Abstract

Within the management of urban disasters, geo-information systems (GIS) are used in any of the phases of mitigation, preparedness, response and recovery as most of the required data have a spatial component. Examples of GIS-based decision support systems on mitigation are found in simulation models of floods and earthquakes. In the preparation phase all kinds of spatial observations and models can be used to predict which areas will be threatened. To prepare for adequately responding in case of an actual disaster, these systems are capable of developing realistic scenarios that are used within training and virtual reality (VR) systems. During the actual response phase geo-information is used intensively: for getting an impression of the environment, for routing, for obtaining up-to-date information about the actual situation, etc. In the recovery phase, there is often a high public and political interest to judge the situation - comparing the pre- and post-disaster situation - and to set priorities for the rebuilding.

Despite this potential of GIS-based support for urban disaster management, the use of these systems or even the utilisation of geo-information itself is still very limited in countries in Africa, Asia and Latin America. The emergency management is usually done with paper maps that are seldom up-to-date. Useful systems to support decision makers in any of the phases of disaster management are nearly completely lacking. To improve the work of decision makers and rescue teams, different premises have to be archived in relation to: meta-information to provide insight on the availability and usefulness of the geo-information itself, the technical equipment of the rescue teams (i.e. communication devices and field computers), and the up-to-date information from the affected areas (images, observations, reports). This paper suggests a framework for “urban and urgent” disaster management to facilitate the work of police forces, fire departments, ambulances and government coordinators in disaster situations by extending and improving the utilisation of geo-information. Within a pre-disaster situation, geo-information support management further can assist planning for prevention and mitigation.

Abstract

This work aims at developing guidelines and methods for establishing urban hazard information infrastructure (UHII) for the City of Windhoek (CoW) in Namibia, to set up an institutional and technical framework for spatial data exchange and sharing in development control and hazard management. An analysis of UHII requirements in the Twente Fire Brigades (The Netherlands) was first conducted and the Spatial Information Management Reference Model (RSIMM) was created. RSIMM was used as a reference to the Case‐Specific Spatial Information Management Model (CSIMM) for the CoW, where young institutions face financial, structural, legal and technical uncertainties. The new methodology to introduce UHII to the CoW was developed using combined soft and structured system development methods. The policies and strategies supporting UHII development were identified. The Urban Hazard and Emergency Management Information System (UHEMIS) development was chosen to initiate UHII introduction creating data and metadata management base for decision making in spatial development control, risk assessment and emergency response planning. The UHII and UHEMIS models are being designed next in this on‐going research.

Abstract

Purpose

The purpose of this paper is to present a novel modeling approach that combines a balanced systems engineering design model with a geospatial model to explore the complex interactions between natural hazards and engineered systems.

Design/methodology/approach

The approach taken in this work was to assemble a combined systems engineering design/geospatial model and interface it with a physics‐based hazard model to assess how to visualize the coupling of potential hazard effects from the physical domain into the functional/requirements domain.

Findings

It was demonstrated that it is possible to combine the two models and apply them to realistic hazard cases. A number of potential benefits are described and made possible by this approach including the generation of systems‐level damage assessments, the potential reduction of geo‐information data collection requirements, the incorporation of socio‐technical elements, the generation of functional templates, and the creation of a superior mitigation framework.

Practical implications

This approach offers a way to better understand natural hazard impacts on built systems, systemic effects of hazards, functional interdependencies between infrastructural elements, and a practical means to reduce geo‐information collection requirements.

Originality/value

The work is original in that it is the first time a balanced systems engineering design model has been made spatially aware and used to explore the impact of natural disasters on human systems. This work is valuable in that it directly addresses the shortcomings of spatial‐only approaches and could be used in data‐poor regions of the world.

Abstract

Purpose

Visualising and analysing geographical patterns in mental illness can be a starting point for understanding and creating effective policy around inequalities and how to resolve them. The paper aims to discuss these issues.

Design/methodology/approach

This research note looks at geographical variations in GP drug prescribing for schizophrenia and similar psychosis using open Presentation-level Data for England downloaded from NHS Digital.

Findings

The authors found considerable geographical variation in both the level of prescribing per thousand population at local authority level and in the rate of change measured over five years. There is a statistically significant north-south divide in prescribing. The authors have used social marketing geodemographics to explore possible correlates with the geographical patterns. Highest positive correlations show links to deprivation and less healthy lifestyle choices.

Originality/value

This is the first time National maps of geographical variation of GP prescribing for schizophrenia and psychosis have been produced. Seeing this geographical variation is in itself informative and a potential eye-opener. In doing so, new questions can be asked of the data, practice and policy.

Abstract

Urban renewal is a multifaceted activity that involves numerous actors, software, and types of data. Design communication tools play an important role in this process. Visual information helps to outline, understand, and choose sustainable solutions for problems in the design, while visual tools should be able to diminish professional differences and establish a common language. Recent 3D geo-technologies offer a great variety of new tools that significantly enrich visualisation possibilities and allow for flexible switching between different 3D representations. However, studies have indicated that particular representations create different perceptions in professional compared to non-professional individuals. This paper discusses the specifics of urban renewal processes in the Netherlands and investigates recently developed 3D geo-information technology, and more specifically multiple 3D representations, that can support this task. The concept of LOD, which uses five levels of information, was evaluated as a very promising approach to agree on abstractions and representations in the different renewal phases. The study did not reveal a lack of digital possibilities for visualisation, but instead showed that the simultaneous visualisation of the proposed alternatives should be a priority. This investigation did reveal that different levels of interactivity could be used for the presentation and communication of project alternatives.

Abstract

Purpose

This paper aims to study and compare variables such as location, industry, socio-demographics and business factors of several companies located in Western Macedonia.

Design/methodology/approach

Research method is based on primary data the authors collected through questionnaires and secondary data obtained from State Statistical Office. Besides, the research sums up data classification of companies in the aspect of geomarketing and how location determinants and geo-information of certain cities can influence their business development and decision-making. Lastly, the results of data and Structural Equation Modeling integration are presented.

Findings

Since Republic of Macedonia is more than 25 years in transition, experts have often foreseen that companies in their country most of the time make intuitive decisions and do not take into account many elements during decision-making process in the business aspect. But on the other hand, results reveal interesting facts about companies involved in their research. For a majority of companies, the influence of geomarketing on business development is positive as long as during decision-making process its determinants have been taken into consideration and reviewed.

Practical implications

The paper helps the entrepreneurs to develop their businesses and decision-making process based on geomarketing determinants.

Originality/value

This is the first paper that investigates and compares variables such as location, industry, socio-demographics and business factors of companies located in Macedonia.

Abstract

The computer technology (CT) for modelling of the ecology‐economic situation in the alienation zone (AZ) of Chenobyl is developed. It includes the databases of potentially dangerous objects and program modules (PM) for modelling of the ecology‐economic situation in the AZ. The optimal redistribution of means, directed at resource restoration, liquidation of technogenic pollution, the restoration of basis capital, prevention of pollution migration for bounds of the AZ is determined by use of this model. A distinctive feature of the accounts carried out in this work is that they allow the estimation not only of risk value, but also of levels of reserve possiblities of various objects of the AZ. The critical values of measured parameters, at which achievement the emergencies can occur, are also determined. The CT includes the following program modules: geo‐information system; PM for risk assessment of emergency occurences in the AZ; PM for dynamic optimisation tasks.

Abstract

Purpose

Climate analogues have been extensively used in ecological studies to assess the shift of ecoregions due to climate change and the associated impacts on species survival and displacement, but they have hardly been applied to urban areas and their climate shift. This paper aims to use climate analogues to characterize the climate shift of cities and to explore its implications as well as potential applications of this approach.

Design/methodology/approach

The authors propose a methodology to match the current climate of cities with the future climate of other locations and to characterize cities’ climate shift velocity. Employing a sample of 90 European cities, the authors demonstrate the applicability of this method and characterize their climate shift from 1951 to 2100.

Findings

Results show that cities’ climate shift follows rather strictly north-to-south transects over the European continent and that the average southward velocity is expected to double throughout the twenty-first century. These rapid shifts will have direct implications for urban infrastructure, risk management and public health services.

Originality/value

These findings appear to be potentially useful for raising awareness of stakeholders and urban dwellers about the pace, magnitude and dynamics of climate change, supporting identification of the future climate impacts and vulnerabilities and implementation of readily available adaptation options, and strengthening cities’ cooperation within climate-related networks.

Abstract

Purpose

The purpose of this paper is to investigate the potential effects of the so-called sharing economy on growing city tourism as well as on urban property markets.

Design/methodology/approach

Official statistical data and a geo-information system (GIS) are used on a small scale in order to identify concentration processes among overnight visitors and the potential concomitant conflicts with other interest groups.

Findings

Currently, the effects of the sharing economy on housing markets and city tourism are barely measurable and are limited to a few central locations. However, a growing demand can be discerned in housing-like accommodation concepts which can be operated via booking platforms. As there is likely to be strong future growth in this area, continuous market observation (monitoring) is urgently advised.

Research limitations/implications

Official statistics only allow an analysis of overnight guests staying with larger accommodation providers. Booking platforms for holiday homes and other temporary accommodation options have such little interest in data transparency that the overall phenomenon of city tourism can be addressed only in part.

Practical implications

Associating various data within the GIS enables municipal administrators and urban planners to identify potential sources of conflict within the property markets in good time and effectively counteract these where possible.

Social implications

Increases in property prices directly attributable to growing city tourism may lead to the displacement of less financially secure members of the established population as well as businesses.

Originality/value

The sharing economy is a relatively new research topic which will become increasingly important in future. The identification of potential sources of conflict due to tourist accommodation has therefore not yet been comprehensively carried out on a small scale.

Abstract

Purpose

Advances in technology enable companies to collect and analyse data, which were previously not accessible, to either enhance existing business processes or create new ones. The purpose of this paper is to document the role and impact of Big Data Analytics (BDA), and the Internet of Things (IoT), in supporting a large logistics firm’s strategy to improve driver safety, lower operating costs, and reduce the environmental impact of their vehicles.

Design/methodology/approach

A single case with embedded units intrinsic case study method was adopted for this research and data were collected from a “real-life” situation, to create new knowledge about this emerging phenomenon.

Findings

Truck telematics were utilised in order to better understand, and improve, driving behaviours. Remote control centres monitor live sensor data from the company’s fleet of vehicles, capturing the likes of speed, location, braking, and engine data, to inform future training programs. A combination of truck telematics and geo-information are being used to enable proactive alerts to be sent to drivers regarding possible upcoming hazards. Camera-based technologies have been adopted to improve driver safety, and fatigue management, capturing evidence of important driving events and storing data directly to the cloud, and BDA is also being used to improve truck routing, recommend optimal fuel purchasing times/locations, and to forecast predictive and proactive maintenance schedules.

Research limitations/implications

The type of data collected by Company A, and similar logistics companies, has the potential to greatly inform researchers investigating autonomous vehicles, smart cities, and the physical internet.

Practical implications

Eco-driving, a practice informed/improved by BDA at Company A, has been linked to reductions in fuel consumption and CO2 emissions, which bring both economic and environmental benefits. Technologies similar to Truckcam are growing in popularity in some parts of the world, to the point where it is now common practice to use dashcam assess of accidents to establish liability. This has implications for logistics firms, in other parts of the world, where such practices might not yet be so commonplace, and for drivers and society more broadly.

Social implications

Improvements in utilisation and routing have the potential to reduce traffic congestion, which is responsible for losses in productivity, increases in fuel consumption, air pollution and noise, and can incite stress, aggression, anger and unsafe behaviours in drivers. Predictive analytics, which generate refuelling and maintenance schedules, have the potential to be adopted by all vehicle manufacturers, and could generate reductions in customer fuel costs, whilst improving the performance, efficiency, and life expectancy of future motor all vehicles. The high probability of occupations in the logistics industry being replaced by computer automation in the near future is also discussed.

Originality/value

The findings from this research serve as a valuable case example of a real-world deployment of BDA and IoT technologies in the logistics industry, and present implications for practitioners, researchers, and society more widely.
