Abstract

Purpose

This article seeks to analyze the initiative of the European Commission that studied the feasibility of measures that would lead significant market players to license their interoperability information under the Digital Agenda.

Design/methodology/approach

The significance of the abuse of dominance regime and the electronic communications framework in ensuring access to interoperability information in the ICT sector is studied by way of analyzing legislation and case law. Against the background of these two existing regulatory regimes, the proposals that the Commission made in its recently published Staff Working Document are evaluated.

Findings

The Microsoft case illustrates that the abuse of dominance regime under European competition law is not very effective to remedy interoperability issues in a structural way. An ex ante regime will enable the ICT industry to reap the full benefits of interoperability on a broader scale. Since the Commission's initiative seems to target interoperability among software products, the electronic communications regime is not applicable. A new regulatory regime should therefore be established. As the desirability of a mandatory regime can be questioned, the adoption of soft law measures seems to be the preferred option.

Originality/value

By putting the initiative of the Commission to examine measures that promote access to interoperability information under the Digital Agenda into its broader regulatory context, the article contributes to the discussion on the possible ways to ensure interoperability in the ICT sector.

Abstract

Concurrent design and engineering in the supply chain are vital to the growing competitiveness of the US automotive industry. However, these innovative design and development processes are hampered if product data cannot be exchanged seamlessly across the supply chain. This paper estimates that imperfect interoperability costs the US automotive industry about $1 billion per year and delays the introduction of new models by at least two months. It also evaluates different methods for alleviating interoperability problems and concludes that emerging technologies and formats offer promising solutions that may lead to significant savings for the industry. Benefits from alleviating interoperability problems can also be realized in other product data exchange‐intensive supply chains like shipbuilding and aerospace.

Abstract

Purpose

The purpose of this paper is to propose a tool in the form of a roadmap for planning and implementation of interoperability capabilities. The issue of interoperability is gaining importance for offering services as “one-stop shop” due to rapid developments in the field of e-government in recent times. Several complexities are associated with this important dimension, and there is an urgent need for developing a tool to facilitate rollout of e-government projects with interoperability capabilities. The proposed roadmap can enable knowledge sharing among key stakeholders for building a common vision and contribute to planning and implementation of interoperability features of e-government.

Design/methodology/approach

The paper is an exploratory study using the phenomenographic interpretive approach. The literature review identifies the facets and the issues that are crucial for facilitating interoperability. The status of interoperability in some of the developed countries is reviewed where e-government is in a relatively mature stage. Based on the review, this paper identifies an initial set of issues that can guide semi-structured interviews with policymakers, partners and the government agencies implementing e-government projects. The views of these key stakeholders are then analyzed and used for developing the roadmap for implementation of interoperability of e-government services. The findings are then mapped in India’s context for triangulation purpose.

Findings

The paper provides insights into various planning and implementation issues that have to be addressed for building interoperability capability. A roadmap is proposed encompassing the essential legal, regulatory, organizational and technical aspects that are deemed essential for successful planning and implementation of interoperability capability.

Research limitations/implications

The study has the limitation that the exploratory part of the study is based on inputs from key actors in the Indian context only. It needs to be validated by empirical studies in various contexts.

Practical implications

The roadmap proposed will be useful for the policymakers, as it can guide them for planning and implementing e-government systems with interoperability capabilities. It can be used as a knowledge-sharing tool for spreading awareness of steps required for designing and implementing interoperability capabilities.

Originality/value

The paper contributes by providing a tool in the form of a roadmap that can be used by the policymakers and implementers to take a holistic view of requirements for development of interoperability capabilities. The paper can form the basis for future research in specific issues of interoperability.

Abstract

Purpose

The purpose of this research is to examine the impact of organizational factors on the adoption of interoperability technology for Indian portals.

Design/methodology/approach

This exploratory study was conducted through a survey questionnaire from 300 portals of government departments and public sector undertakings (PSUs) in India. Data were also collected from portals of Indian companies.

Findings

The study finds that adoption of interoperability for Indian portals is highly associated with certain organizational factors. In addition, multiple regression analysis reveals that the functionalities of government portals in India are significantly related to four organizational factors.

Practical implications

The research provides insights for government officials and practitioners to understand and improve the level of interoperability in government portals. The study also provides a 2 by 2 matrix framework that helps the government officials to focus on the relevant organizational factors.

Originality/value

This study is the first to examine the effect of organizational factors on interoperability adoption in Indian portals. The results lead to a number of recommendations for achieving interoperability for government portals in India.

Abstract

Purpose

The purpose of this paper is to present such an analytical framework for analyzing Government Interoperability Frameworks (GIFs) and to do a comparative analysis of a set of GIFs using the analytical framework. Based on the comparative analysis, the paper presents a set of recommendations useful for new GIF initiatives.

Design/methodology/approach

Drawing on literature and personal knowledge and experience, an analytical framework is proposed for qualitative comparison of GIFs. The analytical framework is based on three core areas of interoperability frameworks – context, content, and process. A total of 21 GIFs are analyzed and evaluated against the framework. The primary sources of information for the study are the interoperability framework documents. In some cases, published articles, brochures, etc. are used as additional sources of information.

Findings

The comparative analysis shows that the analytical framework adequately covers all the features of the GIFs. Comparative analysis also shows that most of the GIFs concentrate mainly on technical and syntactical aspects only. Organizational and semantic issues are covered only by a handful of GIFs. At the policy level, most common interoperability policies are found to be: the universal adoption of common specifications used on the internet and world wide web, use of XML for data integration and data management, and use of open standards for all public sector information systems. Regarding management of GIF, it is found that German, Greek and New Zealand GIFs document the process of standards life cycle management in a much better way, whereas UK e‐GIFs' coverage of management and compliance mechanism of GIF is excellent. Overall, it is found that the UK e‐GIF is one of the most mature and exhaustive on all counts. German – Standards und Architekturen f¨r eGovernment‐Anwendungen on the other hand is found to be a unique effort. It incorporates features of both an enterprise architecture and those of an interoperability framework.

Originality/value

The contribution of the study is substantial for academia and practitioners. For academics, this framework can be used in future research as a tool to benchmark and grade GIFs. The practitioners, on the other hand, can use the study, to identify various essential features of a GIF which can be very useful for new GIF initiatives. The six‐layered e‐government technical architecture discussed here can be used to check the current status of technical interoperability in an organization and to identify gaps in the technology coverage.

Abstract

Purpose

The purpose of this study is to evaluate the status of eight interoperability protocols within repositories of electronic theses and dissertations (ETDs) as an introduction to further studies on feasibility of deploying these protocols in upcoming areas of interoperability.

Design/methodology/approach

Three surveys of 266 ETD repositories, 15 common ETD management software solutions, and 136 ETD experts were conducted in order to appraise the protocols. These protocols were evaluated in four categories of aggregation, syndication, distributed search, and publishing protocols.

Findings

This study revealed that, despite its drawbacks, Protocol for Metadata Harvesting (PMH) is still the most utilized interoperability protocol within ETD providers, ETD software developers, and implementers, followed by ATOM and Object Reuse and Exchange (ORE) protocols. However, in all competitive areas related to performance and functionality, ORE surpasses other protocols. It was also found that the three protocols of ATOM, PMH, and ORE could be used interchangeably in the most used cases of interoperability protocols in repositories.

Practical implications

In this research, a combination of methods was employed to evaluate the status of protocols, from the perspectives of data providers, software providers, and implementers. Practitioners may use these methods to assess other protocols in terms of effectiveness and efficiency.

Originality/value

The conduct of this study has involved three types of surveys, through which different aspects of interoperability protocols are evaluated. Prior to the conduct of this study, there has yet any study focusing on the same topic, which has adopted the multi‐method that has been adopted in this study.

Abstract

Purpose

The purpose of this paper is to provide an overview of the existing interoperability models in digital libraries and to introduce related projects in each model.

Design/methodology/approach

The study starts from searching various databases with a combination of important keywords in the field, such as interoperability, digital library, meta‐searching and cross‐searching. The study follows up with describing related digital library projects in the field of technical interoperability. The projects are described under three main categories, Federated, Harvesting and Gathering.

Findings

The study shows that most of the studied projects are located in the USA and also most of the digital library projects use OAI protocol and the harvesting model in order to be technically interoperable. Also, the results of the study showed that the projects mostly paid attention to metadata interoperability and only a few mentioned full‐text interoperability issues.

Originality/value

The paper makes an original contribution of exploring an area (interoperability models in digital libraries), that is at the forefront of discussion in libraries worldwide.

Purpose

This study hypothesizes the limitations of standardization as an interoperability development tool within emergency management.

Design/methodology/approach

Pragmatism and Morgan's seminal organizational metaphors inform the conceptualization of the Interoperability Orange metaphor using symbolic logic and visual imagery.

Findings

The essence of standardization is homogeneity. Within emergency management, it is commonplace to develop legislation to standardize policies, procedures, training, equipment and terminology to engender interoperability among first responder and associated organizations. Standardization is achievable with similar or a small number of organizations. However, it is unlikely, if not impossible, in the context of disasters and catastrophes, given the broad range of organizations, groups and individuals typically involved. This diversity of cultures, subcultures, norms, values and indigenous and technical languages intimates that standardization is counterintuitive, particularly in disasters and catastrophes. The posited Interoperability Orange metaphor demonstrates that standardization as a policy, though desired, is theoretically unobtainable in enlarging multiorganizational environments. Thus, new perspectives, policies and solutions for interoperability are needed.

Originality/value

The posited theory builds on the growing body of metaphor-based emergency management research. The Interoperability Orange provides an accessible and easy-to-use communicative tool that aids theoretical cognition – notably within multicultural English as a Second Language environments – as it enables a deeper more critical and explicit understanding of the limits of standardization expressed via metaphor, symbolic logic and imagery.

Abstract

Purpose

This study aims to investigate the impact of I4.0 technologies and their interoperability on supply chains (SCs) performance and how the integration of such technologies and their interoperability can create pathways for SCs resilience post-COVID-19. This is of paramount importance in the context of COVID-19 as the investigation around I4.0 technologies may provide relevant insights on how SCs may better respond to unexpected situations like the current pandemic with the use of digital technologies.

Design/methodology/approach

A survey research method was designed based on some constructs extracted from the literature regarding the main disruptive technologies, interoperability, elements of supply chains processes (SCPs) performance such as integration, collaboration, transparency, efficiency, responsiveness and profitability. The data were collected from March to July 2020 from different regions of the world when the peak of the first wave of the pandemic had occurred. The survey resulted in 115 valid responses. The study used a combination of descriptive, correlation and multiple regression methods to analyse the data.

Findings

The study indicates that disruptive technologies significantly impact SCPs performance (integration, collaboration, responsiveness and transparency) and their resilience. The findings did not support the notion that these technologies improve the efficiency of SCs, a significant contrast to the existing literature. Our findings also refute the existing understanding that interoperability moderates the impact of disruptive technologies on SCPs performance and enhancing the resilience of SCs. However, the findings show that the integration of I4.0 technologies and their interoperability has a positive impact on SCPs profitability.

Research limitations/implications

The findings strongly advocate that this integration plays an important role in improving SC performance, and a future pathway of SC resiliency post-COVID-19. Considering that the I4.0 trend will impact SCs in the coming years, this study brings a relevant contribution to researchers and practitioners.

Originality/value

This study makes a unique contribution by investigating a novel causal relationship between the main elements (I4.0 technologies, interoperability, processes performance and strategic outcomes) related to the SC in this new context.

Abstract

Purpose

Delay in the clinical information system (CIS) restoration overseeing critical health-care operations after an unexpected data loss can be fatal for patients under care. Investment in information technology (IT) capabilities and synergy between various computerized systems has been argued as the resilient information system's enablers. The purpose of this study is to empirically quantify the influence of IT investment, integration and interoperability in recovering the CIS from a data disaster.

Design/methodology/approach

An archival dataset sourced from a European Commission-sponsored survey of 773 hospitals across 30 countries in Europe is utilized to study the relationships. The study adopts a quasi-experimental research design approach where sample observations are weighted based on their propensity to be selected in treatment groups. The artificial weighing allows attaining a pseudo-random sample to counter the effects of selection bias.

Findings

The study finds that hospitals with more than 5% of the budget dedicated to IT have 100% higher odds of recovering immediately from a critical data loss in comparison to those that have less than 1% investment in IT. The greater extent of IT integration significantly reduces the time to recover the CIS, while interoperability problems at the organizational level lessen the odds of immediate recovery by 19%. Interoperability problems at the technical and semantic levels do not significantly impact recovery times of the CIS.

Originality/value

The study proposes several empirically quantified and scientifically tested recommendations for health-care providers for faster restoration of critical CIS operations post data loss. The differential impact of the interoperability problems at the technical, semantic and organizational levels has also been highlighted.
