Abstract

Purpose

The Green Credit Tool is evaluated as a method to quantify the value of green‐spaces and to determine how these green‐space‐values can be replaced or compensated for within urban spatial planning projects.

Design/methodology/approach

Amersfoort Local Municipality created the Green Credit Tool to ensure protection and enhancement of the urban green totality. The tool is described and evaluated based on three core elements: the value matrix, the collection of values and green compensation. Findings were based on case studies in Parkweelde and Randerbroek (Amersfoort, The Netherlands).

Findings

Greenplanning is not just about flora and fauna, but also about planning for economic benefits and thus needs to have a quantifiable value. The Green Credit Tool enhances integrated greenplanning by means of the value matrix (identifying values of green), collecting values (participation and stakeholder‐identification) and compensation (protecting green spaces).

Research limitations/implications

Assessment of green values will differ between users, experts and between locations.

Practical implications

The Green Credit Tool introduces a different perspective to green‐spaces that can add value to urban environments and thus creates economic spin‐offs. It stresses the need for environmental issues to play a greater role in future planning processes.

Social implications

Greenplanning is known to have various psychological benefits. The Green Credit Tool is a communication tool and thus incorporates public opinions, enhances social responsibility and enhances awareness of the broader benefits of green spaces.

Originality/value

The Green Credit Tool creates an integrated approach towards the planning of green‐spaces, enhancing the value of green areas and thus ensuring qualitative urban planning and sustainable economic development.

Abstract

Purpose

The purpose of this paper is to link economic value to urban green spaces to enhance the value of green urban spaces, along with the added benefit it can offer to the urban environment.

Design/methodology/approach

As part of the VALUE project (Valuing Attractive Landscapes in the Urban Economy, made possible by INTERREG IVB North West Europe, European Regional Development Fund, European Territorial Cooperation, 2007‐2013), this development approach was designed to enhance the planning of qualitative urban spaces by linking an economic value to green urban spaces, to enhance value and meaning.

Findings

Based on case studies conducted in The Netherlands, the approach proves that by linking an economic value to green urban spaces, space is considered differently, authorities tend to prioritize these spaces and additional spinoffs realize.

Research limitations/implications

The notion of green‐value is subjective and differs between users, experts and between locations.

Practical implications

The paper provides local authorities with a new approach to spatial planning, considering the economic value of green urban spaces.

Social implications

The paper transforms the way in which green urban spaces are valued and planned; by realizing the intrinsic value of green urban spaces, in terms of social, environmental and economic benefit.

Originality/value

The Value Added Planning approach stresses the need for qualitative planning processes that will enhance future economic value and sustainable development initiatives. The green environment is hard to quantify in terms of economic value, but it is this intrinsic value that can provide future benefit and sustainability in terms of place management and development.

Abstract

Purpose

This paper aims to work toward a new approach in providing green open spaces in the middle of urban land in Indonesia that has been densely built up and on it has attached land rights. An approach is needed through a specific spatial policy that contains zoning regulations for the provision of public green open spaces on top of residential houses built on the green zoning plans.

Design/methodology/approach

This approach considers an interconnected ecological holistic approach, as previously existing regulations have not normatively identified the green open space as an ecological landscape consisting of blue open spaces and several objects that function as green open spaces.

Findings

Indonesia in terms of green open space for local climate instrument is still identified as one of the three lowest countries in Southeast Asia in the number of green open space areas. We found that the regulating process of development rights and property rights, in the construction of Indonesian law, still requires many alternative efforts to this day in providing urban green open spaces. The delivery of desired outcomes depends on the alternative policy as a form of legal politics in compensating planning and community interests through developing green open spaces in an ecoregion approach.

Originality/value

This writing was shaped by the understandings of the author with regards to the development of urban green open space regulating issues in Indonesia as one of the emerging country group in Asia and Jakarta as the second-most populous urban area in the world. This paper aims to work toward providing green urban open spaces in Indonesia that has been densely built up and on it has attached land rights, through a specific spatial policy that contains zoning regulations for the provision of public green open spaces on top of residential houses built on the green zoning plans.

Purpose

Amersfoort Local Municipality implemented the workbench spatial quality method (referred to as workbench method) to enhance participation in greenplanning processes.

Design/methodology/approach

As part of the Valuing Attractive Landscapes in the Urban Economy project (made possible by INTERREG IVB North West Europe, European Regional Development Fund, European Territorial Cooperation, 2007‐2013), the method was evaluated based on its contribution to three core issues: understanding the value of green spaces; identifying these values; and planning for the enhancement of thereof.

Findings

Based on case studies conducted in Amersfoort, The Netherlands, this interactive method invites people to think about the use and experience values of spatial aspects and rate them according to importance and vulnerability. The method focuses on participatory planning and quality identification.

Research limitations/implications

Assessment of the value of green space will differ between users, experts and between locations.

Practical implications

Meaningful participation processes enhance the sustainability and feasibility of urban development projects, as it captures the real use values and enhances greenplanning initiatives.

Social implications

The workbench method is a communication tool that enhances social perspectives, social responsibility and awareness of values.

Originality/value

The workbench method stresses the need for participatory processes and the added value that these processes can have on urban development and future greenplanning initiatives. It furthermore identifies adequate ways of approaching participation to ensure successful implementation thereof. The workbench method report 2009 as compiled by the University of Applied Sciences Van Hall Larenstein contains all details and data of the study evaluating the workbench method in terms of stakeholder identification and level of involvement of these stakeholders.

Abstract

Purpose

The purpose of this paper is to present the legal conditions under which governments may use green artificial intelligence (AI) in city planning. Although Japan was one of the early countries to release its general AI principles, it has been relatively slow in establishing conditions where administrative agencies may use AI. Granted, there have been some recent scholarship that discusses the usage of AI in general under Japanese administrative law, but the use of green AI in city planning under Japanese law has not yet been discussed. Hence, this paper intends to focus on green AI in city planning and discuss the conditions for usage based on different categories of AI.

Design/methodology/approach

This paper conducts a legal analysis on the utilization of AI for the purpose of sustainable city planning and administration in Japan. The approach of this paper is to summarize the existing scholarship in Japanese administrative law and analyse the new elements in the new field of green AI in city planning. This paper is not a natural science paper. The social science method of jurisprudence is used. This paper cites only public sources, and no informal literature has been referenced.

Findings

This paper establishes the conditions where Japanese central and local government may use green AI in city planning from a legal viewpoint based on three categories. The categories are green AI usage in city planning concerning things, green AI usage in city planning concerning people and green AI usage in city planning concerning automated decision-making.

Research limitations

This research is limited to an analysis of Japanese law, which means that issues other than law are not included in this paper. Further, although general legal issues are discussed, this paper is intended to discuss Japanese law issues only, and foreign laws are not discussed. Therefore, this paper mostly cites Japanese language papers published in domestic journals.

Practical implications

The intended practical implication of this paper is to allow central and local governments to determine – based on the proposed categories – whether green AI can be used for city planning purposes and under which conditions. The authors hope that this will assist the Japanese government in establishing rules on the usage of AI by governmental agencies and allow for the greater actual usage by Japanese central and local governments of green AI in future city planning.

Social implications

As the theme of this paper deals with governmental use (and the function of a government is to serve society), the social implications at issue can be said to be equivalent to the practical implication.

Originality/value

There have been articles discussing Japanese administrative law restrictions on AI in general. However, as of now, to the best of the authors’ knowledge, there have been no articles published focusing on green AI used for city planning. The authors note that the green AI used for city planning would have different legal implications from AI’s usage by the government in general, such as the chatbot used by the agencies or lethal autonomous weapons by the military force. Therefore, this paper is original in focusing on green AI used for city planning.

Abstract

Purpose

The purpose of this paper is to discuss the measures implemented under the spatial planning law of the Republic of Lithuania, along with various initiatives, to identify whether Lithuania is following the international trend of greening cities.

Design/methodology/approach

The authors’ analysis is based on an evaluation of the urban theory-based approach towards greening cities and adopting urban agriculture in Lithuania and legal regulations introduced by the Lithuanian government. The paper specifically analyses the legal requirements enshrined in Lithuanian law that are intended to encourage green infrastructure and urban agriculture in cities as part of the adoption of the principles of sustainable development. The paper focuses on Vilnius, the capital city of Lithuania, to gauge the extent to which the new regulations encourage urban greening and agriculture.

Findings

The authors’ reveals that Vilnius is lacking initiatives with regard to urban agriculture, while existing areas for urban agriculture are disappearing. This is happening despite the promising spatial planning reform in Lithuania, which introduced the principle of sustainable development into spatial planning regulations. This is a cause for concern and should lead to renewed calls for a coherent and ambitious approach to the greening of Vilnius and other cities in Lithuania. Furthermore, the lack of action shows that the vague wording used by the regulations does not actively encourage urban agriculture and even results in ignorance of its virtues. Therefore, more precise regulations on encouraging urban agriculture and greening of the cities should be introduced.

Originality/value

This paper is the first to analyse the extent to which the newly adopted principle of sustainable development in spatial planning could affect the greening of Lithuanian cities and encourage urban agriculture. The paper identifies the sequence of opening the meaning of the sustainable development principle in regular legal norms which encouraging the greening and indicates the lack of imperative norms to ensure the due implementation of sustainable development principle.

Abstract

On the basis of the research data of 120 enterprises from 10 development zones in Gansu Province, we conducted regional planning research combining enterprise architecture with ecological green space environment system. We determined that the largest part of the green space pattern is the “other green space,” which mainly depends on the formation of super large plantation. However, this part is consistently decreasing in recent years. Affiliated green space became the largest in the green space patterns because of the high degree of vertical greening of the enterprise architecture in the development zones. The high fragmentation of the affiliated green space also leads to the high fragmentation of the entire green space of the development zone. In future regional planning of development zones, future planning of the green space can take the current green space as the basis, use the road green space and green corridors nearby waters as the basic framework to connect other patterns of green space, and form a ring-shaped enclosure, reticular structure, and wedge-shaped and dotted supplemented regional pattern. Meanwhile, the road green space system can be reasonably arranged by setting new green space spots at road intersections and key strategic positions to connect the isolated green space patches and improve the connectivity of the green space.

Abstract

Petroleum resource-based city is an important part of urban system in China. Under the background of green growth and economic transition, petroleum resource-based city is facing the problem of sustainable development. This paper takes petroleum resources-based cities in China as the research object, and uses urban ecological planning method to analyze the basic methods of petroleum resources-based urban ecological planning and development from three aspects: establishing multi-level city circle layer, building urban ecotope and promoting urban renewal. The results show that green growth and economic transition of petroleum resources cities in China depend on government planning for urban development, including statutory planning and non-statutory planning. Petroleum resources-based cities should promote the ecological planning and development of petroleum resources-based cities in China from three aspects: optimizing the industrial structure of cities, optimizing the layout of urban functional areas and optimizing the layout of urban ecolandscape in order to adapt to green growth and economic transition.

The development of modern building planning has become inseparable from the concept of green energy saving, which has gradually become an important method for energy-saving design of building planning and has become the research direction of planners. Based on this, the status quo of research on green building at home and abroad was investigated and the principle of energy saving for green building planning was put forward; then the building shape coefficient, eco-strategy design of green building energy, building energy-saving layout and other aspects were analyzed in detail; finally, the Amsterdam large CBD complex Valley green building was analyzed. The results show that the building has fully considered the energy-saving design in the process of planning and design, which not only ensures the commercial demand, but also reflects the residential use and finally achieves the goal of green energy saving.

Abstract

Public spaces within our cities are being redefined through a wide range of nature-based solutions (NBS) including green spaces. In this chapter, we will focus on public green spaces in the wider sense. If well planned and managed, green spaces can promote social inclusiveness by enhancing the livebility of neighborhoods and promoting the development of social interactions. The creation of new green space does not automatically lead to socially just and inclusive development; co-benefits should be available and accessible to the entire community. Prejudices, marginalization, and discrimination on socioeconomic condition, ethnicity, religion, gender, age, or disability still prevent the equitable distribution of these benefits and need to be fully understood before any planning process is undertaken. The governance of public green spaces is still viewed primarily as a matter for the state or as a purely private activity. It is important, therefore, to identify ways to ensure the integrated and transdisciplinary participation of diverse actors, as is shown in some examples from different countries. The planning and design of green interventions should start with the evaluation of existing or potential trade-offs between environmental and social development. Urban green spaces must be designed as places for multiple and diverse social groups. If all these issues are duly considered and addressed, NBS can serve as climate mitigation and adaptation tools that produce co-benefits for societal well-being, thereby serving as strong investment options for sustainable urban development and making our cities green, healthier, and happier places to live.
