Abstract

With the growing development of China's architecture, the problems existing in municipal engineering have become the focus of public concern. Based on this, study on the lack of law in leading bribes based on the bidding of municipal planning and construction and its imperfect scheme was put forward in this paper. First of all, the needs of municipal engineering planning and construction were expounded, and the present status of the research on the theory of municipal engineering was expounded; then the perfection of the common municipal engineering bidding laws was analyzed, and the content of the architectural planning was mainly introduced; taking the municipal engineering project of a city as an example, the detailed analysis of the planning of the railway station, Central Park and the river of the municipal engineering is made to provide reference for the municipal planning and construction.

Abstract

Purpose

A meta-study covering the past decade maps the development of Norwegian municipal planning, climate adaptation and institutional vulnerability towards climate change. This paper aims to explore the implementation of climate adaptive changes in Norwegian legal planning and building framework into municipal practice and policy instruments from 2007 to 2016. The study is planned to answer the question: what drivers ensure increased municipal efforts in their climate adaptive planning and building practice?

Design/methodology/approach

The paper presents empirical findings from two qualitative research projects, each with nine interviews of municipal key personnel within three municipalities’ planning and building services and an ongoing qualitative, expert interview-based study (eight individual/group interviews).

Findings

Risk reduction and climate resilience are still unsatisfactorily attended in many Norwegian municipalities. There is a gap between political and administrative levels in communicating bilateral expectations and needs for incorporation of climate adaptive measures. Policy instruments maintaining climate adaptation are in demand by different building process actors. Yet, extreme weather events seem to be the main drivers for actual implementation of climate change aspects into municipal policy instruments. Networking, both within and between municipalities, is an important strategy for learning climate adaptation.

Research limitations/implications

Both globally and in Norway, the focus on climate change impacts is steadily increasing. Municipal risk and vulnerability analyses are statutory, as is the incorporation of the results into local plans at appropriate levels.

Originality/value

The originality of this paper is the meta-perspective over the past decade, the qualitative approach and the use of environmental psychology theories.

Purpose

The purpose of this paper is to examine the management of strategic public sector risks in communities and municipalities.

Design/methodology/approach

This research collates information on public sector risk management through a series of key informant interviews and content analysis of municipal plans.

Findings

Financial, environmental, social and other strategic risks were found to be important by communities but not necessarily managed as part of the strategic planning process.

Social implications

The paper explores the question: what are the strategic risks that communities report on and how they are managed? What risks are identified in communities and how they are managed, if they have significant practical and social implications.

Originality/value

It is an interesting time to study public sector risk management. From a regional policy development perspective, public sector organizations will be facing substantial strategic risks in the coming years due to demographic changes (implications of the graying population), urbanization, economic downturns (or booms in certain regions of North America), as well as changes from advances in technology and communication.

Abstract

Strategic planning in all sectors of government is currently experiencing greater use. Strategic planning in the federal government, for example, is now mandated and the emphasis is on “managing for results” (Roberts, 2000). At the same time, capital budgeting in all sectors of government is also receiving greater attention because of the recognition of greater need for attention to funding infrastructure. In this study, the relationship between the municipal strategic plan and the capital budget and their effect on financial performance is examined. Based on the analysis, the strategic plan, when connected to the capital budget, was found to have a statistically significant effect on selected aspects of municipal financial performance. The findings for practitioners indicate that strategic planning and capital budgeting are a major influence on financial performance and that the combination of capital budgeting and strategic planning constitutes a strategic decision-making process.

Abstract

Purpose

Urban conservation is an integral part of urban development planning and it is incorporated into land use rules and plans. In order to achieve the goals of an ideal heritage conservation policy, there are spatial plans, building codes and relevant regulations that should be well prepared as reference for development projects. Kota Lama Semarang (Old City of Semarang) area has been recognized as part of the origin of the development of Semarang City, the capital city of Central Java. This area has been designated as a cultural heritage area both at the city and national level since 2020. The Heritage City Conservation Program (P3KP) encourages Kota Lama Semarang Area to experience fairly massive development since 2013. On one hand, to control and manage the area, the Semarang City Government issued several official planning documents, i.e. (a) Kota Lama Semarang Area RTBL documents (2003); (b) Kota Lama Semarang Grand Design (2011); and (c) Kota Lama Semarang Site RTBL (2020), which consecutively were used as references of development projects. On the other hand, the results of development projects indicated that there are no coherent physical improvements in the area. The study was conducted to show whether there are consistencies or mismatches between the three planning documents.

Design/methodology/approach

This study used a qualitative deductive method with content analysis technique to compare three planning documents, using the predetermined variables.

Findings

The results showed that the consistency between the three planning documents was not fully demonstrated, but they are mutually interconnected.

Research limitations/implications

The research focused only on three formal planning documents, for which comparative analysis was undertaken using content analysis to identify consistencies and inconsistencies based on determined 9 variables.

Practical implications

Good planning documents should be consistent, since they are used as development references. Inconsistencies among planning documents produced segmented urban environments in Kota Lama Semarang Area/Site, which are mostly due to the different institutions preparing the documents.

Social implications

The segmented urban development in the area has reduced the historical and cultural values of the area. Revitalization program that was undertaken has some implication to the sustainability of the local economy.

Originality/value

The paper explores both the consistencies and mismatches among the three planning documents, which have been used as references in implementing development projects in Kota Lama Semarang Area. Failures in maintaining consistencies among documents are supposed to produce inconsistent physical development in the area, unless adjustment to current development has to be made.

Abstract

Increasingly, attention has been given to the need to mainstream risk reduction in development work in order to reduce the vulnerability of the urban poor. Using El Salvador as a case study, the paper analyses the mainstreaming process in the developmental disciplines of urban planning and housing. The overall aim is to identify how the existing separation between risk reduction, urban planning and housing can be overcome and integration achieved.

Since Hurricane Mitch in 1998, and especially after the 2001 earthquakes, not only relief and development organisations, but also social housing organisations have initiated a shift to include risk reduction in their fields of action in order to address the underlying causes of urban vulnerability. The factors that triggered the process were: 1) the negative experiences of organisations with non-integral projects, 2) the organisations' increased emphasis on working with municipal development, 3) political changes at national level, and more importantly, 4) the introduction and promotion of the concept of risk reduction by international and regional aid organisations. However, required additional knowledge and institutional capacities were mainly built up independently and internally by each organisation, and not through the creation of co-operative partnerships, thus duplicating efforts and increasing ineffective competition.

Whilst positive experience has been gained through the implementation of more integral projects, the creation of adequate operational, organisational, institutional and legal frameworks is still in its initial stage. Unfortunately, four years after the 2001 earthquakes, emergency relief funding for post-disaster risk reduction is coming to an end without the allocation of resources for following up and consolidating the initial process. Based on the findings, an integral model is proposed which shows how mainstreaming risk reduction in urban planning and housing could be dealt with in such a way that it becomes more integrated, inclusive and sustainable within a developmental context.

Abstract

Purpose

This study examines how resource dependency affects municipal budgetary process; specifically, it investigates how politically aligned resource sharing between different levels of government along with clientelism interferes with the budgetary process of municipal organizations in developing countries.

Design/methodology/approach

The paper adopts a qualitative approach to study two municipal organizations in Bangladesh. The qualitative data are collected from semi-structured interviews with key organizational members. Besides, the study also relies on various publicly available documents and the Local Government Acts to complement the interview data.

Findings

The findings of the study divulge dependence on partisan aligned nonprogrammable government funds poses significant problems for municipal organizations in carrying out their budgetary process. Clientelism and informal negotiations of incumbent political leaders are found to play a vital role in such resource sharing decisions. The consequent uncertainties in getting funds have the potentials of interrupting the budgetary process at the organizational level. In some cases, budgets do not appear to be useful as a management tool for guiding organizational activities.

Research limitations/implications

Like other qualitative studies, the results of these case studies are not generalizable because their interpretations are highly dependent on the context of the research sites.

Practical implications

Despite the limitation of a case study research, the results of this study are useful to deepen our understanding of how uncertainty in resource sharing creates clientele behavior and interferes with the organizational budget. Such an understanding helps practitioners and policymakers devise a sound resource sharing mechanism for effective delivery of municipal services on a sustainable basis.

Originality/value

This study provides insight into how precarious central government transfers and clientelism interfere with local governments' budgetary process.

Purpose

The recent shift in the Philippine Government’s emphasis from response to a more proactive approach came with the recognition that different stakeholders play important roles in the governance of disaster risk. The purpose of this paper is to look beyond the question as to whether all stakeholders are involved in disaster risk management planning and examines the extent by which the narratives of risk of actors at the margins shape how risk is framed in municipal DRM planning in Antique, Philippines.

Design/methodology/approach

This paper is based on a field study carried out in San Jose de Buenavista, Antique Province, Philippines. Data were gathered through key informant interviews and focus group discussions as well as a review of archival records and documents.

Findings

The narratives of CSOs and communities, which revolve around livelihoods and community life are conspicuously absent from the plans whereas that of government actors occupy a central position in the risk discourse. The study highlights the power-saturated process of defining and addressing risk to disasters, where knowledge is intimately linked to power as some voices shape plans and policies, whereas, others are excluded because their knowledge is socially constructed as less reliable and therefore irrelevant.

Originality/value

There is a dearth of studies that examine disaster risk as social constructions in the context of planning in the Philippines and in other disaster-prone countries.

Abstract

Purpose

This paper aims to present the process and results of a local‐level South African action research project on introducing foresight methods into a local government planning process.

Design/methodology/approach

The paper outlines the evolutionary process followed, and documents the practical insights gained and lessons learnt in relation to the concept of pro‐poor foresight.

Findings

Positive outcomes in the King Sabata Dalindyebo (KSD) foresight process included a high level of stakeholder engagement and senior management buy‐in, supported by positive evaluations by diverse participants. The learning was subsequently incorporated into long‐term development plans and proposals such as the ten‐year development plan for the region. The experience yielded key lessons about the recruitment of participants, policy alignment, communication in diversity, active participation, facilitation as learning, the influence of technical inputs, and the importance of integration.

Research limitations/implications

Further academic research could build upon this case study to investigate longer‐term impacts of the initiative in KSD, tracking replications and adaptations of the KSD experiment, comparative research between contexts where foresight is used and where it is not in development policy and planning processes, enquiry into how foresight might be formally incorporated in the routine development policy and planning processes of municipalities, and undertaking more theoretical enquiry on the “localising foresight” concept and experience, including the development of guiding criteria and indicators for procedural and outcome success.

Practical implications

The case focuses on learning in a developing world context where foresight is less advanced than in other contexts. The results of the exercise in KSD suggest that it is possible to embed pro‐poor foresight in a large‐scale policy programme to enhance the resilience of communities, supported by appropriate plans and budgets.

Social implications

The long‐term nature of foresight can create a “safe” platform for an otherwise difficult engagement, as is this case where three levels of government and various segments of civil society are to be beneficially engaged.

Originality/value

This was a unique action research project in South Africa, where foresight has tended to be mainly at a top or central level – that being the level of corporate executives, national government, or national‐level stakeholders.

Abstract

Purpose

This paper aims to present an investigation of the climate adaptation planning and implementation process undertaken by the municipal government of Cape Town, South Africa, situating the findings within the broader literature on governance-related barriers to adaptation.

Design/methodology/approach

By developing an in-depth case study using methods of organizational ethnography, the research traces phases of climate adaptation planning and implementation in Cape Town. Applied thematic analysis surfaces issues of coordination, decision-making, resource constraints and tracking progress as key constraints to urban climate adaptation.

Findings

While considerable progress has been made on developing a citywide climate adaptation plan for Cape Town, implementation is constrained by poor monitoring and feedback within and between departments and a lack of oversight and impetus from central authorities within the government hierarchy.

Research limitations/implications

Further research is needed on the interface between technical and political decision-making, governance arrangements that facilitate coordination and iterative adjustment and the organizational uptake of externally commissioned work on climate adaptation.

Practical implications

The paper points to the need for a climate adaptation coordination function situated higher up in the municipal government structure than the environment department to implement, monitor, evaluate and revise measures to reduce climate risks and vulnerabilities citywide.

Originality/value

The paper is of value to those seeking to understand local government decision-making, as it pertains to climate adaptation and those looking for means to address climate risks and vulnerabilities in cities, especially in South Africa.
