Abstract
Purpose
This paper proposes an approach to solve the vehicle routing problem with simultaneous pickup and delivery (VRPSPD) in the context of the Physical Internet (PI) supply chain. The main objective is to minimize the total distribution costs (transportation cost and holding cost) to supply retailers from PI hubs.
Design/methodology/approach
Mixed integer programming (MIP) is proposed to solve the problem in smaller instances. A random local search (RLS) algorithm and a simulated annealing (SA) metaheuristic are proposed to solve larger instances of the problem.
Findings
The results show that SA provides the best solution in terms of total distribution cost and provides a good result regarding holding cost and transportation cost compared to other heuristic methods. Moreover, in terms of total carbon emissions, the PI concept proposed a better solution than the classical supply chain.
Research limitations/implications
The sustainability of the route construction applied to the PI is validated through carbon emissions.
Practical implications
This approach also relates to the main objectives of transportation in the PI context: reduce empty trips and share transportation resources between PI-hubs and retailers. The proposed approaches are then validated through a case study of agricultural products in Thailand.
Social implications
This approach is also relevant with the reduction of driving hours on the road because of share transportation results and shorter distance than the classical route planning.
Originality/value
This paper addresses the VRPSPD problem in the PI context, which is based on sharing transportation and storage resources while considering sustainability.

Abstract
Purpose
Due to the growing percentage share of urban dwellers, the physical distribution of products faces altering conditions. This research explores the effects that urbanization has on the performance of a fast-moving consumer goods distribution network. A focus is set on changes in distribution cost, the cost-minimal network design, and greenhouse gas emissions.
Design/methodology/approach
The analyses are based on a quantitative distribution network model of an existing manufacturer of consumer goods.
Findings
The results indicate that the foreseen population shift will affect the network's economic and environmental performance. Effects are, among others, due to differences in the efficiency of supplying urban and nonurban regions. The combined effects of urbanization and the development of the population size will even more affect the network's performance.
Originality/value
Research dealing with distribution logistics and urbanization primarily focuses on city logistics. In this paper, the object of analysis is the entire distribution system.

Abstract
Purpose
This paper aims to examine the competitiveness trends and rankings of the Irish dairy sector at the farm and trade levels, relative to selected European Union (EU) Member States, in the context of the removal of the EU milk quota in 2015.
Design/methodology/approach
Competitiveness indicators including partial productivity measures and accountancy-based indicators were used for farm competitiveness, and net export market share and normalised revealed comparative advantage (NRCA) were used for export competitiveness.
Findings
Amongst the countries examined, Ireland had the highest growth in partial productivity indicators and was ranked first with the lowest total costs and cash costs per kg of milk solids post-quota. However, the total economic cost sub-components showed that Irish dairy farmers had high opportunity costs for owned land and labour. While Irish dairy products such as butter and powders have demonstrated growth potential in competitiveness post-quota with Irish butter and whey ranked in top three relative to other countries, other products, i.e. cheese and liquid milk have declined in competitiveness according to key export competitiveness indicators used.
Practical implications
The challenge for Irish dairy farmers is how to mitigate relatively high land and labour costs, which can limit farm competitiveness in the long run. The key players in the Irish dairy industry can now better position themselves in the global dairy market, recognizing the competitiveness dynamics of the different dairy products and their competitors. Policy implications and further areas of research have been identified to help improve the overall competitiveness position. It is surprising that Irish butter is a leader in the EU, yet not much research has been done to understand the market dynamics of this sector.
Originality/value
To the best of the authors’ knowledge, this study is the first of its kind to use both farm and export competitiveness measures to analyse the Irish dairy industry relative to other countries in the context of quota abolition. Unlike previous studies on dairy export competitiveness, this study has disaggregated the processed dairy products, which allowed for the ranking of countries and comparability across countries using NRCA.

Abstract
Purpose
Transportation infrastructure asset management has long been an active but challenging problem for agencies, which urges to maintain a good state of their assets but faces budgetary limitations. Managing a network of transportation infrastructure assets, especially when the number is large, is a multifaceted challenge. This paper aims to develop a life-cycle cost analysis (LCCA) based transportation infrastructure asset management analytical framework to study the impacts of a few key parameters/factors on deterioration and life-cycle cost. Using the bridge as an example infrastructure type, the framework incorporates an optimization model for optimizing maintenance, repair, rehabilitation (MR&R) and replacement decisions in a finite planning horizon.
Design/methodology/approach
The analytical framework is further developed through a series of model variations, scenario and sensitivity analysis, simulation processes and numerical experiments to show the impacts of various parameters/factors and draw managerial insights. One notable analysis is to explicitly model the epistemic uncertainties of infrastructure deterioration models, which have been overlooked in previous research. The proposed methodology can be adapted to different types of assets for solving general asset management and capital planning problems.
Findings
The experiments and case studies revealed several findings. First, the authors showed the importance of the deterioration model parameter (i.e. Markov transition probability). Inaccurate information of p will lead to suboptimal solutions and results in excessive total cost. Second, both agency cost and user cost of a single facility will have significant impacts on the system cost and correlation between them also influences the system cost. Third, the optimal budget can be found and the system cost is tolerant to budge variations within a certain range. Four, the model minimizes the total cost by optimizing the allocation of funds to bridges weighing the trade-off between user and agency costs.
Originality/value
On the path forward to develop the next generation of bridge management systems methodologies, the authors make an exploration of incorporating the epistemic uncertainties of the stochastic deterioration models into bridge MR&R capital planning and decision-making. The authors propose an optimization approach that does not only incorporate the inherent stochasticity of bridge deterioration but also considers the epistemic uncertainties and variances of the model parameters of Markovian transition probabilities due to data errors or modeling processes.

This paper aims to develop a credit-risk model in which firms face rollover risk, and the markets for defaulted assets are segmented due to entry costs. The paper shows that reducing the entry costs in this economy may decrease the total surplus of the economy. This outcome can arise because when market barriers are lifted, the gap between the liquidation prices across the markets will shrink, but then the market that would experience a price drop may face more bankruptcies because the rollover risk will increase in that market. The paper describes under which condition such an intervention policy improves or hurts the total surplus.

Abstract
Purpose
This study aimed to develop the integration of the multiperiod production-distribution model in a closed-loop supply chain involving carbon emission and traceability. The developed model was for agricultural food (agri-food) products, considering the reverse flow of food waste from the disposal center (composting center) to producers.
Findings
The results indicate that integrating the production and distribution model considering food waste recycling provides low carbon emissions in lower total costs. The sensitivity analysis also found that there are trade-offs between production and distribution rate and food waste levels on carbon emission and traceability.
Research limitations/implications
This study focuses on the mathematical modeling of a multiperiod production-distribution formulation for a closed-loop supply chain.
Originality/value
The model of the agri-food closed-loop supply chain in this study that considers food recycling and carbon emissions would help stakeholders involved in the agri-food supply chain to reduce food waste and carbon emissions.

Abstract
Purpose
Literature repeatedly complains about the lack of empirical data on the costs of cyber incidents within organizations. Simultaneously, managers urgently require transparent and reliable data in order to make well-informed and cost-benefit optimized decisions. The purpose of this paper is to (1) provide managers with differentiated empirical data on costs, and (2) derive an activity plan for organizations, the government and academia to improve the information base on the costs of cyber incidents.
Design/methodology/approach
The authors analyze the benchmark potential of costs within existing literature and conduct a large-scale interview survey with 5,000 German organizations. These costs are directly assignable to the most severe incident within the last 12 months, further categorized into attack types, cost items, employee classes and industry types. Based on previous literature, expert interviews and the empirical results, the authors draft an activity plan containing further research questions and action items.
Findings
The findings indicate that the majority of organizations suffer little to no costs, whereas only a small proportion suffers high costs. However, organizations are not affected equally since prevalence rates and costs according to attack types, employee classes, and other variables tend to vary. Moreover, the findings indicate that board members and IS/IT-managers show partly different response behaviors.
Originality/value
The authors present differentiated insights into the direct costs of cyber incidents, based on the authors' knowledge, this is the largest empirical survey in continental Europe and one of the first surveys providing in-depth cost information on German organizations.

Abstract
Purpose
This paper aims to provide an estimation of the costs of the coronavirus (COVID-19) pandemic with a special focus on Spain. Costs include macroeconomic costs of foregone gross domestic product (GDP) attributable to the pandemic and the direct and indirect costs of prevention, treatment and lost productivity. This study also analyzes the cost-effectiveness of the test-tracking-quarantine (TTQ) strategy in Spain.
Design/methodology/approach
The macroeconomic costs of foregone GDP attributable to the pandemic are estimated for different countries and areas by comparing the present GDP forecasts for 2020 and 2021 with counterfactuals estimated before the COVID-19 crisis aftermath. The total cost of the COVID-19 for Spain in 2020 was obtained using the cost of illness approach with a bottom-up process. A cost-effectiveness analysis of the TTQ strategy in Spain is based on the estimation of the total costs of TTQ and the health gains and avoided health-care costs associated with the TTQ strategy. A sensitivity analysis explores the consequences of uncertainty in key parameters.
Findings
The GDP cost of the COVID-19 is by far larger than all the other components of the cost. The global cost of the Covid-19 crisis in 2020–2021 is estimated at 14% of 2019 GDP (around 12,206 mm$). In the specific case of Spain, it amounts to 24% of the 2019 GDP; which is 397.3 m €. Spain is and will be by far the European country most economically affected by the pandemic. In Spain 2020, the GDP cost accounts for 94.7% of the total cost of the COVID-19 and health-care direct costs are only 2.14%. TTQ is a dominant strategy in Spain. For each euro spent on it, 7 euros will be recovered only in terms of saved health-care resources.
Research limitations/implications
Given the large degree of uncertainty and the fast-evolving nature of the epidemic, a number of assumptions are required to arrive at the estimates provided in this study. The results were found to be robust to the assumptions applied.
Practical implications
TTQ is a key strategy for the contention of the epidemy and it is justified from the economic perspective.
Originality/value
This is the first estimation of the cost of the COVID-19 and the cost-effectiveness of the TTQ strategy for Spain.

The purpose of this paper is to simulate the environmental cost reports preparation used to measure environmental performance in realizing eco-efficiency.
Design/methodology/approach
This research uses a descriptive case study by using environmental cost detail data from 2011, 2012, 2013 and 2014. The research object is PT Industri Kereta Api (Persero) located in Madiun, East Java.
Findings
The result of the research shows that PT INKA (Persero) has not specifically made environmental cost report. It is found that the percentage of total environmental cost to operational cost tends to increase; the cost which gives the biggest distribution of total environmental cost is the prevention cost. By 2014, the effect of environmental costs on operating costs tended to decrease and during 2012–2014 PT INKA successfully maintained the blue star PROPER and the absence of environmental pollution reports.
Originality/value
PT INKA’s environmental performance is still well controlled and since its inception in 2014 PT INKA has succeeded in realizing the concept of eco-efficiency.

Abstract
This paper analyzes the cost structure of the municipal waste collection in Japan. Since the municipality in Japan is responsible for dealing with the garbage generated by households, there is plenty of data regarding municipal waste in comparrison to private firms. Nevertheless, there is little research available which analyzes the end-of-life product logistics of municipal waste. This research aims to reveal some structural features of the end-of-life product logistics cycle. Based on more than 1,800 samples, this paper statistically shows that both waste collection and waste processing have a strong scale economy. In addition, this paper will also prove that the consignment to the private entity has made the cost of waste management cheaper in Japan.
