Currently, the European air transport system is experiencing an annual growth of 7%. With an increasing number of flights, airports are reaching their capacity limits and are becoming a bottleneck in the system. Mantea is a European Commission funded project dealing with this issue. This paper focuses on planning decision support tools for airport traffic controllers.
The objective of our planning tools is to achieve a better use of the available airport infrastructure (taxiways and runways). To generate a safe plan, many rules must be taken into account that restrict the usage of airport tarmac: international regulations, airport operational procedures, aircraft performance, weather conditions and sometimes even controller “usual practices”. To generate a realistic plan, extensive monitoring of the traffic situation as well as suitable timing must be achieved. In the life cycle of a flight, 11 out of 15 possible causes of delay occur in an interval of 10-20 minutes, between aircraft start-up request and push-back. This means that precise planning before the end of this period is highly improbable. On the other hand, planning after this period implies the need for fast responses from the system.
In the Mantea project, an architecture is proposed in which a co-operative approach is taken towards planning aircraft movements at the airport. Controllers will be supported by planning tools that help assigning routes and departure times to controlled vehicles, in planning runway allocation (departure sequence) and occupancies, and in monitoring plan progress during flight phases. The planning horizon relates to medium term operations, i.e. 2-20 minutes ahead. The Mantea planning tools implement the following functions: runway departure planning, routing, and plan conformance monitoring. The tools will reduce the controller's workload, increase the level of safety for airport surface movements, and reduce the number of delays and operating costs for the airliners.
In this paper, we will focus on the constraint satisfaction programming techniques used in Mantea for (1) runway departure planning, (2) itinerary search and taxi planning functions. The airport tarmac and runway vicinity air routes have been modelled as a graph. Real time constraints have brought us to develop an algorithm linear in complexity for the itinerary search problem. Operational pressure has led us to develop fast search strategies for scheduling (i.e. use of heuristics, hill climbing…).

In the last 15 years, the high-growth economic rates of the Russian Federation (RF) have been caused by expansion of the country's participation in the world's raw and energy markets. Now the economic growth opportunities at the expense of these factors are generally exhausted, Russia is faced by problems of high-quality updating of all aspects of socioeconomic and sociopolitical life. These tasks are dictated as external “major challenges” of global character, and internal processes. To confront the challenges and to minimize risks, Russia needs to change the raw model of economic growth which poses the threats for stability of social and economic development.
First, the scientific, technological, and innovative policy which is carried out by industrially developed countries and some new industrial countries is to create the answer to a challenge of maintaining competitiveness and achievement of high productivity rates now. Its purpose is to stimulate development and deployment of advanced technologies, whose productivity significantly exceeds characteristics of traditional technologies.
The happening changes are so considerable that the world enters, perhaps, in the largest technological transition for all history when the richness of natural resources and low cost of work stop being major factors of growth. In total, these changes are estimated as “new industrial revolution” or, in narrower sense, as “technological revolution” which are based on the transition from mass production of the standardized production to the flexible high-performance production which is turning out the individualized products.

With the growing development of China's architecture, the problems existing in municipal engineering have become the focus of public concern. Based on this, study on the lack of law in leading bribes based on the bidding of municipal planning and construction and its imperfect scheme was put forward in this paper. First of all, the needs of municipal engineering planning and construction were expounded, and the present status of the research on the theory of municipal engineering was expounded; then the perfection of the common municipal engineering bidding laws was analyzed, and the content of the architectural planning was mainly introduced; taking the municipal engineering project of a city as an example, the detailed analysis of the planning of the railway station, Central Park and the river of the municipal engineering is made to provide reference for the municipal planning and construction.

Explores the essence of strategic planning and the urgency for its implementation in the public school setting. Examines some critical elements for successful implementation of this relatively new field for education. Specific caveats are addressed that may lead to unsuccessful implementation. The purpose of this paper is to present the findings that describe any correlations between leadership demographic characteristics with that of the levels of business continuity (BC) and disaster recovery (DR) planning by surveying the academic department's continuity planners at two major research universities in Southern California.
The research methodology was a quantitative method utilizing a correlational research design (logistic regression). Survey data from a self-reporting web-based survey were analyzed.
Analysis of five leadership demographic characteristics and four covariates reveals one statistically significant predictor of resiliency planning. Furthermore, close to one-quarter of the academic departments were found to have no BC or DR plan. Conversely, having a budget for resiliency planning was not found to be a significant predictor of resiliency planning.
This study was specifically limited to continuity planners within two major, public, academic research institutions within Southern California. This allows for an in-depth understanding of a specific contingency planning phenomenon: geographically bounded public, research-oriented, higher education institutions. This study could provide a framework for administrative leaders in academic settings to assess their organizations’ capacity for recovery from an unexpected business disruption.
