Abstract

Purpose

The purpose of this paper is to assess direct and indirect damages of dairy processors and pig and poultry slaughterhouses in The Netherlands following the occurrence of a feed crisis.

Design/methodology/approach

Starting from a number of feed crisis scenarios the paper analyses processing industry damage parameters through a combination of sector data and individual company assessments. In case of confidential data, outcomes are presented as indices.

Findings

The paper finds that, in the most likely scenario, it is expected that a feed crisis affects 15 processors, i.e. 20 per cent of processing business in The Netherlands. Processors' direct damage is largely (>90 per cent) determined by the mixing of produce during various phases of processing. Indirect damage is on average perceived not to exceed direct damage.

Practical implications

The results are useful in current stakeholder debates on sharing damage burdens of feed crises across supply chain partners.

Originality/value

This paper extends currently available risk analyses of feed contaminations by eliciting damage beyond farm level.

Abstract

Purpose

This study aims to investigate the impact of Hurricane Sandy from the perspective of interdependence among different sectors of critical infrastructure in New York City and to assess the interconnected nature of risks posed by such a hurricane.

Design/methodology/approach

This study uses indirect damages of each sector to estimate the degree of functional interdependence among the sectors. The study examines the impact of the hurricane on different critical infrastructures by combining hazard maps of actual inundation areas with maps of critical infrastructure. The direct damages of each sector are calculated from the inundation areas in the flood map. The indirect damages are estimated by considering the areas that were not inundated but affected by Sandy through the interconnected infrastructure.

Findings

The electricity sector was the key sector to propagate risks to other sectors. The examination of new initiatives to increase the resilience of critical infrastructures in New York City after Sandy reveals that these initiatives focus primarily on building hard infrastructures to decrease direct damages. They understate the importance of interdependent risk across sectors. Future disaster risk reduction strategies must address interdependent infrastructures to reduce indirect damages.

Originality/value

This paper focuses on estimating the direct and indirect damages caused by Hurricane Sandy in each critical infrastructure sector, using GIS mapping techniques. It also introduces a Bayesian network as a tool to analyze critical infrastructure interdependence.

Abstract

Purpose

The purpose of this paper is to demystify the meaning of the term “consequential loss” in relation to the practice of construction law. Parties may have different understandings of the term and typically an exclusion clause will not solely relate to consequential loss, but will also include other heads of losses for which the party will not be liable for, such as loss of profit, loss of revenue and loss of business.

Design/methodology/approach

The question emerges as to whether the term consequential loss has a definitive legal meaning in its own right. This study seeks to ascertain the definition of the term consequential loss within the construction industry through a review of the legal position regarding liability for breach of contract and consequential loss through the consideration of the case law relating to this topic and the associated secondary sources of information.

Findings

The study concludes by elucidating a clear interpretation of the term consequential loss and guidance of how it should be used in contract law.

Originality/value

Recent cases and established authorities are considered together for the first time in this work which assists in the development of legal principles of direct and indirect losses and the determination of how they apply to the built environment.

Abstract

Many jurisdictions fine illegal cartels using penalty guidelines that presume an arbitrary 10% overcharge. This article surveys more than 700 published economic studies and judicial decisions that contain 2,041 quantitative estimates of overcharges of hard-core cartels. The primary findings are: (1) the median average long-run overcharge for all types of cartels over all time periods is 23.0%; (2) the mean average is at least 49%; (3) overcharges reached their zenith in 1891–1945 and have trended downward ever since; (4) 6% of the cartel episodes are zero; (5) median overcharges of international-membership cartels are 38% higher than those of domestic cartels; (6) convicted cartels are on average 19% more effective at raising prices as unpunished cartels; (7) bid-rigging conduct displays 25% lower markups than price-fixing cartels; (8) contemporary cartels targeted by class actions have higher overcharges; and (9) when cartels operate at peak effectiveness, price changes are 60–80% higher than the whole episode. Historical penalty guidelines aimed at optimally deterring cartels are likely to be too low.

Abstract

Purpose

This study aims to investigate the level of preparedness among property owners who had experienced flood damage to their properties in two cities in England following the summer floods of 2007. Flooding can have a variety of impacts on residential properties and businesses that may be unprepared and therefore vulnerable to both direct and indirect effects. Research suggests that the focus in analysis of damage to flood plain population (residential and commercial) tends to be on the direct tangible impacts, limiting their ability to recognize the true costs of flooding, thereby leading to unpreparedness to future flooding. Greater understanding of the level of preparedness against different types of flood impacts is likely to contribute towards increased knowledge of the likely resilience of residential and commercial property occupiers.

Design/methodology/approach

Primary data obtained through self-administered postal questionnaire survey of floodplain residential and commercial residents provide the basis for the research analysis and findings. The rationale behind choosing the locations for the research was based on the need to investigate areas where a sizeable number of residential and commercial properties were affected during the 2007 event, in this case, Sheffield and Wakefield in the northern part of England were chosen. The data collected were subjected to descriptive statistical analysis.

Findings

The result of the analysis revealed that non-structural measures have been implemented by more people when compared to other measures, which can be linked to the fact that non-structural measures, in most, cases do not have financial implication to the property owners. The uptake of the other measures (resistance and resilience) is very low. It can be concluded from the findings that the level of implementation of measures to reduce damage from potential future flooding among the flood plain residents is relatively low and mainly focussed towards reducing the direct effects of flooding.

Practical implications

The study argues that increased resilience can be sustainable only by developing integrated attitude towards risk reduction not only by enhancing coping strategy by reducing direct impacts of flooding but also equally focussing on indirect effects.

Originality/value

There have been previous studies towards investigating the impacts of flooding on residential and commercial property owners as a separate entity. It is believed that this is the first time in which both residential and commercial properties will be investigated together as one body of research.

Abstract

Purpose

The purpose of this paper is twofold: first, to investigate the flood impact on a detached dwelling based on physical attributes related to the positioning, form and orientation of the house, and second, to investigate the effectiveness of property-level protection (PLP) to mitigate the direct structural damage of the house and the degree of floodwater ingress within the house.

Design/methodology/approach

The methods included modelling and simulation within the ANSYS Fluent® computational fluid dynamics software. Flooding scenarios with constrained parameters using theoretical modelling methods/tools were used to test the research hypotheses. Therefore, the results obtained will match the what-if scenarios considered if/based on the standard equations and assumptions made in the idealised model.

Findings

It was found that the position, orientation and form of an individual dwelling with brick and block construction informs the impact of the applied pressure on the structure and water ingress. Increase in pressure on the structure was noted from 0.3 m. All examined PLP mitigated the risk of structural damage if applied in consideration with other interventions e.g. mortar sealing. The use of non-return valves could potentially increase the pressure on the structure, but was also found to be effective in reducing water ingress. Findings should be considered in conjunction with the assumptions and exceptions of this study.

Research limitations/implications

The limitations of this study are that the findings are based on an idealised model of a single detached house, with no landscape obstruction to the watercourse. This mathematical approach concerned with developing the normative models may therefore not fully describe the real-world complex phenomena. But it provides the first vision and an objective basis to answer the questions under study, and to propose usable outputs. Flooding caused from internal sources (e.g. bursting of pipes, roof leaks) or seepage from the ground and moisture through the walls were excluded. Building content was not modelled.

Practical implications

Common property-level flood interventions are typically tested to mitigate water ingress to the house. This study extends this approach to include the prevention of structural damage to the external walls; this can help to avoid the indiscriminate use of property-level flood prevention solutions without full understanding of their degree of effectiveness or impact on the building’s structural integrity. This study is practically significant because it provides outputs and means to examine which intervention(s) are better for delivering flood protection to a standard brick/block detached house type. This knowledge is highly beneficial for relevant stakeholders who can use it to deliver effective property-level flooding resilience measures.

Originality/value

The study provides useful insights for property owners and building professionals to explore suitable, cost-effective single property-level protection against flooding. Furthermore, the effective implementation of interventions can be used to achieve a customised, “fit for purpose” resilience retrofit.

Abstract

Purpose

This paper aims to analyze the cost of crime as understood in Ukrainian and foreign criminology, investigating both the direct and indirect damage caused by crime, its social consequences and Ukrainians’ attitudes toward its costs.

Design/methodology/approach

From January 2018 to May 2019, data were gathered using an online questionnaire from 717 respondents between 14 and 65 years of age residing in all regions of Ukraine.

Findings

Results suggest a high level of concern among Ukrainian citizens regarding security and crime. Latent criminality, crime rates and mistrust of law enforcement are high in Ukraine. It was found that the total cost of crime to the respondents (losses from crimes) reached UAH2m, and 69.3 per cent reported fear of becoming a victim of crime, with 26.2 per cent indicating that they had already been victims.

Practical implications

The knowledge of the cost of crime obtained in this study is vital for understanding crime in Ukraine. The results could be effectively leveraged to develop effective and cost-efficient means of combating crime. They could also be used to forecast crime rates, and thus, optimize future responses to the challenges of crime.

Originality/value

This is the first comprehensive study of the cost of crime in Ukraine and it indicates both the tangible and intangible costs of the damage it inflicts. Notwithstanding the country-specific case-study context, the results could inform discussions and decisions at a broader international scale, subject to the usual caveats.

Abstract

Purpose

Damage functions constitute an essential part of the modelling of critical infrastructure (CI) performance under the influence of climate events. This paper aims to compile and discuss publications comprising damage functions for transport assets.

Design/methodology/approach

The research included the collection of contemplable literature and the subsequent screening for damage functions and information on them. In conclusion, the derived damage curves and formulae were transferred to a unified design.

Findings

Damage functions for the transport sector are scarce in the literature. Although specific damage functions for particular transport assets exist, they mainly consider infrastructure or transport in general. Occasionally, damage curves for the same asset in different publications vary. Major research gaps persist in wildfire damage estimation.

Research limitations/implications

The study scope was restricted to the hazards of fluvial floods and wildfires. Despite all efforts, this study did not cover all existing literature on the topic.

Originality/value

This publication summarises the state of the art of research concerning transport asset damage functions, and hence contributes to the facilitation of prospective research on CI performance, resilience and vulnerability modelling.
