Abstract

Purpose

In Iran, the frequent occurrence of disasters has always been a major problem. In recent decades, disasters have created considerable challenges, especially in cities. Hence, understanding the levels of urban resilience (UR) and planning for addressing vulnerabilities plays a key role in the era of increasing risks and uncertainties. The present study aims to provide a comprehensive overview of the state of resilience of Iranian cities.

Design/methodology/approach

A systematic literature review method was used to determine how resilient Iranian cities are. To find relevant studies, the authors searched Iranian and international databases such as Scopus, ScienceDirect, SID and Magiran. There was no restriction on the inclusion date, meaning that all papers published up until September 16, 2021 were considered for inclusion. The PRISMA framework was used for literature search and selection and, finally, 153 studies focused on 52 cities of Iran were selected for the systematic review.

Findings

In general, the results showed that the level of resilience was low in Iranian cities. Also, informal settlements, worn-out urban fabrics and the central parts of cities showed lower resilience than other parts.

Originality/value

The results of the study can be used to inform municipal authorities, urban planners and non-governmental organizations of the actions that need to be taken to enhance the resilience of Iranian cities.

Abstract

Purpose

Despite long decades of research studies in the field of urban neighborhood resilience, there are still some unknown dimensions. In this regard, the study aims to develop a new framework for assessment of physical and social resilience at neighborhood level against earthquake.

Design/methodology/approach

Accordingly, first all indicators affecting earthquake resilience at neighborhood level have been determined. Subsequently, they have been weighted and prioritized, using analytical hierarchy process technique. One of the neighborhoods of Tehran city in Iran was selected for the case study. Then, four criteria of “robustness,” “redundancy,” “rapidity” and “resourcefulness” were considered as the basis for assessing neighborhood resilience.

Findings

It is shown that besides four well-known criteria, four other criteria including “adaptability,” “regularity,” “density” and “efficiency” should also be considered to assess earthquake resilience at neighborhood level. Therefore, a new framework is developed and formulated at this level. Paying attention to all eight criteria, the appropriate interventions to improve resiliency can be addressed.

Practical implications

This study proposes several practical approaches toward the more resilient neighborhoods against earthquakes. By considering the complexity and dynamic characteristics of earthquake resilience, it recommends the implementation of all resilience phases at every neighborhood to increase resilience.

Originality/value

This study proposes a framework in which in addition to physical and tangible indicators of resilience, non-physical and intangible ones are presented. Also, it is shown that besides well-known criteria, other criteria should also be considered using practical and community-based approaches.

Abstract

Purpose

This study aims to determine and consolidate the multi-scale components that inform anticipatory action for resilience; propose a conceptual framework for the collaborative and holistic design, delivery and management of resilience at both the macro and micro scale; and test the efficacy of the framework to deliver sustainable (sustained) resilience.

Design/methodology/approach

A conceptual framework was proposed by consolidating what was learnt from literature review. Case studies were then used to explore the efficacy of the framework to deliver resilience. The applicability of the specific measures was also examined to determine the extent by which they support anticipatory action and resilience capacity.

Findings

It was found that a combination of active, latent, evolving and to some extent improvised yet integrated solutions can support anticipatory flood resilience at the micro, meso and macro scale, as well as the physical and social domains.

Research limitations/implications

Socio-physical resilience improves when policy makers, designers, planners and engineers work together to deliver anticipatory solutions prior to a natural disaster. Further, findings confirm that resilience can be achieved in both new and existing urban contexts.

Social implications

The multi-scale, integrated strategies can inform anticipatory practices, which, in turn, may reduce social vulnerability during and after natural events such as flooding.

Originality/value

This work lays the foundation for further theoretical and practical work on socio-spatial resilience and provides the learning-based structure within which policy makers, planners and architects can administer interventions for the practical delivery of planning-scale and building-level resilience.

Abstract

Purpose

This study aims to explore the challenges associated with the integration of resilience and sustainability, and propose a workable solution that ensures resilient and sustainable buildings. Recent research outcomes suggest that the number of natural hazards, both environmental and geophysical, will increase due to the effect of global warming. Various approaches have been investigated to reduce environmental degradation and to improve the physical resilience to natural hazards. However, most of these approaches are fragmented and when combined with cultural barriers, they often result into less-efficient assessment tools.

Design/methodology/approach

The primary source of information used to develop this paper has been research publications, policy papers, reports and tool guidelines. A set of questions were developed to guide the review which was complemented with information distilled from the HFA 2005-2015 to develop an integration process to evaluate 10 international sustainability appraisal tools.

Findings

The major finding of this research is that, from a technical point of view, resilience and sustainability could be integrated. However, it requires a long and thorough process with a multidisciplinary stakeholder team including technical, strategic, social and political parties. A combination of incentives and policies would support this process and help people work towards the integration. The Japanese model demonstrates a successful case in engaging stakeholders in the process which led to the development of a comprehensive appraisal tool, CASBEE®, where resilience and sustainability are integrated.

Practical implications

Although data have been sought through literature review (i.e. secondary data), the research is expected to have significant impact, as it provides a clear theoretical foundation and methods for those wishing to integrate resilience within current sustainability appraisal tools or develop new tools.

Social implications

This paper provides original concepts that are required to reduce fragmentation in the way resilience and sustainability are addressed. It sets up a new research agenda which has the potential to have a strong impact due the fact that sustainability and resilience are getting higher on the political priority scale.

Originality/value

Abstract

Purpose

Urban communities can be faced with many destructive events that can disrupt the daily functioning of activities and livelihood of people living in the communities. In this regard, during the last couple of years, many governments have put a lot of efforts into building resilient urban communities. Essentially, a resilient urban community has the capacity to anticipate future disasters, prepare for and recover timely from adverse effects of disasters and unexpected circumstances. Considering this, it is therefore important for the need to continuously review the existing urban community resilience indicators, in order to identify emerging ones to enable comprehensive evaluation of urban communities in the future against unexpected events. This study therefore aims to conduct a systematic review to develop and critically analyse the emerging and leading urban community resilience indicators.

Design/methodology/approach

Following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRSIMA) protocol, 53 journal articles were selected using Scopus. The selected papers were subjected to thorough content analysis.

Findings

From the review, 45 urban community resilience indicators were identified. These indicators were grouped into eight broad categories namely, Socio-demographic, Economic, Institutional Resilience, Infrastructure and Housing Resilience, Collaboration, Community Capital, Risk Data Accumulation and Geographical and Spatial characteristics of community. Further, the results indicated that the U.S had the highest number of publications, followed by Australia, China, New Zealand and Taiwan. In fact, very few studies emanated from developing economies.

Originality/value

The outputs of this study will inform policymakers, practitioners and researchers on the new and emerging indicators that should be considered when evaluating the resilience level of urban communities. The findings will also serve as a theoretical foundation for further detailed empirical investigation.

Abstract

Purpose

The purpose of this paper is to: explore major and potential challenges facing healthcare facilities operation specifically those related to utility supplies; and quantify the impact of utility supplies interruption on the operation of healthcare facilities through the development of an estimation model.

Design/methodology/approach

A pluralistic qualitative and quantitative research approach benefiting from an online computer program that applies the discriminant function analysis approach. Information was collected from 66 hospitals following three major earthquakes that struck northeast Japan in 2003.

Findings

Analysis demonstrated that healthcare utilities face three major challenges: vulnerability of infrastructure to natural hazards; low performance of alternative sources; and lack of consideration of healthcare utility supplies in resilience codes and legislations. The study also proposed a method to estimate the impact of utility interruption of healthcare facilities. A model has been developed for the case study hospitals in Northern Japan following three major earthquakes in 2003.

Practical implications

The findings are expected to raise the awareness of the critical role utilities play for the operation of healthcare facilities which will potentially lead to upgrading resilience codes and legislations. The findings are also expected to pool the literature with more information about the resilience of healthcare utility publications.

Originality/value

The topic and issues discussed in this research are original based on authors’ investigations following three major earthquakes that took place in northeast Japan. The study followed a statistical approach in addressing the inter-relationship between the utility systems post disasters to develop an innovative unique index to predict the impact of utility shortage on healthcare.

Abstract

Purpose

The purpose of this paper is to explore UK healthcare resilience strategies, define gaps and provide suggestions based on international best practice.

Design/methodology/approach

The study adopted a pluralistic qualitative research approach to achieve its purpose including: research papers, governmental and non‐governmental reports, code and guidance documents and databases. In addition, two case studies were visited in May 2009: the first was one of the major hospitals in the UK; and the second is a major health facility located at the south of Taiwan. Semi‐structured interviews were conducted with the hospitals responsible and/or emergency officers to clarify the strategies setup to respond to emergencies.

Findings

The results show that despite the “robust” emergency planning in the UK, many issues could have been avoided if international experience was reviewed carefully. This is due to the failure of not working closer with multi‐disciplinary experts, who provide technical and tactical help and lessons learned from international best practices, in addition to limiting accessibility of experts to information. The study also suggests that climate change must be addressed comprehensively through fusing resilience and sustainability strategies into a more comprehensive strategy of adaptation.

Originality/value

The paper provides a significant contribution in terms of reducing the fragmentation of healthcare resilience‐related work done previously; constructive criticism of UK healthcare resilience strategies and evidence of better practice from local and international facilities which will help in enhancing the resilience of healthcare facilities in the UK and elsewhere in the world.

Abstract

Purpose

This paper aims to evaluate emergency department (ED) design space planning approaches and draw lessons for developing more resilient and integrated ED guidelines. Two key objectives have been set; these include: exploring potential factors affecting the ED performance, and investigate how ED space planning is addressed internationally through the evaluation of international case studies and design guidelines.

Design/methodology/approach

A robust research method has been adopted including comprehensive literature review in addition to 76 case studies from Italy and the USA.

Findings

Findings show that the important factors in defining ED space requirements are attendance variability, vulnerable groups and mass casualty events. The study concludes that current design guidelines and approaches need to be updated to meet with the current and future demand by taking into account design performance: effectiveness, efficiency and resilience, to avoid underestimating ED space; and that the US EDs are in a better position, than Italian EDs, to increase capacity when needed.

Originality/value

The contribution of this study is in providing a tangible “understanding” of factors influencing ED design and prepares a firm ground to develop more resilient and integrated design guidelines, able to meet current, exceptional and long-term needs of EDs. The study also shows that research can provide a valuable contribution to improve ED design which needs to feed more in practice to improve design process and guidelines.

Abstract

Purpose

There is evidence of emerging silos separating research and practices in heritage. Creating spaces where researchers and practitioners collaborate and learn from their exchanges is therefore needed. This premise was the foundation of the pilot phase for the World Heritage Leadership Heritage Place Lab that allowed eight teams from different geocultural contexts to come together to develop research agendas. This paper provides observations about how these agendas relate to key strands in critical heritage research globally. It complements the other papers in this Special Issue that describe the case studies in detail.

Design/methodology/approach

A keywords approach has been used to identify areas where shared research agendas can advance both heritage practices and academic interest in the field of heritage studies. This was based on the observations made by the author during the pilot phase of the Heritage Place Lab and the research agendas produced by the research-practice teams. The approach is exploratory and experimental, inviting other contributions.

Findings

Twenty keywords are identified and explored via both academic literature and the research priorities identified by the research-practice teams that participated in the pilot.

Originality/value

A keywords approach is relatively untested in the field of heritage studies. Recognizing that commonly-used terms (or words) have fluid meanings across disciplines and practices potentially opens new dimensions to the dialogue between heritage practitioners and researchers.
