Abstract

Introduction Summary: Archaeological heritages are very important attractions and are highly promoted as a tourism product. Due to the negative consequences of high visitor flows and lack of management, the conservation and development of archaeological heritages raises concerns for destinations aiming at sustainable archaeological heritage management.

Purpose: This study provides an extensive literature review for archaeological heritage management to emphasise the importance of bringing heritage sites to tourism in a sustainable way, Also aims to provide a guideline for destinations suffering the archeological heritage management issues or for developing tourism destination to prevent themselves suffering from the same issues. Accordingly, the literature review is divided into three sections: the role and impacts of tourism on archaeological heritage; sustainable tourism development; and planning are mentioned in the first section. Then, planning for preservation and conservation activities for archaeological heritage and international heritage protection and conservation programmes are mentioned in the second section. Finally, the literature provides the content of tourism planning and policy for sustainable archaeological heritages.

Findings: Tourism uses archaeological assets to attract tourists and tourism damages archaeological sites when there is high demand, lack of information and control. But, in general, the relationship between tourism and archaeological heritage is strongly interlinked and need each other. And without the community and stakeholder’s involvement, archeological heritage management will not be successfully achieved.

Originality/Value: Tourism authorities and archaeologists should work together and develop practical ideas for archaeological heritage. Highly promoted and demanded archaeological heritage resources cannot be part of sustainable tourism development without serious conservation and conservation efforts or minimal/inappropriate recoveries due to government lack of care and supervision, so these valuable treasures are doomed to irreversible damage.

Abstract

Purpose

This paper aims to investigate the theoretical and practical links between digital twin (DT) application in heritage facilities management (HFM) from a life cycle management perspective and to signpost the future development directions of DT in HFM.

Design/methodology/approach

This state-of-the-art review was conducted using a systematic literature review method. Inclusive and exclusive criteria were identified and used to retrieve relevant literature from renowned literature databases. Shortlisted publications were analysed using the VOSviewer software and then critically reviewed to reveal the status quo of research in the subject area.

Findings

The review results show that DT has been mainly adopted to support decision-making on conservation approach and method selection, performance monitoring and prediction, maintenance strategies design and development, and energy evaluation and management. Although many researchers attempted to develop DT models for part of a heritage building at component or system level and test the models using real-life cases, their works were constrained by availability of empirical data. Furthermore, data capture approaches, data acquisition methods and modelling with multi-source data are found to be the existing challenges of DT application in HFM.

Originality/value

In a broader sense, this study contributes to the field of engineering, construction and architectural management by providing an overview of how DT has been applied to support management activities throughout the building life cycle. For the HFM practice, a DT-cum-heritage building information modelling (HBIM) framework was developed to illustrate how DT can be integrated with HBIM to facilitate future DT application in HFM. The overall implication of this study is that it reveals the potential of heritage DT in facilitating HFM in the urban development context.

Abstract

Purpose

Scholarly discourses regarding heritage values for sustainable heritage management abound in heritage literature but appear elitist as they tend to exclude the perspectives of the people at the lower echelons of society. The study explored the values ascribed to a global heritage monument by the people living around a global heritage site in Ghana and the implications of their perceptual values for sustainable heritage management.

Design/methodology/approach

This study used the qualitative design. It was guided by Costin’s heritage values, community attachment theory and values-based approach to heritage management. Data was gathered from the local people living close to the heritage site, and the staff of Museums and Monuments Board at the heritage site. Data were gathered through focus group discussions and in-depth interviews and analysed using the thematic approach and most significant stories.

Findings

The results revealed that the local people were aware of the economic, aesthetic, historic, symbolic and informational values of the heritage monument but showed little attachment to the monument. The main reasons for the low attachment were the limited opportunity for them to participate in the management of the monument, and the limited opportunity for direct economic benefits from the heritage asset.

Research limitations/implications

A comprehensive understanding of heritage monument management that reflects the perspectives and values of the local people is imperative.

Practical implications

United Nations Education, Scientific and Cultural Organisation and Ghana Museums and Monuments Board could consider a more community-inclusive heritage management framework that takes cognizance of local values and perspectives to ensure sustainable heritage management and development.

Social implications

The values and perspectives of the local community matter in heritage management. The heritage authorities need to engage more with the community people and educate them on the best practices regarding the sustainable management of World Heritage Sites.

Originality/value

This paper argues that the management of global heritage sites should not be elitist in orientation and character. It should respect the principle of community participation for inclusive development.

Abstract

Purpose

The heritage and tourist attractiveness of Heritage Cities have aroused interest in establishing mechanisms to enhance their value based on the development of sustainability policies. The socioeconomic and socioenvironmental valuation of these heritage sites has become a necessary tool for decision-making.

Design/methodology/approach

Following the recommendations of International Council on Monuments and Sites – ICOMOS, this paper proposes a series of indicators and an exploratory model to define the factors that contribute to their valuation. Following the partial least squares structural equation modelling methodology, information was obtained from 363 intramural residents in the three Heritage Cities that currently have management plans in Spain.

Findings

The results show the importance of specifying indicators of sustainable mobility and socioeconomic and socioenvironmental sustainability for an adequate valorisation of heritage sites.

Originality/value

To this end, it is necessary to follow the guidelines of international bodies such as ICOMOS in relation to the management plans.

Abstract

Purpose

This paper presents participants' experiences of the collaborative process. The paper introduces the World Heritage Site and presents the central learning outcomes of a process through which researchers and practitioners sought to develop an empirically-grounded, site-specific and practice-led research agenda relevant to World Heritage management. The purpose of this paper is to discuss an approach to improving collaboration between researchers and practitioners in the World Heritage field.

Design/methodology/approach

From September 2021 to April 2022, a research-practice team comprised of social scientists and managers of the Rjukan-Notodden Industrial Heritage Site in Norway participated in a capacity-building pilot initiative under the ICCROM-IUCN World Heritage Leadership programme. Bringing researchers and practitioners together in a joint collaborative process, the Heritage Place Lab (HPL) pilot programme aimed to function as an incubator for developing research agendas for World Heritage Sites.

Findings

The paper demonstrates that close collaboration between heritage researchers and practitioners can benefit World Heritage Sites, offering managers valuable inputs for informed and inclusive decision-making. In the case of the Rjukan-Notodden Industrial Heritage Site, an improved understanding of the diversities in local values would benefit management, as existing management issues underpin the site's complexity. Furthermore, fruitful collaborations between heritage researchers and World Heritage managers depend on an overlapping and reflexive understanding of central concepts. This can be achieved through collaborative research-practice processes but is likely to require careful time management.

Originality/value

Focussing on the collaborative process between World Heritage researchers and practitioners, and using additional information for comparable World Heritage examples obtained online, this paper shows how research interests and management challenges can be developed and aligned more successfully through cooperation and improved communication over time. Beyond the specific results for the Rjukan-Notodden Industrial Heritage Site, the broader discussion presented on the challenges and importance of addressing the complexities of managing heritage sites will be valuable for other World Heritage Sites and managers.

Abstract

Purpose

The purpose of this paper is to outline and reflect on the new research agenda for the Great Zimbabwe World Heritage property. This research agenda was jointly developed by academics and practitioners from Great Zimbabwe University (GZU) and the National Museums and Monuments of Zimbabwe (NMMZ) respectively. This Research-Practice Team was put together for the Heritage Place Lab (HPL), a pilot project of the ICCROM-IUCN World Heritage Leadership programme.

Design/methodology/approach

A series of steps were undertaken to come up with research priorities and a new research agenda that are presented in this paper. The HPL project involved online workshops, due to the COVID-19 travel restrictions, that were held between September 2021 and April 2022. The HPL methodology involved six assignments that were based on the Enhancing Our Heritage Toolkit 2.0 (EOH) which was being designed by UNESCO and its Advisory Bodies. This toolkit encouraged the team to establish site-specific management issues and research needs. The toolkit helped the team to have a detailed appreciation of the site's Outstanding Universal Value as well as other heritage values of national and local importance. The toolkit also involved the mapping of site attributes and multiple actors as well as the analysis of governance and legal frameworks. The toolkit also required the team to identify factors affecting the heritage property.

Findings

The Research-Practice Team highlighted challenges that resulted from the legacy of ill-informed research activities and conservation efforts at the World Heritage property. It became more apparent that the site managers were prioritizing the physical fabric of the site at the expense of the spiritual aspects. Lack of coordination among the actors was also undermining the governance structure. Four thematic strands which included local values and intangible cultural heritage elements; heritage governance; climate change and environmental sustainability and incorporation of local knowledge systems were identified for further research.

Originality/value

The paper is an outcome of collaborative efforts that were done by academics and practitioners. Researchers and site managers at Great Zimbabwe had hitherto worked in silos. The majority of previous and ongoing research on the World Heritage property falls short of addressing the dire management challenges. The paper is an attempt to broaden the scope in terms of the management of the site. In the past focus has been on the monumental aspects of the site with specific reference to the dry-stone walled structures. However, in this instance, the Research-Practice Team has integrated new interests such as the intangible aspects of Great Zimbabwe, spirituality and community beneficiation.

Abstract

Purpose

Urban heritage areas are under significant pressure as a result of increasing populations and significant visitor growth. The growth in visitor numbers is of particular concern as this is leading to the phenomenon of overtourism. In Asia, although the issue of overtourism requires immediate attention in order to avoid the loss of tangible and intangible heritage, many of those responsible for managing urban heritage areas lack the skills and competencies to prevent it or mitigate its effects. The purpose of this paper is to present an exploratory competency framework for managing urban heritage areas sustainably, for thereby preventing and/or mitigating overtourism.

Design/methodology/approach

In developing this framework, the authors examined how the context needs to change in order to implement sustainable urban heritage management, and they identified the particular competencies and associated skills and knowledge that are required of the stakeholders responsible for urban heritage areas to manage, prevent and/or mitigate overtourism. This analysis was based on a series of case studies examining the planning and management of urban heritage areas in Asia.

Findings

It was found that meeting three key objectives was essential in improving the competencies of stakeholder heritage area planners and developers as it relates to overtourism: integrated team approach, a mindset change on the part of key stakeholders and a common vision guiding the development process.

Research limitations/implications

It was found that in order for urban heritage managers to sustainably manage the heritage under their responsibility and prevent and/or mitigate overtourism, a fundamental shift in mindset is required on the part of key stakeholders, moving away from a “silo” approach and towards an integrated approach to urban heritage management, in which the team leaders and management teams have an interdisciplinary set of competencies and are supported in the planning and management process by subject/discipline specialists. The authors found that the set of competencies that are required by heritage management teams lie at the intersection of the four key areas of policy and planning intervention in urban heritage areas, which are: community economic development, urban planning and design, urban heritage area planning, and tourism planning and management. The competencies can be categorized under three headings: interdisciplinary perspective, soft management competencies and technical competencies.

Originality/value

This paper was developed based on the authors’ experience in planning and tourism initiatives throughout Asia and on a long history of urban heritage tourism and planning work around the world. Most of the discussion focusses on how urban destinations can prevent and/or address the issues associated with overtourism by enhancing the competencies of the teams and practitioners who are responsible for managing urban heritage areas.

Abstract

Purpose

The purpose of this paper is to examine the challenges to urban cultural heritage management conservation in the historical city of Sulaimaniyah, Kurdistan-Iraq. The paper focusses on the roles and interactions of stakeholders and the issues that confront the decision-making processes that underpin the management of historic city towns.

Design/methodology/approach

A case study methodology is utilised for this research. It involves documentary analysis and interviews with stakeholders who are part of the management of the historic city centre of Sulaimaniyah, Kurdistan-Iraq. The findings from this case study are analysed in a systematic way before being discussed in the context of the literature on urban cultural heritage management.

Findings

The research shows that although there is a shared vision of the need to preserve and conserve urban cultural heritage, the management process is a contentious one. Stakeholders have different ideas as to how to achieve conservation goals which leads to increasing conflicts among stakeholders. This situation is compounded by the limited financial resources available to local government agencies, political interference in the work of implementation agencies and the lack of capacity in local government to enforce rules and carry out conservation projects. There are also significant power differentials among stakeholders in the decision-making process which often means that local residents are excluded from the process of conserving their built urban heritage.

Practical implications

This research can help practitioners who are in charge of urban cultural heritage management in dealing with stakeholder conflicts. The paper offers insight into a number of sources of stakeholder conflicts and on ways to overcome these in the planning process.

Originality/value

The originality of research lies in the novelty of the case study area. This research highlights the issues of built heritage conservation management and planning practices in an area – Sulaimaniyah, Kurdistan-Iraq – that is geographically less represented in the extant literature. The research also identifies some of the key sources of conflict in urban heritage conservation projects and provides an insight into the roles of stakeholders in the management of smaller locally-dependent historic city centres.

Abstract

Purpose

This article aims to introduce the special issue of the journal Facilities on “World Heritage cities management”, together with the respective articles.

Design/methodology/approach

This introduction addresses the topic of world Heritage cities management and its relevance to science and society. In so doing, it indirectly points to the emerging field of cultural heritage management within facilities management.

Findings

Even though the management of cultural heritage assets is nothing new for facilities managers, cultural heritage management as a field of research can be considered at a younger stage of development than other related studies, such as the discipline of architectural conservation, which originated in the nineteenth century with the advent of modernity. The application of management practices to immovable cultural heritage assets emerged as recently as the 1990s. At a time in which the role of culture and heritage in processes of sustainable development is gaining more ground, this special issue can be seen as the first of more contributions to come, which aim to enhance the conservation and management of cultural heritage assets for the benefit of present and future generations.

Originality/value

This paper aims to make a contribution to the growing field of cultural heritage management and is of use to facilities managers, scholars and consultants who have responsibilities but limited knowledge in this field.

Abstract

Purpose

The study aims to analyze the development of Omani heritage legislation against the UNESCO World Heritage Convention (WHC), 1972 and WHC Operational Guidelines (WHC-OGs) to predict the possible effects of the recent developments on the management of the World Heritage Site in Oman.

Design/methodology/approach

This study discusses the development of the heritage protection legislation in Sultanate of Oman since 1970; it analyses the Omani Cultural Heritage Law 35/2019 against the recommendations of the UNESCO WHC as well as the requirements of the World Heritage Operational Guidelines. Moreover, the research investigates the possible effects of the recent heritage legislation developments on the management of Bahla Fort and Oasis in Oman, which is the first Omani World Heritage Site and the only site with special management regulations.

Findings

The paper outlines the effects of both the Omani Cultural Heritage Law 35/2019 and the Special Management Regulations 81/2019 on the implementation of the Bahla Management Plan. Additionally, the research establishes how the customization of heritage legislation as a special heritage management regulation facilitates the implementation of national legislation to solve specific local problems.

Originality/value

The study establishes the significance of developing comprehensive legislation to protect and manage the rich Omani cultural heritage and World Heritage Sites in alignment with the WHC and the WHC-OGs.
