Abstract

Purpose

To present a comprehensive flood management plan for Malaysia, the various planning stages and the proponents of the plan. It is also to expound and highlight the importance of spatial information technology in the strategy and to outline the critical decision‐making at various levels of the plan.

Design/methodology/approach

A review of flood disaster management aimed at providing an insight into the strategies for a comprehensive flood disaster management for Malaysia. Discussion of the framework of a spatial decision support system (SDSS) and its role in decision‐making in a comprehensive disaster management plan.

Findings

Provides information about a proposed comprehensive disaster management program for Malaysia and highlight the role of SDSS in improving decision‐making. It recognizes the strength of SDSS in the collection and processing of information to speed up communication between the proponents of the disaster management program. A well‐design SDSS for flood disaster management should present a balance among capabilities of dialog, data and modeling.

Research limitations/implications

The study has outlined the links and components of SDSS and not its development processes; this may limit the used of this paper in in‐depth study of the development if SDSS. Some source for detail study of the development of SDSS have, however, been cited.

Practical implications

This paper is a very useful source of information about the preparation of a comprehensive disaster management program. It also sheds light on the role of SDSS in improving and speeding up communication between the various proponents of the program. Researcher and students will fine, it provides general guidelines and framework for disaster planning and management.

Originality/value

This paper fulfills flood disaster study need for developing a comprehensive disaster management program. It presents the framework of SDSS, the interrelationship between their various components and how they play a role in decision‐making.

Abstract

Purpose

This paper aims to demonstrate a Geographic Information System (GIS)‐based study on development of District Disaster Management System for floods for Allahabad Sadar Sub‐District (India).

Design/methodology/approach

An approach has been designed to explore the scope for the combination of Disaster Management and GIS. The flood‐prone areas have been identified and their positions are marked using ArcView 9.1. GIS has been exploited to obtain the spatial information for the effective disaster management for flood‐affected areas.

Findings

ArcView 9.1 has been used as a tool for storing all types of relevant data for analysis and decision making. The various thematic maps include road network map, drinking water sources map, land use map, population density map, ward boundaries and location of slums.

Originality/value

The paper proposes evelopment of a GIS‐based early response system, and an emergency preparedness plan for the Allahabad Sadar sub‐district and also analysis of the impact of flood disasters in the region and its relationship to infrastructure development with a view to identifying how local governing bodies could be helped in addressing these issues. The proposed GIS‐based flood mitigation and management program would improve the current practices of disaster management process. If implemented properly, it would result in proper and quick decisions for the rescue and safety of the general public, which in turn would help in minimizing loss of life and property.

Abstract

Purpose

In Spring 2015, Texas experienced record-breaking floods, causing deaths, injuries, and widespread property and infrastructure damage. However, little is known about those who encountered access barriers to disaster support in Texas. The purpose of this paper is to examine the unmet disaster-related needs from 2-1-1 calls during evacuation, flooding, and early recovery phases.

Design/methodology/approach

The 2-1-1 Texas Information and Referral Network’s caller database was used to identify real time, non-emergency, unmet disaster-related caller needs longitudinally. The two-month study period included a baseline week before flashflood (05/01/2015) into early recovery (06/30/2015). Caller unmet needs were categorized and graphed by type daily throughout the study period.

Findings

Of the 4,880 disaster-related 2-1-1 calls from Texas’ 254 counties, 1,183 callers needed housing help, compared to 442 utilities, 409 food and 109 medically related assistance. Total calls quickly peaked at 405 calls/day during Memorial Day weekend when Greater Houston flooded. Despite total calls decreasing gradually during recovery, they remained four times higher than baseline. Unmet needs varied by type, especially during early recovery. Housing, food, and medical unmet needs surged when Houston flooded. Although medical calls were lowest volume than other basic needs, demand for medical assistance had a higher threshold throughout early recovery.

Practical implications

Examination of unmet needs over disaster phases identified longitudinal patterns of demand and effectiveness of disaster management efforts.

Originality/value

Using real-time 2-1-1 data to monitor types of unmet demand is valuable to tailor timely and effective disaster support, reduce access barriers, and allocate disaster support services and supplies to the vulnerable communities.

Abstract

In recent years, due to fast growth of Kabul city in Afghanistan, newest construction has been taking place in unplanned ways and entailed illegal squatting on land and mountains. Such unplanned urban expansion, without any type of urban infrastructure and insufficient drainage systems, has created many problems including an increasing number of urban floods. Recent reports show that the number of female victims is higher than that of males affected by floods. First, this chapter highlights the country overview of the disaster and vulnerability, and then particularly focus on the vulnerability factors of urban women who are affected by floods and living in Kabul city. Data for this study were obtained through focus group discussions with urban women, and men and face-to-face interviews with governmental and non-governmental organizations (GOs-NGOs) at the local as well as national levels in Afghanistan. Interpretive Structural Modelling (ISM) was used to map the relationship among factors, and to stratify factors according to their importance. Findings show that the lack of education on disaster management and the lack of protective measures play an important role in increasing women’s vulnerability during disasters. Furthermore, the study finds that cultural issues represent a dominant vulnerability factor which affect women. The comparative results show that the women affected by the cultural norms during the flood are less important than the post-disaster. The study also found that the perception regarding these cultural norms and how they affect women’s behaviour during disasters differs between men and women. This chapter concluded some policy recommendations towards resilient livelihoods.

Abstract

Purpose – Flooding has become a recurring phenomenal in most cities in Nigeria. The 26 August 2011 flooding disaster which occurred in Ibadan is only an indication of magnitude of flooding problem in Nigerian cities. This chapter examines the impacts, vulnerability factors and disaster risk management framework in Ibadan metropolis.

Methodology/Approach – The survey design was used for the study and covers eleven local government areas (LGAs) affected by the flood. The study utilized both primary and secondary data. The primary data were obtained by physical observation and in-depth interview of affected households. In-depth interview was also carried out with key officials of State Ministry of Environment and Housing. The study also relies on the data from the Oyo State Government Task Force on Flood Prevention and Management report.

Findings – The chapter shows that the 26 August 2011 flood disaster in Ibadan metropolis caused monumental destructions in the city. The continuous construction on flood plains, indiscriminate dumping of refuse, excessive rainfall and deforestation were identified as the main vulnerability factors. The chapter shows that there is no adequate framework for disaster risk management in the city.

Research limitations – About 250 affected households in 11 LGAs were interviewed for the study due to time and budget constraints. This figure is considered meagre considering the number of affected households by the flood disaster. However, the random selection of affected households and key government officials helped to address this limitation.

Originality/value of chapter – The simultaneous identification of impacts, vulnerability factors and disaster risk management framework in the city provides an opportunity for the development of a holistic and proactive disaster risk management strategy in Ibadan metropolis.

Abstract

Purpose

Nowadays, under climate change contexts, natural disasters are becoming stronger in intensity and probability. The impacts of natural disasters on people and the environment are also getting worse. The purpose of this study was conducted to provide a method of assessing disaster risks, in particular, floods for human life in Mid Central Vietnam.

Design/methodology/approach

The pre-disaster assessment method was used based on the analysis of hazard factors (Hazard-H), exposure to hazards (Exposure-E) and vulnerability (Vulnerability-V).

Findings

Flood disaster risks in the area are assessed and displayed on spatial maps. The districts in coastal plains of Quang Ngai and Thua Thien Hue provinces have the highest levels of risk. These assessments will play an important role in supporting flood prevention and mitigation in the region.

Originality/value

According to the authors, this is the first study assessing the flood risk in Vietnam on the pre-disaster perspective. The assessment provides a plain point of view on natural disaster impacts that supporting disaster prevention services.

Abstract

This study examines the causes of flood disasters in Jianghan Plain, China and provides practical solutions to mitigate them. Results from this study indicate that both historical archives and more recent recorded data point to an increasing frequency in flood disasters since 1961. Furthermore, damage and losses from flood disasters have also increased significantly in the region. By analyzing the physical geographic factors and human activities, this study found that the main causative factors contributing to increasing flood disasters are landform/topography, climate elements, reduced drainage capacity of rivers in contrast to increased flood discharge, and human activities. Finally, the study examines various practical solutions to mitigate flood disasters in the Jianghan Plain.

Abstract

Purpose

Managing disasters using modern science and traditional knowledge systems in silos has several prospects and limitations. Despite the catalyst role of the traditional knowledge in reducing the risks of disasters and adapting to climate change, this knowledge has not featured prominently in any of the existing disaster policies and disaster science. The authors demonstrate how traditional knowledge and modern science can be integrated for holistic approach of disaster risk reduction and management.

Design/methodology/approach

Using qualitative research method complemented by thorough literature review, this article captures traditional knowledge and practices of communities in the Narayani Basin for flood disaster risks reduction and management and shows ways to integrate traditional knowledge and modern science for holistic approach of disaster risk reduction and management.

Findings

The authors found that traditional knowledge system and practices have worked as an alternative to modern technoengineering approaches of disaster risk reduction and management and hold immense potential to contribute against disasters; therefore, this knowledge system of the communities not only needs to be recognized, conserved and documented but also is to be incorporated into efforts to formulate effective disaster management strategies and be amalgamated with the technoengineering practices for a holistic approach so that it can ensure disaster safety and security of the communities.

Research limitations/implications

The authors conducted this study collecting primary data from Narayani basin only; however, the authors believe that these practices and findings of the research may still be representative.

Practical implications

The practical implication of this research is that traditional knowledge system needs to be integrated with technobureaucratic knowledge of disaster management, enabling to develop a more robust and holistic approach of disaster risk reduction and management.

Social implications

This research documents being extinct traditional knowledge system and empowers communities by supporting them to integrate and use both traditional knowledge and modern technobureaucratic knowledge for building communities flood resilient.

Originality/value

This research is based on both primary and secondary data and original in case of its findings and conclusion, and no similar research contextualizing the role of traditional knowledge system in flood disaster management has been conducted in Narayani Basin of Nepal in the past.

Abstract

Floods are among the most significant and frequent hazards to affect communities in the downstream part of the Ba River in Western Viti Levu, Fiji Islands. They often leave in their wake displacements and death putting thousands at risk of sliding into poverty. Using the recent 2009 and 2012 floods, we examine how social capital aids in post-disaster response and recovery among residents in five selected villages in the downstream communities of the Ba River. Data were collected from a questionnaire survey administered to 97 households and semi-structured interviews with a further 20 respondents. It is conventionally believed that moving supplies, aid and expertise into flood-affected areas offers the best path to effective response and recovery. By contrast, our results indicate that residents of downstream communities in Ba District are using four approaches to create and deploy social capital among them to facilitate disaster response. The patterns of social capital used for effective response include practices of search and rescue, information, mutual assistance and commercial cooperation. Such strategies help to build resilience at household and community levels and reduce risks of loss of life and costly damage to property. The findings can be used to generate policies concerning the integration of social capital as a component of flood disaster response and recovery mechanisms.

Abstract

Evidence abounds on surging disasters, mainly as consequences of poor risk identification and management, which have historically accompanied disaster management in many African countries. Effective management of disaster risks, whether natural or man-made, is necessary for building resilience, enhancing mitigation, preparedness, response, recovery and adaptation. As part of a broad-based risk management approach, Nigeria made frantic efforts to mitigate the effects of various disasters, by establishing relevant institutions and formulating policies. In spite of these efforts, implementation outcomes have not been adequately quantified and managed. This study reviews and assesses the policies and practices of disaster risk management (DRM) vis-á-vis institutional framework in Nigeria. It utilises available data and policy documents to review and analyse Nigeria’s institutional framework. Furthermore, the study carries out implicative scenario analysis based on the current institutional framework, to match the DRM trends. It also proffers recommendations on how best institutions could drive proper DRM in Nigeria. The strengths, opportunities, gaps and constraints associated with disaster and risk reduction in Nigeria are then highlighted.
