Abstract
Purpose
This study lies within “classical discourse” (Getz, 2010) within festival studies as its context is firmly situated within cultural anthropology and sociology. Unlike previous studies this research is unique in that it integrates social cognitive theory (SCT) which is usually found in psychology discourses. The purpose of this paper is to propose how the Motivation-Opportunity-Ability (MOA) model would benefit from integrating self and group efficacy theory. It achieves this by building on previous analysis of primary data collected in the field at the Utcazene, Street Music Festival, Veszprem, Hungary, (Jepson et al., 2013) using an adapted MOA model.
Design/methodology/approach
This paper analyses previous studies which have tested the MOA model through primary data collection. Following this analysis best practice is and similarities are identified through discussion; then a case is then made to adapt the model to integrate and test Bandura's (1986) concept of self-efficacy based on the benefits it could provide to future research within community festivals and events.
Findings
This paper has been framed by initial research by Jepson et al. (2013) and Hung et al. (2011) which after analysis revealed that the MOA model was still lacking in its ability to reveal “why” local people were motivated or empowered to engage in the planning of community festivals and events. It has become evident through discussion that measuring self-efficacy has much to contribute in regards to community engagement in the event planning process; moreover there is strong evidence to support its inclusion within the MOA model. It could be used to further inform on the synergy within and between the three disciplines underpinning the model such as the relationship between knowledge, opportunity and ability, as well as reveal new ones between self-efficacy and knowledge, opportunity and ability.
Research limitations/implications
This is a conceptual paper and therefore is based on theoretical discussion but not on empirical data collected in the field of event studies.
Originality/value
Very few studies have engaged measurement of community participation within festivals and events. This study is original as it is interdisciplinary and investigates the concerns the roles local community take (as stakeholders), meanings (how local community culture is represented within the festival) and impacts (internal and external festival impacts and how these effect the local community) through established planning frameworks and SCT.

Abstract
Purpose
Partnership has become a primary organisational tool for achieving overlapping policy agendas in local governance. But evidence shows that partnerships underachieve if they are not integrated into, and supported by, mainstream governance structures. Now recent legislation, the Local Government in Scotland Act (2003), sets out the intention of better integration of partnership into local governance. The Act establishes a statutory duty for institutional stakeholders to engage with communities in “community planning” to improve services and to meet community aspirations. This paper sets out to explore key issues to arise in the implementation of the Act.
Design/methodology/approach
The analysis is based on key informant interviews in three Scottish local authorities carried out in 2004 and 2005.
Findings
The research finds varying degrees of integration between governance structures and community planning, depending on the commitment, history and implementation of local government modernisation. Local authorities at the leading edge of modernisation are the most innovative in community planning and also demonstrate commitment to partnership working.
Practical implications
Because of its statutory basis, the lessons of the implementation of community planning are relevant to a wide variety of local governance structures and partnership initiatives.
Originality/value
The paper reports on the first systematic study of the implementation of a policy initiative in integrated local governance.

Abstract
This chapter discusses some issues of diversity in hazard mitigation when just recovery is considered or not. Justice in hazard mitigation becomes crucial considering unequal distribution of resources, systemic racism, and social vulnerability to hazards. While there has been research on just recovery, there is little or no evidence of research that examines the issue of equity and justice in hazard mitigation, This chapter discusses what hazard mitigation is, the Disaster Mitigation Act of 2000 focusing on the planning process, public involvement in the planning process, some planning theories on vulnerability, and building the case for achieving and striving for justice and equity in promoting diversity in hazard mitigation. The chapter makes some recommendation on how to achieve diversity in hazard mitigation.

Purpose
The purpose of this paper is to provide an overview of consumer and community engagement in health service planning, quality improvement and programme evaluation in Australia, and key components and importance of a strong suite of tools for achieving effective outcomes.
Design/methodology/approach
This paper is a non-systematic review of Australian national, state and territory websites in relation to policy commitment to consumer engagement, best practice framework for consumer engagement and recent project example.
Findings
Consumer engagement is a recognised component of the Australian health system. It is reflected in the national and state health policy and is a mandatory requirement of hospital accreditation. The application of co-design principles is gaining increasing popularity in health service planning and programme evaluation. Co-design is an important enabler of patient/community-centred service planning and evaluation; however, on its own it may lead to poorer outcomes. Co-design must occur within a broader systemic framework.
Practical implications
The research identifies a conceptual framework, approaches and tools of value to health service management and planners.
Originality/value
Consumer and community engagements are critical to the development of consumer-centric services. However, this should complement and add value to, not divert attention away from established principles of service planning, continuous quality improvement and programme evaluation. To do so may result in poorer quality health and well-being outcomes, reduced efficiency and ultimately reduced consumer and community satisfaction with services. This paper examines consumer and community engagement within the broader planning and quality improvement framework and practical implications for keeping planning, research and evaluation on track.

Abstract
Purpose
The purpose of this paper is to debate on community engagement and participation in local community festivals and events by empirically analysing the factors which either inhibit or facilitate engagement. The application of the motivation-opportunity-ability (MOA) model to the analysis of community festivals is an important contribution.
Design/methodology/approach
Recognising the complexity associated with community participation in festivals produced a set of four research questions which are addressed via a mixed methodology research design. The model was then tested using four key data collection methods including the interviews and the questionnaires analysed within this paper.
Findings
The MOA model can be seen as an appropriate framework with which to analyse community engagement in a local community festival setting, in the case of “The Utcazene-Fesztival”, a Street Music Festival in Veszprém, Hungary. Community participation is often interpreted quite simply as a way of involving local people in community planning and development. However, within the realm of community festivals and events the reality reveals a multitude of stakeholder webs and interconnected decision-making processes within a multi-faceted phenomenon. The paper reflects on the value of the MOA model to guide analysis within event studies and further considers the methodological challenges that the study brings to events studies.
Research limitations/implications
This paper presents two key data sets as part of a broader study of the MOA model. Due to size restrictions only the primary data derived through qualitative interviews and quantitative questionnaires are analysed here.
Originality/value
Currently there is limited understanding, agreement and research within community engagement remains an increasingly important area of academic enquiry. This particular paper explores the central concepts of inclusivity and engagement which can be considered as fundamental to the creation of successful community festivals and events. The paper begins by defining community festivals and events; it builds on Jepson and Clarke's (2012) work on developing inclusive community festivals and events through inclusive participation within the planning and decision making process.

Abstract
Purpose
This paper aims to explore the Kinh and ethnic stakeholders’ participation and collaboration in tourism planning in Sapa, Vietnam.
Design/methodology/approach
The primary data collection involved semi-structured interviews with 33 key tourism stakeholders, and data were analyzed using qualitative content analysis.
Findings
The findings reveal that in terms of participation and collaboration in tourism planning, there is little difference between the Kinh and ethnic groups. Tourism planning is viewed as a top-down approach, and both groups at the community level have very limited participation in tourism planning activities. However, at the on-site management level, there are opposing views between high (Kinh) and low (ethnic) management levels about participation in tourism planning. Both groups recognize the need for interdependence regarding collaboration in tourism planning. They also share similar aspects in regard to facilitating and hindering their participation in tourism planning.
Research limitations/implications
The limitations of this study include the use of a qualitative method, which limited the number of respondents. Future research could benefit from the application of quantitative research methods to include a greater number of local tourism stakeholders.
Practical implications
This study contributes to a better understanding of tourism planning in the Vietnamese context and has some practical implications for destination management and policymaking.
Originality/value
This is the first study to investigate the perspectives of Kinh and ethnic groups in term of participation and collaboration in tourism planning in the Vietnamese context.

Abstract
Purpose
Over the past two decades, a growing number of Americans have decided to live in gated residential communities. Academic research and case studies tend to focus on explaining this growth phenomenon from a range of perspectives, yet surprisingly little has been written about the preservation and growth of existing gated communities. In response to this gap in the literature, the purpose of this paper is to illustrate the use of strategic planning as a means of addressing issues that pertain to sustaining and growing gated residential communities.
Design/methodology/approach
This paper applies principles of strategic management to the process of planning for residential preservation and growth. The residential context is a golf‐focused gated community located in the mountains of western North Carolina. It uses focus groups as a qualitative means of identifying important strategic issues. These issues serve as the basis for designing a survey for community residents. The survey results provide quantitative information that enables development of strategies targeted toward preservation and growth of the community.
Findings
Results from this paper suggest that traditional strategic planning techniques provide an effective method that common interest housing developments can use to help identify and respond to issues affecting their viability and growth.
Originality/value
This paper applies strategic planning techniques as a new area in the residential planning literature.

Design/methodology/approach
This research collates information on public sector risk management through a series of key informant interviews and content analysis of municipal plans.
Findings
Financial, environmental, social and other strategic risks were found to be important by communities but not necessarily managed as part of the strategic planning process.
Social implications
The paper explores the question: what are the strategic risks that communities report on and how they are managed? What risks are identified in communities and how they are managed, if they have significant practical and social implications.
Originality/value
It is an interesting time to study public sector risk management. From a regional policy development perspective, public sector organizations will be facing substantial strategic risks in the coming years due to demographic changes (implications of the graying population), urbanization, economic downturns (or booms in certain regions of North America), as well as changes from advances in technology and communication.

Abstract
Purpose
The purpose of this paper is to investigate the role of gamification as a novel technique in motivating community engagement in disaster-related activities in order to address the question of how gamification can be incorporated into disaster emergency planning.
Design/methodology/approach
This study conducts a systematic literature review and explores available gamified applications for disaster emergency planning and their purpose of use. In total, 51 scholarly articles on the topic and 35 disaster-related gamified applications are reviewed.
Findings
The findings reveal the following: (a) gamified applications (n = 35) are used for education, research and intervention purposes; (b) gamified applications create new opportunities for community engagement and raise disaster awareness among the community in virtual environments; and (c) gamified applications help shape a new culture – i.e. gamified culture – that supports smart disaster emergency planning practice.
Originality/value
During the recent years, utilisation of game elements in non-game contexts – i.e., gamification – has become a popular approach in motivating people in various actions. Increasing research highlighted the benefits of gamification in enhancing community engagement, creating interactive environments, providing better behavioural outcomes and influencing democratic processes. Despite some of the applications indicating the potential of gamification in disaster emergency planning, the use of gamification technique in this discipline is an understudied area. This study reveals gamification can be incorporated into disaster emergency planning.

Abstract
Purpose
The purpose of this research paper is to explore the role and effectiveness of particular participation styles that affect the effectiveness of urban planning being integrated with disaster risk reduction (DRR) practices.
Design/methodology/approach
This research was conducted using a heuristic approach to the examination of urban planning and DRR practices focussing particularly upon citizens’ participation in four case studies internationally: the UK floods in 2007; Hurricane Katrina in the USA in 2005; wildfires of 2009 in Victoria, Australia; and Swiss avalanche prevention and preparedness. Desktop research was conducted to analyse cases and identify key findings, confirmed and augmented by interviews with relevant specialists in each country through semi-structured interviews.
Findings
The research reveals some similarities across all four cases studied. It appears that urban planning and DRR approaches, particularly those with a regulatory outcome and based on highly technical tests, are common. Further, it is apparent in the cases studied that circumstances where deeper technical knowledge and/or self-interest are strong factors, that informing and sometimes consulting styles are the most appropriate. While the scope of the paper means that this principle cannot be widely applied, there is a need to investigate these issues further.
Research limitations/implications
The heuristic and inductive nature of this research limits the potential for in-depth analyses of the case studies, but rather provides a base for future research in this area, which currently has limited literature.
Originality/value
This study provides a wide base for future research and partially addresses the gap in the literature on the topic of integration of urban planning and DRR with a focus on the community involvement in it.
