Chapter 3 discusses existing management models and corporate governance best practices for waste management firms. It provides some relevant experiences across Europe. It offers a focus on the ongoing remunicipalization process in the public service provision and urban waste management.

Chapter 5 deals with key drivers allowing waste management systems to meet circular economy goals, targeting a zero waste approach aimed at eliminating waste and changing the concept of waste into secondary materials. Case studies around Europe highlighted conditions and drivers of sustainable urban solid waste management systems; innovation, responsibility, stakeholder engagement, and knowledge sharing are factors enabling effective and viable urban waste management.

The success of waste management depends on public awareness of environmental issues and the ability of the local government to provide facilities. Many countries have serious problems of financial resources and infrastructure for waste management. As there is a lack of awareness of the population on the importance of waste management, municipal governments only adopt remediation actions to manage waste collection service.

In Angola, during the last decade, the government has been committed to the reconstruction and development of the country, creating infrastructure for the provision of essential services and publishing legal tools to respond to environmental issues. In 2012 the government approved the Strategic Plan for the Management of Municipal Solid Waste (PESGRU). The strategic plan was designed for a time horizon until 2025. Due to the economic crisis that hit the country, the implementation of the plan suffered several setbacks and the deadlines established for the different programmes are being compromised.

A study carried out in 2020 on waste management in Angola, with four of the main provinces as a stage, through the analysis of official documents, direct observation and face-to-face interviews with those in charge of waste management, revealed a lack of funding for the implementation of PESGRU and low assistance from the Ministry of the Environment and the central government and showed the unsustainability of the waste management model in light of the principles recommended by international good practices.

Public service provision in the European Union has received great attention in the last decades. Waste management is among the most important public services and challenges for a sustainable world owing to its impact on the environment, economic development, human health, and equity. Throughout Europe, along with the circular economy, the related zero waste (ZW) framework is also rapidly spreading. This introduction provides information about research questions and methodology used to discuss the most relevant and critical issues for good management of waste service provision under the ZW framework.

Chapter 4 focuses on how can we best measure and compare performance of waste management companies, discussing the triple bottom line perspective as a driving approach for public service provision like urban waste management. This approach contributes to extend relevant performance dimensions, broadening its scope to encompass not only cost and efficiency in waste collection and treatment but also environmental and social implications.

This chapter provides an overview of waste management across Europe. It offers an outlook of evolution of waste generation and how European Union (EU) countries treat waste, by providing historical and current data as well as by describing a few best practices of waste management companies and municipalities throughout Europe. The circular economy framework applied to urban waste management and the zero waste strategy are described.

The chapter illustrates the relationships between concepts, theories, and processes presented so far in the book.

The cases explored show how this model can be recognized first and foremost in publicly owned waste operators linked to the territory where the service is provided. The content that justifies and legitimizes their presence is that of the integral recovery of materials through the zero waste strategy.

Innovation, responsibility, stakeholder engagement, and knowledge sharing have been highlighted as the four key drivers of sustainable urban waste management. These drivers reciprocally reinforce each other in a virtuous exploitation system that generates a positive circular path of new managerial and technical resources and competencies, and new responsibility schemes shared among managers, policymakers, employees, and users.

Further, each key driver impacts the economic, environmental, and social performance of urban waste operators, increasing the overall impact and strengthening the effect of the other drivers in a virtuous exploitation of benefits for waste operators and stakeholders beyond the served territory.

This is a case study about the green agenda of Urban Hijau, a social enterprise which promotes urban farming as a way to a foster sustainability. It narrates how it started and progressed through the introduction of various sustainable farming systems. The landscape of farming with its opportunities and challenges such as embracing permaculture as a farming philosophy, and food security are presented. The case ends with questions which Urban Hijau has to address in order to sustain its social enterprise. Can a small urban farm contribute significantly to the food industry? If so, how? Is Urban Hijau on the right track?

India generates a massive 9.4 million tonnes of plastic waste annually; out of which approximately 5.6 million tonnes go for recycling and 3.8 million tonnes are left uncollected or leaked from after-use collection systems. Reckless production and consumption of non-biodegradable plastic has serious implications, especially for developing nations where plastic use is predominant for fulfilling needs of increasing population and rapid urbanisation. Despite the harmful impacts of plastic, its desirability is inevitable due to its versatility. For the stringently growing economies, affordable and durable solutions will always be priorities over mindfulness. Imprudent plastic waste has precipitated the ban-change-collect challenge. Options like banning single use plastic (SUP), using alternative bio-benign products and improving waste collection systems are not proactively embraced by businesses and governments. Also, user-awareness and behaviour change for make-use-dispose is not instantaneous and easy. Optimistically, the government, NGOs and industry units have started exhibiting sensitivity to the cause and the emergence of start-ups is decentralising waste management in India. Inclusion of informal waste pickers in the formal waste management system has increased the reach and social impact of start-ups in India, imparting a distinctive and promising twist to the waste management sector. This chapter investigates the plastic waste management scenario in India through extensive literature review. It scrutinises the social aspects associated with the plastic waste management sector and attempts to comprehend connotations of ‘socially responsible plastic’ through semi-structured interviews with service providers in the sector. Thematic analysis was used to analyse interview data. The research indicated the initiation of systemic efforts towards formalisation of the sector. It emphasised the importance of role of waste pickers and their recognition as enablers of the system. Need of an ecosystem approach to nurture start-ups and facilitate better transparency and integration in the waste management system is also illustrated in this research.
