Abstract
Purpose
The purpose of this paper is to identify the barriers to community participation in post-disaster reconstruction in Minamisanriku, Japan.
Design/methodology/approach
This paper utilizes the extended case method. 31 in-depth, semi-structured interviews were conducted with local residents as well as 15 in-depth, semi-structured interviews with professionals working on reconstruction efforts. Multiple site visits were made to conduct participant observation and ethnographic research. The data from these interviews and fieldwork were triangulated with archival research.
Findings
The results from this research show that at least six major barriers to community participation in post-disaster reconstruction were present in Minamisanriku. These barriers were: predetermined tsunami risk levels, a disaster reconstruction menu, existing patterns of government, construction of seawalls, an existing lack of participation and administrative mergers. These barriers were not a product of the disaster event itself, but rather of the pre-existing conditions in Minamisanriku, and Japan in general.
Originality/value
This study pinpoints the actually existing barriers to the worldwide call for participatory measures and community involvement in post-disaster reconstruction.

Abstract
Purpose
This paper aims to identify the main aspects requiring immediate attention in the post-disaster reconstruction of road infrastructure, thereby providing a major synthesis, which advances the understanding in this important area.
Design/methodology/approach
Literature and empirical evidence obtained from documents and semi-structured interviews with 28 respondents of three case study districts in Aceh, Indonesia was analysed using NVivo 10. The findings were validated through triangulation with the literature and consultation with the experts in the field of disaster management and road infrastructure.
Findings
The authors propose a framework for the reconstruction of road infrastructure, which respond to the peculiarities of road projects in a post-disaster setting. The framework comprises various components requiring detailed attention in the reconstruction process and describes their position in the road project and disaster management cycle.
Originality/value
The framework fills the gap in the body of knowledge with regard to road infrastructure reconstruction in a post-disaster context. For the first time, this paper recognises the importance of local government capacity in the Aceh Province with regard to the sustainability of the post-disaster reconstruction assets.

Abstract
Purpose
The literature emphasises that integration of disaster risk reduction (DRR) into planning processes is a key to reduce natural disaster losses, boost socio‐economic development needs and ensure sustainability in development gains. But linking DRR to the infrastructure reconstruction sector has become a challenge in developing country settings. Therefore, the purpose of the main research, of which this paper is based on, is to explore how integration of DRR into infrastructure reconstruction should be done in such a way to contribute to socio‐economic development process. As a part of this main aim, this paper focuses on exploring the existing gap in the concept of DRR at the policy‐making level and the infrastructure reconstruction project level. Thus, the paper seeks to review the current policies on post‐disaster reconstruction and DRR at the national and intermediate‐organisational level in Sri Lanka and integration of DRR concept within these policies. Not limiting to the policies, DRR processes were assessed on their success through the level of implementation of DRR strategies at the post‐disaster infrastructure reconstruction projects.
Design/methodology/approach
The paper is based on the data collated from a case study conducted in a water supply and sanitation reconstruction project in Sri Lanka supported by expert interviews among national and intermediate‐organisational level policy makers those who are involved in the development of policies related to disaster management and construction activities.
Findings
The results highlight the lack of individual policies on reconstruction and DRR of reconstruction at the national and intermediate‐organisational level except certain sections within certain policies. It was found that integration of DRR within these policies is lower than the level of importance of such integration. Further, the level of implementation of these policies in practise is average as it is averted by required speed and quality of reconstruction, availability of finances for reconstruction, the scale of reconstruction projects, reliability and practicability of policies, legitimacy of policies and adequacy of authority delegated to the relevant bodies, the consistency of various policies, detail explanations on relationships with other policies, the level of awareness about policies by the relevant bodies, attitude of construction professionals and experience of reconstruction bodies in the field of disaster reconstruction.
Research limitations/implications
The findings of this paper is not limited to one specific policy related to disaster management or construction in Sri Lanka. It represents an overall view of most of the existing policies in the field. Furthermore, the data collection was limited to the Sri Lanka context.
Practical implications
The findings of this paper will be useful to relevant policy makers to understand the areas needed further attention within the policies in terms of integration of DRR concept within them.
Originality/value
The paper is unique in its findings as it discovers overall gaps in the concept of DRR within the policies and actual infrastructure reconstruction project practises.

Purpose
External assistance is often urgently required when an area is struck by a catastrophe. Central government-oriented aid (CGA), national non-governmental organizations aid (NNA), and international humanitarian aid (IHA) are three typical aid models, and national counterpart aid (NCA) is an innovative model for post-Wenchuan earthquake recovery and reconstruction (PWERR). The purpose of this paper is to make a comparative study of the aid models in order to develop recommendations on external assistance for better post-disaster recovery and reconstruction (PDRR).
Design/methodology/approach
This study was performed in three steps: a case study on the NCA model during the PWERR; a documentary research on the CGA, NNA and IHA models; and a comparative analysis of the four models.
Findings
The results of the comparative study show that the NCA model is more efficient and effective than the other three typical aid models. However it must be based on the premise of a centralized government.
Practical implications
The NCA model contributes to disaster management in a developing country context. It develops a viable model for developing countries in coping with the catastrophe, can enhance their ability for domestic self-assistance, and has reference to the construction of national integrated disaster management systems.
Originality/value
This paper empirically researches the innovative NCA model, and compares it with commonly used aid models for the PDRR. Although it is a Chinese experience, the systematic inter-governmental collaboration of the NCA model has reference to other countries in disaster management.

Abstract
Purpose
The aim of this paper is to add a new dimension to urban resilience by exploring how representations of disasters, reconstruction and human settlements are made, and how, by shaping plans and programs, they ultimately influence resilience.
Design/methodology/approach
The paper draws on James Scott's notion of “legibility” to ask how different representations simplify complex realities and how they are transformed into plans and programs. The paper first outlines the various broad analytic lens used to examine legibility to portray post‐disaster reconstruction, drawing on international literature and policies. The paper then focuses on post‐earthquake Haiti and analyzes eight reconstruction plans and reviews design proposals submitted for the Building Back Better Communities program to explore how different stakeholders portrayed the disaster, identified the reconstruction challenges and proposed to address human settlements.
Findings
Representations of the disaster, the reconstruction challenge and the housing problem were quite varied. While the plans assumed a very broad view of the reconstruction challenge (one that goes beyond the representations found in the literature), the BBBC program adopted a very narrow view of it (one that the literature condemns for failing to achieve sustainable resilience).
Research limitations/implications
The empirical research is exploratory, suggesting an approach that throws a new light on the analysis of plans and programs for improved resilience.
Practical implications
The study suggests that the representations that decision makers, institutions and organizations make of the world ultimately establish the framework in which resilience is constructed.
Originality/value
The lens of legibility confirms that the expression of different representations makes the world legible in different ways and therefore transforms the way in which resilience can be improved.

Purpose
Improving the resilience of the construction sector helps countries recover quicker from crises and can assist with improving community resilience and recovery. This study aims to explore ways in which the construction sector might improve its resilience.
Design/methodology/approach
This paper examined past disasters and the role construction plays to understand what and how better construction resilience can be built, and the impact this will have on recovery and reconstruction.
Findings
The findings showed that after a crisis, the construction sector is called upon to manage building and infrastructure recovery and reconstruction. Construction organisations are needed by the community, as they provide physical resources, people, materials, logistics, management and technical expertise and rebuilding. To ensure that recovery and reconstruction programs are successfully implemented, it is necessary for the construction sector to be resilient. To achieve improved resilience in the construction industry, disaster resilience management needs to become mainstreamed into construction processes.
Research limitations/implications
Although larger organisations have some preparation to respond to crises, including having emergency or disaster plans, smaller companies struggle to achieve a reasonable level of resilience. It appears that senior management and key people in construction organisations are familiar with the procedures but that the majority of staff in organisations lack knowledge and skills.
Practical implications
Understanding the role the construction sector plays in disasters and providing directions for improving construction sector resilience will ultimately improve recovery and reconstruction outcomes.
Social Implications
This paper discusses how communities rely on services provided by construction organisations to enable them to recover from emergencies and crises. Pre-disaster construction company resilience impacts on the ability of construction companies to function post-disaster.
Originality/value
This paper focuses on a number of cases and shows where and how the construction sector has worked in disasters and provides a new analysis of the role the industry plays, and the various disaster stages where the industry has maximum impact.

Purpose
The purpose of this paper is to explore the key challenges facing non‐governmental organisations (NGOs) during decision making in post disaster housing reconstruction.
Design/methodology/approach
An extensive literature review was undertaken to establish the key challenges facing disaster management practitioners. Following this review, practitioners from leading NGOs were asked to discuss their experiences of post disaster housing reconstruction including the issues of hazard risk and appropriate mitigation including increasing vulnerability due to climate change, end‐users and stakeholder consultation in planning and design, technological solutions, and constructing the build; as these were identified in the literature as the principal challenges being faced by practitioners in the pursuit of sustainable construction.
Findings
The research results presented in this paper provide clear insights into the decision‐making practices of these NGOs and establish where improvements need to be made. The results also establish that knowledge management activities need to be more focused to ensure that lessons learnt previously are implemented elsewhere; critical in hazard mitigation and meeting the challenges of increased vulnerability due to climate change.
Research limitations/implications
The paper includes recommendations for improved knowledge transfer and dissemination of “lessons learnt” in order to capture knowledge gained on projects. Future research will build on this through a detailed examination of the project management process applied to recently completed case studies. Key intervention points in the life cycle of projects will be identified and anticipated knowledge requirements for each stage mapped.
Originality/value
Interviews with practitioners reporting first hand on the challenges they face in the field. Useful for those supporting practitioners through research and development as well as donor organisations as it has been revealed that a lot of issues arise as a result of the way projects are funded.

Abstract
Purpose
The purpose of this paper is to empirically investigate the effects of a major disaster on the management of human resources in the construction sector. It sets out to identify the construction skills challenges and the factors that affected skills availability following the 2010/2011 earthquakes in Christchurch. It is hoped that this study will provide insights for on-going reconstruction and future disaster response with respect to the problem of skills shortages.
Design/methodology/approach
A triangulation method was adopted. The quantitative method, namely, a questionnaire survey, was employed to provide a baseline description. Field observations and interviews were used as a follow-up to ascertain issues and potential shortages over time. Three focus groups in the form of research workshops were convened to gain further insight into the feedback and to investigate the validity and applicability of the research findings.
Findings
The earthquakes in Christchurch had compounded the pre-existing skills shortages in the country due to heightened demand from reconstruction. Skills shortages primarily existed in seismic assessment and design for land and structures, certain trades, project management and site supervision. The limited technical capability available nationally, shortage of temporary accommodation to house additional workers, time needed for trainees to become skilled workers, lack of information about reconstruction workloads and lack of operational capacity within construction organisations, were critical constraints to the resourcing of disaster recovery projects.
Research limitations/implications
The research findings contribute to the debate on skills issues in construction. The study provides evidence that contributes to an improved understanding of the industry’s skills vulnerability and emerging issues that would likely exist after a major disaster in a resource-limited country such as New Zealand.
Practical implications
From this research, decision makers and construction organisations can gain a clear direction for improving the construction capacity and capability for on-going reconstruction. Factors that affected the post-earthquake skills availability can be considered by decision makers and construction organisations in their workforce planning for future disaster events. The recommendations will assist them in addressing skills shortages for on-going reconstruction.
Originality/value
Although the study is country-specific, the findings show the nature and scale of skills challenges the construction industry is likely to face following a major disaster, and the potential issues that may compound skills shortages. It provides lessons for other disaster-prone countries where the resource pool is small and a large number of additional workers are needed to undertake reconstruction.

Purpose
The purpose of this paper is to investigate the critical success factors (CSFs) of community‐based post‐disaster housing reconstruction projects (CPHRP) during the pre‐construction stage.
Design/methodology/approach
An extensive literature review and interviews were undertaken to establish selected factors contributing to the success of community‐based post disaster housing reconstruction projects. Following this, a questionnaire survey was administered to key stakeholders in order to perceive their view on CSFs of CPHRP. Data were analysed by deploying statistical software.
Findings
It was found that 12 factors are considered to be the CSFs: transparency and accountability, appropriate reconstruction policy/strategy, an understanding of the community‐based method, gathering trust from the community, facilitator capacity, good coordination and communication, sufficient funding availability, implementer capacity, having a significant level of community participation/control, government support, involvement of all community members, and successful beneficiary identification.
Practical implications
The establishment of CSFs in CPHRP helps key stakeholders to identify factors that must exist and go well during pre‐construction of CPHRP, in order to ensure the success of the programme.
Originality/value
The paper is very specific as it attempts to discover the CSFs of CPHRP during the pre‐construction stage.

Abstract
Purpose
Focusing on Rudak, a village destroyed in the Buin-Zahra earthquake of 1962 in Qazvin, Iran, this paper aims to evaluate the reconstruction of this village in terms of sustainability. Rudak reconstruction has left long-term consequences on the physical structure of the village, as some of the people refused the constructed houses and built their own ones. Hence, after more than 50 years, this village is now consisted of two physically different neighborhoods. Examining the long-term consequences of this reconstruction through comparing housing and physical structure of the two different neighborhoods contains valuable lessons in terms of sustainability because sustainable reconstruction results unveil in long term.
Design/methodology/approach
Using sustainable reconstruction theory as the conceptual framework, this research investigates social, economic and environmental sustainability of Rudak housing reconstruction and that leads to comprehensive lessons. The study has a qualitative method and is based on fieldwork allowing for dynamic interviews with the community. Furthermore, data are analyzed through descriptive and comparative approaches.
Findings
The research concluded that sustainability related implications of post-disaster reconstruction policies are not restricted to the time of reconstruction or a limited interval after that. Lack of livelihood considerations, providing all people with similar houses and nontransparent decisions, resulted in unsustainable consequences such as building vulnerable extensions by people, social segregation and people unwillingness for participation. However, this experience was sustainable in terms of some other factors. For example, using local materials for building the structures of the new houses, putting the houses on the natural bedrock and building public services for people were sustainable measurements.
Originality/value
This paper is a rare example of research focusing on impacts of post-disaster reconstruction after more than 50 years. It contains valuable lessons for planners and architects.
