Abstract
Explores the issue of Section 1983 civil liability against law enforcement supervisors who infringe on their employees’ First Amendment rights to support political candidates and pursue political activities. The sacred right to engage freely in the political process periodically conflicts with law enforcement supervisors’ interests in ensuring political loyalty and efficient delivery of services from their subordinates. After reviewing relevant United States Supreme Court cases, develops a legal/conceptual framework from which the lower court cases on overt political expression are analyzed. Concludes that, to minimize civil liability, law enforcement supervisors must be educated about employees’ First Amendment rights.

Abstract
Purpose
This study integrates the spiral of silence (SoS) theory and theory of planned behavior (TPB) by examining Facebook users' opinion expression avoidance, the reactions to dissenting views without revealing one's true opinion, in the context of political discussions. The present integrative approach provides a more comprehensive framework that expands our understanding of online opinion expression and withdrawal.
Design/methodology/approach
A cross-sectional online survey was employed, which rendered 348 valid responses from US college students (61.5% female; average age 19.11) recruited from a northeastern university.
Findings
The results categorized two sets of opinion avoidance strategies from six Facebook features. The intention to adopt “proactive avoidance strategies” (filtering out unwanted information) is positively related to descriptive norms and perceived self-efficacy, but negatively related to fear of isolation and perceived control of the urge to debate. Regarding the intention to employ “reactive avoidance strategies” (less obtrusive articulations), fear of isolation and attitudes toward opinion expression avoidance are positive determinants, whereas perceived control of the urge to debate again exerts a negative influence.
Originality/value
This study examines the growing variety of features that users adopt to avoid expressing their true opinion in reacting to dissenting views, updating our understanding of opinion circumvention in social media environment. As one of the few theoretically driven empirical investigations of SoS theory and TPB, the findings not only elucidate the significance of perceived behavioral control as the common ground in association with user adoption intention but also identify distinct qualities of the two sets of strategies that affect the likelihood of adoption. That is, proactive avoidance is more susceptible to normative influences, while reactive avoidance reflects user attitude and belief. This theoretical integration also helps identify diverse levels of intentions to strategically avoid opinion expression influenced by fear of isolation.

Abstract
Purpose
Social networking sites (SNS) increasingly serve as a source of political content for Americans. The purpose of this paper is to clarify the relationships between types of political content exposure, especially congruent vs incongruent content, and its effects on political expression and participation. This study pays special attention to whether these relationships differ depending on whether an individual affiliates with the Republican or Democratic party.
Design/methodology/approach
This study uses a representative national sample to examine the relationships among exposure to congruent vs incongruent political content via SNS, political expression, and political participation. This study also tests whether these relationships are consistent for Democrats vs Republicans.
Findings
The results suggest the effects of political content exposure on political expression on SNS depend on how many friends post about politics, as well as whether that content is congruent or incongruent with one’s political beliefs. Moreover, the relationship between exposure to congruent vs incongruent content, political expression, and political participation differs for Republicans and Democrats.
Originality/value
This study highlights the need for researchers to take more care in distinguishing the type of and the audience for political content exposure via social media websites. Further, if the relationships between seeing political content via social media and acting upon such content – either through posting behaviors or participatory activities – differs by political group, it raises the potential for disparities in democratic engagement.

Abstract
Digital and social media have arguably altered the civic landscape, creating not only opportunities for civic voice and engagement but also distinct challenges. How do youth who are civically active think about activism and their own civic activities in this landscape? How does their sense of themselves as civic actors – the strength and salience of their civic identities – shape decisions to “speak up” online? In this chapter, we draw on data from interviews with civically active youth to explore connections between their civic identities and uptake of opportunities for voice online. Drawing on data from a follow-up study conducted two years after initial interviews, we also examine reported changes in online expression over time. We find that many – though not all – youth in our study appear to have strong civic identities, as indicated by their self-identification as “activists” and the centrality of voice to their conceptions of activism. We also observe connections between activist identification and online civic expression over time. Youths’ narratives about what informs their online voice decisions further suggest the relevance of forces that have influenced persistence in civic participation (such as life transitions, work, and family demands) in addition to pressures unique to the digital context (including online conflict and surveillance). This qualitative study suggests that strong civic identities may support uptake of, and persistence with, online civic expression and tolerance of related challenges. In the discussion, we consider implications for youth civic development and for the vitality and diversity of the digital civic sphere.

Abstract
Purpose
Following Hovland’s persuasion theory, this paper aims to develop a conceptual model and analyzes characteristics of online political deliberation behavior from three aspects (i.e. information, situation and manager). Based on the whole interactive process of online political deliberation, this paper aims to reveal the key points that affect the response effect of the government from the persuasive perspective of online political consultation.
Design/methodology/approach
Based on more than 40,000 netizens’ posts and government responses from 2011 to the first half of 2019 of the Chinese political platform, this paper used the text analysis and machine learning methods to extract measurement variables of online political deliberation characteristics and the econometrics analysis method to conduct empirical research.
Findings
The results showed that the textual information, political environment and identity of the political objects affect the effectiveness of government response. Furthermore, for different position categories of political officials, the length of political texts, topic categories and emotional tendencies have different effects on the response effectiveness. Additionally, the effect of political time on the effectiveness of response differs.
Originality/value
The findings will help ascertain the characteristics of online political deliberation behavior that affect how effective government response is and provide a theoretical basis for why the public should express their political concerns.

Abstract
Purpose
This retrospective phenomenological case study examines the experiences of 18 politicians who participated in a political campaign using performing arts and artists in a regional heads and legislators in Indonesia. Also, the role of Gandrung art as a performing art is becoming a political communication tool for political actors in Indonesia.
Design/methodology/approach
This study employs a retrospective phenomenological case. The informants recruited were 18 politicians who have local, regional and national political levels. The participants were interviewed about their experiences of campaigning using traditional performing arts as a form of political communication. Data collection techniques used in this study include interviews and photo documentation during the campaign process to triangulate findings.
Findings
Based on a case study analysis and through thematic analysis, this research reveals three emerging themes which indicate that performing arts function as political communication tools in three significant ways: (1) as a form of artistic expression for conveying political messages through movement and the use of dancer costumes; (2) as a medium for showcasing cultural identity and representation as a form of concern for the local culture of voters; and (3) as a means to garner mass appeal and propagate political propaganda.
Research limitations/implications
The study has two limitations. First, the study only interviewed a small number of participants. Thus, generalization for wider contexts of politicians is not possible. Second, the study focuses on examining the voice of politicians and analyzing it using thematic analysis.
Originality/value
There is a scarcity of research that specifically focuses on uncovering the perspectives of politicians who employ performing arts as a political communication tool. This study contributes to the understanding that art performance is inherently non-neutral, highlighting how performing arts can actively engage in political communication by conveying messages, shaping cultural identity and influencing public opinion in the context of Indonesia.

Abstract
Purpose
Given the profound impact of social media on civic activism, as demonstrated by the #BlackLivesMatter and #MeToo movements, the current study aimed to examine the factors that influence the public to engage in civic activism on social media platforms.
Design/methodology/approach
This study used the responses from 4,316 social media users who participated in the 2018 American Trends Survey (Wave 35) conducted by Pew Research Center. The dataset was analyzed using hierarchical regression.
Findings
The results suggest that respondents who were younger, female, White and liberal were more likely to participate in activism-related behaviors, such as using hashtags, changing profile pictures and participating in groups with shared interests in political and social issues. Respondents' engagement in online civic activism increased particularly when they had a strong motive for expressing and sharing their opinions. In contrast, external online political efficacy – the belief that social media influences policymaking and decision makers – was not significantly associated with activism engagement on social media.
Originality/value
This study identified key demographic characteristics of social media users who participate in online civic activism. In addition, the findings extend previous lines of inquiry by examining and assessing the impact of external online political efficacy and opinion expression motive. We conclude that individuals engage in civic activism on social media mainly because they find it important to express views on political and social issues and to find others who share these views, as opposed to thinking that social media can be used to exert influence on policy decisions.

Abstract
Purpose
The purpose of this paper is to explore how the use of social media by citizens has impacted the traditional conceptualization and operationalization of political participation in the society.
Design/methodology/approach
This study is based on Teorell et al.’s (2007) classification of political participation which is modified to suit the current context of social media. The authors classified 15,460 tweets along three parameters suggested in the framework with help of supervised text classification algorithms.
Findings
The analysis reveals that Activism is the most prominent form of political participation undertaken by people on Twitter. Other activities that were undertaken include Formal Political participation and Consumer participation. The analysis also reveals that identity of participant does not play a classifying role as expected from the theoretical framework. It was found that the social media as a platform facilitates new forms of participation which are not feasible offline.
Research limitations/implications
The current work considers only the microblogging platform of Twitter as the data source. For a more comprehensive insight, analysis of other social media platforms is also required.
Originality/value
To the best of the authors’ knowledge, this is one of the few analyses where such a large database covering multiple social media events has been created and analysed using supervised text classification algorithms. A large proportion of previous studies on social media have been based on case study and have limited analysis to only a particular event on social media. Although there exist a few works that have studied a vast and varied collection of social media data (Gaby and Caren, 2012; Shirazi, 2013; Rane and Salem, 2012), such efforts are few in number. This study aims to add to that stream of work where a wider and more generalized set of social media data is studied.

Abstract
Purpose
The purpose of this paper is to discuss the political turbulence of the times and discuss how political movements and political events that appear to be shocking to many are linked with major transformations in the global economy in recent decades. The author shows how the political and economic situation will likely have little impact on tourism inflows in major developed countries in coming years.
Design/methodology/approach
The paper explores global changes since the end of the Cold War and how this has impacted upon potential tourists in tourist source markets and host destinations. It is a global analysis, exploring changes since the Cold War.
Findings
Western countries will continue to experience all sorts of political and social turbulence for the foreseeable future, as their populations become increasingly bifurcated in terms of their wealth and the fiat currency system and fractional reserve system of banking reaches the limits of what it is capable of. However, this does not necessarily mean that tourists will be deterred from travelling to developed countries, as long as the developed countries shield visitors from social upheaval and politically unpleasant events such as strikes, riots, and demonstrations.
Practical implications
The practical implications are that managers in the tourism industry should become increasingly aware of the widening gap between the rich and poor in developed countries and prepare for the political and social shocks of dealing with this phenomenon. The phenomenon will have political expression in political movements that will pay lip service to populist demands but will also have expression in disappointed populations that will take part in social unrest of all sorts. Managers should prepare for various expressions of unrest in developed countries that had not been so widespread, including strikes, demonstrations, and riots.
Originality/value
This paper discusses the ascendency of Donald Trump to the US Presidency and the increasing visibility of other political nonconformist movements in western countries as a possible threat to tourism in developed countries. It links the changing political and social reality of citizens since the end of the Cold War to the future role that developed countries will play in the tourism industry, largely as hosts to the world’s affluent class created by globalization.
