Abstract
Public procurement is widely used to promote objectives of an economic, environmental and social nature, such as the economic development of disadvantaged social groups. This article elaborates a detailed taxonomy of such “horizontal” policies. This study is valuable, first, to facilitate analysis of the practical phenomenon of horizontal policies and of the policy implications of different approaches and, second, to illuminate and develop the relevant regulatory frameworks under national and international regimes. The taxonomy is based on three key distinctions between the following: 1. policies limited to securing compliance with legal requirements and those that go beyond such requirements; 2. policies applied only to the contract awarded and those that go beyond it; and 3. nine different mechanisms by which policies are implemented in the procurement process.

Abstract
Purpose
This paper aims to examine the effect of government support on the innovation performance of firms in the Chinese context.
Design/methodology/approach
We divided government support into vertical support and horizontal support, and adopted an empirical research approach in this study. We collected the data of 343 enterprises in China that had been identified as innovative enterprises, including their characteristic data, government support data and patent data. Negative binomial regression was used to quantitatively examine the relationship between government support and the innovation performance of firms.
Findings
Both vertical support in the form of direct research and development (R&D) subsidies and horizontal support in the form of regional innovation policy positively influence the innovation performance of firms. In addition, direct R&D subsidies are more likely to experience the enhanced benefits of carrying out tax credit policy on the innovation performance of firms.
Originality/value
This study contributed to the innovation literature by distinguishing two types of government support, namely, vertical support and horizontal support, and assessing the effects of government support on firm innovation in the Chinese context.

Abstract
Purpose
This paper aims to outline the theoretical background of tourism policy, taking into account the political changes in advanced economies. It proposes presenting a new definition of tourism policy considering its origins and the stages it went through. It aims to show the possibilities and limits of promotional and horizontal policies and to stress on the need for strategic policies and good governance to make tourism policies more effective and efficient.
Design/methodology/approach
The conceptual paper is essentially an essay based on the long-time experience of the author in leading positions in the field of tourism policy at the national and intergovernmental level, It is a synthesis of four decades of politics from a practitioner’s side.
Findings
Economic objectives prevail in tourism policies of advanced economies. The complexity of the market and the strong presence of the state make it difficult to plan and implement effective and efficient promotional measures. There is a need for strategic tourism policies with targeted and lean instruments, embedded horizontally into the relevant state policies.
Research limitations/implications
Research is limited to tourism policies at the national level in advanced economies.
Practical implications
The paper may help practitioners to evaluate tourism policies as a whole, taking into account the framework conditions. It may help to create a body of knowledge in the field of tourism policies and politics.
Originality/value
This paper is a holistic introduction into the nature and the origin of tourism policy in liberal market economies. It shows that this policy has to change the focus under conditions of an always growing but indebted state. It proposes a switch from promotional to horizontal politics to create tourism-friendly framework conditions rather than to subsidise a sector where there are only few market failures.

Abstract
Purpose
The purpose of this paper is to examine the relationship between structural arrangements of public agencies of Pakistan and their autonomy.
Design/methodology/approach
Data were collected through a questionnaire using the key informant approach from 70 public agencies of Pakistan. Hypotheses were drawn from the structural instrumental perspective to examine the relation between structure and autonomy. In order to test the hypotheses, multivariate regression analysis was performed on the data.
Findings
The research highlights that out of the three major structural dimensions, horizontal specialization, vertical specialization and governing board, only governing board is seen to affect the human resource management dimension of autonomy while vertical specialization is related to financial management autonomy. None of the three hypotheses were completely supported. The divergence of the results from the structural instrumental perspective points to other factors related to agencies including administrative culture and context of state that matter in delegation of autonomy to the agencies by the government.
Originality/value
This paper contributes to an on-going debate on globalization of public management reforms with emphasis on structural instrumental explanation of the agencification in developing countries.

Purpose
The purpose of this paper is to address the question of coordination by comparing two recent reforms schemes in Norway: internal security and the welfare administration. Both concern typically transboundary “wicked” policy problems where horizontal and vertical coordination is difficult. What kind of coordination problems did the reforms address, what kind of coordination solutions were provided, and what can explain the observed pattern?
Design/methodology/approach
The paper draws on organizational theory, distinguishing between a structural-instrumental and a cultural-institutional perspective. A comparative case study design is applied. The analysis combines insights from four large research projects.
Findings
Both cases represent broad government efforts to tackle “wicked” coordination problems when there is a mismatch between the problem structure and the organizational structure. In both cases, reorganization and structural changes resulted in hybrid and complex organizational arrangements. The welfare administration reform tried to solve a tension between ministerial responsibility and local self-government by introducing One-stop-shops. Within the area of internal security, coordination problems related to lacking ministerial capacity was tackled by introducing a formal principle of collaboration, a lead agency approach and network arrangements.
Practical implications
Effective coordination might ease wicked problems by enhancing the understanding of the problem and its underlying causes, increasing the probability of finding agreed-upon solutions and help implementation. Enhanced communication and strengthened mutual trust and commitment among actors might be a positive outcome. However, coordination implies dilemmas and trade-offs, and reformers often have to balance different interests.
Originality/value
The paper shows that different instruments of coordination are central for handling “wicked problems”.

Abstract
The chapter is devoted to the analysis of industrial development in Russia since 2005. Characteristic features of the Russian industry are considered. It is shown that the Russian industry is specific both by its structure and its high heterogeneity. The mining and quarrying sector and related manufacturing industries play a significant role in the Russian economy and major role in industrial production. In the foreseeable future, these sectors can strengthen their leading positions.
Considerable attention is paid to the analysis of the industrial policy of the Russian government, which has traditionally been one of the leading actors of industrial development. The main directions of industrial policy are singled out: compensation of negative changes, catching-up, and advance development. It is noted that the role of the government is ambivalent: on the one hand, it seeks to develop high-performing companies, including new and fast-growing ones, and on the other hand, it often supports large, low-performing enterprises. With the declared continuous emphasis of industrial policy on innovation and modernization, low innovativeness of Russian companies remains. Based on the analysis of modern conditions, as well as new objects and instruments of industrial policy, some prospects for future industrial development have been revealed.

Abstract
Aims to examine the issue of industrial strategy (IS), paying particular attention to the case of Britain. Sets out to assess the possibility and nature of an industrial strategy for Britain, in Europe, and within the global scene, taking into account the world we live in as we see it. Accordingly, the perspective is driven and shaped by a quest for a realistic, feasible and sustainable industrial strategy. In order to achieve these objectives, first examines the theoretical arguments behind much of British, and more generally, Western industrial policies. Following this, outlines and assesses British industrial policy post‐Second World War then compares and contrasts British industrial policy with that of Europe, the USA, Japan and the newly industrialized countries. Then examines recent developments in economics and management which may explain the “Far Eastern” miracle, and points to the possibility of a successful, narrowly self‐interested, IS for Europe and Britain, based on the lessons from (new) theory and international experience. To assess what is possible, develops a theoretical framework linking firms in their roles as consumers and/or electors. This hints at the possibilities and limits of feasible policies. All these ignore desirability which, in the author′s view, should be seen in terms of distributional considerations, themselves contributors to sustainability. Accordingly, discusses a desirable industrial strategy for Britain in Europe which accounts for distributional considerations, and goes on to examine its implications for the issue of North‐South convergence. Concludes by pointing to the limitations of the analysis and to directions for developments.

Abstract
Purpose
The purpose of this paper is to analyse innovation policies in India from 1958 to 2020. A policy tools framework was developed to compare the innovation policies in India. India developed and implemented four innovation policies from 1958 to 2013. The recent policy change was brought in the year 2020 with releasing the draft of the Science, Technology and Innovation Policy (STIP 2020). The authors analysed the recent draft of STIP 2020 with the earlier four innovation policies.
Design/methodology/approach
Innovation policies implemented from 1958 to 2013 in India were studied and analysed in the “text as a data approach” and a comparative policy analysis tool was designed for this purpose. The recent draft of STIP 2020 was evaluated and the provisions of the fifth draft of STIP 2020 were compared with the previous four innovation policies' design and formulation. The CPA tool design consists of five broad themes Awareness and capacity building; Finance and infrastructure; Resource management and governance; Outreach and networking; and Policy implementation and evaluation.
Findings
Draft STIP 2020 has many features similar to earlier policies. However, policy has focused on bringing in more clarity about national challenges, goals and objectives, yet it needs better implementation to achieve stated outcomes more effectively and efficiently. New initiatives include strengthening the innovation system with open science, improving STI education, expanding the financial landscape, establishing national STI observatory acting as a central repository of all data related to the STI ecosystem and accountable research ecosystem, promoting translational and foundational research of global standards, promoting entrepreneurship, self-reliance, mainstream science communication and public engagement and decentralised institutional mechanisms. Thus, the STIP 2020 is ambitious in its approach to promoting STI in India and needs a supportive mechanism to achieve the stated objectives.
Research limitations/implications
Current comparative policy analysis focused only on identifying similarities and differences among innovation policies implemented in India from 1958 to 2020 and its evolutionary changes in policy and its instruments choice. The recent draft STIP 2020 is not approved and has no update regarding its approval and implementation by the government. The revised and yet to implement STIP 2020 may have variances in the policy instruments. The earlier policies are so broad and without specific problem statements. They were released as statements and resolutions which makes it is challenging to understand the impact of each policy. Similar policy tools in STI 2013 and STIP 2020 were only considered to observe the policy instrument choice. The achievements of the innovation policies implemented before STIP 2020 are not included. Evolutionary changes in the problem statements and policy tools prescribed in innovation policies are studied.
Originality/value
Department of Science and Technology, Government of India, released a draft of STIP in 2020. The draft of STIP was evaluated with previous Innovation Policies. To the authors’ understanding, this is the first attempt to evaluate the STIPs of India using the “text as a data” approach. The tool can be validated by using it for CPA of innovation policies of other emerging, developed and least developed economies to understand cross-country variations in policy instrument choice by policymakers.

Abstract
Purpose
This study aims to analyse how different types of public policies have supported the internationalisation of latecomer science-based firms, taking the case of large Brazilian pharmaceutical companies (LBPCs).
Design/methodology/approach
The methodology comprises a multiple case study and uses a literature review, fieldwork interviews and document analysis of eight LBPCs, five policymakers and three sector experts.
Findings
Direct and indirect policies differ in supporting LBPCs’ internationalisation motivation. The indirect policies created the necessary conditions to accumulate knowledge and capacity in the domestic market. LBPCs that adhere more to policies supporting production and technological capabilities development are internationalising as an extension of their innovative efforts. In contrast, LBPCs that have built productive capacities and have not yet reached a minimum level of technological capacity go abroad to exploit their production capabilities with the support of direct policies.
Originality/value
This study contributes to international business and evolutionary literature, demonstrating the channels through which public policies support latecomer science-based firms. The results show that direct and indirect policies assist firms’ internationalisation in different ways, according to actors’ perception: providing support to strengthen their domestic capabilities, which have become competitive advantages in the international market; or offering support to external expansion. It emphasises that industrial policies are relevant to support companies in creating the initial conditions (ownership advantages) to internationalise, and direct policies are important to help companies to design international strategies. This study also debates that policies supporting companies’ internationalisation depend on their adhesion to programmes and incentives and their routines and capabilities, which are specific to each company and lead to different motivations for international expansion.

Abstract
Purpose
The paper aims to describe the manner in which entrepreneurship policies are embedded in the national contexts and then through analysis offers a deeper understanding of the development of Finnish and Irish entrepreneurship policies. It seeks to focus on three questions: What is the context for entrepreneurship policies in the studied countries?; What kind of governance structure for entrepreneurship policy can be identified and derived from theoretical perspectives?; and What policy instruments and content are associated with governance rationale?
Design/methodology/approach
The empirical data involve primary data on national entrepreneurship policy documents illustrating the governance structure for policy development and implementation, as well as policy objectives and targets. Additionally, concrete policy measures were studied within six sub‐areas of entrepreneurship. The analysis is based on a framework with two layers of policy: governance structure, and specific policy measures.
Findings
The results show that the countries studied are implementing strikingly similar approaches in entrepreneurship policy‐making: state‐institutional coordination marked by a strong role for the government, complemented by a more recent shift towards a competitive approach. Because political, national and economic context plays a significant role in understanding entrepreneurship policy approaches it is justified to add a third layer, context, to the framework.
Practical implications
Particular measures or good practices cannot be imported from other countries without understanding the theoretical rationale and policy context for the measures.
Originality/value
The study highlights the role of time and path‐dependency in policy‐making; therefore, future research and evaluations on entrepreneurship policies need to be strongly contextualised.
