Abstract
Purpose
The purpose of this paper is to provide a bottom‐up perspective about the operational and policy challenges of undertaking adaptive action in water‐scarce environments of India.
Design/methodology/approach
A cross section of 112 small, medium and big farmers drawn from three semi‐arid villages of rural Bangalore District were surveyed to assess their dependence on natural habitats and elicit information on costs and benefits of undertaking adaptation activities. Also explored were the possible impacts of institutional financing systems and publicly funded programs on adaptation action in the study area.
Findings
Small farmers in the study zone were conservation oriented and relied on a variety of terrestrial and aquatic habitats for cultivation operations. On the other hand, commercial and semi commercial farmers who practiced resource intensive cultivation systems were not conservation oriented and were reluctant to go beyond “modest” adaptation activities. Similarly loans provided by local financial institutions to support agricultural operations were designed to maximize crop yields than minimize input use. On the other hand, the conservation programs that were undertaken on common property resources though supportive of public adaptation action, had poor spill‐over effects on private adaptation.
Originality/value
The value of this paper lies in the interesting results it presents about a group of farmers in three semi‐arid villages of South India. The originality of the paper lies in the key policy issues it raises on climate financing in the light of ground level evidence. The paper proposes a compensation regime to incentivize adaptation.

Abstract
Purpose
This paper generally aimed to evaluate the knowledge of rural farmers towards climate change (CC) and their adaptation practices as a way of reducing the vulnerability in different agro-ecological zones (AEZs) of Tanzania. This establishment is quite important because rural farmers are most vulnerable to impacts of CC. Therefore, there is a need to establish the actual knowledge on this aspect in order to meet the urgency for action on CC by using the endowed environmental resources. This knowledge will assist policy makers and CC practitioners.
Design/methodology/approach
This study employed systematic and simple random sampling procedures in selecting the districts and villages as study sites. It used both quantitative and qualitative data sets derived from climatic records, questionnaires survey, interviews and discussion. The Mann-Kendall test and Sen's slope, and theme content were used for data analyses.
Findings
The results exhibited that most farmers have been greatly adapting to CC through numerous and well-known practices. However, there has been adoption of other new practices mainly influenced by new knowledge from extension services, environmental endowments and temporal environmental change. Although there has been varied perceptions on CC, the results indicate that most farmers (>70%) are aware of the changing climate and their knowledge corresponds to meteorological data.
Originality/value
Most farmers perceived that prolonged drought and erratic rains are the main indicators of CC. These indicators were the base of copping and adaptation mechanisms. Despite this, there is a need for all climate practitioners to join hands in improving the existing adaptation practices that can limit climate impacts in local areas.

To provide a brief illustration of how the circumstances of economic underdevelopment and ecological decline are reciprocally linked, we can begin by tracing the post‐World War II history of Africa. Political histories of the post‐war period abound for almost all parts of the continent, since it was during this era that many African colonies struggled for and won political independence. Detailed ecological histories of colonialism and the post‐colonial states, however, are just beginning to be researched and written. Nevertheless, several broad patterns and general trends of this history are now becoming apparent, and they can be set forth in rough narrative form even though detailed histories have yet to be compiled.

Abstract
Purpose
The purpose of this paper is to focus on the analysis of an understudied problem in the economic literature. It proposes a valuation methodology for inputs that come from biodiversity-rich ecosystems/habitats and are used in agro-food production at zero input cost because there is not a market for such inputs.
Design/methodology/approach
Following Onofri et al. (2017), the authors computed the value of the marginal productivity of different inputs in three selected case studies (Angola, Mozambique and Brazil). Results are theory based and rigorous but show a strong contingency, case based, relative dimension that is captured, in the framework, by the “relativity ratio.” The ratio expresses the relative weight of the value generated by the input that comes from biodiversity-rich ecosystems/habitats in the per capita monthly available income of the farmer and aims at conveying additional insights to the economic valuation.
Findings
In this paper, the assessment of agricultural inputs value (price) in the absence of inputs markets is done, with an application to three different case studies. The inputs are peculiar since they come from habitats and ecosystems that are very biodiversity-rich.
Originality/value
The paper proposes a practical, though rigorous, methodology for the assessment of the value (price) of agricultural inputs in absence of inputs markets. Markets do not exist since the inputs come from biodiversity-rich habitats and ecosystems.

Abstract
While rapid increase in demand for foods but limited availability of croplands has forced to adopt input-intensive farming practices to increase yield, there are serious long-term ecological implications including degradation of biodiversity. It is increasingly recognised that ensuring agricultural sustainability under the changing climatic conditions requires a change in the production system along with necessary policies and institutional arrangements. In this context, this chapter examines if climate-smart agriculture (CSA) can facilitate adaptation and mitigation practices by improving resource utilisation efficiency in India. Such an attempt has special significance as the existing studies have very limited discussions on three main aspects, viz., resource productivity, adaptation practices and mitigation strategies in a comprehensive manner. Based on insights from the existing studies, this chapter points out that CSA can potentially make significant contribution to enhancing resource productivity, adaptation practices, mitigation strategies and food security, especially among the land-constrained farmers who are highly prone to environmental shocks. In this connection, staggered trench irrigation structure has facilitated rainwater harvesting, local irrigation and livelihood generation in West Bengal. However, it is necessary to revisit the existing approaches to promotion of CSA and dissemination of information on the design of local adaptation strategies. This chapter also proposes a change in the food system from climate-sensitive to CSA through integration of technologies, institutions and policies.

Abstract
Purpose
Temporary and permanent decline in the productive capacity of the land due to natural and human-induced activities such as soil erosion, changing cropping practices and less use of organic matter (OM) has been the greatest challenge faced by mankind in recent years, particularly in the hills and mountains of Nepal. Hence, the purpose of this paper is to examine the effectiveness of sustainable soil management practices to mitigate desertification process in the hills of Nepal.
Design/methodology/approach
Promotion of sustainable soil management (SSM) practices through a decentralised agriculture extension approach by involving all the stakeholders in a participatory way.
Findings
SSM practices mainly: OM management, fodder and forage promotion, increased biomass production systems, integrated plant nutrition systems, and bioengineering for soil and water conservation are identified as the most appropriate and relevant technologies in mitigating the desertification process without deteriorating land quality, particularly conserving the top-soils effectively and efficiently in the hills and mountains of the country.
Research limitations/implications
This research is focus on the overall effect of SSM practices due to time and budget constraints. There is scope for doing research on the different aspects of SSM practices and the extent of their effect on different soil parameters (chemical, biological and physical).
Practical implications
SSM interventions clearly indicated that there is significant impact in increasing soil fertility, conserving fertile top-soils and mitigating physical, chemical and biologic desertification processes. These are possible through maintaining and improving the soil organic matter, which is the most important indicator for soil health. SSM practices have resulted in an increase of up to 30 per cent in crop yield compared to yields without SSM practices. This might be due to the improvement in SOC which improves soil texture, increases nutrient supply from organic source and conserves water quality, thus, improving soil quality.
Social implications
This has created awareness among farmers. Hence, farmers are mitigating pH through increased use of organic manures, where there is less availability of agriculture lime and they are far from road access.
Originality/value
SSM practices significantly contributes to combat soil desertification in the hills of Nepal.

Purpose
The adoption of climate-smart agricultural practices (CSAPs) is important for sustaining Indian agriculture in the face of climate change. Despite considerable effort by both national and international agricultural organizations to promote CSAPs in India, adoption of these practices is low. This study aims to examine the elements that affect the likelihood and intensity of adoption of multiple CSAPs in Bihar, India.
Design/methodology/approach
The probability and intensity of adoption of CSAPs are analyzed using multivariate and ordered probit models, respectively.
Findings
The results show significant correlations between multiple CSAPs, indicating that their adoptions are interrelated, providing opportunities to exploit the complementarities. The results confirm that both the probability and intensity of adoption of CSAPs are affected by numerous factors, such as demographic characteristics, farm plot features, access to market, socio-economics, climate risks, access to extension services and training. Farmers who perceive high temperature as the major climate risk factor are more likely to adopt crop diversification and minimum tillage. Farmers are less likely to adopt site-specific nutrient management if faced with short winters; however, they are more likely to adopt minimum tillage in this case. Training on agricultural issues is found to have a positive impact on the likelihood and the intensity of CSAPs adoption.
Practical implications
The major policy recommendations coming from of our results are to strengthen local institutions (public extension services, etc.) and to provide more training on CSAPs.
Originality/value
By applying multivariate and ordered probit models, this paper provides some insights on the long-standing discussions on whether farmers adopt CSAPs in a piecemeal or in a composite way.

Abstract
Purpose
The purpose of this paper is to assess smallholder farmers’ vulnerability to climate change and variability based on the socioeconomic and biophysical characteristics of Chiredzi District, a region that is susceptible to the adverse effects of climate change and variability.
Design/methodology/approach
Vulnerability was assessed using the Vulnerability to Resilience and the Climate Vulnerability and Capacity frameworks.
Findings
The major indicators and drivers of vulnerability were identified as droughts, flash floods, poor soil fertility and out-migration leaving female- and child-headed households. From sensitivity analysis, it was shown that different areas within the district considered different biophysical and socioeconomic indicators to climate change and variability. They also considered different vulnerability indicators to influence the decisions for adaptation to climate change and variability.
Originality/value
The results of this study indicate that the area and cropping systems are greatly exposed and are sensitive to climatic change stimuli, as shown by the decline in main cereal grain yield. These results also showed that there is a need to define and map local area vulnerability as a basis to recommend coping and adaptation measures to counter climate change hazards.

Abstract
Purpose
The main purpose of this paper is to evaluate current government policies in combating desertification and mitigating the effects of drought. This paper discusses the menace of desertification, the extent and the impact of drought in Nigeria.
Design/methodology/approach
The research reported in this paper was undertaken through review of existing literature, personal observations and interview with some of the residents in the affected areas as well as government officials in charge of programs in combating desertification.
Findings
The paper observes that the failure of current government policies include among others the top‐down approach, inconsistencies of government policies, neglect of indigenous knowledge, use of inappropriate technology, sectoral approach, inadequate funding, and inadequate awareness. Having identified the causes of the problem, this paper proposes that the national policy for drought and desertification should ensure sustainable development based on proper management of human‐environment interactions in the affected areas.
Practical implications
The evaluation method performed in this paper allows us to analyze the factors responsible for the failure of government policies in combating desertification in Nigeria. This paper suggests that a number of complementary policies, strategies and management approaches be put in place and such must take cognizance of the existing institutional settings and professional groupings as well as the complex historical, social, cultural, and legal considerations.
Originality/value
The paper provides a rational, holistic, practicable and comprehensive approach for finding solutions to the problems of drought and desertification in Nigeria.

Abstract
Purpose
To illuminate the underlying logic of western Kansas farmers’ decisions to irrigate at unsustainable rates and the state’s regulatory policies and practices that enable depletion of the Ogallala aquifer.
Methodology/approach
Ethnographic interviewing of 39 western Kansas farmers, state water management personnel, and archival research.
Findings
Farmers occupy an ambiguous position as petty capitalists who focus attention on their own farms with seasonal planning horizons, and they hold a view of “good stewardship” that melds economic and noneconomic considerations, and that provides a rationale for unsustainable irrigation practices. The state resolves the contradiction between the finite groundwater resource and ideological commitments to economic growth by devolving responsibility for water management to groundwater users.
Research limitations/implications
While the small sample size is likely to be representative of the larger pool of irrigators, further research with other farmers representative of the region will be necessary to verify findings.
Social implications
Depletion of the Ogallala aquifer contributes to farm consolidation and community decline, and the ecological costs will leave future farmers and remaining communities without the benefits of groundwater. Western Kansas will likely have to revert to a system of dryland farming.
