Abstract

Purpose

This paper aims to give meaning to the smart tourism destination (STD) certification, highlighting its main advantages and limitations. The case of Medellín (Colombia) presents characteristics worth studying. The city has suffered from stigmatization and has recently started the steps to become an STD with the Spanish company Segittur (December 2020). Thus, this study aims to focus on the implications of the STD process, especially in an area that has been impacted by tourist activity.

Design/methodology/approach

This paper is a qualitative and exploratory case study about Medellín in Colombia and its tourism development in an STD framework. After a theoretical exploration of the STD from an urban perspective, the paper will present a multiple data corpus to analyze the city’s certification process to turn into an STD. This methodology explores stakeholders on the destination, including an observation, and allows us to obtain an overview of the implications of the STD certification for Medellín.

Findings

During the past decade, Medellín passed from a dangerous destination to a trendy destination. Findings reveal interesting results, considering the need to consider all aspects of territory as a central issue for the STD settlement and look beyond a technological approach.

Originality/value

This paper lets to understand better the STD process established by the institution. Moreover, it highlights the gap between the coveted certification to become the first STD in Colombia and the realities of a Latin American territory.

Propósito

Este articulo pretende dar un significado a la certificación de destino turístico inteligente (DTI), destacando sus principales ventajas y limitaciones. El caso de Medellín (Colombia) presenta características relevantes de estudio. La ciudad ha sido ampliamente estigmatizada y recientemente ha iniciado el proceso de certificación para convertirse en destino turístico inteligente con la entidad española Segittur (dic. 2020). Dicho esto, queremos enfocarnos en las implicaciones de este proceso, especialmente en un área que ha sido impactada por la actividad turística.

Diseño/metodología/enfoque

Este artículo comprende un estudio cualitativo y exploratorio sobre Medellín en Colombia y su desarrollo turístico en un marco de DTI. Luego de una exploración teórica del destino turístico inteligente desde una perspectiva urbana, el artículo presentará un corpus de múltiples datos para analizar el proceso de certificación de la ciudad en su conversión en una DTI. Nuestra metodología explora a los stakeholders sobre el destino, incluyendo una observación, y nos permite obtener una visión general de las implicaciones de la certificación DTI para Medellín.

Hallazgos

Durante la última década, Medellín pasó de ser un destino denominado de alto riesgo a un destino altamente recomendado. Los hallazgos revelan resultados interesantes, mostrando la necesidad de considerar todos los aspectos del territorio como un tema central para el asentamiento del DTI y mirar más allá de un enfoque tecnológico.

Originalidad/Valor

Este trabajo permite tener una mejor comprensión del proceso de DTI establecido por la entidad Segittur. Además, resalta la brecha existente entre la deseada certificación y las realidades de un territorio latinoamericano.

Abstract

This chapter presents an overview of social entrepreneurship and social innovation in Colombia and explores its implications in the Pacific Alliance. It is organized into five sections that provide an overview of the fields of social entrepreneurship and social innovation with the aim of sharing experiences that have occurred in the country with the international academic community. It offers a description of the social and economic context of Colombia and then presents the situations that currently serve as the basis of social entrepreneurship and social innovation. It also discusses the main actors that are active in this context. In particular, the chapter emphasizes the experience of the city of Medellín, which is thought to provide an auspicious scenario for the establishment of a business ecosystem based on social entrepreneurship and social innovation. The learnings of Colombia can serve as a relevant example for the countries of the Pacific Alliance that are currently building their social business ecosystems.

Purpose

Emerging from 20 years of violence and terrorism, the city of Medellin, Colombia, has used social transformation to improve civic culture, leading to a renaissance. The purpose of this study is to explore how social transformation can lead to urban transformation, forming the basis for sustainable, post-conflict tourism.

Design/methodology/approach

This case study is based on available descriptive data and direct observation supported by secondary sources.

Findings

The results of the research help to provide a better understanding of the conditions needed to develop and manage sustainable tourism in post-conflict environments. In so doing, it should be possible to make better policy decisions, with particular reference to social and urban interventions on planning, design and entrepreneurship.

Research limitations/implications

The transformation of Medellin’s civic culture can be a model for destination with similar histories that present significant destination image and branding challenges – though each will take different paths.

Originality/value

This paper is one of the first on post-conflict tourism that analyzes the impact on a destination and country of internal turmoil due to narco-terrorism and insurgency over a lengthy period.

Abstract

Purpose

Organisational clans and tribes are entities that prescribe the behaviour of collaborators on the basis of cultural values and norms. Consequently, this study aims to propose a management tool based on the analysis and interpretation of organisational clans and tribes.

Design/methodology/approach

With this purpose, first, the authors review the current status of the discussion about organisational clans and tribes, following a sequential mix-method approach that begins with a bibliometric analysis and end with a content review. Based on these results, in the second stage, the authors propose a conceptual tool that analyses clans and tribes in organisations to create and consolidate alliances. Then in the third stage, the authors apply this tool to the transformation of Medellin – a city that was first conceived as violent and now become a good place to live and travel.

Findings

By applying the tool proposed in this study, it is possible to analyse and understand how to transform disagreement into alliance and how clans and tribes – in addition to taking a leading role in organising – are jointly responsible for the results.

Originality/value

Clans and tribes of management are proposed as a tool for organisational management from the analysis and interpretation of clans and tribes in organisations. These clans and tribes of management allow for the intervention of clans and tribes of reference and their consequent emancipation, through organisational clans and tribes that arise naturally, by association or disintegration and that support the management of change required to create effective alliances. Thus, the strategy that should be followed to reinforce the management of changes in organisations is to align alliances with organisational clans and tribes.

Objetivo

Definir los clanes y las tribus organizacionales como aquellos que prescriben el comportamiento de los colaboradores a partir de los valores culturales y las normas, plantea la necesidad de proponer una herramienta de gestión a partir del análisis e interpretación de los clanes y las tribus organizacionales.

Diseño/metodología/enfoque

Para tal fin, se revisa -a través de un análisis bibliométrico- el estado reciente de la discusión sobre los clanes y las tribus organizacionales. Hasta proponer una herramienta conceptual de fácil aplicación, para la creación y consolidación de alianzas. Esta herramienta es posteriormente verificada para el caso de la transformación de la ciudad de Medellín, que paso de ser reconocida como una ciudad violenta para convertirse en un buen vividero y un destino por descubrir.

Hallazgos

Con la aplicación de la herramienta propuesta en este estudio, se logra analizar y comprender como ha sido posible transformar la emancipación en alianza, y como los clanes y las tribus además de tener un rol protagónico en la organización son corresponsables de los resultados obtenidos.

Originalidad/valor

Los clanes y tribus de gestión se proponen como una herramienta para la gestión organizacional que parte del análisis e interpretación de los clanes y tribus en las organizaciones. Estos clanes y tribus de gestión permiten la intervención de clanes y tribus de referencia y su consecuente emancipación, a través de clanes y tribus organizacionales que surgen de forma natural, por asociación o desintegración, y que apoyan la gestión del cambio necesario para crear alianzas efectivas. Así, la estrategia que debe seguirse para reforzar la gestión de los cambios en las organizaciones es alinear las alianzas con los clanes y tribus organizacionales.

This paper aims to focus on how a public policy designed to address a social problem ultimately became the place brand.

Design/methodology/approach

This paper uses a qualitative case study approach focusing on the city of Medellín, Colombia. It draws from fieldwork conducted in Medellín over 2014 and 2015, including semi-structured interviews with an array of local stakeholders.

Findings

The paper concludes that local governments should be aware that the policymaking process can become part of their branding. It also shows the importance of the continual involvement of stakeholders in the place brand process to ensure it is a sustainable brand.

Originality/value

There are limited studies which focus on how a public policy designed to address a social problem ultimately becomes the place brand. This paper shows how a public policy, social urbanism, became the branding of Medellín.

Abstract

Purpose

The purpose of this paper is to explore the contribution of informal settlements to a tourism strategy and to city branding. It takes the case of Medellin, Colombia, which in recent years has developed several projects in their barrios using a policy called: “social urbanism”.

Design/methodology/approach

The paper is based on a case study, that of “social urbanism” in Medellin, and the relationship with what is called slum tourism and city branding. After a brief theoretical exploration about informal settlements in Latin America, slum tourism and city branding; the paper presents the urban and social transformation of Medellin's dangerous and stigmatized barrios with the “social urbanism” policy. Then the relationship between social urbanism, informal settlements and city branding is discussed.

Findings

Medellin, perhaps without noticing or anticipating, has found a role for informal settlements in branding the city, and promoting tourism to those areas. With “social urbanism”, it is also helping to build an image of the city more authentic and distinguishable from other cities in Colombia and Latin America.

Originality/value

The paper explores two themes that are considered nearly opposite: informal settlements and city branding. It discusses how a city in Colombia might have found a way to link them together with interesting results.

Abstract

Purpose

The purpose of this paper is to identify and analyze the strategic decisions, especially those focused on smart governance, that have been implemented by the cities of Buenos Aires (Argentina), Medellín (Colombia) and Mexico City (Mexico) and how they have impacted the Sustainable Development Goals (SDGs).

Design/methodology/approach

Using a qualitative approach and a descriptive scope, this manuscript follows a multiple case study methodology that was primarily based on the analysis of archival records and documentation using pattern-matching and cross-case synthesis as analytical techniques.

Findings

Observed cities share three main characteristics when implementing smart governance strategies linked to SDG 16: technology-based solutions to solve recent and long-lasting societal problems; broad, diverse and active citizen participation; and a socio-technical approach toward smart governance and SDG 16.

Research limitations/implications

This paper points out the linkages between smart governance and SDGs in emerging markets’ smart cities. The findings of this study indicate the need to promote socio-technical approaches – rather than merely technical perspectives – to achieve SDG 16. Hence, citizen participation, open government and co-creation initiatives are key to the promotion of more inclusive and solid institutions.

Originality/value

The most important contribution of this study is to identify the strategic initiatives developed by three leading smart cities in Latin America from the smart governance point of view and their relationship with the SDGs, which is useful because it contributes to expanding our understanding of smart governance from practical experiences.

El propósito de este manuscrito es identificar y analizar las decisiones estratégicas, especialmente aquellas enfocadas en la gobernanza inteligente, que han sido implementadas por las ciudades de Buenos Aires (Argentina), Medellín (Colombia) y Ciudad de México (México), y cómo han impactado en los Objetivos de Desarrollo Sostenible (ODS).

Diseño/metodología/enfoque

Utilizando un enfoque cualitativo y un alcance descriptivo, este manuscrito sigue una metodología de estudio de casos múltiples que se basó principalmente en el análisis de registros de archivo y documentación utilizando la comparación de patrones y la síntesis cruzada de casos como técnicas analíticas.

Hallazgos

Las ciudades observadas comparten tres características principales al implementar estrategias de gobernanza inteligente vinculadas al ODS 16: soluciones basadas en tecnología para resolver problemas sociales recientes y duraderos; participación ciudadana amplia, diversa y activa; y un enfoque socio-técnico hacia la gobernanza inteligente y el ODS16.

Limitaciones/implicaciones de la investigación

Este documento señala los vínculos entre la gobernanza inteligente y los ODS en el contexto de las ciudades inteligentes de los mercados emergentes. Los hallazgos de este estudio indican la necesidad de promover enfoques sociotécnicos -en lugar de perspectivas meramente técnicas- para el logro del ODS16. Por lo tanto, las iniciativas de participación ciudadana, gobierno abierto y cocreación son claves para la promoción de instituciones más inclusivas y sólidas.

La contribución más importante de este estudio es identificar las iniciativas estratégicas desarrolladas por tres ciudades inteligentes líderes en América Latina desde el punto de vista de la gobernanza inteligente y su relación con los ODS, lo cual es útil porque contribuye a ampliar nuestra comprensión. de gobernanza inteligente a partir de experiencias prácticas.

O objetivo deste manuscrito é identificar e analisar as decisões estratégicas, especialmente aquelas focadas na governança inteligente, que foram implementadas nas cidades de Buenos Aires (Argentina), Medellín (Colômbia) e Cidade do México (México), e como elas impactaram os Objetivos de Desenvolvimento Sustentável (ODS).

Projeto/metodologia/abordagem

Utilizando uma abordagem qualitativa e um escopo descritivo, este manuscrito segue uma metodologia de estudo de casos múltiplos que se baseou principalmente na análise de documentos e registros arquivísticos usando correspondência de padrões e síntese de casos cruzados como técnicas analíticas.

Resultados

As cidades observadas compartilham três características principais ao implementar estratégias de governança inteligente vinculadas ao ODS16: soluções baseadas na tecnologia para resolver problemas sociais recentes e duradouros; participação cidadã ampla, diversificada e ativa; e uma abordagem sociotécnica para governança inteligente e ODS16.

Limitações/implicações da pesquisa

Este artigo aponta as ligações entre governança inteligente e ODS no contexto das cidades inteligentes dos mercados emergentes. Os resultados deste estudo indicam a necessidade de promover abordagens sociotécnicas – mais do que perspectivas somente técnicas – para o alcance dos ODS16. Assim, a participação cidadã, o governo aberto e as iniciativas de cocriação são fundamentais para a promoção de instituições mais inclusivas e sólidas.

Originalidade/valor

A contribuição mais importante deste estudo é identificar as iniciativas estratégicas desenvolvidas por três cidades inteligentes líderes na América Latina do ponto de vista da governança inteligente e sua relação com os ODS, o que é útil porque contribui para ampliar nosso entendimento de governança inteligente a partir de experiências práticas.

Abstract

Purpose

Variables affecting the innovation performance (IP) in regional innovation systems (RIS) have been widely studied in developed countries, while little information exists for the case of developing countries. Based on the innovation economics theory, this study aims to examine determinants of IP of organizations within the RIS of Medellin/Antioquia, Colombia (South America).

Design/methodology/approach

By using nonparametric statistical analyses, this study tests six research hypotheses through a randomly applied questionnaire, responded by 1,005 organizations belonging to the RIS of Medellin/Antioquia.

Findings

Results indicate that the economic sector, firm size, level of interaction with different parties and level of interaction with academic partners have a significant impact on IP in the RIS. Nevertheless, the number of employees in research and development and the adoption of new technologies have no significant effect.

Practical implications

Based on the results, this study identifies innovation determinants that managers and policymakers should consider when formulating strategies to improve organizations’ IP. The result of this paper may provide valuable insights for the study of RIS’ determinants and support further research in similar contexts.

Originality/value

This paper contributes to the limited body of knowledge regarding the variables that impact the IP of organizations in a RIS from a developing country. This paper also examines possible explanations for those hypotheses that were not supported, showing differences between developing and developed countries.

Abstract

Purpose

This paper aims to find answers to two research questions: What is the perception of the Moravia community on tourism in their neighbourhood? What are the conditions under which they can accept slum tourism?

Design/methodology/approach

The foundation of this paper was laid during a field trip to Medellin, Colombia, in March 2018. More than three weeks were spent in the neighbourhood of Moravia, one of Medellin’s “barrios” or slums, where a qualitative study was led. Semi-structured interviews with the local community were done around the neighbourhood.

Findings

The main finding of this research is the positive perception of slum tourism within the Moravia community. The researchers found that the locals are proud when outsiders visit to see their neighbourhood. The locals felt that, it breaks the prejudice surrounding their homes, and tourists are seen as spokespeople for the barrio. There are visible improvements made to the barrio owing to tourism. This research drew attention to the conditions under which this type of tourism can be accepted in the neighbourhood: community participation, interaction between hosts and tourists, education and respect of tourists and the visible improvements to the neighbourhood.

Originality/value

Slum tourism is an understudied topic in Colombia, especially in Medellin. By researching on the host perception on slum tourism, this paper contributes to literature on slum tourism from a new angle.
