Abstract

Purpose

The purpose of this paper is to carry out an analysis of Italian water utility companies to determine whether their performance was related to certain relevant variables that have been broadly discussed in the existing literature. Among these are ownership structure, size and diversification. In addition, the paper considers another variable – the geographical location.

Design/methodology/approach

The paper reviewed the annual financial statements of 80 Italian water utility companies between 2004 and 2008. It also obtained data regarding tariffs, volumes supplied and population served from Conviri, the Italian national authority for water. Finally, the paper discusses the significant differences among clusters, using parametric statistic methods.

Findings

It was found that ownership structure, size, diversification and geographical location had an impact on the performance of water utility companies, although with different degrees of significance.

Research limitations/implications

Further studies are necessary in order to improve the way that performance of water utilities is assessed. First of all, it might be helpful to improve our data categories, adding financial data, tariffs, volumes supplied and population served for more than one year and obtaining segmental reports for multi‐utilities. In addition, it would be interesting to apply other methods, such as DEA analysis, to confirm our research findings.

Practical implications

For a local authority it is convenient to entrust water services to publicly owned companies because they apply lower tariffs and make higher investments pro capita on the pipe network. Moreover, since economies of scale and scope exist, a company's growth and diversification should be encouraged.

Social implications

In Italy the water industry is currently the focus of a vast political debate. As a matter of fact, a recent law (n. 133/2008 article 23‐bis modified in November 2009) encourages private administration of this industry. The results led to an improvement in the debate on the strategic choices and organizational structure of water utilities, giving helpful suggestions to policy makers and local authorities for developing future strategies.

Originality/value

The research findings improve the existing literature on performance assessment regarding water utilities, for the first time focusing on the Italian context, where companies with different features coexist: public and private utilities, small, medium and large companies as well as mono and multi‐utilities.

Abstract

Purpose

The purpose of this paper is to provide a better understanding about sources of water for the urban poor in Rajshahi city, Bangladesh. It evaluates water supply performances to identify priority areas of water supply for further improvement. The paper also illustrates whether location of slums in the city has a connection with water supply facilities or not.

Design/methodology/approach

The paper presents a case study of water supply for the urban slum dwellers. Based on a questionnaire survey, it evaluates performances of water supply following a holistic framework for assessing dimensions of water supply system among three slum zones of Rajshahi city. The dimensions of water supply are as follows: technical, biophysical, political, institutional, economic and social.

Findings

The research finds that most of the slum dwellers do not have reliable and sufficient access to water supply. The performance of water supply is location specific, and all of the slums do not have equal access to all dimensions of water supply. Overall performance of water supply is moderate, but individual performances of dimensions are unsatisfactory and unequal among the slums.

Practical implications

The paper suggests location-specific identification of strengths and weaknesses of water supply for the poor. It consolidates a performance evaluation method for identifying priority areas and needs of the urban poor for making Rajshahi city more inclusive and sustainable.

Originality/value

The paper provides an assessment of water supply performance for the urban poor in Rajshahi city, Bangladesh.

Abstract

Purpose

This paper aims to investigate the moderating effect of efficiency and non-market capability in the relationship between government involvement and resources to performance of water supply companies (PDAM) in Sulawesi, Indonesia.

Design/methodology/approach

This paper is explanatory in nature, i.e. it explains the relationship (causality) between the external environment variables (government involvement), internal environment variables (resources and non-market capabilities) and the performance of taps in Sulawesi through hypothesis testing. The research was conducted in six provinces in the northern peninsula of Sulawesi Island: North Sulawesi Province, Gorontalo Province, Central Sulawesi Province, Southeast Sulawesi Province, South Sulawesi Province and West Sulawesi Province. The research was undertaken from September 2011 to December 2011. The analysis unit in this research was PDAM, while the research population was the regional water company (PDAM) in Sulawesi. A quantitative approach was used for data analysis, i.e. variance-based inferential statistical analysis with structural equation modeling, known as partial least squares, with variable non-market capability acting as a moderating variable.

Findings

Government involvement has a significant and positive effect on the performance, indicating that the higher the government involvement, the higher the performance of a company. Efforts to reduce water loss level for PDAM is a strategic move, as they are associated with PDAM’s stakeholders. Water loss will lead to poor customer service, low contribution to the acceptance of regional governments and failure to meet natural conservation programs. On the other hand, to reduce the water loss level, considerable capital is needed for investment, for example, to finance the installation and repair of pipelines, pumps, mains water meter, customer water meter, the cost of water treatment, fuel costs and the expansion of the water source. In general, PDAM in Sulawesi still has problems in terms of expansion because of the lack of funding sources; hence, the role of regional government as the owner is expected, both in the form of financial aid and the tariff adjustment. The government should be in favor of thorough development of drinking water, as embodied in the form of finance, budget commitment and the commitment to the development of PDAM.

Research limitations/implications

The limitations of this study are that the data used in this study are cross-sectional, so they only describe the condition at a particular time. Also, the sample was limited to Sulawesi taps; therefore, to generalize the findings, a larger sample needs to be considered.

Practical implications

The practical implications of this study are that development of water supply company cannot be separated from the government’s involvement as one of the stakeholders to improve corporate performance, especially through financial assistance. In connection with it, a board of directors or management of PDAM in every department of a company constantly works on government involvement, especially financial aid to fund or investment fund sharing, to improve service to customers. Such activities run a company aimed at achieving efficiency with emphasis on the efficiency of production and distribution capacity by managing the leakage rate, the emphasis on labor costs by keeping the ratio of employees ideal, the emphasis on aspects of the supply and distribution through control of water resources and water meter mains and water customers and an emphasis on the use of raw materials or chemicals with attention to the quality of raw water.

Social implications

The social implications of this study are that government interventions are supported by the availability of resources according to the needs able to create efficiencies that have an impact on improving the performance of taps. Companies performing well can operate optimally in providing drinking water that meets health standards. In addition, the performance achieved allows the taps to embody the organization’s mission as a creator of jobs and local revenue for local governments.

Originality/value

Originality for this paper shows the moderating effect of efficiency and non-market capability in the relationship between government involvement and resources to PDAM. The originality also includes the location of this study (six provinces in the northern peninsula of Sulawesi Island: North Sulawesi Province, Gorontalo Province, Central Sulawesi Province, Southeast Sulawesi Province, South Sulawesi Province and West Sulawesi Province) as no previous research has investigated this relationship in this geography.

Abstract

Purpose

This study aims to examine whether and how gender diversity on corporate boards is associated with voluntary nonfinancial disclosures, particularly water disclosures.

Design/methodology/approach

This study uses corporate water information disclosure data from Chinese listed firms between 2010 and 2018 to conduct regression analyses to examine the association between female directors and water information disclosure.

Findings

Empirical results show that female directors have a significantly positive association with corporate water information disclosure. Additionally, internal industry water sensitivity of firms moderates this significant relationship.

Originality/value

This study determined that female directors can promote not only water disclosure but also positive corporate water performance, reflecting the consistency of words and deeds of female directors in voluntary nonfinancial disclosures.

Purpose

The research objectives of this chapter are threefold. First, we explore what is the current status of corporate water accounting tools and methodologies. Second, we develop a framework for analyzing corporate water accounting and reporting. Third, we investigate what French CAC 40 companies account for and report in relations to the water challenge.

Methodology/approach

We collected annual and sustainability reports from all CAC 40 companies as well as their water Carbon Disclosure Project (CDP) responses when available. We also collected all publically available corporate water accounting methodologies to assess the international water accounting field. We coded the data according to our designed framework via qualitative data analysis software.

Findings

Although water is seen as equally important to climate change (Association of Chartered Certified Accountants (ACCA), 2009), French multinationals have a very immature reporting on this topic. Most still do not report to the water disclosure questionnaire of CDP in 2014 and rely on basic figures such as global water consumption. We analyzed the multiple water accounting, reporting, and risk assessment frameworks that have mushroomed since 2000, and question the impact of this fragmented field on the maturity of the water performance reporting by French companies.

Practical implications

The developed framework for analysis of water reporting can be used for sustainability teaching at university level.

Originality/value

We developed the first comprehensive analytical framework for water corporate reporting assessment. Moreover, this research is the first comprehensive study of water reporting in Europe. We therefore contribute to extend our comprehension of corporate maturity in water stewardship and water performance reporting.

Abstract

Purpose

Water jet propulsion is widely used in various military and civilian fields due to its advantages of simple structure and high propulsion efficiency. The process of mooring involves utilizing specially designed equipment to secure a ship at a designated berth. During the process of water jet propulsion, the single propeller operates within a complex and turbulent three-dimensional flow. Hence, studying the coupling between the water jet propeller and the hull is critical to comprehending the characteristics of the device and the distribution of the flow field in detail.

Design/methodology/approach

Firstly, we conducted computational fluid dynamics (CFD)-based self-propulsion calculations to evaluate the interaction between the hull and the propeller. We subsequently analyzed the propeller's performance and the forces acting on the hull to understand how the presence or absence of the hull influenced the water jet propeller. Finally, we performed calculations and analysis of the cavitation characteristics of the coupling between the hull and the water jet propeller, considering different rotational speeds and water depths at the bottom of the pool.

Findings

The study demonstrated that the presence of the hull boundary layer under the hull-propeller coupling condition led to reduced uniformity of propeller inlet flow and lower efficiency of the propulsion pump. However, it also increased the bias toward low-flow conditions. Additionally, increasing the impeller speed led to a gradual increase in the cavitation volume within the water jet propeller, resulting in a gradual decrease in the propeller's performance.

Originality/value

This research provides the technical support required for effective design and operation of water jet propulsion systems. This paper involves studying and analyzing the performance and flow field of the coupling between the hull and propeller under mooring conditions with a specified hull model.

Abstract

Purpose

Durability of textile materials under wet conditions has become very important in recent years. The water repellency performance of fabrics should be maintained in the seam areas. The purpose of this paper is to analyze the effect of water repellent agents and sewing threads on the seam and water repellency performance properties of woven fabrics.

Design/methodology/approach

100 percent polyester woven fabrics were treated with three different water repellent finishing agents (silicone, fluorocarbons with 6 and 8 carbons) and then sewn with different sewing threads (unfinished/water repellent finished polyester/cotton corespun and polyamide filament). Afterwards, mechanical properties, seam performance and water repellency properties of these materials were measured.

Findings

The effect of finishing which was statistically significant on seam strength only in warp direction was significant on seam elongation and efficiency in both warp and weft directions. Seam strength, seam efficiency, seam slippage and seam pucker of fabrics sewn with polyamide threads were higher than others. The fluorocarbons applied to the fabrics gave higher water repellency values than silicones. In addition, as the chain length increased in fluorocarbons, water repellency performance increased. Sewing process reduced water resistance of fabrics; however, water repellent finish applied to the threads increased water resistance of fabrics.

Originality/value

As a result of the literature review, it was seen that water repellency property of a wear were studied in only seamless areas of fabrics. Originality of this study is that the water repellency properties are also analyzed in the seam areas of the fabrics and evaluated together with the seam performance characteristics.

Abstract

Purpose

The objective of this article is to propose a panel of management performance evaluation indicators at operator level. This panel would be the tool to be made available to an observatory that should be set up by regulation. The proposal comes at the right time given that Morocco is planning a major reform of the sector very soon. A framework law has already been promulgated for this purpose (Law 51-21 relating to the reform of public establishments).

Design/methodology/approach

The proposed panel is the result of (1) a review of the literature dealing with public management theories, in particular those relating to industrial and commercial public services and whose character is captive. The management of the latter requires a great deal of caution to preserve their economic balance and consequently their sustainability. (2) A review of experiences of countries is chosen because of contextual their similarities with Morocco like France having a similar legal background, Tunisia and Algeria chosen for geographical and economic similarities. The British experience is also discussed for what it represents as a liberal model in the management of public water and sanitation services, as opposed to the German model also studied and which stands as the only country where the management of public services has almost always been a communal prerogative. The analysis of these models has made it possible to identify management evaluation practices that could be adapted to the Moroccan context. (3) Research work by practitioners and reports from specialized international institutions (International Water Association [IWA]). (4) A critical analysis of a multitude of management and activity reports from 12 autonomous authorities and 4 private delegates covering 16 million inhabitants of the urban environment. A total of 15 indicators are developed. They aim to assess the effectiveness of management in terms of saving drinking water and preserving the natural environment from the pollution of water resources.

Findings

Approximately, 15 indicators for assessing water resource management in public water and sanitation services are proposed. These indicators relate to the efficiency of pipe networks, the performance of storage systems and losses in users' homes. Indicators specific to liquid sanitation systems, particularly with regard to the control of wastewater overflows into the public highway and their treatment before discharge into the natural environment, are also proposed.

Research limitations/implications

The application of the results of this research could be confronted with its appropriation by the operators. Indeed, the investment involved in setting up the proposed evaluation system, as well as the conflict of interest that may arise in the process of formalizing and standardizing the system at the national level, may slow down the process of setting it up.

Practical implications

In practice, the implementation of a system for evaluating the performance of water resource management in public drinking water and liquid sanitation services would make it possible to optimize the volume of water to be mobilized. Substantial savings are expected both at the level of the resource itself and at the level of the investments that accompany the realization of the mobilization and distribution infrastructures. These savings will be very useful for the creation of other similar services and to serve more people.

Social implications

The distribution of drinking water and liquid sanitation is a vital human need. These services are extremely captive. They are key factors in the socioeconomic development of the territory and the citizen. The impact is transversal and affects the lifestyle of the populations. On the one hand, it favors the sedentarization of the populations and on the other hand, preserves their health by fighting against the diseases of water origin. In addition, the comfort that it provides in the daily life of users is highly coveted when they are delivered in a modern way and arranged with modern technologies.

Originality/value

The regulation of public drinking water and liquid sanitation services in Morocco is the weakest link in the sector. The Ministry of the Interior is legally responsible for setting up a standard system for evaluating the management of these services to fill this gap (organic law 113-14 on municipalities). Unfortunately, this initiative is not yet underway. The opportunity to apply the results of this research is well timed. Morocco plans to launch a global reform of the sector starting in 2022–2023 (Law 50-21 on the reform of public institutions).

Abstract

Purpose

The purpose of this paper is to estimate and compare the efficiency of several water utilities using three frontier techniques. Moreover, this study estimates the impact of several qualities of service variables on water utilities’ performance.

Design/methodology/approach

The paper utilizes three frontier techniques such as data envelopment analysis (DEA), stochastic frontier analysis (SFA) and stochastic non-parametric envelopment of data (StoNED) to estimate efficiency scores.

Findings

Efficiency scores for each methodological approach were different being on average, 0.745, 0.857 and 0.933 for SFA, DEA and StoNED methods, respectively. Moreover, it was evidenced that water leakage had a statistically significant impact on water utilities’ costs.

Research limitations/implications

The choice of an adequate and robust method for benchmarking the efficiency of water utilities is very relevant for water regulators because it affects decision making process such as water tariffs and design incentives to improve the performance and quality of service of water utilities.

Originality/value

This paper evaluates and compares the performance of a sample of water utilities using three different frontier methods. It has been revealed that the choice of the efficiency assessment method matters. Unlike SFA and DEA, a lower variability was shown in the efficiency scores obtained from the StoNED method.

Abstract

A whole life costing (WLC) methodology has been developed for determining long term maintenance expenditure requirements for water distribution networks. The methodology utilises an accounting scheme that ties the costs incurred by the operator and other stakeholders to the attributes or performance that drive the costs. It has specifically been derived with the requirements placed by the regulatory regime on the water companies that operate in England and Wales in mind. Expenditure constraints are implied by the regulator through price caps that companies can charge their customers. Appropriate levels of expenditures included as part of the price cap determinations are required by the regulator to be economically robust and tied to the service received by the customers. Therefore, maintenance decisions must reflect more immediate concerns of meeting performance requirements, but must ensure that such levels are sustainable in the long term. The WLC methodology achieves this through an integrated platform that links costs identified within a structured accounting scheme with their performance based drivers commonly modelled based on historical data. Thus, a robust and fully auditable methodology is provided that can address the requirements of all stakeholders. This methodology is the basis for software (WiLCO) that provides decision support in determining appropriate pipe rehabilitation and operational strategy and thus expenditure levels over extended time horizons.
