Abstract

Purpose

The purpose of this paper is to provide an introduction to the Indian government’s “skill India” initiative, the scale of the task, progress to-date, the rationale for the theme issue question and the approach taken by the theme editors, their writing team and the wider stakeholders who contributed their insights to analysis and the generation of recommendations.

Design/methodology/approach

The paper draws on prior research related to the skilled labour challenge and explores issues identified by hospitality industry leaders and other key stakeholders. The skill India initiative led by the central government aims to resolve the skills gap, and this paper establishes the context of the theme issue by presenting a macro-view of the labour supply deficiency that the sector faces and the impact the initiative has made to-date.

Findings

The paper profiles the approach adopted by the theme authors and their writing team in relation to the strategic question.

Practical implications

The theme issue draws extensively from the experiences of industry, training partners and government agencies and institutions, and it reflects their varied perspectives. The research has implications for all stakeholders as they work to find solutions to key issues and challenges around the effective implementation of the skill India mission.

Originality/value

This research identifies some of the issues that are affecting the impact and success of the skill India initiative, and it provides recommendations for government, NGOs, training partners and industry to improve the outcomes of the programmes on offer.

Abstract

Purpose. This chapter discusses the challenges and different strategies to increase skill development for the future workforce.

Methodology. Multiple sources on the topic were studied and reviewed in this chapter. The idea of skill and its development is discussed in the literature review.

Findings. Different nations’ governments have promoted human capital development by providing up-skilling and retraining programs to balance supply and demand. Skills gaps need to be brought to the attention of stakeholders, such as governments, businesses, and the educational system. Teachers, employers, and other stakeholders need to develop strategies and action plans to ensure that the skills gaps are appropriately identified and adequately addressed. These initiatives must be developed with input from various stakeholders.

Practical Implications. The research results would inform the curriculum, incorporating skill development processes tailored to various scenarios. These findings would aid business organisations in crafting skill development programs that address identified skill gaps. Challenges in skill development would be taken into account during course development, and relevant teaching–learning materials would be created. Key stakeholders, such as accrediting organisations, employers, and students, should exert more influence on academic institutions to prioritise societal demands for economic development.

Originality/Value. The uniqueness and significance of this chapter lie in its concise summary of the strategies to tackle the hurdles in skill development.

Abstract

The pandemic has affected people across the world. Businesses have been impacted and in a way have affected the employment scenario worldwide. The skill development initiative is playing a major role in bringing back the affected to the mainstream. Skill development efforts have always been a true solution to income generation especially in context to developing the underprivileged segment of the nations. Numerous countries are enabling skill development through the corporate social responsibility (CSR) practices. India is one such country which has undertaken lot of effort in enabling Skill Development by encouraging impact-based CSR practices. It would be interesting to understand the impact of pandemic on work and how the skillsets are expected to change with the change in the working environment. The chapter mainly focusses in identifying the workplace changes with special reference to Education, Information technology, Retail, Mining and Power Generation sectors in the Indian context. It has also attempted to share the existing skill gap in fulfiling the organisation's expectations and the strategies addressing the skill gap. The chapter also shares best practices in skill development and focusses mainly on understanding the impact of such efforts. The chapter uses case study as a methodology and includes qualitative data analysis of impact interviews. The chapter uniquely attempts to share the policy, programmes, outcomes and major road blocks especially in context to skill development in the Indian scenario and how CSR drive has been instrumental in addressing the skill gap in India.

Abstract

Purpose: This chapter explores the two major schemes applicable to skill development in India: Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) and Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

Need for the Study: The primary objective of this research is to check the role of these schemes in enhancing the skills of socio-economically stressed community members for their livelihoods. The secondary aim is to analyse the outcomes of these schemes through a qualitative inquiry.

Methodology: A survey was conducted, and the data was collected from trainees of the skill development programmes. Based on the responses, a qualitative content analysis was performed, which showed that most trainees have the thirst and urge to enhance their life skills for a minimalistic livelihood.

Findings: The study concluded that though there are many schemes, only PMKVY is active. They focus on more than just youth communities. Instead, they consider individuals in different age categories.

Practical Implications: The Government of India (GOI) is progressing towards a healthy economy to compete with other countries. For this mission to be achieved, skill and labour development is paramount. Appropriate training must be provided and administrated through government schemes.

Abstract

Purpose

The purpose of this paper is to conduct an in-depth analysis of the literature and provide new insights on skill development research in India. Objectives in the study are twofold. First is to conduct descriptive analysis in terms of structural dimensions such as geographical context, focus on skill development, research methods, economic sector, type of training and origin of the study. The second objective is to conduct thematic analysis on importance of skill development, institutional and regulatory mechanisms, skill development as an antecedent for technology adoption, role of skill development in women empowerment, integrating skill development with secondary education and labour market reforms for skill development.

Design/methodology/approach

Systematic literature review method is employed to review 45 articles on skill development research in India conducted between 2004 and 2017.

Findings

The review discusses about the importance of skill development, the role of institutions such as NSDA and PMKVJ, skill development as a necessity in the advent of technological changes, an effective measure to empower women in the country and the need of integrating skill development with secondary education. Labour market reforms are required to overcome challenges such as mismatch between theory and practice, low quality of skills assimilated, the mismatch between demand and supply of skilled labour force, low level of in-house training, low cooperation from students and employees due to lack of incentives and lack of qualified teachers.

Originality/value

This study is the first to offer a systematic literature review on skill development. The study provides insights into the concept of skill development, specifically for academicians to carry out research in a niche area and for government authorities in policy formulation.

Abstract

Purpose

Travel and tourism has played an instrumental role in the growth of a progressive Indian economy. Contributing 6.3 per cent to the total Indian gross domestic product in 2015 and expected to rise by 7.3 per cent in 2016, the sector has exhibited positive signs of growth and is delivering to its forecasted potential (WTTC, 2017). To manage this growth, it is estimated that there is an incremental need of 4.9 million people to take up varied job roles. To cater to the growing need and take advantage of being the youngest economy, Skill India mission was launched with a view to training 400 million people by 2022. This paper aims to explore the recruitment of Skill Initiative-certified candidates for Luxury Hotels in India, identify the challenges in recruiting Skill Initiative candidates and explore whether the knowledge of the English language is important to the recruitment of skilled personnel by employers.

Design/methodology/approach

Primary information was gathered via conversations with industry practitioners to gauge the effectiveness of the hospitality-based curriculum design and to explore the concept of employability and the challenges they face. To measure the effectiveness of a course designed to develop English language proficiencies, interviews were conducted with language trainers.

Findings

Skill India initiative is not delivering the promise that was expected. The key findings were that the initiative is being perceived as a program for those not willing to help themselves or the marginalized who would have opted out or failed to complete formal education. There should be structural changes in primary education to develop English language skills in particular. The program needs to reconsider the time it allocates to developing soft skills. The biggest barrier to the absorption of candidates after being skilled and certified via the Government’s skilling agenda is poor English language communication, especially verbal expression.

Originality/value

Although the issue discussed is a genuine bottleneck, there has been no prior formal research on this topic in relation to the Skill India initiative. There is an abundance of literature on the topic of communication skills as it relates to employment and growth, but there is very limited work in the Indian context, especially in relation to the Skill India Initiative. The research forms a platform for various stakeholders, government planners/agencies (for understanding gaps and making necessary changes), training providers (to identify requisite profile of trainers), researchers and industry specialists (to recognize their role and contribution) to build upon and develop.

Abstract

Purpose: This chapter investigates the current skill gap in small-scale industries, the need for skill development and digital training in micro, small, and medium enterprises (MSME), and reviews policies for skill development and solutions.

Need for the Study: While the legislature and organisations have initiated various considerations for the successful implementation of the Skill Development System in the country’s MSMEs, there are significant challenges that must be addressed quickly to fill the skill gap in workers in this digital era.

Research Methodology: Secondary data has been used for the chapter review. Analysis has been done based on review data from women handloom and handicraft workers in the micro or craft industry who received a Star rating from the National Skill Development Corporation (NSDC) partners in Lucknow. For data collection, a questionnaire based on random sampling was used. The data were analysed using a rudimentary weighted average and a percentage technique.

Findings: The studies provide answers to some fundamental problems: are small industry employees indeed mobilised to be skilled outside the official schooling system? Is the training delivery mechanism adequate to prepare pupils for employment? Would industries be willing to reduce minimum qualification criteria to foster skill development?

Practical Implication: Non-technical aptitudes digital and soft skills for workers in this sector should be emphasised in MSMEs, and significant reforms in MSME sectors and capacity-building education and training programmes should be implemented in the Indian industry to generate small and medium enterprises production and employment.

Abstract

Purpose

The purpose of this paper is to explore the potential of corporate social responsibility (CSR) initiatives in an Indian context, especially in the light of the “skilling India” mission initiated by the government. The aim here is to understand the dynamics of CSR initiatives and how they can be a catalyst for the training of skilled labour in support of the Indian hospitality industry.

Design/methodology/approach

The research is exploratory in nature and is primarily based on qualitative data. Semi-structured interviews were conducted for data collection. Interpretative phenomenological analysis was used to draw out insights as to how practitioners in corporate entities experience the role and potential of CSR initiatives in the context of the “skilling India” mission initiated by the Government of India. Also, secondary data, such as academic, institutional and trade literature, were studied.

Findings

The paper discusses the immense but untapped potential that CSR measures hold for “skilling India”. It also explores the prevailing gap and the possible measures to be taken to meet the requirement for skilled labour now and in the future.

Originality/value

The paper integrates CSR possibilities with the government’s mission to improve the skills-deficit problem. The findings of the paper reveal significant aspects of CSR initiatives and adds value through corporate initiatives, in turn bridging the gap and addressing the critical need for skilled labour in the Indian hospitality industry.

Introduction: Skill development is crucial in developing economies by enhancing productivity and creating employment opportunities. At the macro level, it also leads to industrial development and economic growth.

Purpose: The research is to identify the types of skills required for increasing the probability of employability of labour. It also aims to define the challenges and opportunities in skill development to drive change.

Need of the Study: Studying opportunities and challenges for skill development in developing economies is essential for achieving sustainable economic growth, reducing poverty, increasing employment opportunities, and promoting global competitiveness.

Research Methodology: Some skills are recognised through research that has been published to determine the skill set needed to increase labour productivity. To draw lessons, some skill development initiatives by various companies are also identified and presented in case studies. Additionally, several government programs are available to assess the possibilities and prospects for skill development in the Indian market.

Practical Implications: The research will be valuable in micro and macro decision making. At the micro level, research is advantageous for a business person to initiate the skill development of its employees by using government schemes. Nations other than India can understand the policy framework for skill development.

Findings: The term ‘skilling’ has become fashionable. Due to the need for skill-based earnings data, only some studies examine the return on skill (ROS) of the labour market. Skill development plays a significant role in bringing change at the micro and macro levels. Hence it is necessary to exploit all opportunities for skill development.

Abstract

Purpose

The purpose of this paper is to investigate and analyze the challenges of quality skill development in complex and large economies like India and develop innovative processes of improving employability.

Design/methodology/approach

The problem areas and gaps have been identified through literature survey and published reports by governmental agencies on employability and quality skill development in India. The research focuses on prevalent challenges for large-scale skill development and utilizes TRIZ (Russian acronym for “Theory of Inventive Problem Solving”) for finding innovative solutions to the grand challenge of employability.

Findings

The applied research methodology in the paper leads to a model for the “Innovation driven ecosystem for quality skill development” and also defines the role and responsibilities of each stakeholders in the ecosystem.

Research limitations/implications

Solutions derived through TRIZ are qualitative in nature. The actual implication of solution needs to be tested after implementation. Further, intangible costs incurred, and harmful and useful effects cannot be easily quantified.

Practical implications

The parameter mapping for the TRIZ matrix was undertaken in this paper and this methodology when applied to other problem statements renders an organized process for improving total quality and innovative process management. The inventive principles were applied to find solution to contradictions and arrive at an integrated ecosystem which binds all stakeholders efficiently, to generate higher employability. The innovative solutions derived through the process are applicable to policy makers, researchers and practitioners.

Social implications

The process of improving employability through quality skill development, benchmarked by the TRIZ methodology can have far reaching social implications.

Originality/value

The research extends the body of knowledge of TRIZ modeling concepts in areas other than engineering, and depicts a unique total quality methodology which can be easily applied for other problem-solving contexts. The contribution can serve as a reference technique/tool for improving reliability and quality through a methodical process of working out innovative solutions to solve operational problems.
