Abstract

Purpose

The purpose of this study is to investigate the extent to which TQM has influenced the legal system in Australia, an area seldom investigated in the quality or legal literature.

Design/methodology/approach

Documentary and policy analysis of legislation, rules and rulemaking documentation based on a partial application of historical-policy analysis (HPA). Textual analysis was based on Dean and Bowen's (1994) definition of TQM and Vinni's (2007) review of new public management and Swiss (1992) “reformed TQM” concepts.

Findings

Australia's Tertiary Education Quality and Standards Agency Act of 2011 and supporting legal documents such as Guidance Notes include language reflective of TQM principles, providing evidence that present-day administrative law schemes include TQM practices and tools to undergird procedures of regulatory expectations (sometimes in the form of standards), monitoring and general operations. Oftentimes, it is the supporting legal documentation where TQM practices are found and operationalized.

Research limitations/implications

This is a proof-of-concept research study to determine the feasibility to identify TQM concepts within the existing language of legal statutes and supporting regulatory documentation. As such this study worked out the preliminary research challenges in performing this type of analysis.

Practical implications

Understanding TQM's impact on legal systems expands the system's perspective of organizations that do not always factor in the influence government policy has on organizational behaviours and outlooks. More specifically, understanding TQM's influence sheds insight on regulatory requirements imposed on a sector and the normative aspects of regulatory compliance that impact the operations and strategic planning of organizations.

Social implications

The article provides an example of how legal administrative rulemaking influences organizational operational and strategic activities to remain viable in the organization's business or industrial sector.

Originality/value

There are few research papers or literature reviews pertaining to the subject of TQM concepts embedded in laws and regulations, most of which date from the 1980s through early 2000s.

Abstract

Purpose

This research establishes an evaluation index system and calculation method for the China's maritime power construction index (CMPCI). It has conducted practical tests on the progress of China's maritime power construction since the 12th–13th Five-Year Plans. This paper conducts a phased study on the construction of China's maritime power based on the CMPCI evaluation results; it expands the relevant achievements in the research field of quantitative research in China's maritime power construction. The verification results are consistent with the actual situation.

Design/methodology/approach

Fully reflect the guiding role of national marine policies in the new development stage, guide the transformation of China's marine management model. The CMPCI is a quantitative evaluation of the overall development level of China's maritime power construction over a certain period of time. The CMPCI in this article aims to comprehensively reflect the changes in the construction of China's maritime power, strives to cover various fields it encompasses. This study focuses on objective statistical data analysis, supplemented by multisource data, to objectively and fairly measure the level of CMPCI.

Findings

Originality/value

It fully reflects the highlights of marine science and technology, social democracy and strategic emerging industries. This research dynamically quantifies the trajectory of China's maritime power construction, synthetic reflecting the country's macroeconomic policy guiding function. Guiding the transformation of the marine resources utilization, marine economy development, marine scientific research and marine rights and interests maintenance and effectively serving the decision-making needs of the government.

Abstract

Purpose

The authors construct an index of economic policy uncertainty (EPU) for Greece using textual analysis and analyze its role in the 10-year Greek economic crisis.

Design/methodology/approach

To identify the causal relationship between various measures of economic activity and EPU in Greece, the authors use a sophisticated “shock-based” structural vector autoregressive identification scheme. Additionally, the authors use two additional models to ensure the robustness of the results.

Findings

EPU is negatively associated with domestic economic activity and economic sentiment, and positively with bond credit spreads. EPU is also estimated to have prolonged the crisis even in periods when macroeconomic imbalances were cured. The results are robust across various model specifications and different proxies of economic activity.

Originality/value

Brunnermeier (2017) observed that uncertainty may be central to understanding the evolution of the Greek crisis. Yet little attention has been paid to policy uncertainty in the existing long and growing literature on the Greek crisis. The authors attempt to fill this gap.

Abstract

Purpose

The purpose of this paper is to explore the concept of health‐related needs on a policy design and curriculum enactment basis in terms of the national school health education curriculum in Greek secondary education.

Design/methodology/approach

A single case study, using an ethnographic approach, was conducted in Greece, seeking to understand the continuum from policy design to curriculum enactment in respect of health‐related needs. Three sources of data were used to meet this goal: policy texts, observation, and interviews. Multilevel sampling was employed to select one secondary school as a site for “good practice”. Grounded theory coding, thematic analysis and critical discourse analysis identified themes associated with the idea of health‐related through the corpus of data.

Findings

On a policy plan level the concept of health‐related needs was coupled with and reduced to a predetermined list of health‐related subjects; and the list of health‐related topics had not been updated for long and was characterised by a rather biomedical orientation. On a school practice level the stage of needs assessment was not applied, the list of health‐related subjects advocated in the policy plan was used on a proactive, normative and top down basis, and the students' felt needs tended to be disregarded.

Originality/value

This study followed up the continuum from policy design to school practice regarding the concept and practice of health needs, highlighting the possibilities and the problems from both perspectives.

Abstract

Purpose

The purpose of this paper is to focus on the Festival Internacional Cervantino, which represents one of the major cultural events in Latin America. Based on theoretical propositions regarding tourism as an experience, perception of visitors was studied focussing on emotional factors. Urban perception was also addressed, especially where public service failure affected the experience and therefore, the placemaking.

Design/methodology/approach

A mixed methodology was applied. First, the event experience scale (EES) methodology for visitors’ perception was performed in order to collect data directly from tourists. The relationship between the festival and the visit to heritage resources and attractions was especially highlighted and analysed. Urban field work focussed on expressing the location of the most visited areas during festival days. Public services were also assessed where perception was affected negatively. Interviews were applied to public administration officials and public policy-related documents were collected in order to understand the expectation of visitors, previous to the experience itself. Local perception was also contrasted with the rest of the data.

Findings

Attracted by information about the historic and colonial nature of the city, tourists gather massively in Guanajuato during the festival. This event in particular yields in some aspects to a transient placemaking, mainly related to inner perception and the event as such is highly appreciated. It was also found that the foreign figure of Cervantes was incorporated into the intangible heritage discourse of the city and linked to the event itself. However, some urban spaces and services need improvement to consolidate a positive experience of visitors who complain about specific factors such as traffic, accessibility, waste disposal and environmental noise.

Social implications

The fact that the event has caused some problems in a number of urban aspects suggests that new policies might be proposed in order to fill these gaps, especially by the corresponding government agencies. Another issue relates to the concentration of the economic profits and its lack of distribution, which right now does not contribute to social sustainability, yet the event demands high actions and costs to the city and local people.

Originality/value

The research has been useful to give another point of view to existing surveys and conclusions of the impact of the festival. The application of EES has yielded some improvements that could be made in further applications of the same methodology. Application of EES to assess the impact of events in urban spaces and services can be applied to many other cities that host festivals in their city centres.

Abstract

Purpose

The purpose of this paper is to provide a clear and replicable methodology for conducting a policy archaeology. This paper articulates the steps in policy archaeology and the process is applied to a study of Discourses of disability in special education policy in Ontario, 1965-1978.

Design/methodology/approach

The metaphor of field archaeology guided the process of locating relevant texts through backward and lateral mapping and locating and interpreting artefacts. The artefacts were discursive representations of complex policy problem of disability in stakeholder texts. The Discourses were compared chronologically, within and across stakeholder texts. An explanatory narrative relates the Discourses to the socio-historical context.

Findings

There were significant contradictions in the discursive construction of disability. The texts of the Council for Exceptional Children presumed agreement that disability was an intrinsic, permanent deficit within the student with disabilities. In contrast, the other stakeholders stated that disability was the result of socially and educationally constructed barriers.

Research limitations/implications

This paper makes no claim of universal truth. The interpretations and conclusions reached are influenced by the researcher’s knowledge and experience. Other scholars may reach other conclusions.

Practical implications

Scholars have a clear and replicable methodology for conducting a policy archaeology. This methodology is currently the most “true” to the metaphor of archaeology and uses Discourse analysis, interpretation and the creation of a narrative situated in a socio-historical context.

Originality/value

The study shows that the Discourses of disability in special education policy in special education policy in Ontario place children with disabilities at a serious educational disadvantage.

Purpose

Academics examining the global South who engage in informal politics to understand social and political issues should be prepared to diversify their methods toolkit. Informal ties and politics are where one learns about social and economic exclusion. The paper aims to discuss these issues.

Design/methodology/approach

Mixed qualitative methods – such as individual interviews, surveys, and focus groups – provide an understanding of the people’s perspective, enabling the researcher to truly know what is going on.

Findings

Fieldwork in the downtown communities of Kingston, Jamaica, has an element of danger because violence and politics are very much a part of the daily reality of the people being interviewed. In this paper, the author argues that studying how financial resources are allocated to low-income people and understanding why some groups purposefully self-exclude themselves from economic development programs require unorthodox field methods. The author thus uses political ethnography to understand the experience of marginalized Jamaican people.

Originality/value

Mixed qualitative methods and political ethnography assisted the author to understand the actual experience of marginalized people and politicized financial programs.

Abstract

Purpose

The educational community – particularly higher education – should contribute to the new generation’s understanding of what sustainability entails. To do this, teachers must be aware of the need for education for sustainability. However, little is known about how university teachers understand or represent sustainability. This study aims to bridge the gap identified in the literature concerning university teachers’ representation of sustainability.

Design/methodology/approach

A total of 403 teachers from the University of the Basque Country participated in the study through a free association exercise based on the grid elaboration method.

Findings

In general terms, teachers are aware of the three dimensions that constitute sustainability, but differences were found in the way sustainability was represented depending on several factors such as the teaching field, previous knowledge of the 2030 Agenda and gender. Despite awareness of the need to incorporate sustainability, there was also reticence toward the way in which sustainability is being addressed in higher education. Those results were discussed considering the previous literature on sustainability.

Practical implications

The results allow the authors to conclude that knowledge of the 2030 Agenda leads teachers to have a more complete representation and greater recognition of sustainability. Thus, it would be necessary for universities to offer more training to teachers to promote a holistic understanding of sustainability and facilitate its incorporation into teaching.

Originality/value

The use of this method made it possible to collect, in a less biased and much more direct way, the teachers’ voices, to know the type of representation (holistic) or partial (only one of its dimensions: environmental, economic or social) that they have of sustainability, and to check whether their representation was linked to specific factors.

Abstract

Purpose

The undergraduate dissertation (UD) can be considered to be a reflection of the influence of the sustainable developmental goals (SDG) and the professional identity of the students. The purpose of this paper is to analyse the extent to which the topics of the UD reflect the SDG, considering, moreover, that they may be related to the professional identity developed by the students throughout the degree.

Design/methodology/approach

This work researches the topic of 308 UDs graded as “Excellent” in the Faculty of Education of Bilbao (FEB), using a lexical analysis method.

Findings

The results show two main branches: one associated with Childhood and Social Education Degrees (related to gender equality and socio-educational transformation); and another linked to the Primary Education Degree (language learning, innovation and new technologies). These analyses show the influence of the 5th (40.8%) and 4th (38.4%) SDGs in the topics chosen for the UDs.

Research limitations/implications

The findings provide valuable insights into the current state of Education for Sustainable Development in the Faculty, but should be complemented with an analysis of the topics of all the UDs, to have a more real vision of the situation.

Originality/value

This study analyses, for the first time, the topics of the UDs from the perspective of sustainability, taking into account the dissertations that reach a standard of excellence in the FEB. These results provide relevant information that can be very helpful to detect the specific needs for the design and implementation of an awareness-raising action that will lead to working on sustainability in a transversal way in the education degrees of the FEB.

Abstract

Purpose

The purpose of this paper is to analyze the content of the statements that are released by the Federal Open Market Committee (FOMC) after its meetings, identify the main textual associative patterns in the statements and examine their impact on the US treasury market.

Design/methodology/approach

Latent semantic analysis (LSA), a language processing technique that allows recognition of the textual associative patterns in documents, is applied to all the statements released by the FOMC between 2003 and 2014, so as to identify the main textual “themes” used by the Committee in its communication to the public. The importance of the main identified “themes” is tracked over time, before examining their (collective and individual) effect on treasury market yield volatility via time-series regression analysis.

Findings

We find that FOMC statements incorporate multiple, multifaceted and recurring textual themes, with six of them being able to characterize most of the communicated monetary policy in the authors’ sample period. The themes are statistically significant in explaining the variation in three-month, two-year, five-year and ten-year treasury yields, even after controlling for monetary policy uncertainty and the concurrent economic outlook.

Research limitations/implications

The main research implication of the authors’ study is that the LSA can successfully identify the most economically significant themes underlying the Fed’s communication, as the latter is expressed in monetary policy statements. The authors feel that the findings of the study would be strengthened if the analysis was repeated using intra-day (tick-by-tick or five-minute) data on treasury yields.

Social implications

The authors’ findings are consistent with the notion that the move to “increased transparency” by the Fed is important and meaningful for financial and capital markets, as suggested by the significant effect that the most important identified textual themes have on treasury yield volatility.

Originality/value

This paper makes a timely contribution to a fairly recent stream of research that combines specific textual and statistical techniques so as to conduct content analysis. To the best of their knowledge, the authors’ study is the first that applies the LSA to the statements released by the FOMC.
