Abstract

Purpose

The purpose of this paper is to analyse the management of commercial actors in strategic networks of emergency preparedness management (EPM) in developed countries and how these strategies connect to the emergency response efficiency. This study uses collaboration, strategy, and efficiency to evaluate the private governance of the food, healthcare, and transportation sectors and follows an analysis of these sectors’ management that finds an ambivalent impact on the efficiency of the worldwide supply chain network (SCN) system. This study discusses many strategic networks and nets of commercial standards with different management structures and emphasizes illustrating the EPM context, thereby offering directions for future research.

Design/methodology/approach

An empirical research approach and triangulation methodology was adopted to design the selection, evaluation, and contribution of the observed data and the humanitarian and business literature. An overview of strategic networks’ role in EPM in Sweden comprises several network approaches and considers the strategic value of three SCNs for response efficiency.

Findings

The study finds that strategic networks are relevant for EPM and response efficiency and can be delimited and adapted to developing countries’ demands. However, growing interest in networks’ strategic value for EPM stresses public-private collaboration as a strategic choice to achieve response efficiency. To offer strategic planning that ties demand with supply, public-private actors must collaborate in SCNs.

Originality/value

The study contributes to the existing literature on strategic networks, for example, industrial networks, by illustrating their strategic value for developed countries’ SCNs. It also contributes to the business literature, for example, on strategic net management. The work is original because it adopts a practical perspective involving buyers and suppliers in planning, the delimitation of their capability in nets, and the strategic value of SCN collaboration.

Abstract

Purpose

This paper aims to investigate the dyadic relationships of actors engaged in publicprivate (P-P) collaboration in health-care prevention. The purpose is to characterize a new type of actor as an intermediary that connects different actors in P-P collaboration and to compare P-P collaboration based on results expected with and without the inclusion of this new actor.

Design/methodology/approach

For the investigation, the Industrial Marketing and Purchasing Group approach to business relationships is used. The substance (activities-resources-actors) and the functions (dyadic, single actor and network) of business relationships are applied as a research framework. The analysis is based on these theories through a case study.

Findings

This study delivers four important findings: the relationship with this new type of actor results in new resources for all of the participants that are involved, the new actor is a key channel for generating corporate social responsibility recommendations for private actors, relationships with this new type of actor are a great basis on which private firms may build relationships with the public that involve higher levels of health care and also generate sponsorship for public causes, thereby increasing social welfare and the new type of actor can cause potential tensions that require constant and coordinated management.

Originality/value

The paper contributes to the conceptualization of the “interacted actor” through characterizing a new type of actor and its renewing network in P-P collaboration.

Abstract

Purpose

The purpose of this article is to investigate how facilities management (FM) units navigate Energy Service Company (ESCO) collaborations, here defined as examples of public collaborative innovation within the context of FM. The driving motivation is to inform and inspire internal FM units of local institutions on how to navigate and manage collaboration of different, intra- and inter-organisational actors throughout ESCO projects.

Design/methodology/approach

A deductive research methodology was applied based on the first ten ESCO projects in Danish municipalities between 2008 and 2012.

Findings

A model of FM roles in FM public innovation is proposed. The internal FM unit coordinates between clients and end users by acting as translator and demonstrator and collaborates with the ESCO company to implement the energy renovation (FM processor).

Research limitations/implications

The data were collected from a limited sample of ESCO collaborations in Denmark. Future research should thus investigate collaborative innovation in ESCO (and other forms of privatepublic) collaborations outside of Denmark.

Practical implications

Not only should FM units clarify what different stakeholders expect from an ESCO collaboration, but also they should translate stakeholders’ expectations into actual goals and objectives; process them together with the ESCO company; demonstrate their execution to all stakeholders throughout the process, not just when closing the collaboration.

Originality/value

This paper contributes to FM innovation research by exploring FM innovation in the public sector and by depicting the coordinating role of local governments’ internal FM units engaging in publicprivate collaborative innovation.

Abstract

Purpose

This study seeks to explore the powerful role(s) of institutionalised performance measurement systems or metrics in smart city governance in a politically and militarily sensitive developing country.

Design/methodology/approach

This study extends the application and contribution of a multi-level institutional framework to previous management accounting literature on the potential relationship between performance measurement and smart city governance. The value of utilising a multi-level framework is to broaden and deepen theoretical analyses about this relationship to include the effect of political pressure from the military regime at the macro level on the institutionalisation of a performance measurement system at the micro-organisational level. Taking the New Cairo city council smart electricity networks project (Egypt) as an interpretive qualitative single-case study, data collection methods included semi-structured interviews, direct observations and documentary readings.

Findings

Performance measurement systems or metrics, especially in politically and militarily sensitive smart cities, constitutes a process of cascading (macro-micro) institutionalisation that is closely linked to sustainable developments taking place in the wider arena of urban policies. Going a step further, accounting-based performance metrics, arising from political and military pressures towards public-private collaborations, contribute to smart city management and accountability (governance). Institutionalised measurement systems or performance metrics play a powerful accounting role(s) in shaping and reshaping political decisions and military actions in the city council.

Originality/value

Theoretically, this study goes beyond the cascading institutionalisation process by arguing for the powerful role(s) of institutionalised accounting and performance measurement systems in smart city decision-making and governance. Empirically, it enriches previous literature with a case study of a developing Arab Spring country, characterised by an emerging economy, political sensitivity and military engagement, rather than developed and more stable countries that have been thoroughly investigated. It is also among the first politically engaged accounting case studies to highlight public-private collaborations as a recent reform in public sector governance and accountability.

This chapter focuses on public research as one possible external source of knowledge available for private companies seeking scientific support in relation to product development projects, and analyses inter-organizational relations between public research institutions and innovative firms including enabling conditions for effective knowledge creation in such public-private interactions. Two case studies of product development projects based on sensor technology are used to illuminate how innovation is carried out in such interactions. The chapter concludes with extracting crucial features for successful public-private collaboration on knowledge creation and innovation.

Abstract

Purpose

The objective of this article is to understand how to optimize partnerships between the public and business sectors. It aims to use a reference group influence model to help identify which kinds of public services are best suited to this type of collaboration.

Design/methodology/approach

Consumer data were collected in two stages using surveys. Data were analyzed using two‐sided paired t‐tests and a mixed factorial MANOVA. The model is validated in the two largest Hispanic consumer markets – Mexico and Spain.

Findings

The paper finds that reference group influence has a greater impact on brand decisions for publicly consumed public services, and on service decisions for public services for which consumers pay extra. Reference group influence varies between contexts/countries.

Research limitations/implications

Despite the economic, development and cultural differences between Mexico and Spain, countries with even greater differences, or additional countries, could have been included in the study. Although commonly accepted for theory testing and reference group research, the use of a student sample during the second stage of this study limits the extendibility and generalization of the results.

Originality/value

Decision‐making shortcuts have been studied for years by behavioral scientists. However, to the authors' knowledge no research has explored how reference group influence affects public service consumption, and this understanding leads to the optimization of publicprivate collaborations.

Abstract

Purpose

One of the most salient contemporary societal trends is the increasing amount of publicprivate collaborations. In spite of the increasing awareness of the need to scrutinise the promises of publicprivate partnership (PPP), there is an important but seldom-asked question: How does the assumed interaction pattern behind PPP correspond with the interaction pattern appearing in empirical studies of the content of business exchange? The purpose of this paper is to shed light on the discrepancy between the expected and actual pattern of interactions in PPPs.

Design/methodology/approach

The paper presents a specific PPP concerning the construction of a Nya Karolinska (NKS) hospital building, which ended up as an economic and functional disaster. With an interactive approach as point of departure (Håkansson et al. 2009; Waluszewski, Håkansson, Snehota, 2017), this paper investigates a) the interaction pattern of the business landscape expected by policy/politicians in the NKS construction case and b) how the assumed interaction pattern appears in relation to the interaction pattern of the business landscape outlined in empirical studies of exchange, in the business landscape in general and of the construction setting in particular.

Findings

Given that the public side is neglecting the interactivity and interdependency of the private business setting, the disappointment with the NKS PPP project does not appear as an odd deviation. Rather, as a natural consequence of a public side expecting autonomous actors able to deliver innovation, quality and cost control just because they are exposed to competitive forces – but in reality interfacing with private actors which interests are directed to interdependent investments in place; own and related suppliers’.

Research limitations/implications

The investigation of the political expectations behind the NKS PPP case was concentrated on two types of data. Original reports expressing the political view of the interaction pattern of the private setting have been used. Four published studies focussing on different aspects of the NKS process, which discuss the political view of the private setting, was also used.

Practical implications

Be it privateprivate or publicprivate, to be beneficial for both sides of the exchange interface, both sides have to engage in the exchange – with representatives with knowledge and experiences of all direct and indirect related social and material resources that will be affected. The need to mobilise and involve representatives with extensive experiences of specific resource combinations of both sides of the exchange interface; the public as well as the private, does not disappear simply because it is assumed away.

Social implications

The competitive forces of the private setting are by politicians and policy assumed to function in an automatic way; breeding cost efficiency, quality and innovation. Furthermore, there is also an assumption of speed and ease of change. With the trust in these characteristic sof the private setting at hand, politicians have a “cart blanche” to withdraw from direct involvement in the creation of producer-user interfaces.

Originality/value

The paper underlines that as soon as the public-private exchange concerns goods that cannot be transformed to or treated as homogeneous ‘commodities’, as most often is the case of in this type of processes, there are reasons to be extremely careful in the design of the interaction interface. There are differences both in resource and activity structures between the two sides of the exchange interface and these differences have to be actively dealt with.

Abstract

This study explores policies of collaborative governance between public and private actors through a specific case that sees the development of city areas previously abandoned or landlocked. It employs the case study methodology, analyzing the specific case of San Vincenzo’s Pier in the port city of Naples. The analyzed case reveals that a collaborative publicprivate approach might overcome typical bureaucratic-public hurdles to the development of cities, especially their abandoned areas.

Cases of publicprivate collaboration have strongly increased in the last decade in order to overcome classic public failure and to develop a more participated form of governance; therefore, the research question is aimed to understand which are the possible policies to put in action for an effective collaborative governance among public and private actors. It offers practical implications for public managers by demonstrating that the development of policy networks, comprising both public and private actors, is necessary for developing new ideas and for overcoming typical limits of both private and public administrations.

Abstract

Purpose

Collaborations between public administrations and private sector represent a specific challenge to manage contractual and organizational relationships among partners with different goals, working cultures, norms, rules and processes. Therefore, the main research question of this paper is: What are the antecedents of effective collaboration in public-private IT outsourcing relations? Thus, the purpose of this paper is to identify the determinants of collaborative interface characteristics as scaffolding structures to manage public-private IT outsourcing relations effectively.

Design/methodology/approach

Two cases of public-private IT outsourcing relationships in Mexico were used to compare and contrast the main antecedents of collaborative interface characteristics. Case selection was based on the success in each case, as perceived by the collaborating members involved. A successful case and a less successful case of application development for the provision of public services from two state administrations in Mexico were chosen. Data gathering took place via face-to-face interviews.

Findings

The quality of the organizational interface depends on the interactions between exchange of knowledge and mutual trust, along with the commitment between partners. Trust, commitment and knowledge sharing interacted to enhance interface characteristics that have an impact on public and political values.

Research limitations/implications

This paper used and extended an outsourcing technology enactment model to emphasize the quality of organizational interfaces as a main antecedent for the success of public-private IT outsourcing relations.

Practical implications

Effectively designing work practices and contracts implies the development of flexible contracts, objects and routines to adjust project requirements to fulfill better public-private goals. Such flexible contracts and practices are only possible in a trusting environment where participants shape their mutual understanding of the project.

Originality/value

The paper contributes to the literature on public-private IT outsourcing relationships by offering a theoretical framework on key antecedents and processes of success of these relationships.

Abstract

Purpose

This paper aims to focus on time-constrained interactions involving industry and public actors, mainly universities, conducting research. This kind of interaction has become increasingly important to develop new pharmaceuticals, especially antibiotics. The proposed theoretical frame relies on industrial marketing and purchasing’s interactive perspective on inter-organizational relationships and especially the activities, resource, actors model, combined with key concepts on temporary organizing and project management. This study identifies the temporality and time constraints imposed by this project on publicprivate interactions, specific coordination tools used to create such temporality and time constraints and their consequences, including positive and negative effects for the interacting parties.

Design/methodology/approach

The study builds on a single in-depth qualitative case study of a major antibiotics R&D collaboration project called ENABLE.

Findings

For negative consequences, this model includes the need for constantly rebuilding trust due to fast turnover of actors, difficulties in combining resources as efficiently as possible, resource constraints, bottlenecks and neglect of some activities, such as publishing, which are normally pivotal for universities. Despite these problematic consequences of temporality, resources are rapidly made available and new competencies learned quickly. Another positive effect is the possibility to achieve complex adaptations of resources and activities even in short time frames. Importantly, projects can act as a springboard for the parties to continue collaboration and in the long term develop a continuous business relationship.

Originality/value

Based on the findings the authors develop a model of time-constrained inter-organizational interaction between public and private organizations.
