Abstract

Purpose

In much of the literature written in Sustainability and Environmental Justice, the focus is on the effects of government mismanagement or corporate social irresponsibility, or CSR ignored for the goal of greater profits. Certainly we have seen natural resources ripped from communities and nations for the benefit of corporate profits (Sarkar, 2013). The idea that a participatory government will lead to greater efforts for sustainability must be viewed in the light of its times and economy (Gonzalez-Perez, 2013). What happens when the man-made disaster precedes or clashes with natural disaster? The Great Recession of 2008 was stunning in the rapidity with which it spread around the globe. The recession illustrated a global acceptance of financial wisdom that had been presented as fact and yet could easily be undermined by people who understood the barriers, boundaries, and restrictions in place as well as where the financial assumptions could be deceived by introduction of new terms and definitions as in the case of credit default swaps.

In this chapter, we focus on the influence of the recession on one of the most powerful financial capitals of the world, New York City. We discuss the general effect of the recession on New York City as a whole and then take a narrower look at each of the five boroughs, Manhattan, Queens, Staten Island, Brooklyn, and the Bronx. We examine the disparate economic states of each borough and how the recession has impacted each of them. Furthermore, we discuss the implications of the general perception of Manhattan’s resilience to the recession and how is has impacted the other boroughs, such as the housing crisis in Staten Island and Queens following Hurricane Sandy, unemployment rates in the Bronx, and the rebuilding of a sustainable job market in Brooklyn.

Findings

We reviewed relevant literature, including academic research, reports issued by the State of New York, census data, articles printed in popular press outlets, and business resources to provide a thorough look at the influence of the Great Recession on New York City and each of its five boroughs. We found extensive support for the disparity amongst the five boroughs, despite the perception that New York City is thriving in the wake of the Great Recession and Hurricane Sandy. We detail the unique economic and environmental factors of each borough and explain how it influenced the impact of the Great Recession and subsequent natural disaster.

Manhattan was well insulated from the initial impact of the Great Recession, with tourism in the city remaining high through 2008 and financial firms on Wall Street experiencing record high profits well into 2009. Despite the downfall of Lehmann Brothers and Merrill Lynch, the financial bailouts and Federal Reserve credit available to Wall Street firms prevented Manhattan’s financial sector from experiencing the dramatic unemployment rates that the rest of New York and the United States were facing (DeFreitas, 2009).

The Great Recession hit disadvantaged areas, like the Bronx, harder than other areas of New York, while Hurricane Sandy halted the economic recovery in areas like Queens and Staten Island. While unemployment remains low in New York City as a whole, the recovery from the Great Recession has been uneven, further widening the gap between New York City’s boroughs, with the lower income areas at a greater disadvantage and the higher income areas souring. While Manhattan has recovered significantly, with Wall Street profits reaching record levels in 2009, other boroughs haven’t experienced the same economic upturn and are still facing significant challenges (Parrott, 2010). While the city has gained nearly 375,000 jobs, nearly twice the number of jobs that were lost during the Great Recession (Crain’s New York Business, 2013), the significant variance in wages and high costs of living has not greatly reduced the number of working poor across New York City and has not resulted in an evenly spread boost in wealth.

Practical implications

At the end of our chapter, we discuss “lessons learned” and, in particular, the importance of preparation for both fiscal and natural disasters. Local policy makers must ensure that the needs of its constituents are being met and will be met in the future if such hardship were to strike. Government leaders need to have a forward-looking plan, rather than simply handling immediate needs.

Originality/value

The originality of our content stems from a deeper look into the nuances of the economy of New York City. Statistics paint a picture of a thriving City, despite the Great Recession. However, understanding the distinct differences amongst the five boroughs illustrates that these citywide averages do not paint an accurate picture of life for New Yorkers off of Wall Street. The extent to which the high-income areas in Manhattan have recovered suggests that the economy of New York City as a whole is thriving, whereas the reality is that the middle-class has not recovered and the previously disadvantaged are now even more so. It is important to look at each of the five boroughs of New York City individually when creating policy to both recover from and prevent events such as the Great Recession and the destruction of Hurricane Sandy. Our chapter illustrates stark differences within New York City in the face of both financial and natural crises.

Abstract

Labor force transitions are empirically examined using Current Population Survey (CPS) data matched across months from 1996 to 2012 for Hispanics, African-Americans, and whites. Transition probabilities are contrasted prior to the Great Recession and afterward. Estimates indicate that minorities are more likely to be fired as business cycle conditions worsen. Estimates also show that minorities are usually more likely to be hired when business cycle conditions are weak. During the Great Recession, the odds of losing a job increased for minorities although cyclical sensitivity of the transition declined. Odds of becoming re-employed declined dramatically for blacks, by 2–4%, while the probability was unchanged for Hispanics.

Abstract

Purpose

The purpose of this paper is twofold: the authors initially survey a sample of literature published after the Great Recession that address macroeconomic and commercial real estate forecasting methods related to the Great Recession and compare significant lessons learned, or lack thereof. The authors then seek to identify new models to improve the predictability of commercial real estate early warning signals regarding cyclical turning points which result in negative appreciation rates.

Design/methodology/approach

The authors develop a probit model to estimate quarterly probabilities of negative office appreciation returns using an alternative methodology to Tsolaco et al. (2014). The authors’ alternative method incorporates generally publicly available macroeconomic and real estate variables such as gross domestic product, office-related employment sectors, cap rate spreads, and commercial mortgage flow of funds into a probit model in order to estimate the probability of future quarterly negative office appreciation rates.

Findings

The authors’ models demonstrate the predictive power of macroeconomic variables typically associated with office demand. The probit model specification shows probabilities of negative office appreciations rates greater than 50 percent either as the quarterly office returns become negative, or in some cases several quarters before office returns become negative, for both the Great Recession and the recession occurring in the early 1990s. The models fail to show probabilities greater than 50 percent of negative office returns until after they occur for the recession in 2001. While this indicates need for further improvement in early warning models, the models do predict the more severe periods of negative office returns in advance, indicating the findings useful to real estate investors to monitor the changes in economic and real estate data identified as statistically significant in the results.

Practical implications

The Great Recession is a unique laboratory of significant contractions, recessions, and recoveries that challenge pre-recessionary real estate cycle models. The models provide guidance on which historical economic indicators are important to track, and gives a framework with which to calculate the probability that office prices are likely to decline. Because the models use macroeconomic indicators that are publicly available from at least one quarter in the past, the models or variations of them may provide real estate professionals with some indication of an impending decrease in office prices, even if that indication comes only one quarter in advance. Armed with this information, property owners, investors, and brokers can make more informed decisions on whether to buy or sell, and how sensitive their real estate transactions may be to timing.

Originality/value

The authors introduce several new models that examine the ability of historical macroeconomic indicators to provide early warning signals and identify turning points in real estate valuations, specifically negative office appreciation rates caused by the Great Recession. Using data from at least one quarter in the past, all the data in the models are publicly available (excluding National Council of Real Estate Investment Fiduciaries data) at the observed return quarter being predicted, which gives practitioners rational insights that can provide at least one source of guidance about the likelihood of an impending decrease in office prices.

Using a sample of 214 US metropolitan areas, we examine the connection between the Great Recession and bad jobs, taking into consideration the macro-level determinants of the troubled economy. Our measure of bad jobs is derived from Kalleberg, Reskin, and Hudson’s (2000) conceptualization as those that have low pay, lack health insurance, and lack pension plans. We find that the Great Recession increased the prevalence of bad jobs, consistently for men and selectively for women. Among the macro-level processes, the decline of the manufacturing base, union membership, and public sector employment are sources of increasing bad jobs, especially for men. Those macro-level processes which are growing in influence such as casualization, globalization and financialization show no signs of reversing the negative trends in bad jobs. Human capital variables in the labor market such as educational and age variability consistently suggest more adverse effects on bad jobs for men than women. Our findings contribute to the further understanding of the nature of precarious work in a troubled economy.

Purpose

The purpose of this paper is to examine wealth dynamics through the Great Recession along a dimension previously not studied, religious affiliation. Specifically, this paper analyzes wealth differentials and relative wealth losses among religious groups at the mean and along the wealth distribution before and after the Great Recession.

Design/methodology/approach

Drawing on data from the Panel Study of Income Dynamics and including a wide array of control variables, the paper analyzes the impact of religious affiliation groups on wealth pre- and post-Recession, using OLS, generalized least squares and quantile regression models.

Findings

The findings show that wealth differentials among religious groups exist both before and after the Recession and that wealth disparities are greater for people at the low end of the wealth distribution, who lost disproportionately more wealth across religious groups.

Social implications

The results suggest that the Great Recession further increased wealth inequality yet along another dimension, religious affiliation. These findings imply that in order to decrease wealth inequality and minimize other harmful effects of adverse macroeconomic events, religious institutions may provide education on financial management strategies, especially to those at the low end of the wealth distribution.

Originality/value

This paper is the first of its kind to build upon two bodies of literature: the research on religion and wealth and the research on wealth losses and the Great Recession. It is also the first paper to explore the religion–wealth relationship after the Great Recession and along the wealth distribution.

Purpose

The Great Recession that began around 2008 hit hard on Greece and Italy. During a period of extreme economic distress, the two countries suffered the loss of government performance and citizen trust in government. The purpose of this study is to describe how government performance and citizen trust in government had been altered in the context of the Great Recession.

Design/methodology/approach

This study conducts a case study on France and Germany. These in-depth case studies afford a lens for diagnosing how the Great Recession affected macro and micro-performance in practice.

Findings

Comparative case studies of Greece and Italy provide evidence that government performance in Greece and Italy was diminished to a large extent as a result of the Great Recession. In addition, citizen trust in both countries was impaired during the Great Recession period.

Social implications

It is a matter of grave concern how the government responds to crises. During the crisis, some states implemented stringent austerity measures. This case brings out the careful point that austerity measures could diminish government performance as well as the state’s fundamental potential.

Originality/value

Due to its significance, the Great Recession has been widely investigated, with the explanations often concentrating on economic and political repercussions. Nonetheless, how the economic crisis transformed into public administration and policy has largely gone unheeded. The case studies of Greece and Italy newly identify and help to explain how the Great Recession contributes to governments and citizens in a multitude of aspects.

Purpose

The purpose of this chapter is to examine how multinational firms have an added incentive to promote corporate social responsibility (CSR) in order to maximize profitability and adapt to the changing normative climate in a post Great Recession economy.

Methodology/approach

This chapter builds on institutional theory using contextual evidence from Mexican firms to provide insight into the varying pressures facing local and multinational enterprises in emerging markets.

Findings

This chapter highlights different sets of pressures faced by emerging market firms, both domestic and multinational. This chapter contends that emerging market multinational enterprises (EMNEs) are incentivized to uphold CSR practices to a greater degree than domestic firms from emerging markets.

Research limitations

Contextual evidence for this chapter was confined to Mexican firms, which provides an opportunity for future research to be carried out from alternative emerging markets.

Social and practical implications

From a social standpoint, this chapter sheds light on the challenges of globalization and the current rift between national level policies, coinciding behavior, and global expectations. From a practical standpoint, this chapter could inform and alert CEOs and practitioners to the nuances of CSR expectations, contingent upon the sphere in which they choose to operate in.

Originality/value

This chapter contributes to the growing dialogue on EMNEs while highlighting the schism between national and global expectations for CSR. Further, this chapter adds to the literature on institutional theory by connecting it to the in-group and out-group literature from sociology.

At the time they occurred, the savings and loan insolvencies were considered the worst financial crisis since the Great Depression. Contrary to what was then believed, and in sharp contrast with 2007–2009, they in fact had little macroeconomic significance. Savings and Loan (S&L) remediation cost between 2 percent and 3 percent of Gross Domestic Product (GDP), whereas the Troubled Asset Relief Program (TARP) and the conservatorships of Fannie and Freddie actually made money for the US Treasury. But the direct cost of government remediation is largely irrelevant in judging macro significance. What matters is the cumulative output loss associated with and plausibly caused by failing financial institutions. I estimate output losses for 1981–1984, 1991–1998, and 2007–2026 (the latter utilizing forecasts and projections along with actual data through 2015) and, for a final comparison, 1929–1941. The losses associated with 2007–2009 have been truly disastrous – in the same order of magnitude as the Great Depression. The S&L failures were, in contrast, inconsequential. Macroeconomists and policy makers should reserve the word crisis for financial disturbances that threaten substantial damage to the real economy, and continue efforts to identify in advance financial institutions which are systemically important (SIFI), and those which are not.

Abstract

This paper analyzes the impact of economic downturns on the revenue and expense sides of city financing for the period 2003 to 2009 using a convenience sample of the audited end of year financial reports for thirty midsized US cities. The analysis focuses on whether and how quickly and how extensively revenue and spending directions from past years are altered by recessions. A seven year series of Comprehensive Annual Financial Report (CAFR) data serves to explore whether citiesʼ revenues and spending, especially the traditional property tax and core functions such as public safety and infrastructure withstood the brief 2001 and the persistent 2007 recessions? The findings point to consumption (spending) over stability (revenue minus expense) for the recession of 2007, particularly in 2008 and 2009.

Abstract

Purpose

The economic literature starting with Borjas (2001) suggests that immigrants are more flexible than natives in responding to changing sectoral, occupational and spatial shortages in the labor market. The purpose of this paper is to study the relative responsiveness to labor shortages by immigrants from various origins, skills and tenure in the country vis-à-vis the natives, and how it varied over the business cycle during the Great Recession.

Design/methodology/approach

Using data primarily from the EU Labor Force Survey and the EU Statistics on Income and Living Conditions, the authors calculate a wage-based measure of labor shortages in the first stage while in the second stage the authors use them in a first-differences fixed-effects model as a regressor to explain changes in immigrants’ distribution across sectors, occupations and countries vis-à-vis the natives.

Findings

The authors show that immigrants have responded to changing labor shortages across EU member states, occupations and sectors at least as much and in many cases more flexibly than natives. This effect is especially significant for low-skilled immigrants from the new member states or with the medium number of years since migration, as well as with high-skilled immigrants with relatively few (one to five) or many (11+) years since migration. The relative responsiveness of some immigrant groups declined during the crisis years (those from Europe outside the EU or with 11 or more years since migration), whereas other groups of immigrants became particularly fluid during the Great Recession, such as those from new member states.

Research limitations/implications

The results suggest that immigrants may play an important role in labor adjustment during times of asymmetric economic shocks, and support the case for well-designed immigration policy and free movement of workers within the EU. Some limitations include alternative interpretations of the wage premium as our measure of shortage, as well as possible endogeneity of this measure in the model.

Originality/value

The results provide new insights into the functioning of the European Single Market and the roles various immigrant groups play for its stabilization through labor adjustment during the times of uneven economic development across sectors, occupations and countries.
