Abstract

Purpose

This study examines the implementation of a community-level Sustainable Broadband Adoption Program (SBA) under the Broadband Technology Opportunities Program (BTOP), a national public policy program meant to expand broadband deployment and adoption under the American Recovery Act of 2009, and administered by the National Telecommunications and Information Administration (NTIA) at the U.S. Department of Commerce. The California Connects Program (CC) was administered by the Foundation for California Community Colleges (FCCC).

Methodology/approach

This chapter focuses on one part of CC’s efforts to expand broadband adoption among the most underserved Californians through collaboration with the Great Valley Center (GVC). CC-GVC provided basic computer and Internet classes to disconnected populations with low-literacy levels, and primarily in Spanish, through community-based organizations, public schools, public libraries, small businesses, and others in the Central Valley, an 18 county rural region with a high concentration of digital destitute populations. The program worked with under-resourced local community institutions with a range of poor technology resources and that operated under variable set of social, economic, political, and institutional conditions. Through inductive, process-oriented, and explanatory case study research, the structure, strategy, and training approach of CC was examined. Content and theme analysis of primary and secondary qualitative and quantitative data involving the program’s leadership, direct service providers, partners, participants, and nonparticipants was conducted. This involved a sample of 600 in-depth and short, structured and unstructured interviews and focus groups, archival and participant observation notes.

Findings

It was found that CC-GVC was able to meet uncertainty and operated with low institutional resources and paucity of linguistically appropriate teaching resources for new entrants through a flexible leadership approach that adapted to the social situation and was open to innovation. Community technology trainers were also able to engage those without or little direct experience with computers and with low-literacy levels with a linguistically appropriate and culturally sensitive step-by-step teaching approach that empowered and met people where they are. The author expands non-adoption models to include structural barriers in the analysis of the disconnected. It is argued that non-adoption is a result of evolving inequality processes fueled by poverty and under-resourced community development institutions and that teaching and learning is a social and institutional process that takes trust and time.

Practical Implications

CC shows that even the most disadvantaged can be empowered to learn-to-learn to use computers and can begin to function online and gain benefit under the most extreme institutional and economic conditions, but it takes more time and resources than providers expected and the Recovery Act provided.

Abstract

In this chapter, the term responsible management is explained with regard to how it relates to the Igbo apprenticeship system (IAS). Responsible management is ‘the assumption of a person’s responsibility for sustainability, stakeholder value and ethics’ (Laasch & Conaway, 2015, p. 25).

The introduction describes the origin of the Igbo tribe, their exposure to entrepreneurship and the birth of the IAS. It also describes the IAS as a business philosophy targeted towards economic equilibrium. The IAS’s three stages, namely talent identification, learning stage and settlement stage is then discussed followed by the two forms of the IAS: the ‘Igba boi’ (to assist with any task) and ‘Imu oru aka’ (to learn a skill) also known as ‘Imu ahia’ (to learn a trade).

The chapter further presents how IAS promotes sustainability, which involves the protection, creation and maintenance of social, environmental and economic business values. In addition, the various ways via which the IAS encourages the need for decisions in management to be morally desirable in both process and outcome for the benefit of all parties involved will be discussed. This chapter explores how IAS does not only practice responsible management but promotes the idea of responsible management in Nigeria and across the continent. It dissects the contributions of the IAS to the Igbo community, short-comings of the system and how it can be applied to effect positive change in other sectors.

While the IAS has been around for decades, research shows that very little work has been done to document it and written reports on it are sparse. Thus, for this chapter the author chose to interview real people who are products of the IAS. Findings demonstrate that the system has remained the same over the years. However, there are less people using the system today due to some negative social reasons. The people interviewed are quoted in this chapter where relevant but their real identities will not be used here thus, they will be referred to as Mr Ben and Mr James. It is also noteworthy that the author is an Igbo woman who has first-hand information on the Biafra war and how the Igbo people worked hard to recover from its effects.

Abstract

The chapter discusses the preliminary evidence for the state of Vocational Education and Training (hereafter VET) for social entrepreneurship and organizations and especially for European Social and Solidarity Economy (SSE). Drawing upon a European project, and gathering information from five countries; Croatia, Czech Republic, France, Greece and Italy, this study aims to demonstrate that educational programmes are encompassed among the necessary SSE support mechanisms in the EU's socio-economic framework. Moreover, this chapter shows that this connection between SSE and adult education is not coincidental, but is founded on the converging principles of these fields, as well as in their common belief in society's transformational potential. This evidence tends to fill a gap in the literature of European SSE given that it is a recent, under-researched subject in general and especially in linking it to VET. This is all the more important in view of ongoing crises (e.g. financial, COVID-19, environmental), which highlight that social economy perspectives can no longer abstain from the political agendas across the world.

Abstract

Research on employee training has largely focused on either the employer or employees, and has investigated the likelihood or amount of training rather than the content of training. Our understanding about how organizations decide to focus on different skills therefore remains constrained. To address this issue, the current study examines what affects training consulting organizations’ focus on different types of training, and in particular, their focus on personal development training, a highly popular type of training in recent years. Training organizations have become an increasingly important supplier in the training field. Building on the neo-institutional perspective of organizations, I propose an institutional analysis of training organizations. I argue that at a fundamental level, the kinds of skills organizations consider useful (such as specific-technical, general-technical, human relations, and personal development skills), are affected by the shared organizing principles of their time, and I draw on the research on managerial ideology to understand how such shared frameworks evolved over time. Training organizations try to conform to the dominant organizational model at their founding in order to gain legitimacy for their product offerings and convince their clients of the efficacy of their services. The focus of training is thus shaped by the dominant organizational model at founding and tends to stay with training organizations. Specifically, I argue that training organizations founded later in time, when the participatory citizenship model of organization became dominant, are more likely to focus on personal development. I analyze a 10% random sample (N=269) of the population of training organizations in 1994 with logistic models. Empirical results are consistent with the proposed link between the skills trained and the dominant organizational model at the training organizations’ founding. Characteristics of training organizations focused on personal development are also compared with those focused on other types of training. The implication of this study for the classic question, “why do employers provide general-skill training?” is discussed.

Abstract

The Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT) Thematic Review of Banking & Insurance sectors conducted by Bank Negara Malaysia (BNM) in 2013 indicated that oversight functions are still inadequate in the areas of compliance, internal audit, board of directors and senior management. The oversight functions refer to the AML/CFT compliance programme, which financial institutions, including Islamic banks, are obliged to execute as a part of mitigating activities against money laundering and terrorist financing. The main purpose of this chapter is to analyse whether there is any improvement in the oversight functions at the Islamic banks in Malaysia since the release of the thematic review report by BNM on 17 September 2014. This research is important as penalty for non-compliance under Section 22 of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLATFPUAA) is severe. Section 22 of AMLATFPUAA entails personal responsibility on the compliance officer of an Islamic bank and not the reporting institution as a whole. Qualitative research method via interview is employed to gauge the extent of Islamic banks’ adherence to AML/CFT compliance programme. This chapter is significant as it provides Islamic banks and future researchers with the details of the compliance study as well as the current status of AML/CFT compliance programme within the Islamic banks in Malaysia.

Abstract

Purpose: This chapter explores the two major schemes applicable to skill development in India: Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) and Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

Need for the Study: The primary objective of this research is to check the role of these schemes in enhancing the skills of socio-economically stressed community members for their livelihoods. The secondary aim is to analyse the outcomes of these schemes through a qualitative inquiry.

Methodology: A survey was conducted, and the data was collected from trainees of the skill development programmes. Based on the responses, a qualitative content analysis was performed, which showed that most trainees have the thirst and urge to enhance their life skills for a minimalistic livelihood.

Findings: The study concluded that though there are many schemes, only PMKVY is active. They focus on more than just youth communities. Instead, they consider individuals in different age categories.

Practical Implications: The Government of India (GOI) is progressing towards a healthy economy to compete with other countries. For this mission to be achieved, skill and labour development is paramount. Appropriate training must be provided and administrated through government schemes.

Abstract

This chapter outlines a unique collaboration between industry, academia and education to embed sustainability across the hairdressing sector. The chapter is in two parts with the first part written by Dr Denise Baden from the academic perspective. Dr Baden begins by outlining why the hairdressing sector is especially important to engage with respect to sustainability. Three projects run by the Southampton Business School, University of Southampton, and funded by the Economics and Social Research Council (ESRC) are then described. Lynda Whitehorn then expands upon the context of hairdressing practice, training and education from the perspective of Vocational Training Charitable Trust (VTCT) – a specialist awarding organisation which offers vocational and technical qualifications in a variety of service sectors, including hairdressing and barbering. In the process, we show how the collaboration between academia, industry and education enabled sustainable practice to become embedded across the sector.

Introduction: Skill development is crucial in developing economies by enhancing productivity and creating employment opportunities. At the macro level, it also leads to industrial development and economic growth.

Purpose: The research is to identify the types of skills required for increasing the probability of employability of labour. It also aims to define the challenges and opportunities in skill development to drive change.

Need of the Study: Studying opportunities and challenges for skill development in developing economies is essential for achieving sustainable economic growth, reducing poverty, increasing employment opportunities, and promoting global competitiveness.

Research Methodology: Some skills are recognised through research that has been published to determine the skill set needed to increase labour productivity. To draw lessons, some skill development initiatives by various companies are also identified and presented in case studies. Additionally, several government programs are available to assess the possibilities and prospects for skill development in the Indian market.

Practical Implications: The research will be valuable in micro and macro decision making. At the micro level, research is advantageous for a business person to initiate the skill development of its employees by using government schemes. Nations other than India can understand the policy framework for skill development.

Findings: The term ‘skilling’ has become fashionable. Due to the need for skill-based earnings data, only some studies examine the return on skill (ROS) of the labour market. Skill development plays a significant role in bringing change at the micro and macro levels. Hence it is necessary to exploit all opportunities for skill development.

Training, particularly in the form of comprehensive professional development, continues to be a need for paraeducators (also known as teacher assistants). Training needs begin with an initial set of knowledge and skills and is built based upon the paraeducator’s role with individual students and the educational settings. Standards or guidance documents are available from a few individual states within the United States, higher education systems, and professional organizations that serve individuals with exceptional needs and agencies. An international professional organization, Council for Exceptional Children [CEC] (2011), identified a common skill set that reinforces standards for defining curricula when providing training to paraeducators. Key to their ongoing professional development is the on-the-job coaching by the education professional (teacher), to support the application of skills into the inclusive setting. Various forms of professional development are available including online trainings in addition to face-to-face.

Abstract

Since 2013 northern Iraq, especially Kurdistan regional province, has seen a constant influx of refugees and internally displaced people (IDP) from Syria, Mosul and the mountains of Sinjar. Number of refugee camps has grown over the years. Over 2.2 million displaced Iraqis are living in private dwellings in host communities, over 700,000 with host families, and nearly 1.5 million in rented accommodation, and mostly in 47 camps across the region. The province is facing additional pressure on public services, including health, education, and infrastructure causing hardship for both communities and individuals, who must cope with uncertain economic and social conditions while striving to improve the situation and provide for their families. The magnitude of the problem has compelled countries and provinces shielding the IDPs to collaborate with wider range of partners in a growing recognition of the imperative and immediate need, both humanitarian and self-development. The authors of this chapter have highlighted certain case studies with whom they have been directly connected to. The effort was to use push factors and work toward capacity building of the IDPs and thereby work toward a self-reliant and self-sufficient livelihood.
