Abstract

Purpose

The purpose of this study is to formulate exploratory scenarios of Operations Research through the critical uncertainty approach and Soft Systems Methodology.

Design/methodology/approach

In this study, to formulate plausible scenarios, the discipline of operation research internal and external experts’ opinions of this field have been gathered through Delphi approach and uncertainty questionnaires. After use of the most important uncertainties, plausible scenarios of operations research have been mapped with the help of experts through co-thinking workshops.

Findings

Four scenarios are presented in this study. These scenarios include Solar System, Esfandiar's Eye, Rival’s Setraps and Legendary Simurgh. Naturally, the imagination of such a unitary future for all academic communities is an expectation far from reality, and given the conditions of each of these futures or any integration of them is imaginable.

Originality/value

Operations Research models have been faced with variously multiple changes since its emergence until now. Investigation into the future of operations research on the necessity for his planning has not received a reasonable notice in the literature. Sporadic activities that have been carried out are also lacking in the necessary methodology. Also, there has been no research about future study using the soft Operation Research tools (Soft Systems Methodology).

Abstract

Purpose

The performance evaluation process is a key step in any management system and constitutes the basis for continuous improvement. Resistance to change is considered as a critical factor in any change management project; so, development of employee performance appraisal systems like all of the change management projects has always faced many challenges. This study seeks to illustrate the two-year experience (2018–2020) and lessons learned by developing an employee performance appraisal system in the National Library and Archives of Iran (NLAI) as a cultural public sector organization.

Design/methodology/approach

This study was carried out by using soft operational research (OR) approaches, using a novel combination of two methods, soft system methodology (SSM) and importance performance analysis (IPA). For this purpose, at the beginning, with the help of the SSM approach, the challenges of implementation was identified, then, using the opinions and experiences of the system's stakeholders, improvement actions were defined and prioritized using the IPA method.

Findings

The research findings showed that “coaching development,” “optimizing the forced distribution rating system (FDRS)” and “customizing the system” are the most important improvement actions.

Originality/value

The research has bridged the gap between research and practice in the field of employee performance appraisal system in national libraries.

Abstract

Purpose

The purpose of this paper is to examine the contribution that problem structuring methods – a branch of the decision support discipline of operational research – have made in helping managers deal with situations of high complexity. The paper reviews the limitations of traditional operational research and argues that problem structuring methods have expanded the entire discipline and significantly contributed to its holistic nature and problem-solving orientation.

Design/methodology/approach

The paper provides a critical discussion of the limitations of the traditional operational research approach and examines how the development and successful application of problem structuring methods have opened up a new paradigm of analysis in management science.

Findings

In theoretical terms, problem structuring methods have moved the discipline of operational research away from its positivistic epistemology and towards interpretivism and the acceptance of a subjective social reality. In practical terms, they offer managers a broad range of appropriate analytical tools which provide transparency and offer the opportunity to those affected by the problem situation to be actively involved in the entire modelling process within a facilitated environment.

Originality/value

The paper offers a critical discussion of the contribution that problem structuring methods have made while also identifying the challenges they face as they try to achieve higher levels of recognition and acceptance in management science.

Abstract

Purpose

This study aims to formulate exploratory scenarios of the textile industry in Iran based on MICMAC and soft operational research methods.

Design/methodology/approach

In this study, to formulate plausible scenarios, literature reviews and external experts’ opinions of this field have been gathered through the Delphi approach and uncertainty questionnaires. After the utilization of the most important uncertainties, the textile industry’s plausible scenarios have been mapped with the help of experts through co-thinking workshops. Results show that two factors, including the business atmosphere and membership in World Trade Organization (WTO), play a more important role than the other factors. These two factors were considered for the formulation of the scenario. To formulate plausible scenarios, soft systems methodology, which is a kind of soft operational research methods, is applied.

Findings

Based on the results, four scenarios are presented. These scenarios include the Elysium scenario, Hades scenario, Tatarus scenario and Sisyphus scenario. In the Elysium scenario, the business atmosphere has improved and Iran has been granted membership of the WTO. In Hades scenario, Iran has joined the WTO, but due to the government’s weakness and inactivity and key decision-makers, the required preparations have not been made. In the Tatarus scenario, Iran is not a WTO member and the business atmosphere is disastrous. In the Sisyphus scenario, the government takes reasonable actions toward a better business environment.

Originality/value

Formulating plausible scenarios of the textile industry is an excellent contribution to the key beneficiaries and actors of this industry so they can present flexible preparation-based programs in the face of circumstances. Future study of the textile industry familiarizes the actors and beneficiaries of this industry with the procedures and the driving forces that influence this industry’s future and it will ascertain various scenarios for the actors of this field.

Abstract

Purpose

The resourcing of policing activity is characterised by a level of complexity, particularly where evaluating alternative policy options is concerned. In this paper, a case study using multimethodological modelling to compare alterative policy choice in a group context is outlined with respect to response-patrol officer (RPO) deployment within a UK police force. The paper aims to discuss these issues.

Design/methodology/approach

The application of a three phase modelling process is illustrated where scenario planning is used to generate the scope of the system elements to be modelled. This is followed by causal mapping to identify the barriers to improving officer resourcing, and system dynamics modelling is used to simulate the impacts of a range of policy options within this policing function. A group model building approach was applied throughout the modelling phases with an expert group to negotiate a shared view of the structure and dynamics of the resourcing policy challenges.

Findings

A fully validated system dynamics model emerged from the multi-phase modelling process which allowed a series of alternative future policy scenarios to be explored and evaluated. Useful policy insights were generated by the system dynamics simulation model which suggested more efficient rules for resource allocation in the police force’s RPO function.

Originality/value

The insights from this case study demonstrates that multi-phase modelling has potential application in policy exploration across a range of emergency service providers whose actions are governed by both variable demand and constrained supply of resource.

Abstract

Purpose

The purpose of this paper is to summarise key conclusions from a multidisciplinary review of the state of the art of research into organisational performance management, in particular how research can aid and involve practitioners.

Design/methodology/approach

This Special Issue incorporates papers that address current performance management challenges for managers and academics from a relatively small selection of academic disciplines. This particular paper locates the others in a wider context of a cross‐disciplinary study, identifying shared strengths to be found within the academic community.

Findings

In spite of a number of barriers to knowledge transfer, and tensions and gaps within the performance management research portfolio (described in the paper), much progress has been made that will advance further through active involvement with practitioners and across discipline boundaries. Specific suggestions for enhancing the effectiveness of performance management practice are included.

Practical implications

Research has already provided useful knowledge for practitioners, with the potential for greater value provided that performance management researchers are open to more collaboration in order to tackle the complex questions facing practitioners and theoreticians alike.

Originality/value

The paper provides an overview of the conclusions reached in a substantial and original multidisciplinary review, providing readers with the flavour of that publication.

Abstract

Purpose

The purpose of the paper is to determine possible grouping of similar MBA programmes offered by 45 British and French business schools accredited by the Association of Master Business Administration (AMBA) as of January 2006.

Design/methodology/approach

The study uses the statistical co‐plot method reported in a similar study of leading full time MBA programmes in the USA. The method is used to map/group the schools according to both core and elective units offered by the business schools.

Findings

The paper outlines the features of the six groups of MBA programmes found (Cluster 1: Manchester and Bath; Cluster 2: Warwick, Lancaster and London; Cluster 3: five top French business schools and Cranfield; Cluster 4: two French schools – Grenoble and Audiencia‐Nantes; Cluster 5: two French schools – ENPC‐EAP and IEP; Cluster 6: the remaining UK MBA programmes). The differentiating characteristics of core and option units offered by business schools in each cluster are described and discussed.

Originality/value

The study makes a contribution under the application area of international business education (specifically the design of MBA programmes), as well as in the area of statistical analysis by using co‐plot cluster analysis, an approach not used before when comparing UK and French Business schools to explore aspects of curriculum design.

Abstract

Action research (AR) is not without its critics, and those who reject some of the paradigmatic assumptions embodied in AR maintain that AR is little more than consultancy, that it is impossible to establish causal relationships, that it is difficult to generalize from AR studies, that there is a risk of researcher bias, and that generally speaking, it lacks some of the key qualities that are normally associated with rigorous research. The authors are sensitive to such criticisms, for although they are committed action researchers, they have elsewhere voiced their concerns about the quality of AR practice in the field of information systems. The authors argue that part of the issue concerns the way in which we currently conceptualize AR. In this article, the argument for a deeper and more reflective analysis of the meaning and full implications of AR is developed, culminating in a model of AR being developed that explicitly includes both a problem solving interest cycle and a research interest cycle. Important implications of this new model are articulated, with examples to illustrate these points being drawn from a real‐life AR study.

The article ‘researches’ construction fragmentation from the assumption that construction projects are ‘unmanageable’ (Mintzberg, 1982) in conventional terms, in an attempt to give thematic unity to this problem. Socio‐technical analysis which underlay the Building Industry Communications Research Project (BICRP) (Higgin & Jessop, 1963, 1965; TIHR, 1965; Chrichton, 1966) conducted by the Tavistock Institute for Human Relations (TIHR) from 1963 to 1965 is explored and developed, supplemented other relevant authors. The argument is conducted formally without reference to particular examples and develops the debate provoked by Connaughton (2000). Formal statement of the problem assists reinterpretation (Boyd & Wild, 1999; Wild, 2001 a) of existing material and new enquiry to clarify the conditions, if any, both necessary and sufficient, for the manageability of construction.

Abstract

Purpose

This paper has two parts, namely, Part 1 and Part 2. The purpose of this paper (Part 1) is to explain an adaptive relational paradigm that can efficaciously respond to the complex issues in wicked problems. A relational paradigm can work across the disciplines and fields that characterise wicked problems. It is also methodologically plural – that is it uses various inquiry instruments together. It becomes a hybrid approach when involving narratives and structured processes enabling the adopted instruments to converge to a coherent (living) story. The purpose of Part 2 will be to provide a theoretical framework that with illustration responds to Part 1.

Design/methodology/approach

Wicked problems and their issues do not respect academic disciplines, and as they are multidisciplinary, they require a cross-disciplinary approach when seeking resolution. Autonomous agency theory is adopted capable of structuring cross-disciplinary inquiry processes and formulating a hybrid inquiry paradigm. The paper sets up a narrative agency approachable of delivering a structure that results in a general theory of hybrid inquiry.

Findings

The paradigm, which traditionally defines a field of study conceptualises and regulates approaches that enable inquiry into behavioural systems. Mono-disciplinary, they are not suitable for the resolution of issues that arise from cross-disciplinary wicked problems. To resolve this, a relational paradigm has been defined within which sits a cross-disciplinary hybrid inquiry system. A general theory of hybrid inquiry has been offered. It is shown that agency theory can successfully embrace a relational paradigm.

Research limitations/implications

To determine the limitations of this theory there is a need to provide exemplars, which is currently premature. Another outcome is to centre on modes of practice in hybrid inquiry, but there is insufficient space for this here.

Originality/value

This paper makes an original contribution by formulating a structured approach on the creation of a relational paradigm capable of supporting hybrid inquiry. It also adopts cross-disciplinary theory to make its case for a relational paradigm, recognising that wicked problems are cross-disciplinary. As part of the regulatory process, it connects Rittel’s IBIS schema intended to resolve wicked problems issues and the Johari Window and explains how they would relate. A means is suggested for determining the degree of undecidability of wicked problems issues, and hence, that of the models that inquiry produces. This uses formative characteristics that define a modelling space. The paper also adopts Husserl’s concept or lifeworld, which acts as a channel for complex narrative theory through which regulative processes are enabled.
