Abstract

Previously disregarded factors are now included in development theory and practice. A narrow understanding of capital has had profound effects on development as well as on tourism policy and governance. In this framework, purpose-designed tourism for development has been the exception. Contemporary ideas of other forms of capital playing a key role in a broader concept of development are examined, specifically the central function of human and social-institutional capital. Human capital is seen in the light of capabilities, attributes, and knowledge possessed by individuals. Social-institutional capital may empower individuals as it refers to the value of trust and cooperation deriving from formal and informal sets of behavioral rules. This chapter clarifies the foundations of tourism as an instrument for development if tourism policy and governance are designed and implemented within an adequate framework.

Abstract

Purpose: Although the transnational mobility of youth is prevalent across the globe, the policies and strategies used by developing countries to promote youths’ transnational mobility remains unclear. This chapter aims to discuss a few emerging trends and concerns related to youth transnational mobility and human capital accumulation. It focuses on the specific case of youth transnational migration from India. As such, this chapter considers the factors that have led to the construction of aspirations for transnational migration among Indian youth.

Study approach: In this chapter, we examine youth transnational mobility by synthesising the major literature available in the area of globalisation and transnational migration in the developing countries context. The study also incorporates the policy debates and secondary data evidence in these domains to substantiate the arguments.

Findings: Mainly focussing on the internal state of affairs of India, this work highlights three critical issues (a) new norms and practices of human capital accumulation within India’s knowledge economy; (b) understanding state and formal-informal ‘commoditised’ market dynamics in the changing aspirations for global human capital formation, specifically through transnational migration; and (c) examining the upshots of youth transnational mobility in terms of the production of relatively new forms of caste and class inequalities within Indian society.

Originality: This conceptual piece of work is an initial foray to unpack the complexities of Indian youths’ migration for specialised forms of human capital accumulation in a global landscape. The study motivates future policy-oriented interdisciplinary research on education and transnational mobility, specifically in empirical research projects.

Abstract

Based on a two-country (Nigeria and South Africa) case study, this chapter examines the national policies and practices to promote human capital development and cross-border mobility of labour and their effects on specific and overall quality of educational outcomes. The higher education sector of the African continent has witnessed phenomenal changes over the past century and more significantly so in the last three decades. As the role of the higher education sector in human capital development has been increasingly recognised, policies for internationalisation have become more diffuse and multisectoral, leading to far-reaching contradictions that have adverse consequences for the mobility of prospective students and academics. There is evidence that the production of human capital has faced serious challenges over the years and the World Bank that has been tracking these issues globally is supporting governments to enhance their human capital development efforts. At the same time, Covid-19 has become a major and enduring threat to human capital development. Efforts to sustain and maintain internationalisation and reap its positive benefits are required in order to enhance the contribution of the higher education system to development of human capital and beneficial exchange of knowledge and skills across the continent.

Abstract

Vintage capital growth models have been at the heart of growth theory in the 1960s. This research line collapsed in the late 1960s with the so-called embodiment controversy and the technical sophisitication of the vintage models. This chapter analyzes the astonishing revival of this literature in the 1990s. In particular, it outlines three methodological breakthroughs explaining this resurgence: a growth accounting revolution, taking advantage of the availability of new time series; an optimal control revolution, allowing to safely study vintage capital optimal growth models; and a vintage human capital revolution, along with the rise of economic demography, accounting for the vintage structure of human capital similarly to physical capital age structuring. The related literature is surveyed.

Abstract

The aim of the chapter is to develop some approaches to turn education, predetermining the quality of human capital, into the most important factor of national inclusive development. This problem is titled by the World Bank Report (2018) as “Learning: to realize education’s promise.” There has been revealed a fundamental contradiction between the two processes: the training technology is improved, the treasury of knowledge is enriched, the scientific progress accelerates, on one side, but on the other side, according to the international Program for International Student Assessment (PISA) study (2015), about 28% of the Russian 15-year-olds, for example, did not master the minimum necessary skills in at least one area of the three (natural science, mathematics, and communication in their native language). Meanwhile the correlation between educational and economic “failures” is high. Reduction in school failure in half (up to 15%) corresponds to the growth of the country’s GDP by 2% at the perspective of 10 years, by 5–6% – in 20 years, and by over 10% – in 30 years. The authors identify and substantiate the most important factor of the low basic knowledge of schoolchildren: it deals with the phenomenon of stable psychological and cognitive barriers in their minds. As a result of this theory, a model of educational consciousness has been developed, which makes it possible to overcome educational failure and to form algorithms for successful learning.

Abstract

Affordable and clean energy as well as regulation and decrease in emissions are in the heart of sustainable development goals. In order to achieve these goals, cleaner technologies together with responsible consumption and production need to be adopted. Therefore, the knowledge, skills and habits – the human capital and increased awareness of its importance, play an important role. The relationship between sustainability and human capital has been addressed only recently. There had been two streams of literature, investigating either (i) the relationship of human capital and the economic growth, or (ii) the nexus of economic growth and sustainability, without realizing the interconnectedness of these concepts. In this chapter, the authors add contribution to this scarce, yet growing body of literature by investigating the relationship between human capital (measured by Index of human capital) and two measures of sustainability: electricity use and CO2 emissions for a panel of European Union Member States. The authors show that the increase in human capital is associated with the decrease in energy consumption and CO2 emissions and therefore is associated with the increase in sustainability. This chapter bears important policy implications since it shows that the human capital, its stock and quality, should be included in the sustainability discussions and is important for achieving the sustainability goals.

Machiavellian, narcissistic, and psychopathic traits are often viewed as negative or undesirable personality traits. However, recent research demonstrates that individuals with these traits possess qualities that may be personally beneficial within the business contexts. In this chapter, we conceptualize a balanced perspective of these traits throughout the entrepreneurial process (opportunity recognition, opportunity evaluation, and opportunity exploitation) and discuss human resources management strategies that can be employed to enhance the benefits, or minimize the challenges, associated with Machiavellian, narcissistic, and psychopathic traits. Specifically, we propose that Machiavellian qualities are most beneficial in the evaluation stage of entrepreneurship, and Machiavellian, narcissistic, and psychopathic qualities are beneficial in the exploitation stage of entrepreneurship.
