Abstract

Purpose

The purpose of this paper is to substantiate the importance of an educational platform for digital modernization of modern Russia’s regions in Industry 4.0 and to determine the functions and conceptual foundations of organization of regional market of educational services for execution of functions for stimulation of digital modernization of Russia’s regional economy.

Design/methodology/approach

The authors use the method of regression analysis for studying the influence of the indicators of adaptation of the market of educational services to the conditions of Industry 4.0 on efficiency of digital modernization of economy of the regions of the Volga Federal District of the Russian Federation as of late 2018-early 2019. The information and empirical basis of the paper is materials of the index “Digital Russia” of the Moscow School of Management “Skolkovo.”

Findings

It is determined that the market of educational services plays an important role in the process of transition of regions of modern Russia to Industry 4.0, performing two functions: training of personnel who are capable of working with digital technologies and training of personnel who are capable of creating new digital technologies at a region’s companies. As a result, the educational platform of digital modernization of the regional economy is formed. The developed conceptual foundations of an organization of the regional market of educational services for execution of its functions on stimulating the digital modernization of Russia’s regional economy allow for three variants of the process of training of personnel: within execution of the order of partner companies in a regional technological park, within participation of the region’s companies in a tender for training of personnel and within an independent initiation of the process of training of personnel by universities based on the results of digital marketing.

Originality/value

The offered authors’ recommendations ensure the following advantages during the creation and development of the educational platform of a region’s digital modernization in Industry 4.0: high marketing activity of universities, direct sequence of training of personnel and improved treatment of the effectiveness of regional universities as the ratio of efficiency in personnel training to expenditures, which stimulates competition between universities and maximization of effectiveness of educational platform of a region’s digital modernization in Industry 4.0.

Abstract

Purpose

The purpose of this paper is to substantiate the perspectives and to develop recommendations for managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 by the example of modern Russia.

Design/methodology/approach

The methodological basis of the research consists of the hypothetical and deductive method. The offered hypothesis of the necessity for decentralization of managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 is verified with the help of a complex of methods of economic statistics (econometrics), namely, the method of regression analysis and analysis of variation. The research objects are regions of modern Russia that are peculiar for the highest level of scientific and technological development (top 15 of 83 regions at the beginning of 2019), which shows their largest progress in formation of Industry 4.0. The information and empirical basis of the research consists of the materials of the report on human development in the Russian Federation “Human and Innovations”, prepared by the Analytical Center for the Government of the Russian Federation (values of the education index are taken from it), and analytical materials of the rating “Level of Development of Science and Technologies in Regions of Russia” as a result of 2018, prepared by Ria rating (values of the index of scientific and technological development are taken from it).

Findings

It is determined that regional specifics are not sufficiently considered during management of modernization of regional markets of educational services in the conditions of formation of Industry 4.0 in modern Russia. This reduces efficiency of managing digital modernization of regional markets of educational services and leads to the fact that these markets do not perform their function of infrastructural provision of Industry 4.0, slowing down the process of its formation.

Originality/value

The necessity for managing modernization of the markets of educational services in the conditions of formation of Industry 4.0 at the regional level, in view of specifics of the regional economy, is substantiated. For this, a conceptual model and recommendations for its practical application in modern Russia are offered.

Abstract

Purpose

The purpose of this paper is to determine the perspectives and to adapt the analysis of “underdevelopment whirlpools” to the current needs of state management of digital modernization of the regional market of educational services in the aspect of determination and assessment of its disproportions as a tool of managing the regional market of education and managing the process of reorganization of regional universities in the conditions of transition to Industry 4.0.

Design/methodology/approach

Analysis of “underdevelopment whirlpools”, adapted by the authors to the specifics of the regional market of educational services, is used. The statistical basis for this paper includes the information and analytical materials as a result of monitoring the effectiveness of activities of educational organizations of higher education and the materials of the Federal State Statistics Service of the Russian Federation.

Findings

“Underdevelopment whirlpools” of the Kirov branch of St. Petersburg University of the Humanities and Social Sciences are analyzed, and reorganization of this university is recommended. “Underdevelopment whirlpools” in Kirov Oblast are analyzed, and an increase of regulation of this market is recommended.

Originality/value

It is substantiated that the method of analysis of “underdevelopment whirlpools” could be a tool of managing the regional educational market and managing the process of reorganization of regional universities in the conditions of transition to Industry 4.0. The advantage of analysis of “underdevelopment whirlpools”, as compared to the existing similar methods of assessment of disproportions in the development of the regional market of educational services (e.g. comparative analysis and plan-fact analysis), is the possibility not only to evaluate the static underrun from the model/plan but also to study its dynamics (depth and speed of sucking into “underdevelopment whirlpool”), which allows achieving high precision of the results of assessment.

Abstract

Purpose

The purpose of this paper is to substantiate the basic role and to develop recommendations for increasing the attractiveness of a regional market of educational services in modern Russia for provision of its global competitiveness in the conditions of industry 4.0.

Design/methodology/approach

The authors use the method of regression analysis for evaluating the influence of the indicators of investment attractiveness of a regional market of educational services – volume of investments into fixed capital in the sphere of education and state expenditures for financing of education – on the indicator of global competitiveness of this market in the conditions of industry 4.0 – number of foreign students – by the example of regions of the Volga Federal District of the Russian Federation. The empirical basis of the research is statistical materials of the Federal State Statistics Service of the Russian Federation for late 2018 and early 2019.

Findings

It is proved that investment attractiveness of a regional market of educational services is the basis of its global competitiveness in the conditions of industry 4.0. A barrier on the path of full-scale digital modernization of the system of higher education in modern Russia is the absence of private venture investments, which shows low investment attractiveness of a regional market of educational services.

Originality/value

It is substantiated that the causes of emergence of the determined barriers have the institutional nature and could be eliminated with the help of the complex of the recommended measures that are connected to usage of the mechanism of public–private partnership for financing of digital modernization education, flexible regulation of investment activities of digital universities, which is selected for each specific project, and coordination of the investment activities of universities at the regional level and creation of a specialized digital portal. Practical implementation of the offered measures will allow achieving significant growth of global competitiveness of a regional market of educational services of modern Russia in the conditions of industry 4.0.

Abstract

Purpose

Modernization of Russian higher education is carried out with the purpose of its successful integration into the global educational environment. However, the contemporary management model of most Russian universities demonstrates a low efficiency level. The purpose of this paper is to identify the problems of organizing the universities’ strategic development and to seek the opportunities to achieve strategic competitiveness of Russian universities.

Design/methodology/approach

The basic research methods included the following: content analysis, expert evaluations, analysis of the modern concepts of universities strategic management, comparative analysis of high school practice of strategy development, and government regulations in historical perspective.

Findings

The major result of the study is the conclusion that the most important problem of the competitiveness of Russian universities is the lack of strategic flexibility. We can say that there is a structural nature of the management crisis affecting the whole system of university education. Over the past 25 years, there has been a radical change in the basic institutional conditions for the development of higher education institutions in Russia: the volumes and changed model of financing; the market landscape and the regional environment; the conditions and the nature of the interaction with international partners, etc. At the same time, in most cases, the platform of this system and standards of internal policy have remained unchanged. Russian education practically lost its individuality. This paper shows the experience of strategic management at leading federal and regional universities of Russia, analyzes the implementation of their development programs, and gives examples of best practices in the use of strategic planning tools.

Originality/value

The relevance and value of the paper is the following: for the first time, thorough attention has been paid to the accumulated potential of Russian universities, which has been formed over a long evolutionary path and now can be positioned as an important management resource in the organization of strategic management for enhancing the global competitiveness of the national system of higher education.

Abstract

Purpose

The purpose of this paper is to view the actual problems of the Russian system of higher education: lack of connection between labor market and market of educational services, decline in the quality of higher education in the country, reduction of intellectual potential of the youth, commercialization of higher education, etc.

Design/methodology/approach

The author offers approaches to complex evaluation of university education from the positions of social and economic effectiveness on the basis of the matrix of criteria; modern tendencies and perspectives of the development of educational environment are determined, as well as factors facilitating the achievement of the maximum effectiveness of educational activities in Russian universities.

Findings

The author offers her own vision of the main determinants of the growth of the effectiveness of university education within the framework of Russia’s integration into the global educational space.

Originality/value

The paper views the actual problems of the Russian system of higher education: lack of connection between labor market and market of educational services, decline in the quality of higher education in the country, reduction of intellectual potential of the youth, commercialization of higher education, etc.

Abstract

Purpose

Modern educational environment in the system of vocational education focuses on the requirements of labour market and those of employers to the content of graduates’ professional competencies. Thus, the purpose of this paper is to develop practical guidance on the arrangement of cooperation between labour market and regional vocational education system.

Design/methodology/approach

Participative approach allowed considering the cooperation between labour market and regional system of vocational education as the process aimed at creating management tools for formation, use, development of human resources. The research involved 300 teachers, 400 students, 100 employers, who found out the effectiveness criteria for the cooperation between labour market and vocational education system.

Findings

The findings reveal national models characteristics and universal tools for cooperation between vocational education institutions and enterprise. National models characteristics allow identifying the most advantageous cooperation tools; comparing suggested tools with the experience of others and thereby assessing their relevance and implementation risks.

Research limitations/implications

The research results allow us to plan strategies for further studies of this problem, which are related to the development of models for cooperation between labour market and vocational education system.

Practical implications

The identification of universal tools for cooperation between vocational education institutions and enterprise promotes the integration of national vocational education systems into national educational space. The materials of the paper can be useful for university leaders and professors; employees of centres for professional advancement and retraining in selecting and structuring the content of academic and teaching staff’s advanced training.

Social implications

The revealed criteria contribute to vocational education programmes integration, connection between professional and educational standards, students’ professional identity.

Originality/value

The effectiveness of the cooperation between labour market and vocational education system will be improved by studying national models and identifying the most advantageous cooperation tools (modular training, voluntary social/ecological year, educational resources integration, state and public management, clustering vocational education institutions and industry companies). This will allow comparing the suggested tools for collaboration between labour market and vocational education system with the experience of others and thereby assess their relevance and implementation risks. Improving the cooperation between labour market and vocational education system will be successful provided that universal tools for cooperation (socio-economic, educational, practical, innovative and technological) are identified, which promotes the integration of national vocational education systems into national educational space. The effectiveness of cooperation between labour market and vocational education system will increase on condition of criterion assessment (clustering, subjectivity, transdisciplinarity), promoting vocational education programmes integration, connection between professional and educational standards, students’ professional identity, students’ engagement in the development and implementation of research and production projects, stepped formation of professional competencies.

Purpose

Extant literature has indicated that government support is one of the main drivers of international expansion of Chinese multinational enterprises. However, research on the influence of governors on firm internationalization is still limited. Drawing upon the institution-based view, we theorize a novel concept of institutional enablement to illustrate the influence of a governor's pro-market ideology on Chinese firms' internationalization.

Design/methodology/approach

We analyze the relationship between a governor's pro-market ideology (consisting of a pro-market political ideology, an overseas educational background and a business background) and firm internationalization with a sample of Chinese public companies during 2014–2017.

Findings

We find a direct and positive effect of a governor's pro-market ideology on firm internationalization. We also find an indirect and positive effect of a governor's pro-market ideology through regional, inward foreign direct investment.

Originality/value

To the best of our knowledge, this paper is the first to investigate an underexplored question of the impact of governors on firm internationalization and to develop a novel concept of institutional enablement, based on discursive institutionalism.

Purpose

The export of Russian educational services worldwide was not considered by the Russian Government as a full-fledged economic sector until recently. However, the situation has changed since the early 2000s, when in 2002, the Russian Government approved the national strategy for higher education promotion abroad and since then has been actively working on development of incentives and measures to support Russian universities to better market themselves in a global competitive market place of higher education. The paper aims to discuss these issues.

Design/methodology/approach

In this paper, the authors use a systematic approach to analyze different instruments for promoting higher education services abroad, consider the current state of this issue in Russia and look at what difficulties may arise at various levels when the state attempts to implement its strategy.

Findings

They are formulated as a set of marketing activities at different levels (national, regional and institutional), allowing a more advantage positioning of Russian universities in the global environment.

Practical implications

This paper focuses on the development of a marketing strategy for universities in a dynamic setting. The urgency of the problem is determined by the fact that today universities have to deal with a number of challenges: the reduced funding; increased competition at the regional, national and global markets; the growth of the importance of international and national rankings; and demographic and social challenges. Effective positioning in the global market place can be viewed as a source of new opportunities, as well as a challenge, not easy to master in some cases.

Originality/value

The paper scrutinizes strategies for the promotion of Russian universities to increase effectiveness of their positioning and create for them comfortable conditions for development in the world markets of educational services. The topic of marketing of educational services worldwide for a post-Soviet country is not an issue commonly addressed in the literature today.

Abstract

Purpose

The authors investigate whether community-based CEO's attributes, particularly educational attainment, regional and religious affiliation, are direct antecedents of performance in family-controlled Indian firms. The authors further examine whether CEO's education moderates the linkage of firm performance with regional and religious affiliation.

Design/methodology/approach

The authors employ pooled Ordinary Least Square with fixed effects and Fama-Macbeth regression techniques to test their hypotheses.

Findings

The results reveal that firms with post-graduate CEOs in business and firms with doctorate CEOs, significantly outperform peer firms. The authors also find that CEOs from northern India outperform peer CEOs consistently which emanates from the risk-taking differentials of CEO's across regions. Hindu CEOs also deliver superior return on assets. However, CEO's educational attainment moderates the influence of regional and religious affiliations.

Originality/value

This study is unique as it contributes on the role of regional affiliation of top executives in determining performance which almost remains unexplored in existing literature.
