Abstract

Purpose

The microfinancing sector is infamous for being prone to high credit risks due to loan defaults by its poor borrowers. Conversely, the sector is also criticized for creating debt traps for the poor. The dual nature of these peculiar problems in microfinancing causes the market failure phenomenon. Therefore, the current study explores whether public policy intervention is required to address market failure.

Design/methodology/approach

The study undertakes a critical review of existing literature, the news, the policy documents and other publicly available information to shape the viewpoints in this study. Constructive criticism is used to build arguments to arrive at a conceptual framework that depicts how public policy should interact with markets to address the peculiar problems of the microfinancing sector.

Findings

The findings indicate that market failure in microfinancing is real and pressing. Therefore, public policy is invited, though in its limited form. While the policy intervention may help the formal microfinancing arena by regulating the interest rates, the policy administration in the informal sector is likely to fail. Therefore, the policy should attempt to create an environment of inclusiveness. Policies that rely on coercion are not recommended. In the long run, subsidies via policy intervention are discouraged. Instead, the policy should motivate the microfinancing sector to become self-reliant.

Originality/value

The study is one of its kind to provide perspectives on specific market failures and policy interventions in microfinancing, particularly in economies where formal and informal sectors coexist and are equally crucial.

Abstract

Purpose

ICT is everywhere, but information society policy cannot address all the sectors and policy issues in which ICT plays a role. This paper's aim is to develop an analytical framework to assist policy makers in deciding on the priorities and coordination of information society policy.

Design/methodology/approach

The analytical framework is based on public management literature and innovation literature. The framework can be applied to individual ICT issues – when to lead, advise, explore or refrain from policy intervention. The framework consists of seven questions, including the rationale for intervention, stakeholders, the mandate of fellow policy makers (e.g. other ministries) and the costs, benefits and risks of intervention. The framework was applied in three cases.

Findings

A leading role for information society policy is most clear for e‐skills. For services innovation, several market failures and system failures appear to be relevant. This calls for a mix of policy instruments, with roles for several ministries. Policy coordination is crucial. For ICT in health sectors – and other public sectors – the conclusion is that information society policy can take the lead on cross‐cutting ICT issues such as privacy, standardisation and interoperability.

Originality/value

The article addresses one of the main challenges of information society policy: how to increase its scope, yet maintain effectiveness and coherence.

Abstract

Purpose

Mental health problems make a significant contribution to morbidity and mortality in adolescents worldwide. To address mental health in adolescents policy response should intertwine the life course approach and the ecological model that positions adolescents in the context of multifactorial influences. The purpose of this paper is to describe policy response at four levels: multisector policies and interventions, health systems policies and interventions, evidence-based clinical interventions and actions to monitor progress. It aims to analyse the implications for adolescent mental health of key recent global commitments including the sustainable development goals (SDGs) and the Global Strategy for Women’s, Children’s and Adolescents’ Health.

Design/methodology/approach

Multisector policies and interventions on determinants of adolescent mental health and well-being are drawn from the Global Strategy for Women’s, Children’s and Adolescents’ Health. Key health systems actions are derived from the Comprehensive Mental Health Action Plan (2013-2020). In both cases, policies and interventions are made specific for provisions relevant to adolescents. Examples of implementation of policies and interventions are drawn from a World Health Organization (WHO) review of national policy documents found in WHO MiNDbank. A list of indicators to monitor progress is being proposed based on Mental Health Atlas and WHO indicators for adolescent health.

Findings

With some notable exceptions, the mental health of adolescents is not adequately addressed by national health policies. There is a considerable body of evidence on the effectiveness of policies and interventions, and recent global commitments give new hope for promoting adolescent mental health through a multisectoral response, within which the health sector has an important role to play. Global reporting mechanisms, including the Mental Health Atlas, should be “adolescent-sensitive”, meaning that adolescent specific impact, outcomes, inputs and determinants should be measured, reported and acted upon.

Originality/value

This paper analyses the meaning specific to adolescents in the policies and interventions promoted in the SDGs, the Global Strategy for Women’s, Children’s and Adolescents’ Health and the Comprehensive Mental Health Action Plan (2013-2020). For the first time a four-levels policy response specific to adolescent mental health is put together: multisector policies and interventions, health systems policies and interventions, evidence-based clinical interventions and actions to monitor progress.

Abstract

Purpose

The purpose of this paper is to understand one aspect of electronic health record adoption by studying the impact of policy interventions on the adoption among hospitals, physicians and patients, using a system dynamics simulation model.

Design/methodology/approach

A system dynamics simulation model of the existing distribution network was built. Policy experiments were conducted to compare the performance of each.

Findings

Using data from the Greater Capital Region, Northern New York State, the findings from the simulation experiments suggest that while there is no single right intervention, a combination of measures can promote the adoption of electronic health records by different stakeholders.

Research limitations/implications

The results are based on simplified operational and structural assumptions regarding the diffusion of electronic health records among stakeholder groups. Some of the variables are based on theoretical rather than quantifiable values.

Social implications

The results of this study have practical implications when it comes to designing effective policies to improve the adoption rate of electronic health records. The theoretical contribution will help stakeholders to take leadership roles in policy discussion.

Originality/value

This paper is a theoretical study describing a unique application of simulation methods to an important area of application. Use and evaluation for model‐based approaches could provide additional insight about the potential value of simulation for social learning and effective approaches to making public policy decisions.

Abstract

Purpose

At the outbreak of the COVID-19 pandemic, the absence of pharmaceutical agents meant that policy institutions had to intervene by providing nonpharmaceutical interventions (NPIs). To satisfy this need, the World Health Organization (WHO) issued policy guidelines, such as NPIs, and the government of Pakistan released its own policy document that included social distancing (SD) as a containment measure. This study explores the policy actors and their role in implementing SD as an NPI in the context of the COVID-19 pandemic.

Design/methodology/approach

The study adopted the constructs of Normalization Process Theory (NPT) to explore the implementation of SD as a complex and novel healthcare intervention under a qualitative study design. Data were collected through document analysis and interviews, and analysed under framework analysis protocols.

Findings

The intervention actors (IAs), including healthcare providers, district management agents, and staff from other departments, were active in implementation in the local context. It was observed that healthcare providers integrated SD into their professional lives through a higher level of collective action and reflexive monitoring. However, the results suggest that more coherence and cognitive participation are required for integration.

Originality/value

This novel research offers original and exclusive scenario narratives that satisfy the recent calls of the neo-implementation paradigm, and provides suggestions for managing the implementation impediments during the pandemic. The paper fills the implementation literature gap by exploring the normalisation process and designing a contextual framework for developing countries to implement guidelines for pandemics and healthcare crises.

Abstract

Purpose

The purpose of this paper is to review the effectiveness of social marketing interventions in influencing individual behaviour and bringing about environmental and policy‐level changes in relation to alcohol, tobacco, illicit drugs and physical activity. Social marketing is the use of marketing concepts in programmes designed to influence the voluntary behaviour of target audiences in order to improve health and society.

Design/methodology/approach

The paper is a review of systematic reviews and primary studies using pre‐specified search and inclusion criteria. Social marketing interventions were defined as those which adopted specified social marketing principles in their development and implementation.

Findings

The paper finds that a total of 54 interventions met the inclusion criteria. There was evidence that interventions adopting social marketing principles could be effective across a range of behaviours, with a range of target groups, in different settings, and can influence policy and professional practice as well as individuals.

Research limitations/implications

As this was a systematic paper, the quality of included studies was reasonable and many were RCTs. However, many of the multi‐component studies reported overall results only and research designs did not allow for the efficacy of different components to be compared. When reviewing social marketing effectiveness it is important not to rely solely on the “label” as social marketing is often misrepresented; there is a need for social marketers to clearly define their approach.

Practical implications

The paper shows that social marketing can form an effective framework for behaviour change interventions and can provide a useful “toolkit” for organisations that are trying to change health behaviours.

Originality/value

The research described in this paper represents one of the few systematic examinations of social marketing effectiveness and is based on a clear definition of “social marketing”. It highlights both social marketing's potential to achieve change in different behavioural contexts and its ability to work at individual, environmental and wider policy levels.

Abstract

Purpose

Crises precipitate strong fiscal responses by government – sometimes toward austerity, other times toward renewed social spending. This variation in approaches to crisis handling has the potential to highlight factors that drive public opinion toward government interventions that may be quite different from those in non-crisis times. This study aims to discuss the aforementioned issues.

Design/methodology/approach

This article brings together theories of government policymaking in crises, policy responsiveness and economic voting to assess how personal financial (egocentric) concerns and/or national financial (sociotropic) concerns may influence opinions toward government handling of direct financial supports in a crisis and, more generally, opinions toward social policy interventions. The authors assess this dynamic in the Canadian context using original national survey data collected in the initial stage of the pandemic-based crisis in June and July of 2020 (N = 1290).

Findings

The authors find strong evidence in support of sociotropic concerns shaping government approval and support for greater social policy interventions, but limited evidence to support egocentric concerns, suggesting that social policy attitudes may be more insulated from personal factors than anticipated.

Research limitations/implications

The authors’ findings suggest that crises may prompt enhanced support for interventionist social policy measures that may lack broad-based support in non-crisis times.

Originality/value

The authors’ findings speak to the ongoing discussion around the possibility for crises to function as policy windows for enhanced social spending and for entrenching targeted financial supports for vulnerable individuals.

Abstract

Purpose

This study aims to explore the effects of political information and anger on the public's cognitive processing and foreign policy preferences concerning third‐party interventions in ethnic conflict.

Design/methodology/approach

The study employs an experimental design, wherein the authors manipulate policy‐specific information by generating ad hoc political information related to ethnic conflict. The statistical methods of analysis are logistic regression and analysis of covariance.

Findings

The results demonstrate that both political information and anger have a significant impact on an individual's cognitive processing and policy preferences regarding ethnic conflict interventions. Specifically, political information increases one's proclivity to choose non‐military policy options, whereas anger instigates support for aggressive policies. Both factors result in faster decision making with lower amounts of information accessed. However, the interaction of political information and anger is not significant. The study also finds that policy‐specific information – rather than general political information – influences the public's policy preferences.

Originality/value

This study confronts and advances the debate over whether political information is significant in influencing the public's foreign policy preferences and, if so, whether such an effect is the product of general or domain‐specific information. It also addresses an under‐studied topic – the emotive repercussions of ethnic conflicts among potential third‐party interveners. In addition, it tackles the argument over whether political information immunizes people against (or sensitizes them to) the effects of anger on their cognitive processing and foreign policy preferences. The study also introduces a novel approach for examining political information through an experimental manipulation of policy‐specific information.

Abstract

In June 2002 the Government issued long‐awaited guidance on the use of restrictive physical interventions. The need for the guidance was recognised in the White Paper, Valuing People, and its publication is anticipated in both the recently published National Care Standards and the 1996 Education Act. It represents a clear and unambiguous commitment by government departments to work together to improve practice across a range of services for adults and children with learning disabilities and autistic spectrum disorders, and for pupils with a range of special educational needs. The guidance is particularly addressed to staff working with adults and children with learning disabilities (including those with autistic spectrum disorders) and to those in special school settings responsible for pupils with severe behavioural difficulties associated with learning difficulties and/or autistic spectrum disorders. It will also be relevant to staff in schools which make provision for pupils with severe emotional and behavioural difficulties. This article describes the development of the guidance, the areas of practice it covers and its implications for managers, professionals, staff working directly with service users and family carers. It will do this by attempting to answer six questions. Why do we need new guidance on the use of restrictive physical interventions? Who will be affected by the guidance? How was the guidance developed? What does the guidance say? What needs to be done to implement the guidance? What still needs to be done?
