Abstract

Purpose

This article aims to raising awareness on the potential of the application of the Heritage Impact Assessment (HIA) methodology – developed by ICOMOS in 2011 – with a focus on UNESCO World Heritage sites that are characterized by a widespread presence of vernacular architecture, one of the most vulnerable and fragile typologies of heritage.

Design/methodology/approach

Starting from a theoretical introduction about the recognition of vernacular heritage into the international non-governmental panorama, and the dynamics that are mostly affecting it, the present contribution focuses on the case study of the Chora of Patmos (Greece), a UNESCO World Heritage site since 1999. The research has been carried out as follows: (1) comparative analysis of selected literature for the theoretical part; (2) field research; (3) interdisciplinary research for understanding the features of the site and assessing potential risks; (4) project design and assessments of the potential impacts.

Findings

The pivotal application of the HIA method on the case study of Patmos highlighted the importance of the methodology as an essential tool for facilitating management and safeguarding WH sites from possible threats due to development projects on vernacular architecture.

Originality/value

The originality of the research presented here lies in the connection between three different topics: vernacular architecture, Heritage Impact Assessment and Sustainable World Heritage Management. In fact, its goal is to bring cultural heritage management and sustainable development closer together, by emphasizing that HIA should not be used as a tool to hinder development, but as a practice for shaping and evaluating projects that might alter or compromise the integrity and authenticity of WH sites in a sustainable and balanced way.

Abstract

Purpose

This paper responds to the lack of visitor engagement in many culture-based World Heritage sites and conceptualises a “Cuteification-Value Nexus” for the discussion of the communication of heritage values through “cute” or aesthetically pleasing popular culture elements. It reflects on observations in Macao to argue for a greater engagement of culture-based World Heritage sites through a combination of popular culture inspired motifs and truthful heritage messages. Specifically, it identifies a form of “cuteified heritage” – a hyperreal cultural zone that happens away from the actual heritage sites, but which articulates the heritage significances of those sites. This draws on concepts on themed spaces and insights from postmodernistic hyperreality and tourism to examine how the “completely real” becomes identified with the “completely fake” in the staging, consumption and negotiation of experiences with World Heritage and their utility in the management of World Heritage tourism sites.

Abstract

Purpose

The study aims, based on the symbiotic relationship between tourism agencies and various stakeholders, to investigate what “policy-level” partners would advise their “practice-level” counterparts on, first, how the World Heritage Site (WHS) status of monuments can be made attractive for travellers, and second, what steps can be taken by stakeholders to enhance the WHS tourist experience.

Design/methodology/approach

A qualitative approach involving e-mail interviews was adopted. Content analyses of open-ended exploratory questions put to “policy-level” respondents yielded 10 major themes that can enhance the brand appeal of the WHS.

Findings

The findings offer in-depth solutions for better trip experiences of Heritage Tourists. Insights from the responses under ten thematic areas have direct relevance for application by tourism and hospitality facilitators.

Practical implications

Although this study was conducted in India, its findings hold implications for practice throughout the world. They could similarly be incorporated as elements of policy directed at incentivising communication of the value of preserving heritage for future generations.

Originality/value

While previous research focused on stakeholders for planning and policy making, this study explores the stakeholder's perspective for a more comprehensive understanding of how using the WHS brand can generate more holistic tourism development.

Abstract

Purpose

The purpose of this paper is to examine practices for the presentation of specific sites in Greece, and in particular the way the Acropolis, Greece, a World Heritage Site, is communicated at national, local, and international levels, seeking to identify the policy for the presentation of heritage in the specific venue with its historical and current developments.

Design/methodology/approach

This study presents data collected from the analysis of archival documents and interviews with curators who offered the researchers ground to explain the purposes and reasons for the implementation of decisions related to the management of heritage following a case study design.

Findings

The paper argues for the need of a critical approach towards the implementation of communication activities for many sites rather than the world‐renowned ones. Issues that associate with the relationship of heritage with social aspects of the contemporary world receive little attention in the literature, let alone the masked political and economic implications that state governments often do not admit. The projection of the perceived distinct characteristics of a country, nationally and internationally, signifies the role that these properties may have when states present them at national level while retaining their international character.

Originality/value

The article makes a theoretical and practical contribution to the way the marketing of heritage for the Acropolis can consist of a typical recourse for other sites in other areas and is associated with socio‐economic and political implications.

Abstract

Purpose

Industrial heritage is considered an essential part of cultural heritage in the world. This heritage suffers from continued marginalisation in the Arab world, particularly in Jordan, where many industrial heritage sites have not been protected or studied well due to the lack of a clear definition of cultural heritage. Most of these sites, built in the 20th century, are gradually disappearing or scheduled for demolition. This paper explores the de-industrialisation discourse and the loss of modern industrial heritage in the Arab world, especially in Jordan.

Design/methodology/approach

This research investigates the modern industrial heritage in Jordan as a case study in the Arab world. A comprehensive understanding of the industrial heritage has been obtained by adopting a case study approach and using a reconnaissance survey of potential industrial heritage sites in Jordan.

Findings

Seven categories were used in the analysis of the de-industrialisation phenomenon of heritage sites: ownership, location, design and types; structure, significance, deterioration and physical condition and conservation attempts and alterations. Three main approaches to industrial heritage were identified: demolition, occasional maintenance and rare examples of conservation and adaptive reuse.

Research limitations/implications

This study sheds light on the ownership issue of industrial structures in Jordan and invites policymakers, relevant authorities, private organisations and the public to consider the challenges and impact of de-industrialisation of such sites.

Originality/value

This research raises awareness of the de-industrialisation discourse, and highlights the value of industrial architecture dating back to the modernity period, which was short-lived in Jordan. It also calls for serious consideration of these sites to support sustainable development in the Arab World.

Abstract

Purpose

There are many threats to cultural heritage including armed conflict and natural disasters such as earthquakes, fire and flooding. It is understandable that these dramatic events frequently capture the world’s attention. However, a far more considerable danger is inadequate management a lack of financial resources to conduct continuous conservation and maintenance. The purpose of this paper is to gain an understanding of the current state of financial sustainability at a limited selection set of tangible immovable cultural heritage sites and investigate why this critical aspect is deficient. Case studies have been identified where management improved, and a level of financial sustainability is achieved.

Design/methodology/approach

To improve the conservation of tangible immovable cultural heritage sites, a specific definition of financial sustainability is required, which significantly differs from the management of for-profit activities and even other non-profit cultural institutions such as museums, and takes into account the special requirements for conservation and education, additional values, site access and the wide variety of places that range from archaeological sites to single structures. The methodology began with researching the definition of financial sustainability from non-profit institutions then refining through the application it to a defined and limited selection set of World Heritage properties. World Heritage properties were selected, given the wealth of data readily available. Following this larger selection, several evaluation case studies were selected for further investigation including an analysis of the management circumstances and how greater financial sustainability was achieved. The investigation initially relied on secondary sources including academic articles, thesis, management plans, nomination dossiers, reactive monitoring mission reports, newspaper articles, periodic reporting and required State of Conservation Reports. The case study investigation relied on primary sources including observational site visits and interviews using an informal questionnaire. Findings were later verified by follow up interviews.

Findings

The research led to a definition of financial sustainability specifically for tangible cultural heritage sites that included five components, namely, management planning, revenue identification, expenditure analysis, administration and strategic planning, and, most importantly, alignment and support of cultural, educational and conservation mission. A majority of World Heritage properties in this study fall short of this definition of financial sustainability and do not sufficiently address this issue. Research revealed that there is a need for more dialogue with informed data on the financial aspects of managing tangible cultural heritage sites as most locations studied are not able to efficiently manage funds or take full advantage of possible opportunities. However, a few sites have achieved greater financial sustainability. The research describes the identified five critical circumstances in further defining financial sustainability: a conducive and open planning environment, knowledge and education, positive perceptions concerning the importance of finance, managerial autonomy and public interest. These circumstances permitted better management of existing funding and an environment for innovation.

Research limitations/implications

Research limitations during the initial study included a hesitation or unwillingness to discuss financial details, a general lack of statistics, a lack of knowledge related to finance, a prejudice against the topic and a concern over the commodification of cultural heritage. However, as the case studies identified achieved greater financial sustainability, this was less of a limitation. Additional limitations included the necessity to conduct interviews via telephone and in European languages, English, Spanish and Italian. The final limitation was that this study only focused on single tangible cultural heritage sites and excluded larger sites such as entire cities and intangible or movable cultural heritage.

Practical implications

The circumstances, which comprise the definition, identified during the research lead to a number of possibilities for improving the financial sustainability. The first is not to place emphasis on a management plan but in fostering an environment that encourages financial planning. The second circumstance is to improve the knowledge and education of finance for site managers. Third, a positive perception of finance, standard business practice and surplus generating activities must occur. Fourth, financial management must be devolved to individual sites. Finally, the public must be involved to ensure financial sustainability. There must be initiatives to frequently include the local community and encourage participation.

Social implications

Most cultural heritage sites are financially dependent upon the state, and this will likely continue, but it is improbable to expect full financial support ad infinitum. Overdependence on highly variable top-down funding leaves cultural heritage vulnerable and open to uncertainty. While it is unrealistic to expect most sites to become financially self-sufficient or that managers will suddenly become entrepreneurs, it is reasonable to expect some improvement. The goal should not be to create a business from cultural heritage but to improve financial management for greater sustainability. Financially sustainability ensures that sites are conserved and maintained for future generations.

Originality/value

The need to preserve cultural heritage is widely recognized by many different segments of society. However, the availability of financial resources to sustain conservation is often deficient or overlooked. Without taking measures for continued financial support, tangible cultural heritage is at risk as preventive maintenance is ignored and essential personnel and their skills are lost. Commodification of cultural heritage is of great concern and, when used as a means of generating income, it can compromise other values. Thus, a critical balancing act must be achieved by those who care about the historic, aesthetic and scientific values.

Purpose

Planning for Jaipur City in Rajasthan, north-western India, which was added to the World Heritage List in 2019, considers the surrounding hills and water systems. Rapid urbanisation is currently placing strain on the area, and natural resources and city green spaces are deteriorating. A multidisciplinary team of academicians, researchers and practitioners was assembled under the Heritage Place Lab (HPL) initiative with the aim of developing a research agenda to complement the city's Special Area Heritage Plan (SAHP) that is currently in development.

Design/methodology/approach

Given the complicated urban structure of Jaipur, an interdisciplinary approach involving experts from various fields and engagement from all levels of the city's stakeholders was necessary. The partnership proceeded following the parameters provided under the HPL to jointly build a research agenda focussing on the management challenges of the World Heritage Site.

Findings

The co-produced research programme narrowed its initial emphasis on documenting of the natural heritage of the city to reflect the functions it served in a social setting. It was also revealed that the conflicting nature of activities within the World Heritage Site is caused by overlapping jurisdictions of several administrative and legislative components.

Originality/value

Jaipur, examined here by an interdisciplinary Research-Practice Team, provides a valuable and unique case study for heritage management, particularly given that most historic cities in India are facing comparable concerns surrounding urbanisation with rising pressures on natural resources.

Purpose

The purpose of this paper is to investigate educational functions of the World Heritage Site by examining the case of cultural tourism in a Japanese Buddhist temple.

Design/methodology/approach

Japan accepted the World Heritage Convention in 1992. “Historic Monuments of Ancient Nara” were decided to be listed on the World Cultural Heritage in 1998. It was composed of buildings, monuments and related cultural landscape, including five Buddhist temples and one Shinto shrine. Among them, the Gango-ji, focused in this paper, is one of the oldest Buddhist temples in Japan.

Findings

It has been keeping many cultural properties related to the folk religious practice and providing many activities for the local community. The material culture of folk-belief is now preserved in a building in the temple yard. And there is an exhibition room. The main hall and the exhibition room are the important facilities for social education, where the visitors can watch and touch the real materials. According to the staffs of the temple, the tourists had better stay in the main hall after 1 h study at the exhibition room.

Originality/value

Heritage is a process of the contemporary people engaging in the usage of past as resources. The buildings as the tangible heritage used by the present community are combined with the actions as the intangible heritage of the people who preserve the heritage. The temporal tourists are also permitted to enjoy the process as participants. They can learn many things through their experiences at the heritage site.

Purpose

This paper is based on a presentation given at the international World Heritage expert meeting on criterion (vi) held in Warsaw, Poland, in March 2012. Results were updated and adapted to scientific standards. The purpose of this paper is to understand the associative dimension in World Heritage by looking at the evolution and application of criterion (vi).

Design/methodology/approach

For this paper, historical and qualitative approaches were combined. An understanding of the evolution of the criterion (vi) wording was gained through historical analysis and the consultation of relevant World Heritage statutory documents. A selected number of criterion (vi) statements were analyzed in qualitative terms. Results were then discussed in relation to the evolution of criterion (vi) wording and the understanding of pertinent World Heritage concepts.

Findings

Criterion (vi) holds a special position. It addresses an associative dimension of cultural World Heritage sites. Due to its special character, its wording was subject to several changes. While its wording became ever more flexible, this development has not fostered the inscription of exceptional cases or the equal use of cultural associations. An inconsistent interpretation has also weakened the concept of Outstanding Universal Value.

Research limitations/implications

Only inscriptions were taken into consideration. They usually have a World Heritage Committee approved criterion (vi) statement. Limitations to this research result from this restriction.

Originality/value

The paper represents a comprehensive study of the application and interpretation of criterion (vi) that combines the understanding of the evolution of the criterion’s wording with the analysis of a large number of World Heritage inscriptions. It is of interest to the World Heritage community and contributes to the World Heritage discourse.

Abstract

Purpose

This study aims to identify the extent of intended interorganisational collaboration in the implementation of management objectives at World Heritage Sites (WHSs). These sites represent a unique management challenge in terms of the number and diversity of organisations involved both in terms of ownership and in the interface between the site and the wider tourism environment.

Design/methodology/approach

The research is based on content analysis of 12 management plans. Analysis focuses on the types and frequency of organisations involved in the joint implementation of sustainable tourism objectives. Ratio analysis is used to develop a ratio of collaboration which provides a measure of the numbers of organisations involved and the level of collaborative activity across sites.

Findings

There is higher commitment towards interorganisational collaboration at complex sites, comprising a range of attractions, compared with single‐focus sites. This was unsurprising, given that complex ownership of sites necessitates collaboration. However, when data relating to site owners was eliminated to reveal a truer picture of collaboration, the findings indicated that single‐focus sites were committed to jointly implementing a higher proportion of objectives compared with complex sites organisations. A number of mechanisms are in place to facilitate collaboration, but again, these are more prominent in the management plans of complex sites. The findings indicate that interorganisational collaboration is currently underutilised in the strategic management of WHSs.

Research limitations/implications

The study is exploratory, given that this is the first time that World Heritage Sites have had published management plans. Measuring comparative activity using ratio analysis is one‐dimensional. The research is also based on intended activity over the next five years and would need to be followed up by further research based on the reality of implemented objectives.

Originality/value

The study assesses the extent of intended interorganisational collaboration in the public‐sector context of WHSs and contributes to the literature in both areas of study.
