Abstract

Purpose

The authors investigated the effect of basic human values in the prediction of COVID-19 vaccination behavior amongst public security agents in Brazil.

Design/methodology/approach

A sample of 15,313 Brazilian public security agents responded to the portrait values questionnaire and a COVID vaccination behavior measure. Multidimensional scaling analysis (MDS) was used to observe the order of the predicted by the theory. For hypotheses, the authors ran a series of Structural equation modeling (SEM) with direct effects between values and vaccination rate.

Findings

Results suggest that the values of conservation and self-transcendence positively predicted vaccination. A nonsignificative negative prediction was obtained for openness to change and self-enhancement values on vaccination behavior.

Research limitations/implications

Data were collected using self-report questionnaires.

Practical implications

Institutional management should encourage capacitation campaigns aimed at public security agents, enabling a significant increase in vaccine protection for the public security institutions.

Social implications

The reinforcement of conservation and self-transcendence values lead to the perception of the vaccine as a measure of caring for people in general and for the members of the ingroup, hence motivating the vaccination behavior.

Originality/value

The findings confirm that values encourage individuals to be vaccinated, due to their intrinsic motivation. This relationship did not appear to be clearly tested by previous empirical studies.

Abstract

Purpose

Because that the crime in a wide way impacts the life of the people in the big metropolis, researchers have treated the question from several angles. The purpose of the paper, under the umbrella of operational research, is to develop a model of the ordering of police strategies, in the fight against crime in general, according to a certain criminal demand.

Design/methodology/approach

For the construction of the impact matrix of the strategies under the reduction of crime rates, considering a portfolio of crimes, a questionnaire applied to specialists was used. In a second moment, defined the criteria and strategies to be ordered, the multicriteria ELECTRE IV method was used, which with the help of the J-Electre software emulated the systematized data in the impact matrix and produced the final ordering of the most efficient strategies, in the fight against crime, in the perception of decision-makers.

Findings

As a result, the research revealed that policing strategies directed at solving specific crimes are the most effective in the perception of decision-makers after the emulation of data with the ELECTRE IV method.

Research limitations/implications

As research implications, it can be inferred that the use of multicriteria methods in the modeling of problems in the area of public security can contribute to rationalization of the use of the means available in the fight against crime in large cities. The research showed that it is possible to use customized policing strategies to a certain reality.

Practical implications

The method presented in this research is directly related to the major strategies: problem-oriented policing and hot spot policing. This method allows public safety managers to consider the possibility of combining different law enforcement strategies in each context. In this sense, the use of the multiple-criteria decision analysis (MCDA) (ELECTRE IV) method allows the evaluation of a large set of alternatives according to a set of established criteria, speeding up the process and reducing subjectivity, allowing the manager to analyze several scenarios with greater clarity and impartiality and choosing an alternative that best solves the proposed problem. The expected result is the rationalization of the available means applied in the search for the reduction of crime rates.

Social implications

The customization of policing strategies, according to criminal demands, implies the efficient way to reduce criminal charges. Reducing criminal rates enables the development of the local economy, tourism and the quality of life of people by exercising their freedom to the full.

Originality/value

The originality lies in filling a gap in the literature with the elaboration of the impact matrix of policing strategies in reducing criminal indices, and in their associated use in ordering strategies through a multicriteria method.

Abstract

Purpose

The purpose of this paper is to investigate the impacts of left Brazilian political parties and partisan disruption on the homicide rate in Brazil.

Design/methodology/approach

The authors use panel data for the states between the years 1980 and 2011. The database used is an unbalanced panel covering a sample of 27 Brazilian states over 32 years, 1980-2011, totaling about 855 observations.

Findings

It is estimated that these two political factors are sources that have connection to the increased level of violence in Brazil. These analyses provide several important results. First, partisan disruption is associated with a higher homicide rate, compared to non-partisan disruption. The results from the panel also suggest that left-parties in government have a positive impact on homicide, compared to non-left-parties.

Research limitations/implications

Information regarding premeditated homicides (CID-BR-9 database) is available for all Brazilian states, and may be tabulated from the same micro-data at any level of aggregation. Some of the well-known problems regarding the choice of this variable are as follows. First, deaths resulting from wounds are sometimes included in the statistics whether wounds were intentionally inflicted or not. In addition, some incidents end up not being registered because certain deaths are not reported. This tends to occur more frequently in rural areas. Fortunately, this second problem does not appear to be too significant, as under-registry of deaths due to external causes is much lower than the amount resulting from natural causes (see, e.g. Cano and Santos, 2000). In addition, this problem may be controlled if under-registry remains stable over time by applying fixed effects to the panel data.

Practical implications

The main Brazilian political parties diverge on the causes of crime and how criminals should be punished. For example, in Brazil, the minimum age for one individual to be punished with imprisonment is 18 years old. Practices crimes for young people between 12 and 18 implies only in socio-educational measures. Given the high level of violence in Brazil, there is a bill being debated in the parliament that proposes to reduce the age to 16 years. Based on the research, 90 percent of the population approves the reduction of age to 16 years. However, the majority of parliament is opposed to changing the law. In general, the more conservative parties are favorable to changing the law.

Social implications

These divergent postures can be associated with the ideological essence or to belief system of each political party. Political parties have the potential capacity of changing crime trends through economic and social policies as well as by applying stronger sanctions against crime. Given the law enforcement system, the cycle of crime in Brazil may be related to the profile of the political party elected.

Originality/value

The authors assume the hypothesis that the current Brazilian multi-partisan system has an incentive system in which politicians do not respond adequately to the basic wishes of voters. Among such desires, the authors emphasize public safety. This paper evaluates the empirical effect of partisan disruption on homicide rate.

Abstract

Purpose

The authors examine predictors of self-legitimacy for police officers belonging to the Military Police force of São Paulo (Brazil). Considering the variables mobilized by the literature on self-legitimacy, the authors seek to identify what explains the self-legitimacy of militarized police officers.

Design/methodology/approach

A survey was applied to 298 frontline police officers in the city of São Paulo, analyzing indicators separated into two groups: relationship dimension and organizational dimension. An ordinary least square model is used to test the “relationship” and “organizational” variables on police officers' self-legitimacy.

Findings

Effectiveness is the strongest predictor for self-legitimacy. Organizational justice and distributive justice also present important effects, as the perception of citizens' attitudes toward police reinforces the conception of self-legitimacy as a dialogical construct, comprising here the public's expectations of police work as well as the police officers' perceptions that they are respected and considered important by the public.

Originality/value

There are no other studies on self-legitimacy related to Brazilian police officers or exploring these aspects among police officers submitted to a militarized structure. These results contribute to the ongoing debate on the militarization of police activities and their possible effects on police legitimacy.

Purpose

Social participation or public participation is a mechanism that aims to enable decision makers to understand the real needs of society and to promote more appropriate and acceptable public policies. The purpose of this paper is to analyze, through Douglasian Cultural Theory, the public-consultation mechanism, and to what extent it encourages the participation of people with different points of view in the formulation of public policies.

Design/methodology/approach

This research paper uses theoretical propositions from Douglasian Cultural Theory to investigate the process of public consultation adopted by the Brazilian National Health Surveillance Agency (Anvisa) in the formulation of public policies for Brazil’s health sector.

Findings

The results contribute to the findings of previous studies, i.e., that social participation is unequal, and that some points of view are dominant in policy formulation. This indicates that public managers should seek mechanisms of participation that promote more inclusive and pluralistic public participation.

Research limitations/implications

The main limitations of this study are the subjectivity inherent in the classification of “voices” in Douglasian Cultural Theory, the small number of contributions analyzed and the absence of some unpublished data.

Originality/value

The analysis contributes to the literature by supporting some and rejecting other propositions of Douglasian Cultural Theory, as well as indicating possible potential from this theory through public administration in the evaluation of mechanisms of social participation.

Abstract

Purpose

Institutional, economic, social and technological advancements enable openness to cope with wicked public management issues. Although open innovation (OI) is becoming a new normality for public sector entities, scholarly knowledge on this topic is not fully systematized. The article fills this gap, providing a thick and integrative account of OI to inspire public management decisions.

Design/methodology/approach

Following the SPAR-4-SLR protocol, a domain-based literature review has been accomplished. Consistently with the study purpose, a hybrid methodology has been designed. Bibliographic coupling permitted us to discover the research streams populating the scientific debate. The core arguments addressed within and across the streams were reported through an interpretive approach.

Findings

Starting from an intellectual core of 94 contributions, 5 research streams were spotted. OI in the public sector unfolds through an evolutionary path. Public sector entities conventionally acted as “senior partners” of privately-owned companies, providing funding (yellow cluster) and data (purple cluster) to nurture OI. An advanced perspective envisages OI as a public management model purposefully enacted by public sector entities to co-create value with relevant stakeholders (red cluster). Fitting architectures (green cluster) and mechanisms (blue cluster) should be arranged to release the potential of OI in the public sector.

Research limitations/implications

The role of public sector entities in enacting OI should be revised embracing a value co-creation perspective. Tailored organizational interventions and management decisions are required to make OI a reliable and dependable public value generation model.

Originality/value

The article originally systematizes the scholarly knowledge about OI, presenting it as a new normality for public value generation.

Abstract

We are experiencing a period of adaptation of our agri-food systems to the context of climate change, thus witnessing the incorporation of several more ecological and socially inclusive practices. In this sense, this chapter seeks to understand the role of civil society in promoting sustainable food systems based on Brazilian experiences over the last three decades. First, the role of civil society in the construction of new agroecological markets is discussed, bringing the experience of the consumer cooperative COOLMEIA, which started the construction of the first agroecological fair in Brazil, the Ecological Farmers Fair in Porto Alegre. Then the civil society activism engaged on establishment of the Human Right to Healthy and Adequate Food is discussed, highlighting the importance of social movements and civil society organisations in the construction of a democratic political system. At last, the trajectory of the civil society as actors participating in the formal instance of State governance through their performance in the National Council for Food Security and Nutrition – CONSEA, presenting the historical context, achievements and struggles. Finally, the chapter concludes with a section reviewing lessons learned and possible challenges for civil society participation in the debate on agri-food systems in the future.

Purpose

The purpose of this study is to examine if public policy satisfaction is related with perceived financial security. The public policy examined is an emergency income policy in Brazil.

Design/methodology/approach

The authors used a questionnaire to interview a random sample of 235 single-parent women who received Emergency Aid (EA) resources in Brazil during the pandemic. The questionnaire included measures of financial security, financial anxiety, financial resilience and profile aspects. The authors applied a multiple regression approach to identify the determinants of financial security during the pandemic.

Findings

Our findings show that factors such as satisfaction with the emerging income policy and financial resilience are positively related to perceived financial security. Financial anxiety, financial fragility and job loss in the pandemic are negatively related with perceived financial security.

Research limitations/implications

While our results correspond to a random probabilistic sample of women residing in southern Brazil, they may not be generalizable to Brazil as a whole.

Practical implications

This study provides evidence of the financial situation in the pandemic for the lives of economically vulnerable women. The research encourages government and financial institutions to understand the unique challenges faced by vulnerable populations during the pandemic and analyzes the direct results of EA. The study contributes to the establishment of policies to support vulnerable populations, encouraging security and financial resilience.

Originality/value

This research is innovative in its analysis of women’s financial situations during the pandemic, taking into consideration both behavioral aspects and profiles. Our focus on a specific case of emergency income policy adds to the understanding of the relation of such policies on vulnerable populations.

Abstract

Purpose

This article presents two Brazilian Portuguese corpora collected from different media concerning public security issues in a specific location. The primary motivation is supporting analyses, so security authorities can make appropriate decisions about their actions.

Design/methodology/approach

The corpora were obtained through web scraping from a newspaper's website and tweets from a Brazilian metropolitan region. Natural language processing was applied considering: text cleaning, lemmatization, summarization, part-of-speech and dependencies parsing, named entities recognition, and topic modeling.

Findings

Several results were obtained based on the methodology used, highlighting some: an example of a summarization using an automated process; dependency parsing; the most common topics in each corpus; the forty named entities and the most common slogans were extracted, highlighting those linked to public security.

Research limitations/implications

Some critical tasks were identified for the research perspective, related to the applied methodology: the treatment of noise from obtaining news on their source websites, passing through textual elements quite present in social network posts such as abbreviations, emojis/emoticons, and even writing errors; the treatment of subjectivity, to eliminate noise from irony and sarcasm; the search for authentic news of issues within the target domain. All these tasks aim to improve the process to enable interested authorities to perform accurate analyses.

Practical implications

The corpora dedicated to the public security domain enable several analyses, such as mining public opinion on security actions in a given location; understanding criminals' behaviors reported in the news or even on social networks and drawing their attitudes timeline; detecting movements that may cause damage to public property and people welfare through texts from social networks; extracting the history and repercussions of police actions, crossing news with records on social networks; among many other possibilities.

Originality/value

The work on behalf of the corpora reported in this text represents one of the first initiatives to create textual bases in Portuguese, dedicated to Brazil's specific public security domain.
