Abstract

This chapter introduces the notion of the ‘Innovation Story’ as a methodological approach to public policy evaluation, which builds in greater opportunity for learning and reflexivity.

The Innovation Story is an adaptation of the case study approach and draws on participatory action research traditions. It is a structured narrative that describes a particular public policy innovation in the personalised contexts in which it is experienced by innovators. Its construction involves a discursive process through which involved actors tell their story, explain it to others, listen to their questions and co-construct knowledge of change together.

The approach was employed to elaborate five case studies of place-based leadership and public service innovation in the United Kingdom, The Netherlands and Mexico. The key findings are that spaces in which civic leaders come together from different ‘realms’ of leadership in a locality (community, business, professional managers and political leaders) can become innovation zones that foster inventive behaviour. Much depends on the quality of civic leadership, and its capacity to foster genuine dialogue and co-responsibility. This involves the evaluation seeking out influential ideas from below the level of strategic management, and documenting leadership activities of those who are skilled at ‘boundary crossing’ – for example, communicating between sectors.

The evaluator can be a key player in this process, as a convenor of safe spaces for actors to come together to discuss and deliberate before returning to practice. Our approach therefore argues for a particular awareness of the political nature of policy evaluation in terms of negotiating these spaces, and the need for politically engaged evaluators who are skilled in facilitating collective learning processes.

Abstract

Introduction: This chapter examines the impact of Financial Technology (Fintech) on Environmental, Social, and Governance (ESG) goals to promote a sustainable financial system. Digital payment platforms, blockchain applications, and AI-powered analytics have revolutionised the financial landscape in recent years. These advancements have made integrating ESG principles into investment decisions and business practices easier.

Purpose: The main aim of this chapter is to analyse the connections and possibilities that Fintech offers to achieve ESG goals. Understanding how Fintech can facilitate sustainable finance practices is crucial for promoting investment in Fintech.

Methodology: A series of indexes have been examined, including the Global FinTech Index (GFI) in Global and Regional Rank, the Global Sustainable Competitiveness Index, and performing the Green Growth Index, the Green Economic Opportunity Index, the Global Green Finance Index (GGFI), and the Financial Inclusion Index.

Findings: Through comparative analysis, it can be concluded that the countries with the highest rankings are Sweden, Finland, Denmark, Switzerland, and Germany. Sweden ranks highly in the GFI. These results show that these countries rank highly in achieving ESG objectives. Balkan countries, specifically Albania, Bosnia and Herzegovina, and Montenegro, have the weakest results compared to other countries. Policymakers can benefit from the study’s findings to design better regulations and frameworks that promote responsible fintech practices and foster sustainable finance.

Practical Implications: Regulators and agencies responsible for measuring fintech and ESG should strive to align the indexes associated with these two domains as closely as possible. In addition, businesses can utilise the findings of this study to increase awareness about the diverse solutions that fintech offers to achieve the objectives of ESG.

Abstract

The pandemic has brought to light the importance of quickly adopting new technologies and building resilient organisations. Also, the Sustainable Development Goals (SDGs) can be addressed in large part through technological innovations. The development of smart systems which are linked with the Internet of Things (IoT) can create different opportunities to strategically face the barriers linked with the SDGs and make sure that there is an environmentally sustainable, equitable and healthy society. This study has utilised secondary and qualitative data and has adopted the interpretative and deductive approaches. It has given significance to several aspects of the SDGs and has linked them with digital technology such as accessibility to safe and clean portable water, production of sustainable food along with the generation of green energy and its utilisation. This study has evaluated the advantages of digitalisation so that it can catalyse the transition towards SDGs and improve the health of the citizens by giving digital accessibility specifically to the underserved community. The research has selected the most essential themes which are linked to the context of SDGs and has deeply evaluated a lot of information obtained from authentic secondary resources. At last, it provides a conclusion and recommendations where it has suggested several initiatives which could be made for enhancing the overall scenario and has also disguised the limitations that were identified while completing the study.
