Abstract

Salinity is one of the major problems in the coastal region of Bangladesh that contributes to 20% of the total land area. About 53% of the coastal region is affected by different degrees of salinity. Salinity intrusion in this area is mainly derived through climate change as well as anthropogenic factors that make this region more vulnerable. Hence, salinity intrusion has adverse effects on water, soils, agriculture, fisheries, ecosystem, and livelihoods of this region. To ensure the availability of food as well as drinking water, this chapter highlights how individual and community people have endeavored several adaptation measures to minimize salinity effects. Moreover, it further discloses governmental and other development organizations’ actions toward salinity to reduce its impacts.

Abstract

Purpose

This paper aims to examine the issues of environment and climate change policy gaps and their impacts on the natural resources and ecosystems in southwest coastal Bangladesh. The effects of the increasing human activities as well as natural disasters due to the environment and climate change are analysed. The policy options as a response to mitigation, adaptation and possible human suffering as consequences are explored through discourse analysis.

Design/methodology/approach

This study applied focus group discussions, workshop and field visits to collect the data and information to explore environment and climate change policy-related problems.

Findings

It was found that there is a need for major policy reform to guide development interventions to reverse salinity, waterlogging, migration and groundwater recharging problems for sustainable environmental and ecosystem management in the region.

Originality/value

The paper then underscores the need for governments at all levels to adequately fund geo-information-based development interventions as adequate and proactive responses to environmental management and development to combat future environmental and climate change problems in the region.

Abstract

The southwest coastal region is part of an inactive delta of large Himalayan rivers and is protected from tidal surge by the Sundarbans mangrove forest. This area is the hub of all types of disasters such as cyclones, tidal surges, floods, drought, salinity intrusions, repeated waterlogging, and land subsidence. Cyclonic tidal surges and floods are the more common disasters, and their effects are frequently experienced at the local level. But silent and invisible disasters such as increased salinity, arsenic contamination, and drought affect local livelihoods, people, and environments in this region. The vulnerability of southwest region to increased salinity, arsenic contamination, and drought are the result of a complex interrelationship among biophysical, social, economical, and technological characteristics of the country. Moreover, in the current and foreseeable future, the country is likely to be affected by the biggest, most long-lasting, and global scale but silent disaster: increased salinity, natural arsenic contamination, and drought. Therefore, this region is thought to be the most disaster-prone region in Bangladesh because of natural disasters and highly vulnerable to the effects of climate change.

Abstract

Groundwater resources are the primary source of meeting the water demand in Bangladesh. In rural areas, hand-pumped tube wells have been the primary source of drinking water. Though studies claim that Bangladesh has the potential to achieve universal safe drinking water supply coverage, the presence of excessive arsenic in the shallow groundwater sources, and the encroachment of salinity in the coastal aquifers in coastal regions (Satkhira, Khulna, Bagerhat, Patuakhali, Jhalakathi, Pirojpur, Barisal, Barguna etc.) hind the path. The concerned authorities of government and other non-government organizations assist the coastal people with alternative technologies like Desalination Plant, Arsenic-Iron Removal Plant, Pond Sand Filtration (PSF), Managed Aquifer Recharge, Rainwater Harvesting System, Installation of Shallow, and Deep Tube Wells. But based on case studies and surveys, this article shows how these existing technologies fail to ensure water safety within the coastal areas. The Singaporean water management policy is an example, this article advocates for necessary government intervention to ensure safe drinking water in coastal areas.

Abstract

Purpose

The cumulative effects of climate change exacerbate interruption of social-ecological system. The purpose of this paper is to investigate whether the consumption smoothing along with other socioeconomic parameters of households affects the common pool resource base of a forest in an economic depression resulted from climate change triggered disasters.

Design/methodology/approach

This paper is a field level study of Koyra sub-district in the Southwestern coastal region of Bangladesh. Several parameters namely climatic trends and events, damage pattern suffered by households, change in land ownership and occupation pattern and consumption dependency pattern were considered. Methods used for data collection were household questionnaire survey and focus group discussions in the study area.

Findings

Both the intensity and frequency of climate change led catastrophes are found higher in the study area resulting damage of assets and capital goods of households. The average annual disaster damage borne by per household is found US$177. Over the last two decades 8.21 per cent households become landless. During same time span more than 25 per cent households switched from cropping to other non-agricultural occupations and more than 26 per cent households depend on forest resource for their consumption smoothing.

Originality/value

The paper provides insights how climate change led disasters induce the households to depend on the resource from the mangrove forest Sundarbans for their livelihood earning as well as consumption smoothing.

Abstract

Purpose

The purpose of this paper is to connect the theoretical idea of warning systems as social processes with empirical data of people’s perceptions of and actions for warning for cyclones in Bangladesh.

Design/methodology/approach

A case study approach is used in two villages of Khulna district in southwest Bangladesh: Kalabogi and Kamarkhola. In total, 60 households in each village were surveyed with structured questionnaires regarding how they receive their cyclone warning information as well as their experiences of warnings for Cyclone Sidr in 2007 and Cyclone Aila in 2009.

Findings

People in the two villages had a high rate of receiving cyclone warnings and accepted them as being credible. They also experienced high impacts from the cyclones. Yet evacuation rates to cyclone shelters were low. They did not believe that significant cyclone damage would affect them and they also highlighted the difficulty of getting to cyclone shelters due to poor roads, leading them to prefer other evacuation options which were implemented if needed.

Originality/value

Theoretical constructs of warning systems, such as the First Mile and late warning, are rarely examined empirically according to people’s perceptions of warnings. The case study villages have not before been researched with respect to warning systems. The findings provide empirical evidence for long-established principles of warning systems as social processes, usually involving but not relying on technical components.

Abstract

The Sundarbans is a unique ecosystem, the most expansive mangrove system in the world covering the Ganga–Brahmaputra–Meghna delta system and spread over 10,000 sq.km across India and Bangladesh. The Indian Sundarbans have been witnessed to large-scale conversion of mangroves to settled agriculture and steady growth of population over the decades. With time, while population growth has taken place, there has been no significant change in the development scenario, as the agriculture and fishing dependent communities have remained trapped in the vicious cycle of poverty. Its deltaic location and its position in the path of cyclones, tidal surges and seasonal floods have made the people and landscape of Sundarbans more vulnerable than ever before. Cyclones affecting this region have grown both in frequency and intensity over the years and have caused devastation to the land, homes, lives and livelihoods. The problem of salinity has also affected the region relentlessly. Given this scenario, scenario of progressing vulnerabilities, livelihood losses have led to a gradual increase in out-migration of the adult male population. This disaster-led outmigration from Sundarban region as a whole has affected the social fabric of displaced communities to a great extent. This chapter makes an attempt to discuss results of sample surveys across six villages in three CD Blocks of Sagar, Gosaba and Kultali to trace the nature and dimension of the migration patterns of the region.

Abstract

Purpose

The purpose of this study is to explore the impacts of aid in the form of food, cash, and agricultural inputs on internal migration following a series of cyclones in the southern coastal areas of Bangladesh. The impacts of sources of aid, such as institutional or social network sources, were also analysed. With the increasing frequency of extreme climatic events, it becomes crucial to understand the impacts of different post-cyclonic aid on human mobility.

Design/methodology/approach

A total of 472 households across 16 blocks (moujas) in the Patharghata sub-district of Barguna district were selected for participation using a stratified sampling strategy. Data were captured via a survey which included individual and household-level demographics, migration and aid-receipt following cyclones. Data were analysed using a mixture of descriptive and inferential statistical methods.

Findings

The analysis revealed that migration was significantly higher among households which did not receive institutional food aid. More specifically, non-receipt of food aid and cash aid after a cyclone, different sources of income, non-availability of alternative sources of income, lack of land ownership and severity of cyclones up to a certain level increased migration among the households where a minority of household members migrated. In contrast, the absence of food aid and the severity of cyclones were found to be significant factors in increasing migration among the households where a majority of household members migrated. The authors argue that the decision to migrate from the households where most members migrated increased with the rise in cyclone severity.

Originality/value

The contribution of this research in the field of aid and migration is unique. To the best of the authors’ knowledge, no research was conducted before on the impacts of distribution and type of aid on internal migration following a cyclone.

Abstract

Purpose

The purpose of this study is to synthesize the impacts of climate change on agriculture and assess the status of policies, programs and strategies to adapt small farm holders to climate change in South Asia.

Design/methodology/approach

The authors collected secondary information through a desktop review of policy documents, action plans and published reports. Face-to-face interviews with policy makers, agriculture and climate experts representing the government, non-governmental organizations, international development agencies and the private sector were also conducted to validate the secondary information.

Findings

The results revealed that agriculture is the dominant economic mainstay providing livelihood to over 70 per cent, employing 60 per cent of the labor force and contributing about 22 per cent of the regional gross domestic product. Climate impacts, such as floods, sea level rise and salt intrusion, increased frequency and intensity of storms, and pests combined with increasing water scarcity continue to reduce arable land, reduce yield of crops and threaten the food security of farmers. Adaptation efforts include using improved varieties of crop; changing cropping patterns and planting seasons; and water conservation techniques. However, progress remains low because of a lack of adequate technical knowledge and financial resources.

Originality/value

The amount of published literature on climate change and its impact on agriculture is increasing, but there is little effort to analyze and document impacts and strategies to adapt small farm holders to climate change at a landscape level, particularly in South Asia. This study fills in this gap and will serve as a valuable source of information for those wishing to conduct research or develop adaptation strategies for any of the four countries of Bangladesh, Bhutan, India and Nepal.

Abstract

Purpose

The purpose of this paper is to quantitatively measure the vulnerability level of the whole rural social-ecological system in Yunnan Province and to analyze the spatial differences of the vulnerability in different regions.

Design/methodology/approach

Based on the “exposure-sensitivity-adaptability” vulnerability assessment framework, this paper establishes the index system of rural social-ecological system vulnerability to climate change. Combined with the questionnaire survey and meteorological data, the entropy method was used to measure and analyze the vulnerability level and influencing factors of the overall rural social-ecological system in Yunnan Province. At the same time, the vulnerability level of social-ecological system in Yunnan Province is divided into five levels, and the spatial differences of vulnerability level of 16 states (cities) in Yunnan Province are analyzed.

Findings

The results show that: the social-ecological system has high exposure to climate change (0.809), strong sensitivity (0.729), moderate adaptability (0.297) and overall system vulnerability is at a medium level (0.373). Yunnan Province is divided into five levels of social-ecological system vulnerable areas. The areas of extreme, severe, moderate, mild and slight vulnerability account for 21.45%, 24.65%, 36.82%, 13.18% and 3.90% of the whole province, respectively. The geographical division and vulnerability division of Yunnan Province are basically consistent in space.

Originality/value

Comprehensive evaluation of the vulnerability of the social-ecological system of Yunnan Province to climate change is the scientific basis for the country to formulate countermeasures against climate change, and it is also the need to improve the adaptability of the social and economic system of the fragile area, reduce the vulnerability and realize the sustainable development of national social economy. The research results can provide a basis for decision-making of climate adaptation in Yunnan and other regions and provide methods and indicators for the assessment of social-ecological system vulnerability under the background of climate change.
