Abstract

Purpose

After the fall of Burma on 10 March 1942 the British government extensively implemented scorched-earth policies in Bengal like denial of rice and boats. The British government had inadequate defense equipment to resist Japanese attack in Bengal. After the Japanese invasion supply of Burmese rice suddenly stopped. Faridpur district used to import rice from Burma. The Burmese conquest created an immediate and serious crisis for several rice imported districts and coastal districts of Bengal. Hence, none of the districts of East Bengal could escape its brutal clutches and severity recorded in Chittagong, Dhaka, Faridpur, Tripura, Noakhali, Bakargonj and so on.

Design/methodology/approach

Among the affected districts of Bengal, Faridpur has been chosen as study area due to severity of famine. This study addresses the famine scenario of Faridpur. Data has been collected from primary and secondary sources. Content Analysis Research method is used to test reliability and validity of the data. Historical Analysis Research method has been followed in this study.

Findings

Finding of the study shows that the government relief issues, ignorance of warnings, political nepotism and denial policy of British government intensified the famine of Faridpur district. The wartime tactics adopted by the colonial government aggravated the famine situation. This article has shed light on the government war time policy, activity and some impacts of British decline in Burma that fueled the famine in Faridpur district.

Originality/value

This study is my original research work and has not been published else where.

Abstract

Purpose

This study examines how neutralization strategies affect the efficacy of information system security policies. This paper proposes that neutralization strategies used to rationalize security policy noncompliance range across ethical orientations, extending from those helping the greatest number of people (ethics of care) to those damaging the fewest (ethics of justice). The results show how noncompliance differs between genders based on those ethical orientations.

Design/methodology/approach

A survey was used to measure information system security policy noncompliance intentions across six different hypothetical scenarios involving neutralization techniques used to justify noncompliance. Data was gathered from students at a mid-western, comprehensive university in the United States.

Findings

The empirical analysis suggests that gender does play a role in information system security policy noncompliance. However, its significance is dependent upon the underlying neutralization method used to justify noncompliance. The role of reward and punishment is contingent on the situation-specific ethical orientation (SSEO) which in turn is a combination of internal ethical positioning based on one's gender and external ethical reasoning based on neutralization technique.

Originality/value

This study extends ethical decision-making theory by examining how the use of punishments and rewards might be more effective in security policy compliance based upon gender. Importantly, the study emphasizes the interplay between ethics, gender and neutralization techniques, as different ethical perspectives appeal differently based on gender.

Abstract

Purpose

The purpose of this paper is to present an overview of the vulnerability of Florida’s coastal destinations to climate change and the costs of the adaptation measures required to cope with the impacts of climate change in a range of current and future scenarios.

Design/methodology/approach

The paper illustrates a range of current and projected climate change scenarios in Florida, the challenges the state is already experiencing in dealing with the impacts of climate change and some of the measures adopted to date in three particularly vulnerable coastal destinations, namely Fort Lauderdale, Miami Beach and Sarasota.

Findings

Although tourism is the number one industry in Florida, the state holds a particularly vulnerable position with respect to climate change. The vacuum of political will to address these issues at the state level is thus of particular concern given the vulnerable position of Florida’s coastal areas. With nearly 10 percent of its land area lying at less than one meter above the present sea level, adaptation is especially urgent in Florida. The local government of Florida’s cities such as Fort Lauderdale, Miami Beach and Sarasota are not willing to surrender to sea level rise (SLR). However, without a strong political will to address climate change at the state and federal levels, the costs of adapting to an escalating SLR are becoming progressively unsustainable.

Originality/value

This illustrative case study paper provides a contemporary synthesis of the implications for Florida’s coastal tourism destinations of rising sea levels and those adaptation strategies deemed appropriate in the search for their longer-term sustainability.

Abstract

Purpose

Stigma reduction is an important public health challenge because of the large morbidity and mortality associated with some forms of substance use. Extreme stigma can lead to dehumanisation of target groups, who are ascribed with lesser humanity. The authors examined whether there was blatant and subtle dehumanisation of people who use heroin, and if these were associated with levels of support for non-discriminatory drug policy.

Design/methodology/approach

A cross-sectional online study using a UK convenience sample (n = 307 [75.2% female, mean age 28.6 ± 12.2 years]) was conducted. Participants completed assessments of blatant (Ascent of Humans [AoH] scale) and subtle (an emotion attribution task) dehumanisation and a bespoke measure assessing support for non-discriminatory drug policies. Other measures controlled for stigma towards people who use drugs (PWUD) and moral disgust.

Findings

There was greater blatant dehumanisation of people who used heroin compared to the general population and other potentially stigmatised reference groups, including people who use cannabis. The authors also found evidence of subtle dehumanisation, and people who used heroin were rated as being less likely to feel uniquely human emotions, less likely to feel positive emotions and more likely to feel negative emotions. Blatant dehumanisation was associated with significantly lower probability of support for non-discriminatory drug policy.

Social implications

Dehumanisation may present significant challenges for stigma reduction initiatives and in fostering public support for drug policy and treatment. Denial of the humanity of this group could be used to justify discriminatory policies or relative deprioritisation of support services in funding decisions. Activities that seek to “rehumanise” PWUD, including social inclusion, and encouraging compassionate media representations that portray the lived experiences of substance use may be useful areas of future work.

Originality/value

This is the first study to investigate blatant and subtle dehumanisation of people who use heroin, and how this relates to public support for drug policy.

Abstract

This paper attempts to understand how the interaction of natural disasters and human behaviour during wartime led to famines in three regions under imperial control around the Indian Ocean. The socio-economic structure of these regions had been increasingly differentiated over the period of imperial rule, with large proportions of their populations relying on agricultural labour for their subsistence.

Before the war, food crises in each of the regions had been met by the private importation of grain from national or overseas surplus regions: the grain had been made available through a range of systems, the most complex of which was the Bengal Famine Code in which the able-bodied had to work before receiving money to buy food in the market.

During the Second World War, the loss of control of normal sources of imported grain, the destruction of shipping in the Indian Ocean (by both sides) and the military demands on internal transport systems prevented the use of traditional famine responses when natural events affected grain supply in each of the regions. These circumstances drew the governments into attempts to control their own grain markets.

The food crises raised complex ethical and practical issues for the governments charged with their solution. The most significant of these was that the British Government could have attempted to ship wheat to Bengal but, having lost naval control of the Indian Ocean in 1942 and needing warships in the Atlantic and Mediterranean in 1943 chose to ignore the needs of the people of Bengal, focussing instead on winning the war.

In each of the regions governments allowed/encouraged the balkanisation of the grain supply – at times down to the sub-district level – which at times served to produce waste and corruption, and opened the way for black markets as various groups (inside and outside government ranks) manipulated the local supply.

People were affected in different ways by the changes brought about by the war: some benefitted if their role was important to the war-effort; others suffered. The effect of this was multiplied by the way each government ‘solved’ its financial problems by – in essence – printing money.

Because of the natural events of the period, there would have been food crises in these regions without World War II, but decisions made in the light of wartime exigencies and opportunities turned crises into famines, causing the loss of millions of lives.

Abstract

Purpose

This paper aims to provide an overview of the “no safe haven” anti-corruption commitment recently announced by the G20. The essence of this approach lies in denying entry to individuals reasonably believed to be complicit in massive corruption.

Design/methodology/approach

The paper is based on the analysis of international legal instruments and relevant domestic legislation (US statutes, in particular the Magnitsky Act 2012), as well as on scholarly discussions.

Findings

Proceeding from the analysis of deficiencies in the current anti-money laundering regime, this paper makes an argument in favour of adoption of the “no safe haven” policy as a legal standard in anti-corruption cooperation, rather than a voluntary initiative.

Practical implications

The adoption by states of the approach advocated in this paper will strengthen, or so it is submitted, the international anti-corruption regime. Importantly, it will help curb impunity of those who are shielded from investigation and prosecution in their home countries.

Originality/value

This paper considers basic legal and policy arguments that support the “no safe haven” anti-corruption policy. Due to the novelty of this approach and the dearth of academic literature on this topic, this may be a valuable contribution to the current anti-corruption discussions.

Abstract

Purpose

County lines involving the exploitation of vulnerable children and young people by gangs have been described as a bigger threat than the exploitation exposed by the Rotherham scandal (The Times, 27 November 2017). The purpose of this paper is to explain the contingencies and drivers informing gang identities in the irregular economy of drugs and make some suggestions to address these.

Design/methodology/approach

The paper discusses the social reality (ontology) of UK gangs in the UK and the different theories of knowledge about gangs (epistemologies) that can both help and hamper gangs’ policy and practices. The paper is based on recent research and sets out strategic ideas for good community safety practice in order to develop multi-modal partnership interventions in gang-affected neighbourhoods. Recent policies are located within the broader political economy of crime, which raises questions of current policy direction to achieve safer neighbourhoods.

Findings

A critical realist approach to gangs (Pitts, 2016) assumes that unobservable structures (patterns of relations and roles) cause observable events (gang behaviour). This suggests a reality of gangs independent of theories about them. In this paradigm, the author’s theories about the world are historically, socially and culturally situated and always partial. Not only do gangs change in space and time, but also so do the author’s representations of them.

Research limitations/implications

Arguably, at this moment, the authors’ best ideas about the underlying causal forces which precipitate gangs involve social structures which have push and pull factors acting in conjunction with culturally enmeshed individuals with limited choices. The pushes of social exclusionary factors such as institutional racism and unemployment act in consort with pull factors of excessive consumerism. However, the author’s ideas about gangs are partial and fallible, and this demands a methodological pluralism that involves a range of stakeholders when researching and formulating appropriate interventions.

Practical implications

To address the impact of gang violence at the micro or neighbourhood level, Andell and Pitts (2009, 2013, 2017) developed an interactive model of action research which is inclusive of the experiences and knowledge of stakeholders. This knowledge can be valuable not only to build multi-modal strategies in gang-affected neighbourhoods, but can also be useful as a reflexive spur to provide feedback and direction on what works to reduce community harms. Earlier research experience (Andell and Pitts 2009, 2013, 2017) informs ideas that that single agency or “siloed” approaches to problems associated with gangs and drug markets can cause confusion and mistrust for other stakeholders and that more integrated approaches are needed.

Social implications

In order to assist young people to attain their potential with the assistance of institutions, both micro and macro changes need to take place. The social capital of community networks needs to be enhanced and the redistributive potential of economic policy needs to be enacted. Therefore, policy is needed which is founded on the belief that research is capable of understanding the mechanisms that produce material and cultural domination, and this analysis, in conjunction with stakeholder knowledge, could lead to a realistic program for collective actions in both the micro and macro spheres that reduce relative deprivation and curb the cultural mores for excess.

Abstract

Purpose

The paper explores the emergence of private sector responsibilisation for tackling governance issues in a global supply chain. The infamous case of the Rana Plaza collapse in Bangladesh is used to investigate the ways a frameshift, triggered by a manmade disaster, can potentially influence the effectiveness of the certification process in a research site characterised by the presence of a strong state-business nexus.

Design/methodology/approach

The empirical work for this paper is based 24 semi-structured interviews with owners, managers, operators, independent inspectors in the ready-made garments (RMG) industry in Bangladesh between 2014 and 2018. We also analyse a range of archival materials. For the purpose of data analysis, we adopted an exploratory flexible pattern matching design with nested template analysis (Sinkovics et al., 2019).

Findings

Our analysis suggests that the magnitude of the Rana Plaza collapse triggered several frameshifts in multinational corporations approach towards labour governance in Bangladesh. Subsequently, a responsibility framework for the private sector was created, resulting in significant improvements in working conditions in the sector. However, the sustainability of the labour governance mechanisms was significantly affected by the state's ability to play the role of catalyst in the process, mainly due to the presence of a significant state-business nexus.

Originality/value

We find that broadening the scope of sustainability accounting and assurance process can allow social auditors to play a more meaningful role in triggering collective actions to address labour governance issues in supply chains. However, in a context defined by the presence of a state-business nexus, the sustainability of such a process largely depends on the willingness of the state to play the role of a catalyst.

Abstract

This chapter introduces the Sustainable Development Goals (SDGs) and considers how criminological research, policy and practice can advance this global agenda. It critically accounts for the complex geopolitical, institutional and ideological landscapes that gave rise to this agenda and the challenges this poses for implementing the SDGs today. The chapter also raises important questions about the viability and consequentiality of global efforts to govern the nexus between crime, justice and sustainable development on account of the gravest threat to humanity, climate change. We conclude that all of these issues highlight the need for scholars and practitioners with expertise on crime and justice to approach this agenda from a critical standpoint. At the same time, we acknowledge that the SDGs remain the best global framework that we have for promoting safer and more equitable societies.
