Abstract

Purpose

Vietnam has repositioned itself from a war-torn country to a popular tourist destination. Although research on Vietnam tourism has grown in number, a macro analysis of national tourism governance and policies has largely been missing.

Design/methodology/approach

This synthesis paper offers a systemic analysis of Vietnam’s tourism accommodating intensified government intervention and dramatic market changes in recent decades. The authors offer a chronological analysis of tourism development along with the major political and economic turns of the country.

Findings

The patterns of tourism development reflect a compromise between centralization and decentralization of the governance system and a trade-off between economic and social objectives of development. Balancing these opposites, the internal strength of the domestic market and the resilience of communities and businesses become key assets for growth in circumstances where the socialist market economy continues to inform the current and future development of the industry.

Research limitations/implications

Although the case of Vietnam is unique, the adaptive mechanism of the tourism industry highlighted in this paper offers a useful lesson for other developing countries. The research addresses tourism in the political economy in developing countries, which is valuable for researchers, policy analysts as well as practitioners in tourism.

Practical implications

The practical contribution of the study is derived from authors’ academic and industrial backgrounds. Findings from the study serve as a useful reference for those who embark on the study of tourism governance and policy-making in developing countries and problems associated with the economic transitional process. Those problems of the disparity between centralization and decentralization of the political system might not be only significant in Vietnam, but also prevail in developing countries. Thus, this study offers a point of departure for future empirical and comparative research on the kindship of tourism and political economy in a full scale.

Social implications

The transitional economy as viewed through the tourism industry is prominently presented in the “evolutionary” approach to the transitional economy, which exhibits several unique features: the transition from a centrally planned (command) economy to a market economy and the manifestations of a socialist orientation in the modern economic management system (Vuong et al., 2019). While data from this study is mainly illustrative of the first point, the transition from a planned economy to a market economy, the second characteristic, the manifestation of a social orientation has only slightly been addressed and will need further elaboration in a future study. While Vietnam’s tourism positions itself in a socialist market-oriented economy might set a unique case, the study highlights the politics of tourism is shaped by the politico-economic system. The authors conclude that the adaptation of Vietnam tourism to a socialist market-orientated economy is better perceived as a social evolution achievement rather than a feature of capitalism.

Originality/value

The latest study on tourism governance (Bui et al., 2022) has outlined the evolution of the tourism administrative system and markets in the country; however, linkages of tourism to the broader political economic system have yet to be addressed. Addressing this gap, the authors carry out analysis of policies and governance from the insider’s viewpoint, when team members have been involved in numerous tourism planning and development projects, both on international and national scales. The practical experience along with thorough review of literature and statistical data contributes to shaping a fresh understanding of tourism in a transitional economy.

Objetivo

Vietnam ha pasado de ser un país devastado por la guerra a convertirse en un popular destino turístico. Aunque la investigación sobre el turismo en Vietnam ha crecido en número, ha faltado en gran medida un macroanálisis de la gobernanza y las políticas turísticas nacionales. Nuestra investigación ha enriquecido la literatura tanto de la economía política como del turismo tendiendo un puente entre ambas disciplinas al presentar las pautas de la gobernanza del turismo en la economía de transición de Vietnam.

Diseño/metodología/enfoque

Este documento de síntesis ofrece un análisis sistemático del turismo de Vietnam que abarca la intensificación de la intervención gubernamental y los drásticos cambios del mercado en las últimas décadas. Los autores ofrecen un análisis cronológico del desarrollo del turismo junto con los principales giros políticos y económicos del país. Además, el análisis del contenido de los documentos políticos y el análisis del mercado turístico ilustran mejor las repercusiones de los sistemas político-económicos en la gobernanza y las políticas turísticas.

Resultados

Las políticas turísticas y el análisis del mercado revelan un compromiso entre la centralización y la descentralización del sistema de gobernanza y un compromiso entre los objetivos económicos y sociales del desarrollo. Al equilibrar estos opuestos, la fuerza interna del mercado nacional y la resistencia de las comunidades y las empresas se convierten en activos clave para el crecimiento en unas circunstancias en las que la economía de mercado socialista sigue informando el desarrollo actual y futuro de la industria. Concluimos que la adaptación del turismo vietnamita a una economía socialista orientada al mercado se percibe mejor como un logro de la evolución social que como una característica del capitalismo.

Limitaciones/implicaciones de la investigación

Dentro del limitado abanico de cuestiones que podrían abordarse en un solo artículo, los autores no pueden establecer un estudio comparativo con China, en lo que respecta a la economía de transición. Nuestro estudio ofrece un punto de partida para futuras investigaciones empíricas y comparativas sobre la conexión entre turismo y economía política en Asia.

Implicaciones prácticas

Las conclusiones del estudio sirven de referencia útil para quienes se embarcan en el estudio de la gobernanza y la formulación de políticas turísticas en los países en desarrollo.

Implicaciones sociales

Los resultados de la investigación son valiosos para los investigadores del sudeste asiático en particular y para los analistas de la política turística del mundo en desarrollo en general.

Originalidad/valor

La presente investigación contribuye a un área poco investigada de la economía política, a saber, la doctrina marxista y su diálogo con el turismo. La transferencia de conocimientos es un aspecto destacado de esta investigación, que se ha derivado de un análisis crítico de la gobernanza del turismo en la agenda económica política nacional.

Abstract

Purpose

This paper aims to outline the theoretical background of tourism policy, taking into account the political changes in advanced economies. It proposes presenting a new definition of tourism policy considering its origins and the stages it went through. It aims to show the possibilities and limits of promotional and horizontal policies and to stress on the need for strategic policies and good governance to make tourism policies more effective and efficient.

Design/methodology/approach

The conceptual paper is essentially an essay based on the long-time experience of the author in leading positions in the field of tourism policy at the national and intergovernmental level, It is a synthesis of four decades of politics from a practitioner’s side.

Findings

Economic objectives prevail in tourism policies of advanced economies. The complexity of the market and the strong presence of the state make it difficult to plan and implement effective and efficient promotional measures. There is a need for strategic tourism policies with targeted and lean instruments, embedded horizontally into the relevant state policies.

Research limitations/implications

Research is limited to tourism policies at the national level in advanced economies.

Practical implications

The paper may help practitioners to evaluate tourism policies as a whole, taking into account the framework conditions. It may help to create a body of knowledge in the field of tourism policies and politics.

Originality/value

This paper is a holistic introduction into the nature and the origin of tourism policy in liberal market economies. It shows that this policy has to change the focus under conditions of an always growing but indebted state. It proposes a switch from promotional to horizontal politics to create tourism-friendly framework conditions rather than to subsidise a sector where there are only few market failures.

Abstract

Purpose

The purpose of this study is to explore under-addressed issues of collaborative participation, decision-making, representation and inclusion in tourism governance in the twin cities of Bryan-College Station in Texas, USA. The study demonstrated that improved tourism governance has the potential to address underrepresented issues and contribute to sustainable community-based tourism (SCBT) success.

Design/methodology/approach

Semi-structured, face-to-face interviews were conducted with 40 tourism business owners/managers, key persons in cultural/community organizations, tourism associations, government officials and backstage staff (mainly ethnic minorities) to explore key issues relating to governance, collaborative participation and responsiveness relating to tourism development.

Findings

It was found that a collaborative decision-making process existed with significant opportunities for listening to various stakeholders with the majority being happy with how the governing agencies responded to them. However, some expressed concerns regarding participation in decision-making processes, the inclusion of their voices and issues of low job representation. These suggest the need for enhancing collaborative participation, representation and decision-making. Guided by the theory and results of the study, recommendations for more collaborative, responsive and inclusive governance have been suggested.

Originality/value

As one of the few studies exploring the under-addressed issues in tourism governance in SCBT operations, the study is believed to hold significance from the perspectives of sustainable tourism development.

Abstract

Purpose

The purpose of this paper is to identify pathways to improve the performance and competitiveness of Ethiopia's tourism sector using coffee as one essential tourism experience, thereby improving the socio-economic conditions of the local communities who depend on coffee for their livelihoods.

Design/methodology/approach

Based upon qualitative focus group discussions undertaken with key informants in both the coffee and tourism sectors in Ethiopia.

Findings

Despite the existing tourism development potential, Ethiopia has not yet fully exploited this position. While the country uses coffee to assist its destination marketing strategies, practical interventions to position coffee as a primary tourism product are absent and remain of critical importance.

Research limitations/implications

In this exploratory study key informant participants from government and industry share their experience within this policy domain. It is acknowledged that future research aiming to provide a fuller picture of governance in this domain would also include the perspective of community-level coffee growers.

Practical implications

Paramount among the implications of this study is the need to enhance cross-sectoral planning and collaboration and to establish a bridging organisation that will help integrate the agricultural (coffee) sector and the tourism sector.

Social implications

This study identifies key governance-related obstacles to addressing rural poverty through coffee-related agri-tourism initiatives in Ethiopia.

Originality/value

This paper addresses, from a governance perspective, the obstacles and opportunities for coffee as a tourism product/experience in Ethiopia. The paper identifies what interventions and innovations in policy and practice are necessary to enhance the role of Ethiopia's coffee culture in the performance of the country's tourism sector.

Abstract

Purpose

This paper aims to give meaning to the smart tourism destination (STD) certification, highlighting its main advantages and limitations. The case of Medellín (Colombia) presents characteristics worth studying. The city has suffered from stigmatization and has recently started the steps to become an STD with the Spanish company Segittur (December 2020). Thus, this study aims to focus on the implications of the STD process, especially in an area that has been impacted by tourist activity.

Design/methodology/approach

This paper is a qualitative and exploratory case study about Medellín in Colombia and its tourism development in an STD framework. After a theoretical exploration of the STD from an urban perspective, the paper will present a multiple data corpus to analyze the city’s certification process to turn into an STD. This methodology explores stakeholders on the destination, including an observation, and allows us to obtain an overview of the implications of the STD certification for Medellín.

Findings

During the past decade, Medellín passed from a dangerous destination to a trendy destination. Findings reveal interesting results, considering the need to consider all aspects of territory as a central issue for the STD settlement and look beyond a technological approach.

Originality/value

This paper lets to understand better the STD process established by the institution. Moreover, it highlights the gap between the coveted certification to become the first STD in Colombia and the realities of a Latin American territory.

Este articulo pretende dar un significado a la certificación de destino turístico inteligente (DTI), destacando sus principales ventajas y limitaciones. El caso de Medellín (Colombia) presenta características relevantes de estudio. La ciudad ha sido ampliamente estigmatizada y recientemente ha iniciado el proceso de certificación para convertirse en destino turístico inteligente con la entidad española Segittur (dic. 2020). Dicho esto, queremos enfocarnos en las implicaciones de este proceso, especialmente en un área que ha sido impactada por la actividad turística.

Diseño/metodología/enfoque

Este artículo comprende un estudio cualitativo y exploratorio sobre Medellín en Colombia y su desarrollo turístico en un marco de DTI. Luego de una exploración teórica del destino turístico inteligente desde una perspectiva urbana, el artículo presentará un corpus de múltiples datos para analizar el proceso de certificación de la ciudad en su conversión en una DTI. Nuestra metodología explora a los stakeholders sobre el destino, incluyendo una observación, y nos permite obtener una visión general de las implicaciones de la certificación DTI para Medellín.

Hallazgos

Durante la última década, Medellín pasó de ser un destino denominado de alto riesgo a un destino altamente recomendado. Los hallazgos revelan resultados interesantes, mostrando la necesidad de considerar todos los aspectos del territorio como un tema central para el asentamiento del DTI y mirar más allá de un enfoque tecnológico.

Originalidad/Valor

Este trabajo permite tener una mejor comprensión del proceso de DTI establecido por la entidad Segittur. Además, resalta la brecha existente entre la deseada certificación y las realidades de un territorio latinoamericano.

Abstract

Purpose

The purpose of this paper is to identify and describe the most recent (or emerging) trends likely to have a major impact in shaping the future of tourism in Europe.

Design/methodology/approach

The methodology of this paper involved in-depth literature review of European Union policies, initiatives and programs. Also, semi-structured interviews were conducted with key individuals/organisations, mainly at a European level, but also including pertinent global and national tourism organisations. Moreover, an online survey was also conducted and circulated to a wide range of organisations from all 28 EU Member States. Nvivo was used to analyse the documents as well as to conduct a content and thematic analysis of the interviews.

Findings

This paper identifies five trends associated with the future of tourism in Europe. Those main trends are: evolving visitor demand; marketing; stakeholders and tourism governance; new technologies; and sustainable and responsible tourism.

Originality/value

This trends paper provides five useful recommendations for the future of tourism in Europe, including: sustainable tourism development, investment in technology, effective tourism governance, enhance Europe's overall destination brand and marketing strategy, and the need for new skills and training.

Abstract

Purpose

Multicultural nation-states face an added layer of challenge to social cohesion when countries already face various degrees of political, socio-economic and religious divide. Communalism has been a dividing threat, and some societies have encountered civil wars. Reconstructing social fabric in post-war countries is a challenge, and there is a need for a catalyst that can reinforce social cohesion. Although post-war countries use tourism, tourism is also perceived as a hegemonic activity, which still needs to be verified. This paper aims to analyze the relevance of tourism as a catalyst for social cohesion of post-war societies. This study discusses the notion of social cohesion and debates the prospect of tourism to act as a catalyst. The paper provides new insights on how tourism can be used to reflect on the society and social cohesion. This study contributes to theory and practice by developing a framework for assessing social cohesion via tourism, using a qualitative approach. The methodology uses a review of literature and policies in tourism and social cohesion. Findings support the validity of tourism as a catalyst, and this study proposes a framework for assessing social cohesion via tourism.

Design/methodology/approach

In this study, the notion of social cohesion is discussed and the prospects of tourism to act as a catalyst are debated upon. A review of literature and policies in tourism and social cohesion are used.

Abstract

Purpose

Adopting a public-management perspective, this study aims to conduct a meta-ethnography to discern local government’s role in city hospitality in terms of promoting the welcome the city gives its guests, filling a gap in research into the subject.

Design/methodology/approach

The authors used the seven-step iterative approach of Noblit and Hare’s meta-ethnography. By conducting a systematic search in the major bibliographic databases, ten qualitative studies on city hospitality were identified that met the criteria to be included. Concepts alluding to a local government’s role in city hospitality were coded in NVivo 11 software, translated and interpreted through the lens of public management. A total of 14 semi-structured interviews with experts were also conducted to further validate the meta-ethnography findings.

Findings

Six interrelated, third-order constructs were developed and conceptualized into an articulated model describing local government’s role in city hospitality from a public-management perspective: advocating, co-creating, strategizing, planning and implementing city hospitality, and promoting it into a sustainable tourism development. The model, also substantiated by expert feedback, describes local government actions to promote city hospitality and achieve sustainable tourism. It highlights a responsive, proactive and collaborative role for local government as a key actor responsible for the strategic management and co-creation of city hospitality.

Research limitations/implications

The study introduces public governance cues into a city hospitality context, with theoretical and practical implications for hospitality and tourism researchers, businesses, politicians, public managers, city officials and destination marketing/management practitioners.

Originality/value

The study proposes an original conceptual model that serves as an overarching framework and operative tool for understanding and practicing city hospitality in a contemporary public-management perspective. This lays the foundations for the development of a broadened notion of hospitality management, extended from the traditional context of the hospitality industry to that of the city or place. The study also showcases how meta-ethnography can be an effective methodology in business, management and accounting research, within which it is still a novelty.

Abstract

Purpose

Different from most academic publications about tourism in Brazil, this paper provides an overarching and comprehensive perspective. Analysing key developments, and focusing on the period 2000–2019, this paper also considers long-standing structural issues that hinder tourism development. Although this viewpoint paper deals with Brazil, very similar issues can be identified for many countries worldwide.

Design/methodology/approach

This viewpoint paper is a combination of reflections by leading Brazilian tourism academics; most are members of ABRATUR, the International Academy for the Development of Tourism Research in Brazil. This paper uses secondary data from the grey (e.g. government reports) and academic literature to support this opinion paper. The tourism-related topics covered in this paper include economics, policy and planning, marketing, transport, nature-based tourism, gastronomy, hospitality and education, amongst others.

Findings

Brazil has missed several unique opportunities to place it as a destination of international renown. Since the 1990s, efforts to support regional tourism development have achieved only moderate success as political instability, violence and corruption have impacted tourism. A lack of a coordinated approach between the various levels of government, a shortage of tourism data and a long-term supra-government marketing campaign, among other factors, have meant Brazil has missed several critical opportunities in the 2010s to establish itself as a leading tourism destination in the global market.

Originality/value

From leading tourism academic experts in Brazil, a unique opinion paper offers an overview of the critical development issues in 2000–2019. The paper presents matters that have hindered potential tourism contributions to the largest nation in South America. While these matters may be specific to Brazil, many of these challenges are not dissimilar to those in other emerging (democratic) nations. The authors offer several public policies and technical recommendations to scaffold tourism development towards the 2030 agenda.

Los temas relacionados con el turismo que se tratan en este documento incluyen economía, política y planificación, marketing, transporte, turismo basado en la naturaleza, gastronomía, hotelería, y educación, entre otros.

Propósito

A diferencia de la mayoría de las publicaciones académicas sobre el turismo en Brasil, este artículo ofrece una perspectiva global e integral. Al analizar los desarrollos clave y centrarse en 2000–2019, este documento también considera problemas estructurales de larga data que obstaculizan el desarrollo del turismo. Aunque este documento trata de Brasil, se pueden identificar problemas muy similares en muchos otros países del mundo.

Resultados

Brasil ha perdido varias oportunidades únicas para colocarse como un destino de renombre internacional. Los esfuerzos realizados desde la década de 1990 para apoyar el desarrollo del turismo regional solo han logrado un éxito moderado debido a que la inestabilidad política, la violencia y la corrupción han impactado al turismo. La falta de un enfoque coordinado entre los distintos niveles de gobierno, la escasez de datos turísticos, una campaña de marketing supra gubernamental a largo plazo, entre otros factores, han significado que Brasil haya perdido varias oportunidades críticas en la década de 2010 para establecerse como un destino turístico líder en el mercado global.

Originalidad/valor

Un artículo de opinión único de destacados expertos académicos en turismo en Brasil, que ofrece por primera vez una visión general de los problemas críticos del desarrollo desde la década del 2000. El documento presenta asuntos que han obstaculizado las posibles contribuciones del turismo a la nación más grande de América del Sur. Si bien estos asuntos pueden ser específicos de Brasil, muchos de estos desafíos no son diferentes a los de otras naciones (democráticas) emergentes. Ofrecemos diversas recomendaciones técnicas y de políticas públicas para impulsar el desarrollo turístico hacia la agenda 2030.

Abstract

Purpose

The purpose of this paper is to clarify the administrative problematisations of conflict-prone urban tourism (e.g. noise) as political processes predetermining the future of city tourism. It is shaped by today’s administrative ways of knowing increasing visitor pressure as an issue for urban (tourism) development.

Design/methodology/approach

The problematisation of conflictive urban tourism in Berlin is used as case study and lens to analyse how administrative bodies see conflictive tourism like a tourist city. Drawing on Mariana Valverde’s idea of Seeing Like a City (2011), the paper demonstrates how disparate governmental bodies see and reduce the complexity of conflicts resulting from tourism in order to handle it. The authors use policy documents as the basis for the analysis.

Findings

The paper provides empirical insights about how political knowledge on urban tourism conflicts is produced in Berlin. The marginalisation of these conflicts on the federal state level seemingly aces out the calls for action on the borough level (Friedrichshain-Kreuzberg). According to these disparate modes of problematisation, older and younger governmental gazes on conflictive tourism and its future relevance interrelate in contingent combination.

Originality/value

This paper fills a gap in the existing urban tourism literature, by focussing on the definition of policy problems by governmental bodies as powerfully linked to the availability of solutions.
