Abstract
Purpose
This study aims to investigate the decision-making process consumers engage in when choosing to return to a restaurant that has experienced a foodborne illness outbreak.
Design/methodology/approach
A scenario-based survey was conducted to collect data from 1,025 respondents on their propensity to return to restaurants that have been cited for serving foods that caused a foodborne illness outbreak. Partial least squares-based structural equation modeling was used to analyze the data.
Findings
The findings of this study show perceived vulnerability, perceived severity and attitude are statistically significant, whereas subjective norms and perceived behavioral control are not statistically significant predictors of consumers’ intention to patronize a restaurant that has experienced a foodborne illness outbreak.
Research limitations/implications
This study examined consumers’ intentions to return to a restaurant that has experienced a foodborne illness outbreak. Findings are based on a scenario-based survey, and thus, the results cannot be generalized.
Originality/value
By implementing protection motivation theory (PMT) and the theory of planned behavior (TPB), findings from this study extend the understanding of patrons’ revisit intentions regarding restaurants with foodborne illness outbreak.

Abstract
Purpose
The purpose of this paper is to review the nature and extent of foodborne diseases in India due to chemical and microbial agents.
Design/methodology/approach
The scientific investigations/reports on outbreak of foodborne diseases in India for the past 29 (1980‐2009) years due to adulteration, chemical, and microbiological contamination have been reviewed. Reported scientific information on foodborne pathogens detected and quantified in Indian foods has also been reviewed.
Findings
A total of 37 outbreaks involving 3,485 persons who have been affected due to food poisoning have been reported in India. Although the common forms of foodborne diseases are those due to bacterial contamination of foods, however, higher numbers of deaths have been observed due to chemical contaminants in foods.
Originality/value
A national foodborne disease surveillance system needs to be developed in India in order to enable effective detection, control and prevention of foodborne disease outbreaks.

Abstract
The Food Standards Agency has set a five‐year target to reduce foodborne disease in the UK by 20 per cent. The Agency’s strategy proposes measures throughout the food chain, from the farm to the kitchen. It is designed to reduce the risks associated with common vehicles of foodborne infections, such as raw meat, poultry, milk and dairy products, and to promote effective management of food safety, based on the principles of Hazard Analysis Critical Control Points, in all food businesses. Measures to improve food hygiene in the kitchen, whether commercial or domestic, are also planned, underpinned by a media‐based food hygiene campaign. The campaign will aim to raise the profile of food safety on the public agenda and deliver key preventative messages about the cooking and handling of food. Reduction in foodborne disease will be monitored through laboratory reports of key foodborne pathogens.

Abstract
The frequency of reporting of foodborne infections of animal origin, in particular salmonella, campylobacter and Escherichia coli (VTEC) has increased in recent years due to changes in food production and processing methods in parallel with changes in eating habits and other social factors such as mass catering and the use of convenience foods. In contrast infections, primarily of human origin, in particular typhoid, paratyphoid and bacillary dysentery, are nowadays much less frequently associated with foodborne spread. Meanwhile, other “emerging” micro‐organisms of bacterial, viral and protozoal origin have increasingly frequently been reported with evidence of food or waterborne spread. Foodborne disease has also taken on an international dimension, highlighted by outbreaks associated with imported foods (e.g. cheese, chocolate, pate, etc.) and tourist groups. Presents a review of recent trends in foodborne infections.

Abstract
Purpose
This paper is intended to be the first in a series addressing food safety in the fresh produce chain, with particular emphasis on the contributing factors that lead to farm‐based safety breakdowns.
Design/methodology/approach
A desktop study of recent outbreaks and recalls that have occurred in the USA and EU was undertaken with a view to determining the produce items implicated and factors causing the emergence of outbreaks. The question “A call for HACCP on farms?” is explored.
Findings
Minimally processed fresh‐cut produce represents a particular challenge to food safety. The research has highlighted the need to mitigate risk at all stages but with specific emphasis at the pre‐farm gate stage. A more comprehensive and integrated approach to risk management is arguably needed. A call for HACCP on the farm or farm food safety management system may be warranted in future if fresh produce outbreaks continue to rise. However, further research is needed to establish the guidelines of HACCP adoption at the farm level. At present, the rigorous adoption of GAP as a pre‐requisite and the practice of HACCP‐based plans is a good indicator of the importance of pre‐harvest safety.

Purpose
The authors review the small but growing literature linking cognitive biases to food safety problems and foodborne illness outbreaks.
Design/methodology/approach
The authors conducted a search of peer-reviewed articles utilizing empirical methods published since the year 2000 focusing on food safety or foodborne illnesses/outbreaks and cognitive biases.
Findings
The authors find that most research is conducted at the consumer side of the food system, with few studies examining the potential problems that can arise in the production and processing of food. The authors also observe that most research tends to focus on a few cognitive biases.
Originality/value
This is the most comprehensive study to date examining insights from the literature on cognitive biases and the related discipline of behavioral economics to the specific problem of foodborne illness outbreaks and food safety problems.

Abstract
Purpose
The purpose of this paper is to describe a national foodborne emergency functional exercise conducted in 2013 by the Norwegian Food Safety Authority (NFSA), and focusses on how elements of the exercise: organization, scenario and evaluation contributed to learning effect to the organization.
Design/methodology/approach
In total, 364 NFSA employees representing all offices and organization levels and representatives from cooperating governmental and business organizations participated. Scenario encompassed a salmonellosis outbreak traced to nationally distributed cured salmon seasoned with non-irradiated imported dill contaminated with Salmonella. Crisis communication was included. Exercise evaluation included questionnaires to participants, monitors reports and interviews with NFSA key personnel. Results were evaluated qualitatively and quantitatively.
Findings
Participants and monitors judged the scenario as realistic and relevant and considered the exercise to have provided good learning to the NFSA. Some insufficiencies of log system, certain lacks of compliance with emergency procedures and some inconsistencies in crisis communication were reported. Following a broad evaluation process, the NFSA has carried out comprehensive revisions of contingency plans and procedures, conveyed the exercise learnings into an ongoing planning for reorganization, and has identified goals and methods for contingency training.
Practical implications
Scenario, organization, methods for evaluation and assessments of learning effect may be applicable for similar organizations.
Originality/value
This was the largest foodborne outbreak exercise ever conducted in Norway and among the few ones ever reported in scientific journals.

Findings
Whilst micro‐organisms are a major factor in foodborne disease and microbiology an important research discipline, in order to reduce the incidence of foodborne disease additional research approaches should be used. Such strategies should include food handler behaviour and its links with food safety organisational culture, and food safety management systems.
Practical implications
The findings highlight the limitations of the present approach and the need for additional data, using a wider range of research techniques
Originality/value
A novel model for studying food safety is presented, which has practical implications for reducing the economic and social burden of foodborne disease.

Abstract
Purpose
Unsafe food consumption results in adverse health conditions, foodborne illness and undernutrition among households and communities. The consumption of food contaminated with harmful microorganisms or with harmful pesticide residuals results in adverse health conditions and undernutrition. However, there are a number of challenges to maintaining food safety in the food systems of developing countries, like Nepal, where awareness of food safety is low and research on these issues is lacking.
Design/methodology/approach
We conducted an experiment among youth aged between 20 and 26 years in Nepal to assess their food safety awareness and affinity to safer fresh produce choices. In the classroom setting experimentations with and without information nudges conducted among 224 youth participants, participants chose one fresh produce packet among the four. We analyzed results using multinomial and mixed logit models appropriate for discrete choice modeling.
Findings
We found that the youth’s perceived higher importance of sustainable food systems and their knowledge levels on microbial contamination and foodborne illnesses play significantly positive roles. The likelihood of choosing microbial safety-labeled fresh produce or both microbial- and chemical safety-labeled fresh produce increased with nudging among those who have some knowledge of microbial contamination and foodborne illnesses – we found that the interaction of nudging and level of knowledge is significantly positive. Youth belonging to higher income classes do not necessarily have a higher affinity to safer fresh produce but with nudging, the higher income class youth have a higher likelihood of choosing safer fresh produce choices.
Research limitations/implications
Youth engagement and their awareness of food safety could be one of the important strategies to potentially develop them as effective promoters, adopters and educators in enhancing food safety in food systems in Nepal. Our predicted premium for food safety attributes points to the potential scope for the emerging market segment or business opportunities augmenting food safety in Nepal.
Originality/value
We examined the factors influencing the safer fresh produce choices among youth in Nepal. We tested whether awareness levels of microbial contamination and foodborne illness and information nudging affect the likelihood of safer fresh produce choice. Then we predicted the willingness to pay (premium) for safety attributes. To the best of our knowledge, none of the previous studies have examined this aspect in Nepal.

Abstract
Purpose
In many developing countries, the main source of food related illness is the fast foods restaurants. Health inspections of fast-food restaurants may not be sufficient to ensure and enforce the food safety regulations. The purpose of this paper is to investigate the food safety knowledge, attitudes and practices (KAP) of fast food handlers in Qatar.
Design/methodology/approach
Data were collected from 102 fast-food handlers through a structured survey. The questionnaire comprised questions on food safety KAP. The association between scores for KAP among the food handlers was measured with Spearman’s rank correlation.
Findings
A significant direct association was found throughout the different criteria of food safety KAP. In total, 90 percent of fast food handlers had undergone formal training on food safety. Although fast food handlers thought they had overall good knowledge on food safety (93.9 percent), results showed that they had a poor knowledge on proper cleaning of equipment, cross-contamination, foodborne diseases, food danger zone and correct procedures for thawing of frozen food. Only (34.7 percent) of the food handlers correctly identified Salmonella as a food pathogen.
Originality/value
Based on the current findings, the authors believe that continuous food safety and hygiene training should be implemented in all food service operations especially in fast-food restaurants in Qatar to ensure that all food handlers have the knowledge and the skill to provide safe food.
