Abstract

Purpose

This research aims to systematically review studies on significant risks for Critical Infrastructure Projects (CIPs) from selected top-tier academic journals from 2011 to 2023.

Design/methodology/approach

In this research, a three-step systematic literature review methodology was employed to analyse 55 selected articles on Critical Infrastructure Risks (CIRs) from well-regarded and relevant academic journals published from 2011 to 2023.

Findings

The findings highlight a growing research focus on CIRs from 2011 to 2023. A total of 128 risks were identified and grouped into ten distinct categories: construction, cultural, environmental, financial, legal, management, market, political, safety and technical risks. In addition, literature reviews combined with questionnaire surveys were more frequently used to identify CIRs than any other method. Moreover, oil and gas projects were the subjects most often explored in the reviewed papers. Furthermore, it was observed that publications from Iran, the USA and China dominated CIRs research, making significant contributions, accounting for 49.65% of the analysed articles.

Research limitations/implications

This research specifically focuses on five types of CIPs (i.e. roadways, bridges, water supply systems, dams and oil and gas projects). Other CIPs like cyber-physical systems or electric power systems, were not considered in this research.

Practical implications

Governments and contracting firms can benefit from the findings of this study by understanding the significant risks associated with the execution of CIPs, irrespective of the nation, industry or type of project. The results of this investigation can offer construction professionals valuable insights to formulate and implement risk response plans in the early stages of a project.

Originality/value

As a novel literature review related to CIRs, it lays the groundwork for future research and deepens the understanding of the multi-faceted effects of these risks, as well as sets practical response strategies.

Abstract

Purpose

The purpose is to identify and evaluate the safety risk factors in the coal mine construction process.

Design/methodology/approach

The text mining technique was applied in the stage of safety risk factor identification. The association rules method was used to obtain associations with safety risk factors. Decision-Making Trial and Evaluation Laboratory (DEMATEL) and Interpretative Structural Modeling (ISM) were utilized to evaluate safety risk factors.

Findings

The results show that 18 safety risk factors are divided into 6 levels. There are 12 risk transmission paths in total. Meanwhile, unsafe behavior and equipment malfunction failure are the direct causes of accidents, and inadequate management system is the basic factor that determines the safety risk status.

Research limitations/implications

Due to the limitation of the computational matrix workload, this article only categorizes numerous lexical items into 18 factors. Then, the workshop relied on a limited number of experts; thus, the findings may be potentially biased. Next, the accident report lacks a universal standard for compilation, and the use of text mining technique may be further optimized. Finally, since the data are all from China, subsequent cross-country studies should be considered.

Social implications

The results can help China coal mine project managers to have a clear understanding of safety risks, efficiently carry out risk hazard identification work and take timely measures to cut off the path of transmission with risks identified in this study. This helps reduce the economic losses of coal mining enterprises, thus improving the safety standards of the entire coal mining industry and the national standards for coal mine safety policy formulation.

Originality/value

Coal mine construction projects are characterized by complexity and difficulties in construction. Current research on the identification and assessment of safety risk factors in coal mine construction is insufficient. This study combines objective and systematic research approaches. The findings contribute to the safety risk management of China coal mine construction projects by providing a basis for the development of safety measures.

Abstract

Purpose

The current research aimed to investigate the external enablement role of Digital Infrastructures (DI) in the interplay of entrepreneurial cognitions and innovation.

Design/methodology/approach

Data from the Global Entrepreneurship Monitor (GEM) and Digital Economy and Society Index (DESI) were used for analyses. This yielded a sample of 8,601 Generation Z entrepreneurs operating in 25 European countries.

Findings

Applying hierarchical moderated regressions showed that socio-cognitive components of an entrepreneurial mindset (self-efficacy, risk propensity, opportunity identification) affect innovation among Generation Z entrepreneurs. More importantly, DI plays an external enablement role in the interplay of cognitions and innovation among Generation Z entrepreneurs.

Originality/value

This study contributes to the socio-cognitive theory of entrepreneurship by integrating an external enablement perspective into the study of cognitions and entrepreneurial outcomes (here, innovation). It contributes to the digital technology perspective of entrepreneurship by connecting the conversation about the socio-cognitive perspective of entrepreneurship regarding the role of cognitions in innovation to the conversation in information systems (IS) regarding technology affordances and constraints. This study extends the application of the external enabler framework to the post-entry stage of entrepreneurial activity and integrates a generational perspective into it.

Abstract

Purpose

A comprehensive understanding of the determining factors and implications of the frameworks for appreciating the relationships between climate risks and cultural heritage remains deficient. To address the gap, the review analysed literature on the management of climate risk in cultural heritage. The review examines the strengths and weaknesses of climate risk management (CRM) frameworks and attendant implications for the conservation of cultural heritage.

Design/methodology/approach

The study adopted a two-phased systematic review procedure. In the first phase, the authors reviewed related publications published between 2017 and 2021 in Scopus and Google Scholar. Key reports published by organisations such as the United Nations Educational, Scientific and Cultural Organisation (UNESCO) and International Council on Monuments and Sites (ICOMOS) were identified and included in Phase Two to further understand approaches to CRM in cultural heritage.

Findings

Results established the changes in trend and interactions between factors influencing the adoption of CRM frameworks, including methods and tools for CRM. There is also increasing interest in adopting quantitative and qualitative methods using highly technical equipment and software to assess climate risks to cultural heritage assets. However, climate risk information is largely collected at the national and regional levels rather than at the cultural heritage asset.

Practical implications

The review establishes increasing implementation of CRM frameworks across national boundaries at place level using high-level technical skills and knowledge, which are rare amongst local organisations and professionals involved in cultural heritage management.

Originality/value

The review established the need for multi-sectoral, bottom-up and place-based approaches to improve the identification of climate risks and decision-making processes for climate change adaptation.

Abstract

Purpose

The purpose of this paper is to propose a disruption claim management (DCM) life cycle and a risk management framework to provide comprehensive guidance to construction practitioners for facilitating effective and efficient DCM.

Design/methodology/approach

DCM life cycle was initially developed through a focus group discussion (FGD) with the participation of the construction practitioners who have diverse experiences about DCM. The life cycle is comprised of 6 phases and also includes proper reactions of the owners and contractors. Then, 42 risk factors that can impact the deliverables of DCM were identified through a literature review and an additional FGD session. This was then followed by a Fuzzy Analytical Hierarchy Process (FAHP) which was performed to evaluate the importance of each risk factor in terms of the factor's impact on the success of DCM. Additionally, consistency analysis was performed to further maximize the reliability of the results.

Findings

Findings revealed that a proactive and systematic approach should be adopted and DCM practices should be initiated before any disruption event is triggered. Accordingly, the proposed framework recommends DCM practices to be initiated early in the contract development phase since compensation for the disruption might be recovered only to the extent that the contract permits. The contract-related risks were given top priority by the experts so that the results of the fuzzy AHP analysis also verified the significance of the contract development phase. Besides contract-related risks, risks related to insufficient site observation, ignorance of the project team, cognitive bias and conflict of interest were determined as the most significant DCM risks, needing an urgent and sophisticated risk response plan. Lastly, results suggested that “Site observation and record-keeping” is the most formidable phase since the phase's implementation on a continuous basis could create unforeseen organizational challenges such as mismanagement of project records, especially in the dynamic and turbulent environment of the construction projects.

Originality/value

Disruption – which is caused mostly by change – is inevitable in construction projects due to their sophisticated nature. DCM, therefore, becomes crucial to compensate losses of contractors and eliminate or diminish the prolonged dispute resolution process. Existing studies, however, do not provide a comprehensive theoretical basis for the DCM life cycle and DCM life cycle's potential risks so that DCM life cycle's promising benefits can hardly be materialized. Thus, developing a DCM life cycle and associating DCM life cycle with risk management, this study is highly believed to make a promising theoretical contribution to the DCM domain since this is one of the earliest attempts in the literature. Additionally, this research provides construction practitioners with an insight into the effective implementation of DCM practices in construction projects.

Abstract

Purpose

The objective of this research is to investigate the capabilities of the ChatGPT GPT-4 model, a form of artificial intelligence (AI), in comparison to human experts in the context of construction project risk management.

Design/methodology/approach

Employing a mixed-methods approach, the study draws a qualitative and quantitative comparison between 16 human risk management experts from Finnish construction companies and the ChatGPT AI model utilizing anonymous peer reviews. It focuses primarily on the areas of risk identification, analysis, and control.

Findings

ChatGPT has demonstrated a superior ability to generate comprehensive risk management plans, with its quantitative scores significantly surpassing the human average. Nonetheless, the AI model's strategies are found to lack practicality and specificity, areas where human expertise excels.

Originality/value

This study marks a significant advancement in construction project risk management research by conducting a pioneering blind-review study that assesses the capabilities of the advanced AI model, GPT-4, against those of human experts. Emphasizing the evolution from earlier GPT models, this research not only underscores the innovative application of ChatGPT-4 but also the critical role of anonymized peer evaluations in enhancing the objectivity of findings. It illuminates the synergistic potential of AI and human expertise, advocating for a collaborative model where AI serves as an augmentative tool, thereby optimizing human performance in identifying and managing risks.

Abstract

Purpose

Identifying and prioritizing supply chain risk is significant from any product’s quality and reliability perspective. Under an input-process-output workflow, conventional risk prioritization uses a risk priority number (RPN) aligned to the risk analysis. Imprecise information coupled with a lack of dealing with hesitancy margins enlarges the scope, leading to improper assessment of risks. This significantly affects monitoring quality and performance. Against the backdrop, a methodology that identifies and prioritizes the operational supply chain risk factors signifies better risk assessment.

Design/methodology/approach

The study proposes a multi-criteria model for risk prioritization involving multiple decision-makers (DMs). The methodology offers a robust, hybrid system based on the Intuitionistic Fuzzy (IF) Set merged with the “Technique for Order Performance by Similarity to Ideal Solution.” The nature of the model is robust. The same is shown by applying fuzzy concepts under multi-criteria decision-making (MCDM) to prioritize the identified business risks for better assessment.

Findings

The proposed IF Technique for Order Preference by Similarity to the Ideal Solution (TOPSIS) for risk prioritization model can improve the decisions within organizations that make up the chains, thus guaranteeing a “better quality in risk management.” Establishing an efficient representation of uncertain information related to traditional failure mode and effects analysis (FMEA) treatment involving multiple DMs means identifying potential risks in advance and providing better supply chain control.

Research limitations/implications

In a company’s supply chain, blockchain allows data storage and transparent transmission of flows with traceability, privacy, security and transparency (Roy et al., 2022). They asserted that blockchain technology has great potential for traceability. Since risk assessment in supply chain operations can be treated as a traceability problem, further research is needed to use blockchain technologies. Lastly, issues like risk will be better assessed if predicted well; further research demands the suitability of applying predictive analysis on risk.

Practical implications

The study proposes a hybrid framework based on the generic risk assessment and MCDM methodologies under a fuzzy environment system. By this, the authors try to address the supply chain risk assessment and mitigation framework better than the conventional one. To the best of their knowledge, no study is found in existing literature attempting to explore the efficacy of the proposed hybrid approach over the traditional RPN system in prime sectors like steel (with production planning data). The validation experiment indicates the effectiveness of the results obtained from the proposed IF TOPSIS Approach to Risk Prioritization methodology is more practical and resembles the actual scenario compared to those obtained using the traditional RPN system (Kim et al., 2018; Kumar et al., 2018).

Originality/value

This study provides mathematical models to simulate the supply chain risk assessment, thus helping the manufacturer rank the risk level. In the end, the authors apply this model in a big-sized organization to validate its accuracy. The authors validate the proposed approach to an integrated steel plant impacting the production planning process. The model’s outcome substantially adds value to the current risk assessment and prioritization, significantly affecting better risk management quality.

Abstract

Purpose

This study aims to advance a behavioural approach towards understanding how managerial perception impacts the enactment of responses to risk management during the implementation of digital technologies in industrial operations and supply chains. The purpose is to investigate the influence of (digital) technology and task uncertainty on the risk perception of managers and how this impacts risk responses adopted by managers.

Design/methodology/approach

Following an exploratory theory elaboration approach, the authors collected more than 80 h of interview material from 53 expert interviews. These interviews were conducted with representatives of 46 German companies that have adopted digital technologies for different industrial applications within manufacturing, assembly and logistics processes.

Findings

The findings provide nuanced insights on how individual and combined sources of uncertainty (technology and task uncertainty) impact the perception of decision makers and the resulting managerial responses adopted. The authors uncover the important role played by the interaction between digital technology and human being in the context of industrial operations. The exploratory study shows that the joint collaboration between humans and technologies has negative implications for managerial risk responses regardless of positive or negative perception, and therefore, requires significant attention in future studies.

Research limitations/implications

The empirical base for this study is limited to German companies (mainly small and medium size). Moreover, German culture can be characterised by a high uncertainty avoidance and this may also limit the generalizability of the findings.

Practical implications

Managers should critically revise their perception of different types of digital technologies and be aware of the impact of human-machine interaction. Thereby, they should investigate more systematic approaches of risk identification and assessment.

Originality/value

This paper focuses on the managerial risk responses in the context of digitalisation projects with practical insights of 53 expert interviews.

Abstract

Purpose

This study aims to identify the risks, the risk agents, and the mitigation steps and then propose a halal supply chain risk management framework for frozen food halal industries, especially for the milkfish brain product.

Design/methodology/approach

Following the quantitative research design, semi-interviews with the owner of the milkfish brain company and data were analyzed using the supply chain operations reference model and the House of Risk method. The development of halal supply chain risk management framework involves several phases. First, to map the supply chain activities. Next is identifying the risk and risk agent. Then measurements of mitigations are based on the company’s resources that have a profound effect on risks such as employee activity, machinery and work environment.

Findings

The findings in this study are the prioritized mitigations for the frozen food companies, especially the milkfish brain products, are training of good manufacturing practice, making and applying halal standard operating procedure, the creation of clean-up watch schedules, halal use of raw materials and additional materials, and additional purses and facility.

Research limitations/implications

This study may further use various perspectives in supply chains such as suppliers, distributors, agents and consumers.

Practical implications

The risks, risk agents, and mitigation steps are used to develop a general framework for halal supply chain risk management which can be used by all frozen food companies, especially for milkfish brain products.

Originality/value

This study is one of few studies about halal supply chain risk management for frozen food industries. The study contributes to the effort of halal supply chain risk management by proposing general framework for milkfish brain halal supply chain risk management. The risks, risk agents and mitigation efforts are established based on impact and intensity that affect risk occurrence.

In the current scenario, cybersecurity issues have emerged to be a major challenge for firms to deal with. The increased use of technologies has increased radically the volume and typology of information produced, exchanged, and managed by firms thus creating conditions for cybersecurity incidents or information breaches. In this situation, it becomes paramount for firms to recognize cybersecurity risks and be prepared to prevent them through the implementation of approaches and technologies able to ensure a high level of protection.

In this chapter, we provide a framework for analyzing and managing cybersecurity risks. We employed a case study strategy to understand how the risk analysis process is carried out within an Information Security company. The study and observations obtained from this case study have permitted to define a framework useful for SME to deal with cybersecurity issues.
