Abstract

Purpose

This study aims to analyze the policies and strategies used by governmental organizations to address the impacts of climate change in informal neighborhoods, kampungs, such as Bukit Duri and Melayu in Jakarta, Indonesia, focusing on canal and river flooding mitigation and infrastructure development. The research examines the displacement of residents due to the demolition of informal settlements along riverbanks, the role of different governmental organizations and the implications of these policies on affected communities.

Design/methodology/approach

This study uses the theoretical framework of environmental injustice to evaluate the strategies used by the Indonesian Government to address climate change adaptation in Jakarta, with a specific focus on the problem of flooding and its impact on displacement. By analyzing the history and outcomes of flood mitigation policies, this paper assesses the government’s strategies related to infrastructure, evacuation and socialization. In doing so, the study examines the social impact of these policies on affected communities. Furthermore, social listening and media analysis of Twitter data and various news outlets are conducted to gain insights into the living conditions and experiences of displaced residents in two public housing projects.

Findings

The study revealed the challenges faced by the government in implementing policies for climate change adaptation and flood mitigation in Jakarta, including a lack of community engagement with residents of the Kampungs in the decision-making process for relocation. Despite government efforts and providing low-cost apartments (rusuwana), the analysis sheds light on the various forms of injustice that result from the government’s approach to climate change adaptation in Jakarta.

Originality/value

This study examines social justice issues in Jakarta’s informal neighborhoods and explores locally driven efforts vs government-mandated policies for managing natural hazards and adapting to climate change.

Abstract

Purpose

Sustainable and resilient infrastructure projects aim to reduce flooding impacts and improve community adaptability. For instance, flood-resistant stilts elevate structures, mitigating flood damage. Comprehensive consideration is crucial when adding elements to housing projects, incurring costs for all involved parties. This study aims to assess the viability of concrete stilts for cost-effective flood mitigation in Malaysian terrace housing.

Design/methodology/approach

The study evaluates cost implications through a comparative 5D building information modeling (BIM) cost analysis of stilted and conventional (standard) housing models. This assesses the percentage increase in total cost. Furthermore, a survey of construction professionals was undertaken. The study used online convenience and stratified sampling techniques. Out of the 222 emails that were sent, 27 construction professionals located in Johor, Sabah and Selangor within Malaysia participated in the research survey. Their perspectives on stilt housing prospects and factors for costing such structures were analyzed through a descriptive analysis using SPSS.

Findings

The case study models revealed that the incorporation of stilts could lead to a 21.64% increase in the overall cost per unit. This cost increase was primarily attributed to the additional reinforcement required. However, the survey findings highlighted that a majority of construction professionals perceived the cost increment to fall within the range of 10%–20%. Consequently, it becomes imperative to meticulously consider cost factors such as foundational requirements, staircases, and the extended construction duration to effectively curtail expenditures. The prospect of heightened costs potentially posing a threat to profit margins and discouraging developers necessitates careful financial management. Notwithstanding these challenges, the survey's insights underscored that professionals in the construction industry indeed recognize the potential of stilt technology in the realm of flood mitigation and management, particularly within housing projects.

Practical implications

This research has significant practical implications. It provides a precise financial contrast between housing categories using 5D BIM and incorporates construction experts’ viewpoints on raised housing. Enhanced design considerations for raised housing can make it economically viable, offering a cost-effective, nature-based approach to flood mitigation. This approach can bring substantial benefits to residents by reducing flood-related damages and enhancing community resilience.

Originality/value

One of the notable aspects of this research is its originality. It uses a dual quantitative methodology involving modeling and survey techniques to address its objectives effectively. This approach contributes significantly to the relatively limited body of research focused on stilt housing and the application of 5D BIM. By combining these methodologies, the study explores a relatively uncharted area, making a valuable contribution to the field.

Abstract

Purpose

This study aims to assess the effects of natural disasters on food security in a sample of 40 sub-Saharan African countries. First, the authors assess the effects of natural disasters on the four dimensions of food security and second, the authors disaggregate natural disaster using the two dimensions that are most representative, namely, hydrological and biological disasters.

Design/methodology/approach

The regressions are based on the generalised method of moments on a data set covering the period 2005–2020. Natural disasters are measured by the total number of people affected and food security by its characteristics: access, availability, use and sustainability.

Findings

The results show that natural disasters increase the prevalence of undernourishment but reduce dependence on cereal imports. An increase in natural disasters by 1% increases the prevalence of undernourishment by the same proportion. As for import dependency, a 1% increase in natural disasters reduces dependency by 2.2%. The disaggregated effects show that hydrological disasters are more significant than biological disasters in impacting food security. Floods reduce the average energy supply adequacy but also dependence on cereal imports. Policy implications are discussed.

Originality/value

The study complements the extant literature by assessing the effects of natural disasters on food security in a region where food insecurity is one of the worst in the world.

Abstract

Purpose

The ineffectiveness of flood control in climate-impacted majority-world cities like Jakarta highlights the need for policies that integrate local knowledge and embrace water harmony rather than resistance. This study explores flood adaptation in North Jakarta's kampungs (urban informal settlements), aiming to enhance the efficacy of current flood disaster management. The outcomes of the participatory planning mechanism simulation that we propose are expected to provide valuable insights for the urban planning approach in that city.

Design/methodology/approach

We employed focus groups and design charrettes with a bottom-up approach to explore how local knowledge can enhance spatial flood management and urban planning policies. In total, 17 diverse participants, covering various ages and professions, engaged in these activities. Our methods aimed to be culturally sensitive and inclusive, embracing indigenous values like musyawarah and gotong royong. The research methodically examined flood implications and adaptations in informal settlements, progressing through preliminary understanding, data triangulation, and a reflective synthesis of the findings.

Findings

Amid worsening global changes like sea level rise, community-focussed, collaborative planning can help create tailored flood-resilience solutions. The research reveals that partnerships between communities and organisations promote city-wide, flood-adapted environments, aligning policy with the needs and goals of those most affected by flooding. This collaboration enhances flood disaster management and planning policies.

Research limitations/implications

This research focusses on Jakarta's flood adaptation and urban planning, reflecting on historical situations relevant to urbanising majority-world countries. Whilst specific to Jakarta, it offers perspectives on managing global environmental challenges such as sea level rise. Subsequent research should prudently consider each locale's distinct geographic and social milieu and the trust in planning systems in applying these findings, methodologies and approaches.

Originality/value

This study clarifies the relationship between disaster management, policy and flood adaptation, focussing on local knowledge in North Jakarta, pertinent to urbanising majority-world nations. Jakarta's historical and modern dynamics, including globalisation, reveal specific prospects and obstacles to applying vernacular knowledge to planning and disaster response. It highlights crucial points for policymakers in the majority of the world to address growing flood risks and create strategies that integrate local and traditional wisdom.

Abstract

Purpose

This study aims to determine the key indicators affecting the resilience of the construction supply chain to flooding and calculate the resilience of the urban construction supply chain in three cases city.

Design/methodology/approach

This study combines expert opinions and literature review to determine key indicators and establish a fuzzy EWM-GRA-TOPSIS evaluation model. The index weight was calculated using the entropy weight method, and GRA-TOPSIS was used for comprehensive evaluation.

Findings

The results of the study show that the three cities are ranked from the high to low in order of Hangzhou, Hefei and Zhengzhou.

Originality/value

The innovative method adopted in this study comprising EWM-GRA-TOPSIS reduced the influence of subjectivity, fully extracted and utilized data, in a way that respects objective reality. Further, this approach enabled the absolute and relative level of urban construction supply chain resilience to be identified, allowing improvements in the comprehensiveness of decision-making. The method is relatively simple, reasonable, understandable, and computationally efficient. Within the approach, the entropy weight method was used to assign different index weights, and the GRA-TOPSIS was used to rank the resilience of the construction supply chain in three urban cities. The development of resilience provides a robust decision-making basis and theoretical reference, further enriching research methods, and having strong practical value. The study serves to improve risk awareness and resilience, which in turn helps to reduce losses. It also provides enhanced awareness regarding the future enhancement of supply chain resilience for urban construction.

Abstract

Purpose

The a priori identification and development of army personnel competencies are necessary to enable effective and efficient responses to rapidly changing climate conditions. Accordingly, this study aims to identify the performance requirements of a military flood responder and the competencies (knowledge, skills and abilities) required to perform it.

Design/methodology/approach

Using an abductive approach, the authors conducted both secondary and primary research to generate a validated framework of performance criteria and competencies for army personnel responding to floods. This literature review integrated both the peer-reviewed academic literature and public sector grey literature. Using the critical incident technique, the authors then conducted semi-structured interviews with 15 members of the Canadian Armed Forces (CAF) who had previously been tasked with flood response operations. Participants were asked about the tasks required while conducting flood response operations. Interview transcripts were then content analysed to identify themes regarding those tasks, and the competencies needed to perform those tasks were then extracted and contrasted with the literature review findings. Inter-rater reliability for the analysis was established via iterative discussion between the two co-authors.

Findings

The primary data reinforced and expanded the list of performance expectations that the authors deductively identified from the integrated literature review, adding granularity to each. It also identified competencies (including both hard and soft skills) and highlighted previously neglected contextual antecedents of military flood response effectiveness.

Research limitations/implications

though knowledge saturation was achieved from the 15 interviews conducted, further research with larger samples could more deeply ground the evidence discovered in this study. Nevertheless, the competencies identified in this paper could serve as a starting guide to staffing and/or training interventions targeted at improving these competencies for personnel responding to flood scenarios.

Practical implications

The theoretical findings also have immediate practical relevance to training for flood response operations. In particular, the subtle challenges in competency crossover from military operations to flood response operations may facilitate not only more efficient, targeted training (that could improve the effectiveness of army personnel involved in humanitarian roles), but could be applied to the selection of army personnel as well. This study may also help provincial/municipal operators and emergency planners by better communicating the strengths and limitations of army personnel in addressing civilian military cooperation for humanitarian operations. Thus, the findings of this research study represent an important first step in prompting attention to the strategic human resource planning studies required to make all responders more efficient and effective in their respective division of labour within the humanitarian domain.

Social implications

Peering a little beyond these research findings, human-induced climate change is expected to continue increasing the frequency of such events (IPCC, 2021), and a timely, national force is likely to be increasingly required for Canadians impacted by major disasters stemming from natural hazards when local resources become overwhelmed. Yet, there is some concern from the CAF that increasing responsiveness to disaster operations will affect their military readiness (Leuprecht and Kasurak, 2020). One can indeed envision a paradox whereby the CAF is both a “force of last resort” while increasingly becoming a “first choice for domestic disaster and emergency assistance”. The practical implications from this research also suggest that military personnel, while fully capable of successfully conducting flood response operations, may become overburdened and less able to adopt yet greater capacity and training for other additional humanitarian work. Nevertheless, the competencies highlighted by participants can help inform the next flood response operation in Canada.

Originality/value

Most literature in the field of emergency response focuses on cooperation between civilian and military resources and other strategic-level themes. The findings address critical granularity missing at the operational and tactical levels of humanitarian assistance and disaster relief research. The authors also draw implications beyond the military context, including for local/regional governmental players (operators and emergency planners) as well as for volunteers in flood response roles.

Abstract

Purpose

Disaster research is often geared towards logocentrism and has relatively few outputs that explore alternative forms of representation, particularly those using an artistic medium. This paper explores how the creative use of audio representation can enhance understanding of flooding experiences, challenging the predominant text-based approach within qualitative study.

Design/methodology/approach

During a series of visits to people who had been flooded in 2019 in the UK, interviews and ambient sounds were recorded, analysed and then intertwined with musical elements composed by the lead author. The result is a phonographic representation of the synthesised data. The process explores a tripartite, creative, sonic approach that comingles thematic spoken excerpts with local sounds and musical compositions.

Findings

This article presents three sonic vignettes that illustrate the use of audio as a medium for academic research outputs. It contributes to the current consensus that the interpretation, representation and dissemination of research findings should be broadened beyond the dominance of the written word to align with the ethos of the Disaster Studies Manifesto.

Research limitations/implications

The research contributes to disaster scholarship by developing a transdisciplinary approach to explore people’s experiences. By retaining the participants’ voices at its core, it makes use of in-depth, rich data to illustrate individuality, rather than aiming to generalise.

Originality/value

Very little disaster research has focussed on pushing the boundaries of investigation by using the arts as a lens for both the researcher and their audience. Such work may connect with a wider range of people compared to a text-based “traditional” academic output. It can offer new opportunities for practical uses within Disaster Risk Reduction, for example as a communicative and educational tool.

Contribution to impact

This paper contributes to understanding the impact of developing audio representation as a medium for conveying people’s experiences of flooded homes.

Abstract

Purpose

Extreme weather events are on the rise around the globe. Nevertheless, it is unclear how these extreme weather events have impacted the supply chain sustainability (SCS) framework. To this end, this paper aims to identify and analyze the aspects and criteria to enable manufacturing firms to navigate shifts toward SCS under extreme weather events.

Design/methodology/approach

The Best-Worst Method is deployed and extended with the entropy concept to obtain the degree of significance of the identified framework of aspects and criteria for SCS in the context of extreme weather events through the lens of managers in the manufacturing firms of a developing country-Nigeria.

Findings

The results show that extreme weather preparedness and economic aspects take center stage and are most critical for overcoming the risk of unsustainable patterns within manufacturing supply chains under extreme weather events in developing country.

Originality/value

This study advances the body of knowledge by identifying how extreme weather events have become a significant moderator of the SCS framework in manufacturing firms. This research will assist decision-makers in the manufacturing sector to position viable niche regimes to achieve SCS in the context of extreme weather events for expected performance gains.
