology enabler can drive health-care policymaking assessment for each stage and how the technology enabler can help the 4Ps of health-care gain insight into the benefits and potential value of CCDSS by demonstrating the breastfeeding supporting policy.

Abstract

Purpose

Small and medium-sized enterprises (SMEs) are currently showing an increasingly open innovation (OI) approach. Public policies supporting the adoption of OI by SMEs are becoming a priority for policymakers. Therefore, the aim of this article is to contribute to the literature by mapping scholars' policy recommendations for implementing OI among SMEs.

Design/methodology/approach

The authors conducted a systematic review of the literature (SRL) on the topic to achieve this purpose. A total of 99 academic articles were selected from the Web of Science and Scopus databases to suggest the main scholars' policy recommendations to implement OI among SMEs.

Findings

Results indicated that scholars' policy recommendations for OI adoption in SMEs can be organized into: research and development (R&D), networking, collaboration, knowledge and intellectual property rights (IPR), ecosystem, managerial capabilities, funding and incentives and sustainability policies.

Research limitations/implications

Only relevant articles about this topic have been included due to the reliance on the interpretations of the authors. The analysis of the literature revealed that the authors did not always distinguish policies dedicated to SMEs and those dedicated to large companies. Moreover, policies are not matched according to each OI dimensions (e.g. inbound, outbound and coupled OI).

Originality/value

The article uses a systematic literature review method that combines qualitative and quantitative analyses. This method contributes to theoretical development of OI policies dedicated, in particular to SMEs. This paper also provides policymakers and researchers with insights on the scope of OI policies that could support economic growth.

Abstract

Purpose

This study aims to analyse how top-level policymakers across the political left-right spectrum in a social-democratic welfare state understand social enterprise (SE), its relation to existing welfare institutions and their intentions of policymaking towards SE.

Design/methodology/approach

This study conducted in-depth interviews explicitly focused on SE with policymakers at the national level in Norway. The informants collectively represented most political parties in Norway’s Parliament in 2017–2021. Data were analysed using a historical institutional perspective.

Findings

Centre-right wing policymakers predominantly consider SE as commercial enterprises not requiring specific policies. Left wing policymakers prefer that SEs operate like voluntary organizations and advocate policies preventing extraction of profit and competition with public service providers. Hence, policymakers positioned SE within an overarching political debate on the privatization of welfare services. They expressed little interest in developing policies aimed at strengthening SE opportunity structures.

Research limitations/implications

Policy inaction impedes recognition of SEs as different from commercial and voluntary organizations, as well as their ability to compete for tenders. Thus, SE will likely remain a rather marginal phenomenon in Norway. Further research is needed to establish whether and how Norway’s universal welfare state inhibits social entrepreneurship on the society-wide level.

Originality/value

This article details how SE is understood within a social democratic welfare regime and the likely consequences thereof for SEs. It contributes with new knowledge of why policymakers may be reluctant to develop policy dedicated to further SE, across different political party affiliations. To the best of the authors’ knowledge, this is the first study in Norway to analyse how existing institutions and political controversies influence how policymakers at the national level approach SE.

Abstract

Models fiscal policy interactions between fiscal authorities and private investors in the foreign exchange market in a game‐theoretic framework. Using a two‐period game, I consider the credible and noncredible announcements of the domestic fiscal authority with respect to the stance of its future fiscal policy. Each country faces a trade‐off between its current account and budget deficit objectives and time‐inconsistency arises due to lack of a sufficient number of policy instruments. For this game I derive explicitly the time consistent and precommitment policies for the domestic fiscal authority and explain that precommitment is welfare improving relative to the time‐consistent policy. In a two‐country framework, both precommitment with respect to the private sector and co‐operation between the two policymakers tend to improve welfare.

Purpose

Older adults’ sexual health is becoming an increasingly important component of healthy aging in the wake of the HIV/AIDS epidemic and rising infection rates among this age cohort. The increase in HIV/AIDS diagnoses in the older adult population ignites the need to understand the reasons why older adults are omitted from HIV/AIDS prevention education policy.

Methodology/approach

This chapter examines the social forces that influence HIV/AIDS policy at the state and community levels. Through qualitative methodology and analysis, including interviews with state policymakers and managers of AIDS service organizations in four Midwestern states (n=31), I look for trends and patterns as to whether or not older adults are considered as an “at-risk” group for HIV infection.

Findings

Findings reveal that HIV/AIDS policy may be impacted by enduring sexual scripts about older adults. To some extent both state policymakers and AIDS service organization personnel adhere to stereotypes about older adults’ sexuality and sexual activity, which is then implemented in their health promotion activities. The result is that gaps exist in HIV/AIDS prevention education for older adults, despite the fact that current trends show an increase in new HIV infections and AIDS diagnoses among people over the age of 50.

Research limitations/implications

While this is an exploratory study of the available HIV/AIDS prevention education and health promotion activities for older adults, as well as the viewpoints of state policymakers and AIDS service organization personnel, the findings do indicate the need for additional research on the potentially dangerous sexual behaviors – lack of HIV testing, low condom usage, multiple partners – exhibited by older adults. Future research involving interviews with older adults, physicians, and medical personnel may add new perspectives to the current research.

Originality/value of chapter

As the baby boomers continue to age and challenge cultural stereotypes of sexual behaviors among older adults, research in the area of sexual health and HIV/AIDS prevention education will remain an important component of healthy aging. This research begins what will ultimately be a necessary conversation.
